    A technique for directly sharing physical memory between processes executing on processor cores is described. The technique includes loading a plurality of processes into the physical memory for execution on a corresponding plurality of processor cores sharing the physical memory. An address space is mapped to each of the processes by populating a first entry in a top level virtual address table for each of the processes. The address space of each of the processes is cross-mapped into each of the processes by populating one or more subsequent entries of the top level virtual address table with the first entry in the top level virtual address table from other processes.

    Except for specific cases where the International Atomic Energy Agency (IAEA) maintains a continuous presence at a facility (such as the Japanese Rokkasho Reprocessing Plant), there is always a period of time or delay between the moment a State is notified or aware of an upcoming inspection, and the time the inspector actually enters the material balance area or facility. Termed by the authors as “delayed access,” this period of time between inspection notice and inspector entrance to a facility poses a concern. Delayed access also has the potential to reduce the effectiveness of measures applied as part of the Safeguards Approach for a facility (such as short-notice inspections). This report investigates the feasibility of using process monitoring to address safeguards challenges posed by delayed access at a subset of facility types.

    The South Carolina Bio-Energy Research Collaborative is working together on the development and demonstration of technology options for the production of bio-fuels using renewable non-food crops and biomass resources that are available or could be made available in abundance in the southeastern United States. This collaboration consists of Arborgen LLC, Clemson University, Savannah River National Laboratory, and South Carolina State University, with support from Dyadic, Fagen Engineering, Renewed World Energies, and Spinx. Thus far, most work has centered on development of a fermentation-based process to convert switchgrass into ethanol, with the concomitant generation of a purified lignin stream. The process is not feed-specific, and the work scope has recently expanded to include sweet sorghum and wood. In parallel, the Collaborative is also working on developing an economical path to produce oils and fuels from algae. The Collaborative envisions an integrated bio-fuels process that can accept multiple feedstocks, shares common equipment, and that produces multiple product streams. The Collaborative is not the only group working on bio-energy in South Carolina, and other companies are involved in producing biomass derived energy products at an industrial scale.

    A process for making carbon film or powder suitable for double capacitor electrodes having a capacitance of up to about 300 F/cm.sup.3 is disclosed. This is accomplished by treating in aqueous nitric acid for a period of about 5 to 15 minutes thin carbon films obtained by carbonizing carbon-containing polymeric material having a high degree of molecular directionality, such as polyimide film, then heating the treated carbon film in a non-oxidizing atmosphere at a non-graphitizing temperature of at least 350.degree. C. for about 20 minutes, and repeating alternately the nitric acid step and the heating step from 7 to 10 times. Capacitors made with this carbon may find uses ranging from electronic devices to electric vehicle applications.

    Spent nuclear fuel is being generated at a prodigious rate in the U.S. and in other countries with robust nuclear-power-generation infrastructures, and the annual rate of production is likely to triple by 2050. The U.S. is engaged in the development of commercial light-water-reactor spent- fuel-treatment processes that are intended to meet certain rigorous criteria for separations efficiency, waste management benefits, and economy of industrial-scale operations. Aqueous solvent-extraction processes are the technology of choice, and a variety of process options have been designed and tested for technical feasibility. In general, the processes involve substantial partitioning of the constituents of spent nuclear fuel, so that effective use can be made of the recovered unburned uranium and other fissile isotopes that can be recycled as fuel for contemporary or advanced reactors. Those constituents that are destined for disposal as waste are also separated in order that they can be placed into durable waste forms that are expressly tailored for a particular disposition pathway. The U.S. is also working with international partners as part of the Global Nuclear Energy Partnership (GNEP) to develop a consistent worldwide approach to the treatment of spent fuel and the disposition of wastes arising from such processing.     The main immobilization technologies that are available commercially and have been demonstrated to be viable are cementation, bituminization, and vitrification. Vitrification is currently the most widely used technology for the treatment of high level radioactive wastes (HLW) throughout the world. Most of the nations that have generated HLW are immobilizing in either alkali borosilicate glass or alkali aluminophosphate glass. The exact compositions of nuclear waste glasses are tailored for easy preparation and melting, avoidance of glass-in-glass phase separation, avoidance of uncontrolled crystallization, and acceptable chemical durability, e.g., leach resistance. Glass has also been used to stabilize a variety of low level wastes (LLW) and mixed (radioactive and hazardous) low level wastes (MLLW) from other sources such as fuel rod cladding/decladding processes, chemical separations, radioactive sources, radioactive mill tailings, contaminated soils, medical research applications, and other commercial processes. The sources of radioactive waste generation are captured in other chapters in this book regarding the individual practices in various countries (legacy wastes, currently generated wastes, and future waste generation). Future waste generation is primarily driven by interest in sources of clean energy and this has led to an increased interest in advanced nuclear power production. The development of advanced wasteforms is a necessary component of the new nuclear power plant (NPP) flowsheets. Therefore, advanced nuclear wasteforms are being designed for robust disposal strategies. A brief summary is given of existing and advanced wasteforms: glass, glass-ceramics, glass composite materials (GCM’s), and crystalline ceramic (mineral) wasteforms that chemically incorporate radionuclides and hazardous species atomically in their structure. Cementitious, geopolymer, bitumen, and other encapsulant wasteforms and composites that atomically bond and encapsulate wastes are also discussed. The various processing technologies are cross-referenced to the various types of wasteforms since often a particular type of wasteform can be made by a variety of different processing technologies.

    PNL is developing a method to use thiophillic microorganisms to devulcanize (biodesulfurize) the surface of ground rubber particles, which will improve the bonding and adhesion of the ground tire rubber into the virgin tire rubber matrix. The Chemi-microbial processing approach, introduced in this paper, is targeted at alleviating the waste tire problem in an environmentally conscious manner; it may also be applied to improve asphaltic materials and rubber and polymeric wastes to facilite their recycling. This paper outlines the logic and technical methods that will be used.

    This white paper presents the scientific motivation and preliminary logistical plans for a proposed ASP field campaign to be carried out in the summer of 2007. The primary objective of this campaign is to use the DOE Gulfstream-1 aircraft to make measurements characterizing the chemical, physical and optical properties of aerosols below, within and above large fields of fair weather cumulus and to use the NASA Langley Research Centers High Spectral Resolution Lidar (HSRL) to make independent measurements of aerosol backscatter and extinction profiles in the vicinity of these fields. Separate from the science questions to be addressed by these observations will be information to add in the development of a parameterized cumulus scheme capable of including multiple cloud fields within a regional or global scale model. We will also be able to compare and contrast the cloud and aerosol properties within and outside the Oklahoma City plume to study aerosol processes within individual clouds. Preliminary discussions with the Cloud and Land Surface Interaction Campaign (CLASIC) science team have identified overlap between the science questions posed for the CLASIC Intensive Operation Period (IOP) and the proposed ASP campaign, suggesting collaboration would benefit both teams.

    A review of current combustion research shows a growing awareness of the potential offered by the new high speed three-dimensional techniques. Some of the recent advances in the fluid dynamics of jet mixing are discussed, with an emphasis on the 10 kHz range (especially vortex shedding). Also the very fast subnanosecond range of radical kinetics is investigated, as well as the comparably fast scattering and fluorescence processes. High speed diagnostics are discussed in these two ranges of time resolution, with an emphasis on optical tomography for the fluid dynamic time range (10/sup -4/ s) and on picosecond techniques for the physical chemistry range (10/sup -9/ s). This work was carried out during the period June 1, 1979 to May 31, 1980.

    This report presents a synopsis of the presentations made at the two-day workshop conducted in Portland, Oregon, on August 12 and 13, 1993, for the Advanced Industrial Concepts division (AICD) of the US Department of Energy (DOE) Office of Industrial Technologies (OIT) and DOE national laboratory representatives from the pulp and paper industry. The information from the presentations is supplemented by additional statistics, as appropriate. The workshop objectives were (1) to develop a strategy and framework for collaboration between the pulp and paper industries and DOE`s national laboratories, (2) to identify major challenges to pulp and paper industry modernization, and (3) to identify research objectives for DOE national laboratories to improve materials and process technology in pulp and paper mills. Prior to the workshop, participants had the opportunity to tour paper mills and gain familiarity with pulp and paper processing methods. During the workshop, research needs for materials and processing that were identified at earlier AICD workshops were reviewed. Major problems of the pulp and paper industry were addressed, and ways in which DOE national laboratories are interacting with other industries to foster innovation and solve problems were presented. As a result of this and other workshops, a Pulp Paper Mill of the future strategy is being developed to address challenges identified in these proceedings. Continued efforts are expected by AICD to match candidate materials and processes from DOE national laboratories with the technology needs of pulp and paper mills.

    Atomic memory access requests are handled using a variety of systems and methods. According to one example method, a data-processing circuit having an address-request generator that issues requests to a common memory implements a method of processing the requests using a memory-access intervention circuit coupled between the generator and the common memory. The method identifies a current atomic-memory access request from a plurality of memory access requests. A data set is stored that corresponds to the current atomic-memory access request in a data storage circuit within the intervention circuit. It is determined whether the current atomic-memory access request corresponds to at least one previously-stored atomic-memory access request. In response to determining correspondence, the current request is implemented by retrieving data from the common memory. The data is modified in response to the current request and at least one other access request in the memory-access intervention circuit.

    The year 2009 celebrates 10 years of safe operations at the Waste Isolation Pilot Plant (WIPP), the only nuclear waste repository designated to dispose defense-related transuranic (TRU) waste in the United States. Many elements contributed to the success of this one-of-the-kind facility. One of the most important of these is the chemistry of the actinides under WIPP repository conditions. A reliable understanding of the potential release of actinides from the site to the accessible environment is important to the WIPP performance assessment (PA). The environmental chemistry of the major actinides disposed at the WIPP continues to be investigated as part of the ongoing recertification efforts of the WIPP project. This presentation provides an overview of the actinide chemistry for the WIPP repository conditions. The WIPP is a salt-based repository; therefore, the inflow of brine into the repository is minimized, due to the natural tendency of excavated salt to re-seal. Reducing anoxic conditions are expected in WIPP because of microbial activity and metal corrosion processes that consume the oxygen initially present. Should brine be introduced through an intrusion scenario, these same processes will re-establish reducing conditions. In the case of an intrusion scenario involving brine, the solubilization of actinides in brine is considered as a potential source of release to the accessible environment. The following key factors establish the concentrations of dissolved actinides under subsurface conditions: (1) Redox chemistry - The solubility of reduced actinides (III and IV oxidation states) is known to be significantly lower than the oxidized forms (V and/or VI oxidation states). In this context, the reducing conditions in the WIPP and the strong coupling of the chemistry for reduced metals and microbiological processes with actinides are important. (2) Complexation - For the anoxic, reducing and mildly basic brine systems in the WIPP, the most important inorganic complexants are expected to be carbonate/bicarbonate and hydroxide. There are also organic complexants in TRU waste with the potential to strongly influence actinide solubility. (3) Intrinsic and pseudo-actinide colloid formation - Many actinide species in their expected oxidation states tend to form colloids or strongly associate with non actinide colloids present (e.g., microbial, humic and organic). In this context, the relative importance of actinides, based on the TRU waste inventory, with respect to the potential release of actinides from the WIPP, is greater for plutonium and americium, and to less extent for uranium and thorium. The most important oxidation states for WIPP-relevant conditions are III and IV. We will present an update of the literature on WIPP-specific data, and a summary of the ongoing research related to actinide chemistry in the WIPP performed by the Los Alamos National Laboratory (LANL) Actinide Chemistry and Repository Science (ACRSP) team located in Carlsbad, NM [Reed 2007, Lucchini 2007, and Reed 2006].

    An overview of the main North American codes and standards associated with hydrogen safety sensors is provided. The distinction between a code and a standard is defined, and the relationship between standards and codes is clarified, especially for those circumstances where a standard or a certification requirement is explicitly referenced within a code. The report identifies three main types of standards commonly applied to hydrogen sensors (interface and controls standards, shock and hazard standards, and performance-based standards). The certification process and a list and description of the main standards and model codes associated with the use of hydrogen safety sensors in hydrogen infrastructure are presented.

    This paper summarizes the findings of an investigation of four probabilistic risk assessments (PRAs), those for Millstone 3, Seabrook, Shoreham, and Oconee 3, performed by Brookhaven National Laboratory (BNL) for the Reliability and Risk Assessment Branch of the US Nuclear Regulatory Commission (NRC). This group of four PRAs was subjected to an overview process with the basic goal of ascertaining what insights might be gained (beyond those already documented within the individual PRAs) by an independent evaluation of the group with respect to nuclear plant safety and vulnerability. Specifically, the objectives of the study were (1) to identify and rank initiators, systems, components, and failure modes from dominant accident sequences according to their contribution to core melt probability and public risk; and (2) to derive from this process plant-specific and generic insights. The effort was not intended to verify the specific details and results of each PRA but rather - having accepted the results - to see what they might mean in a more global context. The NRC had previously sponsored full detailed reviews of each of these PRAs, but only two, those for Millstone 3 and Shoreham, were completed and documented in time to allow their consideration within the study. This paper also presents some comments and insights into the amenability of certain features of these PRAs to this type of overview process.

    Atomic vapor laser isotope separation (AVLIS) represents the largest-scale potential application of tunable lasers that has received serious attention within the chemical physics community. For over a decade the US Department of Energy has funded an aggressive program in AVLIS at Lawrence Livermore National Laboratory. After extensive research, the underlying physical principles have been identified and optimized, the major technology components have been developed, and the integrated enrichment performance of the process has been tested under realistic conditions. The central physical processes are outlined, progress to date on the technology elements is reviewed, and scaling laws that can be used to scope out new applications are fomulated. The two primary applications of major interest to the Department of Energy are the production of light-water reactor fuel and the conversion of fuel-grade plutonium to weapons-grade material. In FY 1984 the total AVLIS funding level for these two missions was approximately $150M. In addition to these primary missions, a variety of applications exist that all potentially use a common base of AVLIS technology. These include missions such as the enrichment of mercury isotopes to improve fluorescent lamp efficiency, the enrichment of iodine isotopes for medical isotope use, and the cleanup of strontium from defense waste for recovering strontium isotopes for radio-thermal mechanical generators. We will see that the ability to rapidly assess the economic and technical feasibility of each mission is derived from the general applicability of AVLIS physics and AVLIS technology.

    A general overview of the Equation of State (EOS) Project will be presented. The goal is to provide the audience with an introduction of what our more advanced methods entail (DFT, QMD, etc.. ) and how these models are being utilized to better constrain the thermodynamic models. These models substantially reduce our regions of interpolation between the various thermodynamic limits. I will also present a variety example of recent EOS work.

    This paper provides an overview of a 8-year biopulping research effort conducted under the auspices of two biopulping consortia, involving the Universities of Wisconsin and Minnesota, the Forest Products Laboratory, and the industry. Biopulping, defined as the fungal pretreatment of wood chips for pulping, is an environmentally benign process that saves at least 30% electrical energy during mechanical refining, and improves paper quality in a 2-week period during laboratory trials. A rapid method of evaluating the benefits of biopulping has been found using the Simons staining procedures. We have identified a white-rot fungus Ceriporiopsis subvermispora which is effective on both hardwood and softwood species. This fungus can perform biopulping effectively if chips are steamed using the atmospheric steam for a very short period of time prior to fungal inoculation. Also, one of the major costs during the scale-up of biopulping is inoculum production. To this end, we have reduced the amount of inoculum dramatically (from 3 kg to 0.25 g dry weight of fungus per ton of dry wood) by adding corn steep liquor to the mycelial suspension. Current research is focused on large-scale decontamination of chips and maintenance of suitable temperature, aeration and moisture in chip piles so that biopulping can become a successful industrial process.

    Several encouraging statements can be made about the use of vegetable oil products as fuel as a result of the information presented in these symposium papers. Vegetable oil ester fuels have the greatest promise, but further engine endurance tests will be required. These can be carried out best by the engine manufacturers. Microemulsions appear to have promise, but more research and engine testing will be necessary before performance equivalent to the ester fuels can be developed. Such research effort can be justified because microemulsification is a rather uncomplicated physical process and might be adaptable to on-farm operations, which would be doubtful for the more involved transesterfication process. Although some answers have been provided by this symposium, others are still not available; engine testing is continuing throughout the world particularly in those countries that do not have access to petroleum. 9 references.

    An advanced control room complex for a nuclear power plant, including a discrete indicator and alarm system (72) which is nuclear qualified for rapid response to changes in plant parameters and a component control system (64) which together provide a discrete monitoring and control capability at a panel (14-22, 26, 28) in the control room (10). A separate data processing system (70), which need not be nuclear qualified, provides integrated and overview information to the control room and to each panel, through CRTs (84) and a large, overhead integrated process status overview board (24). The discrete indicator and alarm system (72) and the data processing system (70) receive inputs from common plant sensors and validate the sensor outputs to arrive at a representative value of the parameter for use by the operator during both normal and accident conditions, thereby avoiding the need for him to assimilate data from each sensor individually. The integrated process status board (24) is at the apex of an information hierarchy that extends through four levels and provides access at each panel to the full display hierarchy. The control room panels are preferably of a modular construction, permitting the definition of inputs and outputs, the man machine interface, and the plant specific algorithms, to proceed in parallel with the fabrication of the panels, the installation of the equipment and the generic testing thereof.

    Three gamma radiological surveys have been conducted under auspices of the ER Remote Sensing Program: (1) Oak Ridge Reservation (ORR) (1992), (2) Clinch River (1992), and (3) Portsmouth Gaseous Diffusion Plant (PORTS) (1993). In addition, the Remote Sensing Program has acquired the results of earlier surveys at Paducah Gaseous Diffusion Plant (PGDP) (1990) and PORTS (1990). These radiological surveys provide data for characterization and long-term monitoring of U.S. Department of Energy (DOE) contamination areas since many of the radioactive materials processed or handled on the ORR, PGDP, and PORTS are direct gamma radiation emitters or have gamma emitting daughter radionuclides. High resolution airborne gamma radiation surveys require a helicopter outfitted with one or two detector pods, a computer-based data acquisition system, and an accurate navigational positioning system for relating collected data to ground location. Sensors measure the ground-level gamma energy spectrum in the 38 to 3,026 KeV range. Analysis can provide gamma emission strength in counts per second for either gross or total man-made gamma emissions. Gross count gamma radiation includes natural background radiation from terrestrial sources (radionuclides present in small amounts in the earth`s soil and bedrock), from radon gas, and from cosmic rays from outer space as well as radiation from man-made radionuclides. Man-made count gamma data include only the portion of the gross count that can be directly attributed to gamma rays from man-made radionuclides. Interpretation of the gamma energy spectra can make possible the determination of which specific radioisotopes contribute to the observed man-made gamma radiation, either as direct or as indirect (i.e., daughter) gamma energy from specific radionuclides (e.g., cesium-137, cobalt-60, uranium-238).

    This paper provides an overview and the impacts of new policies, processes, and opportunities at the Nevada Test Site. Operational changes have been implemented, such as larger trench sizes and more efficient soil management as have administrative processes to address U.S. Department of Energy and U.S. Code of Federal Regulation analyses. Some adverse conditions have prompted changes in transportation and mixed low-level waste polices, and a new funding mechanism was developed.     A method and apparatus for sharing integrated testing services with a plurality of autonomous remote clients is disclosed. In the disclosed method, in response to an access request message, a process controller transmits an access enabling message to the remote client. The access enabling message includes instructions performable by a remote client to generate test equipment commands. Established an ongoing program to assist utilities in using PV for cost-effective, high-value applications. Completed nearly all of the construction planned for the first phase of PVUSA at Davis, California. Worked with the crystalline silicon PV industry on novel, low-cost cell fabrication processes and on resolving encapsulant problems. Took part in the development of qualification procedures tests for thin- and thick-film flat-plate modules and concentrator modules.

    The use of cyber security standards can greatly assist in the protection of critical infrastructure by providing guidelines and requisite imperatives in the implementation of computer-controlled systems. These standards are most effective when the engineers and operators using the standards understand what each of the standards addresses and does not address. This paper provides a review and comparison of ten documents dealing with control system cyber security. It is not meant to be a complete treatment of all applicable standards; rather, this is an exemplary analysis showing the benefits of comparing and contrasting differing documents.

    Executive Summary The safeguards system of the International Atomic Energy Agency (IAEA) is intended to provide the international community with credible assurance that a State is fulfilling its safeguards obligations. Effective and cost-efficient IAEA safeguards at the facility level are, and will remain, an important element of IAEA safeguards as those safeguards evolve towards a State-Level approach. The Safeguards by Design (SBD) concept can facilitate the implementation of these effective and cost-efficient facility-level safeguards (Bjornard, et al. 2009a, 2009b; IAEA, 1998; Wonder & Hockert, 2011). This report, sponsored by the National Nuclear Security Administrations Office of Nuclear Safeguards and Security, introduces a methodology intended to ensure that the diverse approaches to Safeguards by Design can be effectively integrated and consistently used to cost effectively enhance the application of international safeguards.

    An outline is provided of methods for polarizing antiprotons that include the possible use of channelling in a bent crystal and also the technique of scattering off leptons or protons at a suitably small angle. In the method of channelling it is suggested that the angular dependence of the analysing power of the incident particle is cubic in the angle for single scattering in the crystal when this takes place within the region of electromagnetic hadronic interference as is most likely for channelled particles. Polarization transfer in the scattering of antiprotons off leptons or protons is discussed in addition where emphasis is laid on the angular integrals over spin observables appropriate for spin filtering.

The process includes pre-determining an association of the restricted computer resource and computer-resource-proximal environmental information. Indicia of user-proximal environmental information are received from a user requesting access to the restricted computer resource. Received indicia of user-proximal environmental information are compared to associated computer-resource-proximal environmental information. User access to the restricted computer resource is selectively granted responsive to a favorable comparison in which the user-proximal environmental information is sufficiently similar to the computer-resource proximal environmental information. In at least some embodiments, the process further includes comparing user-supplied biometric measure and comparing it with a predetermined association of at least one biometric measure of an authorized user.     This document deals with the procurements planned for the construction of an Atomic Vapor Laser Isotope Separation (AVLIS) production plant. Several large-scale AVLIS facilities have already been built and tested; a full-scale engineering demonstration facility is currently under construction. The experience gained from these projects provides the procurement basis for the production plant construction and operation. In this document, the status of the AVLIS process procurement is presented from two viewpoints. The AVLIS Production Plant Work Breakdown Structure is referenced at the level of the items to be procured. The availability of suppliers for the items at this level is discussed. In addition, the work that will result from the AVLIS enrichment plant project is broken down by general procurement categories (construction, mechanical equipment, etc.) and the current AVLIS suppliers are listed according to these categories. A large number of companies in all categories are currently providing AVLIS equipment for the Full-Scale Demonstration Facility in Livermore, California. These companies form an existing and expanding supplier network for the AVLIS program. Finally, this document examines the relationship between the AVLIS construction project/operational facility and established commercial suppliers. The goal is to utilize existing industrial capability to meet the needs of the project in a competitive procurement situation. As a result, costs and procurement risks are both reduced because the products provided come from within the AVLIS suppliers' experience base.     Heat transport is central to all thermal-based forms of electricity generation. The ever increasing demand for higher thermal efficiency necessitates power generation cycles transitioning to progressively higher temperatures. Similarly, the desire to provide direct thermal coupling between heat sources and higher temperature chemical processes provides the underlying incentive to move toward higher temperature heat transfer loops. As the system temperature rises, the available materials and technology choices become progressively more limited. Superficially, fluoride salts at {approx}700 C resemble water at room temperature being optically transparent and having similar heat capacity, roughly three times the viscosity, and about twice the density. Fluoride salts are a leading candidate heat-transport material at high temperatures. Fluoride salts have been extensively used in specialized industrial processes for decades, yet they have not entered widespread deployment for general heat transport purposes. This report does not provide an exhaustive screening of potential heat transfer media and other high temperature liquids such as alkali metal carbonate eutectics or chloride salts may have economic or technological advantages. A particular advantage of fluoride salts is that the technology for their use is relatively mature as they were extensively studied during the 1940s-1970s as part of the U.S. Atomic Energy Commission's program to develop molten salt reactors (MSRs). However, the instrumentation, components, and practices for use of fluoride salts are not yet developed sufficiently for commercial implementation. This report provides an overview of the current understanding of the technologies involved in liquid salt heat transport (LSHT) along with providing references to the more detailed primary information resources. Much of the information presented here derives from the earlier MSR program. However, technology has evolved over the intervening years, and this report also describes more recently developed technologies such as dry gas seals. This report also provides a high-level, parametric evaluation of LSHT loop performance to allow general intercomparisons between heat-transport fluid options as well as provide an overview of the properties and requirements for a representative loop. A compilation of relevant thermophysical properties of useful fluoride salts is also included for salt heat transport systems. Fluoride salts can be highly corrosive depending on the container materials selected, the salt chemistry, and the operating procedures used. The report includes an overview of the state-of-the-art in reduction-oxidation chemistry control methodologies employed to minimize corrosion issues. Salt chemistry control technology, however, remains at too low a level of understanding for widespread industrial usage. Loop operational issues such as start-up procedures and system freeze-up vulnerability are also discussed. Liquid fluoride salts are a leading candidate heat transport medium for high-temperature applications. This report provides an overview of the current status of liquid salt heat transport technology. The report includes a high-level, parametric evaluation of liquid fluoride salt heat transport loop performance to allow intercomparisons between heat-transport fluid options as well as providing an overview of the properties and requirements for a representative loop. Much of the information presented here derives from the earlier molten salt reactor program and a significant advantage of fluoride salts, as high temperature heat transport media is their consequent relative technological maturity.     An advanced control room complex for a nuclear power plant, including a discrete indicator and alarm system (72) which is nuclear qualified for rapid response to changes in plant parameters and a component control system (64) which together provide a discrete monitoring and control capability at a panel (14-22, 26, 28) in the control room (10). A separate data processing system (70), which need not be nuclear qualified, provides integrated and overview information to the control room and to each panel, through CRTs (84) and a large, overhead integrated process status overview board (24). The discrete indicator and alarm system (72) and the data processing system (70) receive inputs from common plant sensors and validate the sensor outputs to arrive at a representative value of the parameter for use by the operator during both normal and accident conditions, thereby avoiding the need for him to assimilate data from each sensor individually. The integrated process status board (24) is at the apex of an information hierarchy that extends through four levels and provides access at each panel to the full display hierarchy. The control room panels are preferably of a modular construction, permitting the definition of inputs and outputs, the man machine interface, and the plant specific algorithms, to proceed in parallel with the fabrication of the panels, the installation of the equipment and the generic testing thereof.

    The U.S. Department of Energy (DOE) has established the Tank Waste Remediation System (TWRS) to safely manage and dispose of the Hanford Site tank waste. Pretreatment is one of the major program elements of the TWRS. The scope of the TWRS Tank Waste Pretreatment Program is to treat tank waste to separate it into high- and low-level waste fractions and to provide additional treatment as required to feed low-level and high-level waste immobilization processes. The Pretreatment Program activities include technology development, design, fabrication, construction, and operation of facilities to support the pretreatment of radioactive mixed waste retrieved from 28 large underground double-shell tanks and 149 single-shell tanks.

    The Radiation Security System (RSS) at the Los Alamos Neutron Science Center (LANSCE) provides personnel protection from prompt radiation due to accelerated beam. The Personnel Access Control System (PACS) is a component of the RSS that is designed to prevent personnel access to areas where prompt radiation is a hazard. PACS was designed to replace several older personnel safety systems (PSS) with a single modem unified design. Lessons learned from the operation over the last 20 years were incorporated into a redundant sensor, single-point failure safe, fault tolerant, and tamper-resistant system that prevents access to the beam areas by controlling the access keys and beam stoppers. PACS uses a layered philosophy to the physical and electronic design. The most critical assemblies are battery backed up, relay logic circuits; less critical devices use Programmable Logic Controllers (PLCs) for timing functions and communications. Outside reviewers have reviewed the operational safety of the design. The design philosophy, lessons learned, hardware design, software design, operation, and limitations of the device are described.

    To help the public better understand both the SCP and the site characterization program, the DOE has prepared this overview and the SCP Public Handbook. The overview presents summaries of selected topics covered in the SCP; it is not a substitute for the SCP. The organization of the overview is similar to that of the SCP itself, with brief descriptions of the Yucca Mountain site, the repository, and the containers in which the waste would be packaged, followed by a discussion of the characterization program to be carried out at the Yucca Mountain site. This overview is intended primarily for those persons who want to understand the general scope and basis of the site-characterization program, the activities to be conducted, and the facilities to be constructed without spending the time necessary to become familiar with all of the technical details presented in the SCP. For the readers of the SCP, the overview will be useful as a general guide to the plan. The SCP Public Handbook is a short document that contains brief descriptions of the SCP process and the contents of the SCP. It also explains how the public can submit comments on the SCP and lists the libraries and reading rooms at which the SCP is available. 9 refs., 18 tabs.

    RAVEN is a generic software framework to perform parametric and probabilistic analysis based on the response of complex system codes. The initial development was aimed to provide dynamic risk analysis capabilities to the Thermo-Hydraulic code RELAP-7 [], currently under development at the Idaho National Laboratory. Although the initial goal has been fully accomplished, RAVEN is now a multi-purpose probabilistic and uncertainty quantification platform, capable to agnostically communicate with any system code. This agnosticism has been employed by providing Application Programming Interfaces (APIs). These interfaces are used to allow RAVEN to interact with any code as long as all the parameters that need to be perturbed are accessible by inputs files or via python interfaces. RAVEN is capable to investigate the system response, investigating the input space using Monte Carlo, Grid, or Latin Hyper Cube sampling schemes, but its strength is focused toward system feature discovery, such as limit surfaces, separating regions of the input space leading to system failure, using dynamic supervised learning techniques. The paper presents an overview of the software capabilities and their implementation schemes followed by some application examples.

    This report describes a research project to examine the hardware used in automated control systems like those that control the electric grid. This report provides an overview of the vendors, architectures, and supply channels for a number of control system devices. The research itself represents an attempt to probe more deeply into the area of programmable logic controllers (PLCs) - the specialized digital computers that control individual processes within supervisory control and data acquisition (SCADA) systems. The report (1) provides an overview of control system networks and PLC architecture, (2) furnishes profiles for the top eight vendors in the PLC industry, (3) discusses the communications protocols used in different industries, and (4) analyzes the hardware used in several PLC devices. As part of the project, several PLCs were disassembled to identify constituent components. That information will direct the next step of the research, which will greatly increase our understanding of PLC security in both the hardware and software areas. Such an understanding is vital for discerning the potential national security impact of security flaws in these devices, as well as for developing proactive countermeasures.

    The United States relies on natural gas for one-quarter of its energy needs. In 2001 alone, the nation consumed 21.5 trillion cubic feet of natural gas. A large portion of natural gas pipeline capacity within the United States is directed from major production areas in Texas and Louisiana, Wyoming, and other states to markets in the western, eastern, and midwestern regions of the country. In the past 10 years, increasing levels of gas from Canada have also been brought into these markets (EIA 2007). The United States has several major natural gas production basins and an extensive natural gas pipeline network, with almost 95% of U.S. natural gas imports coming from Canada. At present, the gas pipeline infrastructure is more developed between Canada and the United States than between Mexico and the United States. Gas flows from Canada to the United States through several major pipelines feeding U.S. markets in the Midwest, Northeast, Pacific Northwest, and California. Some key examples are the Alliance Pipeline, the Northern Border Pipeline, the Maritimes & Northeast Pipeline, the TransCanada Pipeline System, and Westcoast Energy pipelines. Major connections join Texas and northeastern Mexico, with additional connections to Arizona and between California and Baja California, Mexico (INGAA 2007). Of the natural gas consumed in the United States, 85% is produced domestically. Figure 1.1-1 shows the complex North American natural gas network. The pipeline transmission system--the 'interstate highway' for natural gas--consists of 180,000 miles of high-strength steel pipe varying in diameter, normally between 30 and 36 inches in diameter. The primary function of the transmission pipeline company is to move huge amounts of natural gas thousands of miles from producing regions to local natural gas utility delivery points. These delivery points, called 'city gate stations', are usually owned by distribution companies, although some are owned by transmission companies. Compressor stations at required distances boost the pressure that is lost through friction as the gas moves through the steel pipes (EPA 2000). The natural gas system is generally described in terms of production, processing and purification, transmission and storage, and distribution (NaturalGas.org 2004b). Figure 1.1-2 shows a schematic of the system through transmission. This report focuses on the transmission pipeline, compressor stations, and city gates.

    This report is a result of the Hanford Environmental Dose Reconstruction (HEDR) Project. The goal of the HEDR Project is to estimate the radiation dose that individuals could have received from emissions since 1944 at the Hanford Site near Richland, Washington. Members of the HEDR Project`s Environmental Monitoring Data Task have developed databases of historical environmental measurements of such emissions. The HEDR Project is conducted by Battelle, Pacific Northwest Laboratories. This report is the third in a series that documents the information available on measurements of iodine-131 concentrations in vegetation. The first two reports provide the data for 1945--1951. This report provides an overview of the historical documents, which contain vegetation data for 1952--1983. The overview is organized according to the documents available for any given year. Each section, covering one year, contains a discussion of the media sampled, the sampling locations, significant events if there were any, emission quantities, constituents measured, and a list of the documents with complete reference information. Because the emissions which affected vegetation were significantly less after 1951, the vegetation monitoring data after that date have not been used in the HEDR Project. However, access to these data may be of interest to the public. This overview is, therefore, being published.

    Access to existing travel data is critical for many analysis efforts that lack the time or resources to support detailed data collection. High-resolution data sets provide particular value, but also present a challenge for preserving the anonymity of the original survey participants. To address this dilemma of providing data access while preserving privacy, the National Renewable Energy Laboratory and the U.S. Department of Transportation have launched the Transportation Secure Data Center (TSDC). TSDC data sets include those from regional travel surveys and studies that increasingly use global positioning system devices. Data provided by different collecting agencies varies with respect to formatting, elements included and level of processing conducted in support of the original purpose. The TSDC relies on a number of geospatial and other analysis tools to ensure data quality and to generate useful information outputs. TSDC users can access the processed data in two different ways. The first is by downloading summary results and second-by-second vehicle speed profiles (with latitude/longitude information removed) from a publicly-accessible website. The second method involves applying for a remote connection account to a controlled-access environment where spatial analysis can be conducted, but raw data cannot be removed.

    This library is used to get process information (eg memory and timing). By setting an environment variable, the runtime system loads libprocmon.so while loading your executable. This library causes the SIGPROF signal to be triggered at time intervals. The procmon signal handler calls various system routines (eg clock_gettime, malinfo, getrusage, and ioctl {accessing the /proc filesystem}) to gather information about the process. The information is then printed to a file which can be viewed graphicallymore » via procmon_plot.pl. This information is obtained via a sampling approach. As with any sampling approach, the information it gathers will not be completely accurate.     Energy efficiency retrofits (also called upgrades) are widely recognized as a critical component to achieving energy savings in the building sector to help lower greenhouse gas (GHG) emissions. To date, however, upgrades have accounted for only a small percentage of aggregate energy savings in building stock, both in California and nationally. Although the measures and technologies to retrofit a building to become energy efficient are readily deployed, establishing this model as a standard practice remains elusive. Retrofit California sought to develop and test new program models to increase participation in the energy upgrade market in California. The Program encompassed 24 pilot projects, conducted between 2010 and mid-2013 and funded through a $30 million American Recovery and Reinvestment Act (ARRA) grant from the U.S. Department of Energy’s (DOE) Better Buildings Neighborhood Program (BBNP). The broad scope of the Program can be seen in the involvement of the following regionally based Grant Partners: Los Angeles County (as prime grantee); Association of Bay Area Governments (ABAG), consisting of: o StopWaste.org for Alameda County o Regional Climate Protection Authority (RCPA) for Sonoma County o SF Environment for the City and County of San Francisco o City of San Jose; California Center for Sustainable Energy (CCSE) for the San Diego region; Sacramento Municipal Utilities District (SMUD). Within these jurisdictions, nine different types of pilots were tested with the common goal of identifying, informing, and educating the people most likely to undertake energy upgrades (both homeowners and contractors), and to provide them with incentives and resources to facilitate the process. Despite its limited duration, Retrofit California undoubtedly succeeded in increasing awareness and education among home and property owners, as well as contractors, realtors, and community leaders. However, program results indicate that a longer timeframe will be needed to transform the market and establish energy retrofits as the new paradigm. Innovations such as Flex Path, which came about because of barriers encountered during the Program, have already shown promise and are enabling increased participation. Together, the pilots represent an unprecedented effort to identify and address market barriers to energy efficiency upgrades and to provide lessons learned to shape future program planning and implementation. The statistics reflects the scope of the marketing and outreach campaigns, which tested a variety of approaches to increase understanding of the benefits of energy upgrades to drive participation in the Program. More traditional methods such as TV and radio advertisements were complimented by innovative community based social marketing campaigns that sought to leverage the trusted status of neighborhood organizations and leaders in order to motivate their constituents to undertake retrofits. The remainder of this report provides an overview of Retrofit California including brief summaries of the pilots’ main components and highlights, followed by the major findings or takeaway lessons from the approaches that were tested. Eleven of the pilots will be continued, with modifications, under the ratepayer-funded Regional Energy Networks. Involvement in the RENS by many of the Retrofit California partners will ensure that early lessons learned are carried forward to guide future programs for energy upgrades in California.

This growth has created significant opportunities and challenges. This paper focuses on some of the most notable changes to the Trilinos project in the last few years. The tool can be used to evaluate a range of population distribution and urban design scenarios for 2030 and 2050. This tool was produced as part of the Transportation Energy Futures (TEF) project, a Department of Energy-sponsored multi-agency project initiated to pinpoint underexplored strategies for abating GHGs and reducing petroleum dependence related to transportation.
