    Research Into Action, Inc. and the Sacramento Municipal Utility District (SMUD) worked together to conduct research on the behaviors and energy use patterns of SMUD residential customers who voluntarily signed on to a Time-of-Use rate pilot launched under the PowerChoice label. The project was designed to consider the how and why of residential customers ability and willingness to engage in demand reduction behaviors, and to link social and behavioral factors to observed changes in demand. The research drew on a combination of load interval data and three successive surveys of participating households. Two experimental treatments were applied to test the effects of increased information on households ability to respond to the Time-of-Use rates. Survey results indicated that participants understood the purpose of the Time-of-Use rate and undertook substantial appropriate actions to shift load and conserve. Statistical tests revealed minor initial price effects and more marked, but still modest, adjustments to seasonal rate changes. Tests of the two information interventions indicated that neither made much difference to consumption patterns. Despite the lackluster statistical evidence for load shifting, the analysis points to key issues for critical analysis and development of residential Time-of-Use rates, especially pertinent as California sets the stage for demand response in more California residences.

    In a small fraction of magnetic-tunnel-junction-based magnetic random-access memory devices with in-plane free layers, the write-error rates (WERs) are higher than expected on the basis of the macrospin or quasi-uniform magnetization reversal models. In devices with increased WERs, the product of effective resistance and area, tunneling magnetoresistance, and coercivity do not deviate from typical device properties. However, the field-swept, spin-torque, ferromagnetic resonance (FS-ST-FMR) spectra with an applied DC bias current deviate significantly for such devices. With a DC bias of 300 mV (producing 9.9 × 10{sup 6} A/cm{sup 2}) or greater, these anomalous devices show an increase in the fraction of the power present in FS-ST-FMR modes corresponding to higher-order excitations of the free-layer magnetization. As much as 70% of the power is contained in higher-order modes compared to ≈20% in typical devices. Additionally, a shift in the uniform-mode resonant field that is correlated with the magnitude of the WER anomaly is detected at DC biases greater than 300 mV. These differences in the anomalous devices indicate a change in the micromagnetic resonant mode structure at high applied bias.

    When modeling solar energy technologies and other distributed energy systems, using high-quality expansive electricity rates is essential. The National Renewable Energy Laboratory (NREL) developed a utility rate platform for entering, storing, updating, and accessing a large collection of utility rates from around the United States. This utility rate platform lives on the Open Energy Information (OpenEI) website, OpenEI.org, allowing the data to be programmatically accessed from a web browser, using an application programming interface (API). The semantic-based utility rate platform currently has record of 1,885 utility rates and covers over 85% of the electricity consumption in the United States.

The choices of whether to use 850,; 900, or 1000 W/m2 for the direct-normal irradiance and whether to link the rating to ambient or cell temperature will; affect how CPV modules are rated and compared with other technologies. This paper explores the qualitative and; quantitative ramifications of these choices using data from two multi-junction CPV modules and two flat-plate; modules.

    A method of controlling the reaction rates of the fuel atoms in a fusion reactor comprises the step of polarizing the nuclei of the fuel atoms in a particular direction relative to the plasma confining magnetic field.     Atomic memory access requests are handled using a variety of systems and methods. According to one example method, a data-processing circuit having an address-request generator that issues requests to a common memory implements a method of processing the requests using a memory-access intervention circuit coupled between the generator and the common memory. The method identifies a current atomic-memory access request from a plurality of memory access requests. A data set is stored that corresponds to the current atomic-memory access request in a data storage circuit within the intervention circuit. It is determined whether the current atomic-memory access request corresponds to at least one previously-stored atomic-memory access request. In response to determining correspondence, the current request is implemented by retrieving data from the common memory. The data is modified in response to the current request and at least one other access request in the memory-access intervention circuit.

    The Automotive Deployment Option Projection Tool (ADOPT) is a light-duty vehicle consumer choice and stock model supported by the U.S. Department of Energy’s Vehicle Technologies Office. It estimates technology improvement impacts on U.S. light-duty vehicles sales, petroleum use, and greenhouse gas emissions. ADOPT uses techniques from the multinomial logit method and the mixed logit method estimate sales. Specifically, it estimates sales based on the weighted value of key attributes including vehicle price, fuel cost, acceleration, range and usable volume. The average importance of several attributes changes nonlinearly across its range and changes with income. For several attributes, a distribution of importance around the average value is used to represent consumer heterogeneity. The majority of existing vehicle makes, models, and trims are included to fully represent the market. The Corporate Average Fuel Economy regulations are enforced. The sales feed into the ADOPT stock model. It captures key aspects for summing petroleum use and greenhouse gas emissions This includes capturing the change in vehicle miles traveled by vehicle age, the creation of new model options based on the success of existing vehicles, new vehicle option introduction rate limits, and survival rates by vehicle age. ADOPT has been extensively validated with historical sales data. It matches in key dimensions including sales by fuel economy, acceleration, price, vehicle size class, and powertrain across multiple years. A graphical user interface provides easy and efficient use. It manages the inputs, simulation, and results.

    The Radiation Security System (RSS) at the Los Alamos Neutron Science Center (LANSCE) provides personnel protection from prompt radiation due to accelerated beam. The Personnel Access Control System (PACS) is a component of the RSS that is designed to prevent personnel access to areas where prompt radiation is a hazard. PACS was designed to replace several older personnel safety systems (PSS) with a single modem unified design. Lessons learned from the operation over the last 20 years were incorporated into a redundant sensor, single-point failure safe, fault tolerant, and tamper-resistant system that prevents access to the beam areas by controlling the access keys and beam stoppers. PACS uses a layered philosophy to the physical and electronic design. The most critical assemblies are battery backed up, relay logic circuits; less critical devices use Programmable Logic Controllers (PLCs) for timing functions and communications. Outside reviewers have reviewed the operational safety of the design. The design philosophy, lessons learned, hardware design, software design, operation, and limitations of the device are described.

    In late 2012, the National Renewable Energy Laboratory (NREL) initiated the Solar Access to Public Capital (SAPC) working group. Backed by a three-year funding facility from the U.S. Department of Energy (DOE), NREL set out to organize the solar, legal, banking, capital markets, engineering, and other relevant stakeholder communities in order to open lower-cost debt investment for solar asset deployment. SAPC engaged its members to standardize contracts, develop best practices, and comprehend how the rating agencies perceive solar project portfolios as an investment asset class. Rating agencies opine on the future creditworthiness of debt obligations. Issuers often seek investment-grade ratings from the rating agencies in order to satisfy the desires of their investors. Therefore, for the solar industry to access larger pools of capital at a favorable cost, it is critical to increase market participants' understanding of solar risk parameters. The process provided valuable information to address rating agency perceptions of risk that, without such information, could require costly credit enhancement or higher yields to attract institutional investors. Two different securities were developed--one for a hypothetical residential solar portfolio and one for a hypothetical commercial solar portfolio. Five rating agencies (Standard and Poor's, Moody's, KBRA, Fitch, and DBRS) participated and provided extensive feedback, some through conversations that extended several months. The findings represented in this report are a composite summary of that feedback and do not indicate any specific feedback from any single rating agency.

But, despite what you might imagine, SLAC's research lasers bear little resemblance to the blasters and phasers of science fiction. In this edition of All Access we put on our safety goggles for a peek at what goes on inside some of SLAC's many laser labs. LCLS staff scientist Mike Minitti and SLAC laser safety officer Mike Woods detail how these lasers are used to study the behavior of subatomic particles, broaden our understanding of cosmic rays and even unlock the mysteries of photosynthesis.

    A liquid-metal-cooled fast breeder power reactor is provided with a sealed head access area enclosure disposed above the reactor vessel head consisting of a plurality of prefabricated structural panels including a center panel removably sealed into position with inflatable seals, and outer panels sealed into position with semipermanent sealant joints. The sealant joints are located in the joint between the edge of the panels and the reactor containment structure and include from bottom to top an inverted U-shaped strip, a lower layer of a room temperature vulcanizing material, a separator strip defining a test space therewithin, and an upper layer of a room temperature vulcanizing material. The test space is tapped by a normally plugged passage extending to the top of the enclosure for testing the seal or introducing a buffer gas thereinto.

    Residential customers` choice of efficiency level for appliances, and their participation in demand-side management (DSM) programs, are examined using data on customers` stated preferences in hypothetical (i.e., conjoint-type) situations and their revealed preferences in real-world choices. The analysis provides information on customers` willingness to pay for energy savings, the importance of rebates in customers` decisions, and customers` response to DSM programs that offer loans for purchases of high-efficiency appliances. An estimated model is used to forecast the decisions of customers under: higher rebates, replacement of rebates with finance programs, offering of loans and rebates as alternative options for customers, and the elimination of DSM programs. We find that attractive loans (e.g., low interest rates, loan repayment periods) are necessary to have the same effect as rebates. Programs that offer customers the option of loans or rebates are found to be far more effective than programs that offer only loans or only rebates. 12 refs., 5 figs.

For schools with photovoltaic (PV) installations, choosing the right rate is essential to maximize the value of PV generation. The rate option that minimizes a school?s electricity expenses often does not remain the most economical choice after the school installs a PV system. The complex interaction between PV generation, building load, and rate structure makes determining the best rate a challenging task. This report evaluates 22 rate structures across three of California?s largest electric utilities--Pacific Gas and Electric Co. (PG&E), Southern California Edison (SCE), and San Diego Gas and Electric (SDG&E)--in order to identify common rate structure attributes that are favorable to PV installations.

A mobile housing has an opening large enough to encircle the access hole and has a shielding door, with a door opening and closing mechanism, for uncovering and covering the opening. The housing contains a shaft which has an apparatus for rotating the shaft and a device for independently translating the shaft from the housing through the opening and access hole into the hot cell chamber. A properly sized cylindrical pig containing wire brushes and cloth or other disks, with an arrangement for releasably attaching it to the end of the shaft, circumferentially cleans the access hole wall of radioactive contamination and thereafter detaches from the shaft to fall into the hot cell chamber.

While standard and nonstandard methods have been developed to provide a means of assessing the effect of weathering, questions often arise concerning the relationship of resultant test data with actual in-service performance. In view of the questions concerning the relevance of test data and the rapidly growing focus on quality assurance, there is strong interest in developing improved test protocols. This paper focuses on the key choices that must be made in the design of weathering tests and includes identification of the currently available methods used for weathering of fenestration systems and the primary shortcomings of those methods.

    Much of the literature on risk perception and management has asked how society should resolve the question, ''How safe is safe enough'' There has been political and technical disagreement over the types of answers that may be given, as well as over the social values attached to perceived probabilities and magnitudes of various outcomes. Despite controversy, there seems to have been a large measure of consensus that, ''How safe is safe enough'' is the right question to ask. This paper sets out to question that assumption. Various ingenious techniques of risk analysis have sought to discover the real risks inherent in various activities, but from a sociocultural viewpoint it can be seen that no single answer can be given to the problem of adequate safety in a complex society which contains a wide variety of perceptual biases about danger, expectations of the good life, and levels of demand for safety. The paper argues that, from a societal risk-management perspective, we should be addressing a different range of questions that views societal risk as a whole rather than as the sum of individual hazards. Resolving the question, ''How safe is safe enough'' is less important in making societal technology choices than ''How fair is safe enough.'' A recent empirical pilot study is reported which explored the fairness hypotheses in the context of nuclear power. The results indicate that the process of technology choice should recognize explicitly the preferred principles different parties hold with respect to obtaining consent from those affected by the risks, distributing the liabilities, and justifying trust in the relevant institutions. The paper closes with a discussion of future prospects for the fairness approach in areas such as noxious facility siting.

    A graphical conceptual model of the uranium fuel cycles has been developed to capture the present, anticipated, and potential (future) nuclear fuel cycle elements. The once-through cycle and plutonium recycle in fast reactors represent two basic approaches that bound classical options for nuclear fuel cycles. Chief among these other options are mono-recycling of plutonium in thermal reactors and recycling of minor actinides in fast reactors. Mono-recycling of plutonium in thermal reactors offers modest savings in natural uranium, provides an alternative approach for present-day interim management of used fuel, and offers a potential bridging technology to development and deployment of future fuel cycles. In addition to breeder reactors' obvious fuel sustainability advantages, recycling of minor actinides in fast reactors offers an attractive concept for long-term management of the wastes, but its ultimate value is uncertain in view of the added complexity in doing so,. Ultimately, there are no simple choices for nuclear fuel cycle options, as the selection of a fuel cycle option must reflect strategic criteria and priorities that vary with national policy and market perspectives. For example, fuel cycle decision-making driven primarily by national strategic interests will likely favor energy security or proliferation resistance issues, whereas decisions driven primarily by commercial or market influences will focus on economic competitiveness.

    An access control apparatus for an access gate. The access gate typically has a rotator that is configured to rotate around a rotator axis at a first variable speed in a forward direction. The access control apparatus may include a transmission that typically has an input element that is operatively connected to the rotator. The input element is generally configured to rotate at an input speed that is proportional to the first variable speed. The transmission typically also has an output element that has an output speed that is higher than the input speed. The input element and the output element may rotate around a common transmission axis. A retardation mechanism may be employed. The retardation mechanism is typically configured to rotate around a retardation mechanism axis. Generally the retardation mechanism is operatively connected to the output element of the transmission and is configured to retard motion of the access gate in the forward direction when the first variable speed is above a control-limit speed. In many embodiments the transmission axis and the retardation mechanism axis are substantially co-axial. Some embodiments include a freewheel/catch mechanism that has an input connection that is operatively connected to the rotator. The input connection may be configured to engage an output connection when the rotator is rotated at the first variable speed in a forward direction and configured for substantially unrestricted rotation when the rotator is rotated in a reverse direction opposite the forward direction. The input element of the transmission is typically operatively connected to the output connection of the freewheel/catch mechanism.

    It is now generally understood that by increasing the operating or switching frequency of a power source the size of the main transformer and main reactor can be shrunk. Thus, a 300-A DC welding power source weighing well under 100 lb can be produced. This makes the inverter power source an ideal choice for applications requiring equipment maneuverability. It is also generally understood that due to higher switching frequencies, a smoother output is obtained from inverter power sources. In the late 1980s, the company developed a new double-inverter power source by which inverted DC weld output is inverted back to AC weld output. This product was the first of its kind in the world. Again, the small compact size of this product was of great interest. Utilizing current waveform control, it was realized that fast response switching from electrode negative to electrode positive could be accurately controlled, offering benefits such as AC GTA welding with high-frequency start only, even at a low welding current. The primary benefit is the ability to limit the electrode positive half cycle to less than 5%. The electrode positive half cycle is responsible for tungsten erosion, which also creates the balling effect of a tungsten electrode. By limiting the electrode positive portion of the AC cycle to a very low level, a rather sharp point can be maintained on the tungsten, which creates a very concentrated, focused arc column. This ability provides excellent joint penetration in fillet welding of aluminum alloys, especially on thick plate. It also reduces the heat-affected zone in AC GTA welding of aluminum.

    In April 1996, the Federal Regulatory Commission (PERC) approved Orders 888 and 889 and released a draft rule for public comment on capacity reservation tariffs (CRTs). Order No. 888 requires electric utilities to file transmission tariffs that would allow transmission access to third parties who want to conduct wholesale transactions, and Order No. 889 requires transmission-owning utilities to set up open access, same-time information systems (OASIS), using commercial software and Internet protocols. This paper discusses these Orders in detail, as well as some of the issues before FERC with implications for renewables, which include: transmission pricing; transmission terms and conditions; reassignment of transmission capacity; defining state and FERC jurisdiction over transmission and distribution; the pricing of ancillary services; and the adoption and implementation of independent system operators.

A processor only has permission to access a resource when it owns the lock associated with that resource, and an attempt by a processor to own a lock requires only a single load operation, rather than a traditional atomic load followed by store, such that the processor only performs a read operation and the hardware locking device performs a subsequent write operation rather than the processor. A simple prefetching for non-contiguous data structures is also disclosed.     A compact pulse-rate divider circuit affording low impedance output and high input pulse repetition rates is described. The circuit features a single secondary emission tube having a capacitor interposed between its dynode and its control grid. An output pulse is produced at the anode of the tube each time an incoming pulse at the control grid drives the tube above cutoff and the duration of each output pulse corresponds to the charging time of the capacitor. Pulses incoming during the time the grid bias established by the discharging capacitor is sufficiently negative that the pulses are unable to drive the tube above cutoff do not produce output pulses at the anode; these pulses are lost and a dividing action is thus produced by the circuit. The time constant of the discharge path may be vanied to vary in turn the division ratio of the circuit; the time constant of the charging circuit may be varied to vary the width of the output pulses.     Access to foundational energy performance data is key to improving the efficiency of the built environment. However, stakeholders often lack access to what they perceive as credible energy performance data. Therefore, even if a stakeholder determines that a product would increase efficiency, they often have difficulty convincing their management to move forward. Even when credible data do exist, such data are not always sufficient to support detailed energy performance analyses, or the development of robust business cases. One reason for this is that the data parameters that are provided are generally based on the respective industry norms. Thus, for mature industries with extensive testing standards, the data made available are often quite detailed. But for emerging technologies, or for industries with less well-developed testing standards, available data are generally insufficient to support robust analysis. However, even for mature technologies, there is no guarantee that the data being supplied are the same data needed to accurately evaluate a product?s energy performance. To address these challenges, the U.S. Department of Energy funded development of a free, publically accessible Web-based portal, the Technology Performance Exchange(TM), to facilitate the transparent identification, storage, and sharing of foundational energy performance data. The Technology Performance Exchange identifies the intrinsic, technology-specific parameters necessary for a user to perform a credible energy analysis and includes a robust database to store these data. End users can leverage stored data to evaluate the site-specific performance of various technologies, support financial analyses with greater confidence, and make better informed procurement decisions.

    Tritium retention by co-deposition with carbon on the divertor target plate is predicted to limit ITER's DT burning plasma operations (e.g. to about 100 pulses for the worst conditions) before the in-vessel tritium inventory limit, currently set at 350 g, is reached. At this point, ITER will only be able to continue its burning plasma program if technology is available that is capable of rapidly removing large quantities of tritium from the vessel with over 90% efficiency. The removal rate required is four orders of magnitude faster than that demonstrated in current tokamaks. Eighteen years after the observation of co-deposition on JET and TFTR, such technology is nowhere in sight. The inexorable conclusion is that either a major initiative in tritium removal should be funded or that research priorities for ITER should focus on metal alternatives.

  8. Solidification at the High and Low Rate Extreme

    The microstructures formed upon solidification are strongly influenced by the imposed growth rates on an alloy system. Depending on the characteristics of the solidification process, a wide range of growth rates is accessible. The prevailing solidification mechanisms, and thus the final microstructure of the alloy, are governed by these imposed growth rates. At the high rate extreme, for instance, one can have access to novel microstructures that are unattainable at low growth rates. While the low growth rates can be utilized for the study of the intrinsic growth behavior of a certain phase growing from the melt. Although the length scales associated with certain processes, such as capillarity, and the diffusion of heat and solute, are different at low and high rate extremes, the phenomena that govern the selection of a certain microstructural length scale or a growth mode are the same. Consequently, one can analyze the solidification phenomena at both high and low rates by using the same governing principles. In this study, we examined the microstructural control at both low and high extremes. For the high rate extreme, the formation of crystalline products and factors that control the microstructure during rapid solidification by free-jet melt spinning are examined in Fe-Si-B system. Particular attention was given to the behavior of the melt pool at different quench-wheel speeds. Since the solidification process takes place within the melt-pool that forms on the rotating quench-wheel, we examined the influence of melt-pool dynamics on nucleation and growth of crystalline solidification products and glass formation. High-speed imaging of the melt-pool, analysis of ribbon microstructure, and measurement of ribbon geometry and surface character all indicate upper and lower limits for melt-spinning rates for which nucleation can be avoided, and fully amorphous ribbons can be achieved. Comparison of the relevant time scales reveals that surface-controlled melt-pool oscillation may be the dominant factor governing the onset of unsteady thermal conditions accompanied by varying amounts of crystalline nucleation observed near the lower limit. At high quench-wheel velocities, the influence of these oscillations is minimal due to very short melt-pool residence times. However, microstructural evidence suggests that the entrapment of gas pockets at the wheel-metal interface plays a critical role in establishing the upper rate limit. An observed transition in wheel-side surface character with increasing melt-spinning rate supports this conclusion.

    This paper discusses the work completed working with Global Arrays of data on distributed multi-computer systems and improving their performance. The tasks completed were done at Pacific Northwest National Laboratory in the Science Undergrad Laboratory Internship program in the summer of 2013 for the Data Intensive Computing Group in the Fundamental and Computational Sciences DIrectorate. This work was done on the Global Arrays Toolkit developed by this group. This toolkit is an interface for programmers to more easily create arrays of data on networks of computers. This is useful because scientific computation is often done on large amounts of data sometimes so large that individual computers cannot hold all of it. This data is held in array form and can best be processed on supercomputers which often consist of a network of individual computers doing their computation in parallel. One major challenge for this sort of programming is that operations on arrays on multiple computers is very complex and an interface is needed so that these arrays seem like they are on a single computer. This is what global arrays does. The work done here is to use more efficient operations on that data that requires less copying of data to be completed. This saves a lot of time because copying data on many different computers is time intensive. The way this challenge was solved is when data to be operated on with binary operations are on the same computer, they are not copied when they are accessed. When they are on separate computers, only one set is copied when accessed. This saves time because of less copying done although more data access operations were done.

  3. Scalla: Structured Cluster Architecture for Low Latency Access

    Scalla is a distributed low-latency file access system that incorporates novel techniques that minimize latency and maximize scalability over a large distributed system with a distributed namespace. Scalla's techniques have shown to be effective in nearly a decade of service for the high-energy physics community using commodity hardware and interconnects. We describe the two components used in Scalla that are instrumental in its ability to provide low-latency, fault-tolerant name resolution and load distribution, and enable its use as a high-throughput, low-latency communication layer in the Qserv system, the Large Synoptic Survey Telescope's (LSST's) prototype astronomical query system. Scalla arguably exceeded its three main design objectives: low latency, scaling, and recoverability. In retrospect, these objectives were met using a simple but effective design. Low latency was met by uniformly using linear or constant time algorithms in all high-use paths, avoiding locks whenever possible, and using compact data structures to maximize the memory caching efficiency. Scaling was achieved by architecting the system as a 64-ary tree. Nodes can be added easily and as the number of nodes increases, search performance increases at an exponential rate. Recoverability is inherent in that no permanent state information is maintained and whatever state information is needed it can be quickly constructed or reconstructed in real time. This allows dynamic changes in a cluster of servers with little impact on over-all performance or usability. Today, Scalla is being deployed in environments and for uses that were never conceived in 2001. This speaks well for the systems adaptability but the underlying reason is that the system can meet its three fundamental objectives at the same time.

    Much of the literature on risk perception and management published over the last few years has asked how society should resolve the question, ''How safe is safe enough.'' This paper argues that, from a societal risk-management perspective, we should be addressing a different range of questions that views societal risk as a whole rather than as the sum of individual hazards. Resolving the question, ''How safe is safe enough.'' is less important in making societal technology choices than ''How fair is safe enough.'' A recent empirical pilot study is reported which explored the fairness hypothesis in the context of nuclear power. The results indicate that the process of technology choice should recognize explicitly the preferred principles different parties hold with respect to obtaining consent from those affected by the risks, distributing the liabilities, and justifying trust in the relevant institutions. The paper closes with a discussion of future prospects for the fairness approach to areas such as noxious facility siting.

    Accurate evaluation of the performance of buildings participating in Demand Response (DR) programs is critical to the adoption and improvement of these programs. Typically, we calculate load sheds during DR events by comparing observed electric demand against counterfactual predictions made using statistical baseline models. Many baseline models exist and these models can produce different shed calculations. Moreover, modelers implementing the same baseline model can make different modeling implementation choices, which may affect shed estimates. In this work, using real data, we analyze the effect of different modeling implementation choices on shed predictions. We focused on five issues: weather data source, resolution of data, methods for determining when buildings are occupied, methods for aligning building data with temperature data, and methods for power outage filtering. Results indicate sensitivity to the weather data source and data filtration methods as well as an immediate potential for automation of methods to choose building occupied modes.

    Described herein are devices and techniques for remotely controlling user access to a restricted computer resource. The process includes pre-determining an association of the restricted computer resource and computer-resource-proximal environmental information. Indicia of user-proximal environmental information are received from a user requesting access to the restricted computer resource. Received indicia of user-proximal environmental information are compared to associated computer-resource-proximal environmental information. User access to the restricted computer resource is selectively granted responsive to a favorable comparison in which the user-proximal environmental information is sufficiently similar to the computer-resource proximal environmental information. In at least some embodiments, the process further includes comparing user-supplied biometric measure and comparing it with a predetermined association of at least one biometric measure of an authorized user. Access to the restricted computer resource is granted in response to a favorable comparison.

    An access probe for remote-sensing access through a viewing port, viewing volume, and access port into a vessel. The physical boundary around the viewing volume is partially formed by a porous sleeve lying between the viewing volume and a fluid conduit. In a first mode of operation, a fluid supplied to the fluid conduit encounters the porous sleeve and flows through the porous material to maintain the viewing volume free of ash or other matter. When additional fluid force is needed to clear the viewing volume, the pressure of the fluid flow is increased sufficiently to slidably translate the porous sleeve, greatly increasing the flow into the viewing volume. The porous sleeve is returned to position by an actuating spring. The access probe thereby provides for alternate modes of operation based on the pressure of an actuating fluid.

    In this study, computational models have become increasingly used as part of modeling, predicting, and understanding how infectious diseases spread within large populations. These models can be broadly classified into differential equation-based models (EBM) and agent-based models (ABM). Both types of models are central in aiding public health officials design intervention strategies in case of large epidemic outbreaks. We examine these models in the context of illuminating their hidden assumptions and the impact these may have on the model outcomes. Very few ABM/EBMs are evaluated for their suitability to address a particular public health concern, and drawing relevant conclusions aboutmore » their suitability requires reliable and relevant information regarding the different modeling strategies and associated assumptions. Hence, there is a need to determine how the different modeling strategies, choices of various parameters, and the resolution of information for EBMs and ABMs affect outcomes, including predictions of disease spread. In this study, we present a quantitative analysis of how the selection of model types (i.e., EBM vs. ABM), the underlying assumptions that are enforced by model types to model the disease propagation process, and the choice of time advance (continuous vs. discrete) affect the overall outcomes of modeling disease spread. Our study reveals that the magnitude and velocity of the simulated epidemic depends critically on the selection of modeling principles, various assumptions of disease process, and the choice of time advance.« less

  20. A Plug-in Hybrid Consumer Choice Model with Detailed Market Segmentation

    This paper describes a consumer choice model for projecting U.S. demand for plug-in hybrid electric vehicles (PHEV) in competition among 13 light-duty vehicle technologies over the period 2005-2050. New car buyers are disaggregated by region, residential area, attitude toward technology risk, vehicle usage intensity, home parking and work recharging. The nested multinomial logit (NMNL) model of vehicle choice incorporates daily vehicle usage distributions, refueling and recharging availability, technology learning by doing, and diversity of choice among makes and models. Illustrative results are presented for a Base Case, calibrated to the Annual Energy Outlook (AEO) 2009 Reference Updated Case, and an optimistic technology scenario reflecting achievement of U.S. Department of Energy s (DOE s) FreedomCAR goals. PHEV market success is highly dependent on the degree of technological progress assumed. PHEV sales reach one million in 2037 in the Base Case but in 2020 in the FreedomCARGoals Case. In the FreedomCARGoals Case, PHEV cumulative sales reach 1.5 million by 2015. Together with efficiency improvements in other technologies, petroleum use in 2050 is reduced by about 45% from the 2005 level. After technological progress, PHEV s market success appears to be most sensitive to recharging availability, consumers attitudes toward novel echnologies, and vehicle usage intensity. Successful market penetration of PHEVs helps bring down battery costs for electric vehicles (EVs), resulting in a significant EV market share after 2040.

  1. Role of liability preferences in societal technology choices: results of a pilot study

    At the 1984 Annual Meeting of the Society for Risk Analysis, Steve Rayner presented a paper that challenged the conventional wisdom of risk management research. In that paper, he argued that resolving the question, ''How safe is safe enough.'' is less important in making societal technology choices than ''How fair is safe enough.'' Adopting the fairness question as the concern of risk management would imply that the process of technology choice explicitly recognize the preferred principles different parties hold with respect to obtaining consent from those affected by the risks, distributing the liabilities, and justifying trust in the relevant institutions. This paper discusses a recent empirical pilot study which explored the fairness hypothesis in the context of nuclear power. Individual interviews and focus groups were conducted to examine whether or not preferred principles for liability distributions were consistent with those suggested by the cultural characteristics of the constituency. The results suggest that for this type of societal technology choice, violation of these preferred principles may be a major source of the conflict between different constituencies. Additionally, the study contributes towards the development of a new approach in risk management that combines the cultural model of risk perceptions with the decision-theoretic approaches found in economics and psychology.

    Probabilistic safety methods are being used in several industries, including chemical, manufacturing, and energy. When performing reliability studies or using probabilistic safety approaches, a basic need arises for input data on failure rates of the mechanical, electrical, instrumentation and control, and other components that comprise the engineering systems in the facility. Some companies have many types of data stored and can retrieve these in-house data for such uses. Other companies hire consultants to perform safety assessments; the consulting firms often use their own data bases. For those analysts who do not have either of those options available, this paper presents some data sources that are retrievable from the literature. These data sources have been evaluated with a basic rating of usefulness for analysis work, and each has a description of what data can be found in the citation that can be used to support assessments in industry. The accessibility of data documents via the internet is also described.

    One of the key informational barriers for consumers, installers, regulators and policymakers, is the proper comparison cost of utility-supplied electricity that will be replaced with a Photovoltaic (PV) system. Oftentimes, these comparisons are made with national or statewide averages which results in inaccurate comparisons and conclusions. Illinois State University seeks to meet the need for accurate information about electricity costs and rate structure by building a national database of utility rates and rate structures. The database will build upon the excellent framework that was developed by the OpenEI.org initiative and extend it in several important ways. First, the data will be populated and monitored by a team of trained regulatory economists. Second, the database will be more comprehensive because it will be populated with data from newer competitive retail suppliers for states that have restructured their electricity markets to allow such suppliers. Third, the University and its Institute for Regulatory Policy Studies will maintain the database and ensure that it contains the most recent rate information.

    On December 21, 2004, the Surface Transportation Board (STB) requested that the Energy Information Administration (EIA) analyze the impact of changes in coal transportation rates on projected levels of electric power sector energy use and emissions. Specifically, the STB requested an analysis of changes in national and regional coal consumption and emissions resulting from adjustments in railroad transportation rates for Wyoming's Powder River Basin (PRB) coal using the National Energy Modeling System (NEMS). However, because NEMS operates at a relatively aggregate regional level and does not represent the costs of transporting coal over specific rail lines, this analysis reports on the impacts of interregional changes in transportation rates from those used in the Annual Energy Outlook 2005 (AEO2005) reference case.

    A linear count-rate meter is designed to provide a highly linear output while receiving counting rates from one cycle per second to 100,000 cycles per second. Input pulses enter a linear discriminator and then are fed to a trigger circuit which produces positive pulses of uniform width and amplitude. The trigger circuit is connected to a one-shot multivibrator. The multivibrator output pulses have a selected width. Feedback means are provided for preventing transistor saturation in the multivibrator which improves the rise and decay times of the output pulses. The multivibrator is connected to a diode-switched, constant current metering circuit. A selected constant current is switched to an averaging circuit for each pulse received, and for a time determined by the received pulse width. The average output meter current is proportional to the product of the counting rate, the constant current, and the multivibrator output pulse width.

Control means connected to the current switch for controlling the rate of discharge of the discharge capacitor thereby to effectively keep the flash lamp in an ionized state between successive discharges of the discharge capacitor. Advantageously, the control means is operable to discharge the discharge capacitor at a rate greater than 10,000 Hz and even up to a rate greater than about 250,000 Hz. 14 figs.

Control means connected to the current switch for controlling the rate of discharge of the discharge capacitor thereby to effectively keep the flash lamp in an ionized state between Successive discharges of the discharge capacitor. Advantageously, the control means is operable to discharge the discharge capacitor at a rate greater than 10,000 Hz and even up to a rate greater than about 250,000 Hz.

    Access to existing travel data is critical for many analysis efforts that lack the time or resources to support detailed data collection. High-resolution data sets provide particular value, but also present a challenge for preserving the anonymity of the original survey participants. To address this dilemma of providing data access while preserving privacy, the National Renewable Energy Laboratory and the U.S. Department of Transportation have launched the Transportation Secure Data Center (TSDC). TSDC data sets include those from regional travel surveys and studies that increasingly use global positioning system devices. Data provided by different collecting agencies varies with respect to formatting, elements included and level of processing conducted in support of the original purpose. The TSDC relies on a number of geospatial and other analysis tools to ensure data quality and to generate useful information outputs. TSDC users can access the processed data in two different ways. The first is by downloading summary results and second-by-second vehicle speed profiles (with latitude/longitude information removed) from a publicly-accessible website. The second method involves applying for a remote connection account to a controlled-access environment where spatial analysis can be conducted, but raw data cannot be removed.

    Except for specific cases where the International Atomic Energy Agency (IAEA) maintains a continuous presence at a facility (such as the Japanese Rokkasho Reprocessing Plant), there is always a period of time or delay between the moment a State is notified or aware of an upcoming inspection, and the time the inspector actually enters the material balance area or facility. Termed by the authors as “delayed access,” this period of time between inspection notice and inspector entrance to a facility poses a concern. Delayed access also has the potential to reduce the effectiveness of measures applied as part of the Safeguards Approach for a facility (such as short-notice inspections). This report investigates the feasibility of using process monitoring to address safeguards challenges posed by delayed access at a subset of facility types.

    The costs of photovoltaic (PV) system hardware (PV panels, inverters, racking, etc.) have fallen dramatically over the past few years. Nonhardware (soft) costs, however, have failed to keep pace with the decrease in hardware costs, and soft costs have become a major driver of U.S. PV system prices. Upfront or 'sunken' customer acquisition costs make up a portion of an installation's soft costs and can be addressed through software solutions that aim to streamline sales and system design aspects of customer acquisition. One of the key soft costs associated with sales and system design is collecting information on solar access for a particular site. Solar access, reported in solar access values (SAVs), is a measurement of the available clear sky over a site and is used to characterize the impacts of local shading objects. Historically, onsite shading studies have been required to characterize the SAV of the proposed array and determine the potential energy production of a photovoltaic system.

    The grading of windows and doors by the National Fenestration Rating Council (NFRC) opens a new era regarding the energy efficiency of fenestration products. For the first time, architects, designers, and other specifiers will find themselves on a level playing field when it comes to comparing the thermal performance of fenestration products. Although only one state, California, now requires the use of fenestration products that have gone through the NFRC's simulation and testing procedures, five other states will soon be doing so, including Washington, Alaska, Oregon, Idaho, and Wisconsin. Others will follow suit; Florida, Arizona, Texas, Louisiana, New York, Massachusetts, and Colorado have shown interest. Exactly what does this mean to architects The NFRC, which was established last year, has developed a procedure to determine accurately the U-value of fenestration products. Under the NFRC program a number of independent simulation and testing laboratories have been approved. These laboratories are charged with the responsibility of determining whether products conform to the U-values represented by the manufacturers. The rating procedure and benefits from it are described.

  13. Boston solar retrofits: studies of solar access and economics

    Studies of solar access and solar retrofit economics are described for residential applications in the City of Boston. The study of solar access was based upon a random sample of 94 buildings; the sample was stratified to ensure a broad geographic representation from the city's various sections. Using available data on the heights and orientations of the sampled structures and surrounding buildings, each building's hourly access to sunlight was computed separately for the roof and south facing walls. These data were then aggregated by broad structural classifications in order to provide general measures of solar access. The second study was a comparative analysis of the economics of several solar heating and hot water systems. An active hot water system, installed using pre-assembled, commercially purchased equipment, was selected as a reference technology. A variety of measures of economic performance were computed for this system, with and without existing tax credits and under various financing arrangements. Next, a number of alternative approaches for solar space and water heating were identified from interviews with individuals and groups involved in solar retrofit projects in the Boston area. The objective was to identify approaches that many of those interviewed believe to be low-cost means of applying solar energy in residential settings. The approaches selected include thermal window covers, wall collectors, bread box water heaters, and sun spaces. Preliminary estimates of the performance of several representative designs were developed and the economics of these designs evaluated.

    STARLIB is a next-generation, all-purpose nuclear reaction-rate library. For the first time, this library provides the rate probability density at all temperature grid points for convenient implementation in models of stellar phenomena. The recommended rate and its associated uncertainties are also included. Currently, uncertainties are absent from all other rate libraries, and, although estimates have been attempted in previous evaluations and compilations, these are generally not based on rigorous statistical definitions. A common standard for deriving uncertainties is clearly warranted. STARLIB represents a first step in addressing this deficiency by providing a tabular, up-to-date database that supplies not only the rate and its uncertainty but also its distribution. Because a majority of rates are lognormally distributed, this allows the construction of rate probability densities from the columns of STARLIB. This structure is based on a recently suggested Monte Carlo method to calculate reaction rates, where uncertainties are rigorously defined. In STARLIB, experimental rates are supplemented with: (1) theoretical TALYS rates for reactions for which no experimental input is available, and (2) laboratory and theoretical weak rates. STARLIB includes all types of reactions of astrophysical interest to Z = 83, such as (p, {gamma}), (p, {alpha}), ({alpha}, n), and corresponding reverse rates. Strong rates account for thermal target excitations. Here, we summarize our Monte Carlo formalism, introduce the library, compare methods of correcting rates for stellar environments, and discuss how to implement our library in Monte Carlo nucleosynthesis studies. We also present a method for accessing STARLIB on the Internet and outline updated Monte Carlo-based rates.

  16. The impact of energy prices on technology choice in the United States steel industry

    In the last thirty years US steel producers have replaced their aging open hearth steel furnaces with basic oxygen or large electric arc furnaces. This choice of technology leads to the opportunity to substitute electricity for fossil fuels as a heat source. We extend earlier research to investigate whether or not energy prices affect this type of technology adoption as predicted by economic theory. The econometric model uses the seemingly unrelated Tobit'' method to capture the effects of the industry's experience with both technologies, technical change, and potential cost reductions, as well as energy prices, on adoption. When we include the prices of electricity and coking coal as explanatory variables, the four energy price coefficients have the signs predicted by the law of demand. The two price coefficients have a statistically significant effect on adoption of basic oxygen furnaces. The inclusion of energy prices leads to significantly more efficient estimates of other coefficients in the model. 19 refs., 3 tabs.

    For over two years, Sandia National Laboratories has been using a Gigabit Passive Optical Network (GPON) access layer for selected networks. The GPON equipment includes the Tellabs 1150 Multiservice Access Platform (MSAP) Optical Line Terminal (OLT), the Tellabs ONT709 and ONT709GP Optical Network Terminals (ONTs), and the Panorama PON Network Manager. In late 2013, the Tellabs equipment was updated to Software Release FP27.1_015130. Because a new software release has the potential to affect performance and functionality, it needed to be thoroughly tested. This report documents that testing. It also provides a comparison between the current release and the previous Software Release FP25.5.1_013274 that was being used.

We show preliminary results from experiments at the new Neutralized Drift Compression Experiment (NDCX-II) at Lawrence Berkeley National Laboratory that will enable in-situ access to defect dynamics through pump-probe experiments. Here, the unique capabilities of the NDCX-II accelerator to generate intense, nanosecond pulsed ion beams are utilized. Preliminary data of channeling experiments using lithium and potassium ions and silicon membranes are shown. We compare these data to simulation results using Crystal Trim. Furthermore, we discuss the improvements to the accelerator to higher performance levels and the new diagnostics tools that are being incorporated.

    This document addresses techniques to access and integrate data for defining site-specific conditions and behaviors associated with ground-water and surface-water radionuclide transport applicable to U.S. Nuclear Regulatory Commission reviews. Environmental models typically require input data from multiple internal and external sources that may include, but are not limited to, stream and rainfall gage data, meteorological data, hydrogeological data, habitat data, and biological data. These data may be retrieved from a variety of organizations (e.g., federal, state, and regional) and source types (e.g., HTTP, FTP, and databases). Available data sources relevant to hydrologic analyses for reactor licensing are identified and reviewed. The data sources described can be useful to define model inputs and parameters, including site features (e.g., watershed boundaries, stream locations, reservoirs, site topography), site properties (e.g., surface conditions, subsurface hydraulic properties, water quality), and site boundary conditions, input forcings, and extreme events (e.g., stream discharge, lake levels, precipitation, recharge, flood and drought characteristics). Available software tools for accessing established databases, retrieving the data, and integrating it with models were identified and reviewed. The emphasis in this review was on existing software products with minimal required modifications to enable their use with the FRAMES modeling framework. The ability of four of these tools to access and retrieve the identified data sources was reviewed. These four software tools were the Hydrologic Data Acquisition and Processing System (HDAPS), Integrated Water Resources Modeling System (IWRMS) External Data Harvester, Data for Environmental Modeling Environmental Data Download Tool (D4EM EDDT), and the FRAMES Internet Database Tools. The IWRMS External Data Harvester and the D4EM EDDT were identified as the most promising tools based on their ability to access and retrieve the required data, and their ability to integrate the data into environmental models using the FRAMES environment.

    The charter for adversarial delay is to hinder access to critical resources through the use of physical systems increasing an adversary's task time. The traditional method for characterizing access delay has been a simple model focused on accumulating times required to complete each task with little regard to uncertainty, complexity, or decreased efficiency associated with multiple sequential tasks or stress. The delay associated with any given barrier or path is further discounted to worst-case, and often unrealistic, times based on a high-level adversary, resulting in a highly conservative calculation of total delay. This leads to delay systems that require significant funding and personnel resources in order to defend against the assumed threat, which for many sites and applications becomes cost prohibitive. A new methodology has been developed that considers the uncertainties inherent in the problem to develop a realistic timeline distribution for a given adversary path. This new methodology incorporates advanced Bayesian statistical theory and methodologies, taking into account small sample size, expert judgment, human factors and threat uncertainty. The result is an algorithm that can calculate a probability distribution function of delay times directly related to system risk. Through further analysis, the access delay analyst or end user can use the results in making informed decisions while weighing benefits against risks, ultimately resulting in greater system effectiveness with lower cost.

    The manycore revolution can be characterized by increasing thread counts, decreasing memory per thread, and diversity of continually evolving manycore architectures. High performance computing (HPC) applications and libraries must exploit increasingly finer levels of parallelism within their codes to sustain scalability on these devices. We found that a major obstacle to performance portability is the diverse and conflicting set of constraints on memory access patterns across devices. Contemporary portable programming models address manycore parallelism (e.g., OpenMP, OpenACC, OpenCL) but fail to address memory access patterns. The Kokkos C++ library enables applications and domain libraries to achieve performance portability on diversemore » manycore architectures by unifying abstractions for both fine-grain data parallelism and memory access patterns. In this paper we describe Kokkos’ abstractions, summarize its application programmer interface (API), present performance results for unit-test kernels and mini-applications, and outline an incremental strategy for migrating legacy C++ codes to Kokkos.     This paper describes the unique way of simultaneously solving the power and temperature distributions of a nuclear system with the Monte Carlo neutron transport code Serpent 2. The coupled solution is achieved through the implementation of an internal temperature solver and material property correlations in the code. The program structure is reviewed concerning the temperature solver and the internal correlations as well as the internal coupling between these two and the neutron transport part. To estimate the reactivity differences resulting from correlation choices a simple pin-cell case has been calculated. It is established, that some correlation choices may result in difference in reactivity of approximately 100 pcm. (authors)

    The Large Hadron Collider (LHC) at the CERN Laboratory will become the largest scientific instrument in the world when it starts operations in 2007. Large Scale Analysis Computer Systems (computational grids) are required to extract rare signals of new physics from petabytes of LHC detector data. In addition to file-based event data, LHC data processing applications require access to large amounts of data in relational databases: detector conditions, calibrations, etc. U.S. high energy physicists demand efficient performance of grid computing applications in LHC physics research where world-wide remote participation is vital to their success. To empower physicists with data-intensive analysis capabilities a whole hyperinfrastructure of distributed databases cross-cuts a multi-tier hierarchy of computational grids. The crosscutting allows separation of concerns across both the global environment of a federation of computational grids and the local environment of a physicist’s computer used for analysis. Very few efforts are on-going in the area of database and grid integration research. Most of these are outside of the U.S. and rely on traditional approaches to secure database access via an extraneous security layer separate from the database system core, preventing efficient data transfers. Our findings are shared by the Database Access and Integration Services Working Group of the Global Grid Forum, who states that "Research and development activities relating to the Grid have generally focused on applications where data is stored in files. However, in many scientific and commercial domains, database management systems have a central role in data storage, access, organization, authorization, etc, for numerous applications.” There is a clear opportunity for a technological breakthrough, requiring innovative steps to provide high-performance secure database access technologies for grid computing. We believe that an innovative database architecture where the secure authorization is pushed into the database engine will eliminate inefficient data transfer bottlenecks. Furthermore, traditionally separated database and security layers provide an extra vulnerability, leaving a weak clear-text password authorization as the only protection on the database core systems. Due to the legacy limitations of the systems’ security models, the allowed passwords often can not even comply with the DOE password guideline requirements. We see an opportunity for the tight integration of the secure authorization layer with the database server engine resulting in both improved performance and improved security. Phase I has focused on the development of a proof-of-concept prototype using Argonne National Laboratory’s (ANL) Argonne Tandem-Linac Accelerator System (ATLAS) project as a test scenario. By developing a grid-security enabled version of the ATLAS project’s current relation database solution, MySQL, PIOCON Technologies aims to offer a more efficient solution to secure database access.

    Datasets used in scientific and engineering applications are often modeled as dense multi-dimensional arrays. For very large datasets, the corresponding array models are typically stored out-of-core as array files. The array elements are mapped onto linear consecutive locations that correspond to the linear ordering of the multi-dimensional indices. Two conventional mappings used are the row-major order and the column-major order of multi-dimensional arrays. Such conventional mappings of dense array files highly limit the performance of applications and the extendibility of the dataset. Firstly, an array file that is organized in say row-major order causes applications that subsequently access the data in column-major order, to have abysmal performance. Secondly, any subsequent expansion of the array file is limited to only one dimension. Expansions of such out-of-core conventional arrays along arbitrary dimensions, require storage reorganization that can be very expensive. Wepresent a solution for storing out-of-core dense extendible arrays that resolve the two limitations. The method uses a mapping function F*(), together with information maintained in axial vectors, to compute the linear address of an extendible array element when passed its k-dimensional index. We also give the inverse function, F-1*() for deriving the k-dimensional index when given the linear address. We show how the mapping function, in combination with MPI-IO and a parallel file system, allows for the growth of the extendible array without reorganization and no significant performance degradation of applications accessing elements in any desired order. We give methods for reading and writing sub-arrays into and out of parallel applications that run on a cluster of workstations. The axial-vectors are replicated and maintained in each node that accesses sub-array elements.

    The format of the weather data received from the National Weather Service is extremely inconvenient for building engineers to read, especially for trending historical data; therefore, a weather parsing program was created by NREL building engineers to simplify the data. The weather-parsing program collects current weather conditions for over 4,000 sites around the world and allows access to the data via a web page designed by NREL building researchers. The database provides data for some locations from late 1998 through today. Users can request data to be sent to them via e-mail by using the interactive web page.

    Remote sensing data from satellites have provided valuable information on the state of the earth for several decades. Since March 2000, the Moderate Resolution Imaging Spectroradiometer (MODIS) sensor on board NASA s Terra and Aqua satellites have been providing estimates of several land parameters useful in understanding earth system processes at global, continental, and regional scales. However, the HDF-EOS file format, specialized software needed to process the HDF-EOS files, data volume, and the high spatial and temporal resolution of MODIS data make it difficult for users wanting to extract small but valuable amounts of information from the MODIS record. To overcome this usability issue, the NASA-funded Distributed Active Archive Center (DAAC) for Biogeochemical Dynamics at Oak Ridge National Laboratory (ORNL) developed a Web service that provides subsets of MODIS land products using Simple Object Access Protocol (SOAP). The ORNL DAAC MODIS subsetting Web service is a unique way of serving satellite data that exploits a fairly established and popular Internet protocol to allow users access to massive amounts of remote sensing data. The Web service provides MODIS land product subsets up to 201 x 201 km in a non-proprietary comma delimited text file format. Users can programmatically query the Web service to extract MODIS land parameters for real time data integration into models, decision support tools or connect to workflow software.     As high-speed networks make it easier to use distributed resources, it becomes increasingly common that applications and their data are not colocated. Users have traditionally addressed this problem by manually staging data to and from remote computers. We argue instead for a new remote I/O paradigm in which programs use familiar parallel I/O interfaces to access remote file systems. In addition to simplifying remote execution, remote I/O can improve performance relative to staging by overlapping computation and data transfer or by reducing communication requirements. However, remote I/O also introduces new technical challenges in the areas of portability, performance, and integration with distributed computing systems. We propose techniques designed to address these challenges and describe a remote I/O library called RIO that we have developed to evaluate the effectiveness of these techniques. RIO addresses issues of portability by adopting the quasi-standard MPI-IO interface and by defining a RIO device and RIO server within the ADIO abstract I/O device architecture. It addresses performance issues by providing traditional I/O optimizations such as asynchronous operations and through implementation techniques such as buffering and message forwarding to off load communication overheads. RIO uses the Nexus communication library to obtain access to configuration and security mechanisms provided by the Globus wide area computing tool kit. Microbenchmarks and application experiments demonstrate that our techniques achieve acceptable performance in most situations and can improve turnaround time relative to staging.

    The Advanced Thin Ionization Calorimeter (ATIC) balloon experiment is designed to measure the spectrum of individual elements from H through Fe up to a total energy >10{sup 14} eV. To accomplish this goal, ATIC incorporates a Silicon matrix detector composed of more than 4,000 pixels to measure the incident particle charge in the presence of backscatter background, three plastic scintillator hodoscopes to provide an event trigger as well as a backup measurement of the particle charge and trajectory, a 3/4 interaction length carbon target and a fully active ionization calorimeter composed of 22 radiation lengths of Bismuth Germanate (BGO) crystals. This detector complement is very similar to the baseline calorimeter for the Advanced Cosmic Ray Composition Experiment for the Space Station, ACCESS. The ATIC flights can be used to evaluate such a calorimeter in the cosmic ray 'beam.' ATIC integration is currently underway with a first flight expected during 1999. This talk will discuss ATIC as it applies to ACCESS.

    The CMS experiment at the LHC has established an infrastructure using the FroNTier framework to deliver conditions (i.e. calibration, alignment, etc.) data to processing clients worldwide. FroNTier is a simple web service approach providing client HTTP access to a central database service. The system for CMS has been developed to work with POOL which provides object relational mapping between the C++ clients and various database technologies. Because of the read only nature of the data, Squid proxy caching servers are maintained near clients and these caches provide high performance data access. Several features have been developed to make the system meet the needs of CMS including careful attention to cache coherency with the central database, and low latency loading required for the operation of the online High Level Trigger. The ease of deployment, stability of operation, and high performance make the FroNTier approach well suited to the GRID environment being used for CMS offline, as well as for the online environment used by the CMS High Level Trigger (HLT). The use of standard software, such as Squid and various monitoring tools, make the system reliable, highly configurable and easily maintained. We describe the architecture, software, deployment, performance, monitoring and overall operational experience for the system.

    The DOE has identified the Lawrence Livermore National Laboratory ARGUS system as the standard entry control system for the DOE Complex. ARGUS integrates several key functions, specifically, badging, entry control, and verification of clearance status. Not all sites need or can afford an ARGUS system. Such sites are therefore limited to commercial equipment which provide ARGUS like features. In this project an alternative way to integrate commercial equipment into an integrated system to include badging, access control, property control, and automated verification of clearance status has been investigated. Such a system would provide smaller sites the same functionality as is provided by ARGUS. Further, it would allow sites to fully participate in the DOE`s concept of Complex wide access control. This multi-year task is comprised of three phases. Phase 1, system requirements and definitions, and phase 2, software and hardware development, were completed during fiscal year 1994. This report covers these two phases and the demonstration system which resulted. Phase three would employ the demonstration system to evaluate system performance, identify operational limits and to integrate additional features. The demonstration system includes a badging station, a database server, a managers workstation, an entry control system, and a property protection system. The functions have been integrated through the use of custom interfaces and operator screens which greatly increase ease of use.

    An apparatus and method for granting one or more requesting entities access to a resource in a predetermined time interval. The apparatus includes a first circuit receiving one or more request signals, and implementing logic for assigning a priority to the one or more request signals, and, generating a set of first_request signals based on the priorities assigned. One or more priority select circuits for receiving the set of first_request signals and generating corresponding one or more fixed grant signals representing one or more highest priority request signals when asserted during the predetermined time interval. A second circuit device receives the one or more fixed grant signals generates one or more grant signals associated with one or more highest priority request signals assigned, the grant signals for enabling one or more respective requesting entities access to the resource in the predetermined time interval, wherein the priority assigned to the one or more request signals changes each successive predetermined time interval. In one embodiment, the assigned priority is based on a numerical pattern, the first circuit changing the numerical pattern with respect to the first_request signals generated at each successive predetermined time interval.
