    Science data gateways are effective in providing complex science data collections to the world-wide user communities. In this paper we describe a gateway for the Advanced Simulation Capability for Environmental Management (ASCEM) framework. Built on top of established web service technologies, the ASCEM data gateway is specifically designed for environmental modeling applications. Its key distinguishing features include: (1) handling of complex spatiotemporal data, (2) offering a variety of selective data access mechanisms, (3) providing state of the art plotting and visualization of spatiotemporal data records, and (4) integrating seamlessly with a distributed workflow system using a RESTful interface. ASCEM project scientists have been using this data gateway since 2011.

The gateway is sponsored by the U.S. Department of Energy (DOE) and the United Nations Industrial Development Organization (UNIDO) and managed by the National Renewable Energy Laboratory (NREL). Further cooperation is desired with organizations that can help expand the information presented in the portal and assist with outreach and training.

    We use public cloud computers to host sophisticated scientific data; software is then used to transform scientific practice by enabling broad access to capabilities previously available only to the few. The primary obstacle to more widespread use of public clouds to host scientific software (‘cloud-based science gateways’) has thus far been the considerable gap between the specialized needs of science applications and the capabilities provided by cloud infrastructures. We describe here a domain-independent, cloud-based science gateway platform, the Globus Galaxies platform, which overcomes this gap by providing a set of hosted services that directly address the needs of science gateway developers. The design and implementation of this platform leverages our several years of experience with Globus Genomics, a cloud-based science gateway that has served more than 200 genomics researchers across 30 institutions. Building on that foundation, we have also implemented a platform that leverages the popular Galaxy system for application hosting and workflow execution; Globus services for data transfer, user and group management, and authentication; and a cost-aware elastic provisioning model specialized for public cloud resources. We describe here the capabilities and architecture of this platform, present six scientific domains in which we have successfully applied it, report on user experiences, and analyze the economics of our deployments.     A communication gateway consistent with the present disclosure may detect unauthorized physical or electronic access and implement security actions in response thereto. A communication gateway may provide a communication path to an intelligent electronic device (IED) using an IED communications port configured to communicate with the IED. The communication gateway may include a physical intrusion detection port and a network port. The communication gateway may further include control logic configured to evaluate physical intrusion detection signal. The control logic may be configured to determine that the physical intrusion detection signal is indicative of an attempt to obtain unauthorized access to one of the communication gateway, the IED, and a device in communication with the gateway; and take a security action based upon the determination that the indication is indicative of the attempt to gain unauthorized access.

    Given a social network, who is the best person to introduce you to, say, Chris Ferguson, the poker champion? Or, given a network of people and skills, who is the best person to help you learn about, say, wavelets? The goal is to find a small group of 'gateways': persons who are close enough to us, as well as close enough to the target (person, or skill) or, in other words, are crucial in connecting us to the target. The main contributions are the following: (a) we show how to formulate this problem precisely; (b) we show that it is sub-modular and thus it can be solved near-optimally; (c) we give fast, scalable algorithms to find such gateways. Experiments on real data sets validate the effectiveness and efficiency of the proposed methods, achieving up to 6,000,000x speedup.

    A system of sending and receiving gateways interconnects high speed data interfaces, e.g., HIPPI interfaces, through fiber optic links, e.g., a SONET network. An electronic stripe distributor distributes bytes of data from a first interface at the sending gateway onto parallel fiber optics of the fiber optic link to form transmitted data. An electronic stripe collector receives the transmitted data on the parallel fiber optics and reforms the data into a format effective for input to a second interface at the receiving gateway. Preferably, an error correcting syndrome is constructed at the sending gateway and sent with a data frame so that transmission errors can be detected and corrected in a real-time basis. Since the high speed data interface operates faster than any of the fiber optic links the transmission rate must be adapted to match the available number of fiber optic links so the sending and receiving gateways monitor the availability of fiber links and adjust the data throughput accordingly. In another aspect, the receiving gateway must have sufficient available buffer capacity to accept an incoming data frame. A credit-based flow control system provides for continuously updating the sending gateway on the available buffer capacity at the receiving gateway.

An electronic stripe distributor distributes bytes of data from a first interface at the sending gateway onto parallel fiber optics of the fiber optic link to form transmitted data. An electronic stripe collector receives the transmitted data on the parallel fiber optics and reforms the data into a format effective for input to a second interface at the receiving gateway. Preferably, an error correcting syndrome is constructed at the sending gateway and sent with a data frame so that transmission errors can be detected and corrected in a real-time basis. Since the high speed data interface operates faster than any of the fiber optic links the transmission rate must be adapted to match the available number of fiber optic links so the sending and receiving gateways monitor the availability of fiber links and adjust the data throughput accordingly. In another aspect, the receiving gateway must have sufficient available buffer capacity to accept an incoming data frame. A credit-based flow control system provides for continuously updating the sending gateway on the available buffer capacity at the receiving gateway. 7 figs.

    Purpose: Graphics Processing Unit (GPU) has become increasingly important in radiotherapy. However, it is still difficult for general clinical researchers to access GPU codes developed by other researchers, and for developers to objectively benchmark their codes. Moreover, it is quite often to see repeated efforts spent on developing low-quality GPU codes. The goal of this project is to establish an infrastructure for testing GPU codes, cross comparing them, and facilitating code distributions in radiotherapy community. Methods: We developed a system called Gateway for GPU Computing in Cancer Radiotherapy Research (GCR2). A number of GPU codes developed by our group and other developers can be accessed via a web interface. To use the services, researchers first upload their test data or use the standard data provided by our system. Then they can select the GPU device on which the code will be executed. Our system offers all mainstream GPU hardware for code benchmarking purpose. After the code running is complete, the system automatically summarizes and displays the computing results. We also released a SDK to allow the developers to build their own algorithm implementation and submit their binary codes to the system. The submitted code is then systematically benchmarked using a variety of GPU hardware and representative data provided by our system. The developers can also compare their codes with others and generate benchmarking reports. Results: It is found that the developed system is fully functioning. Through a user-friendly web interface, researchers are able to test various GPU codes. Developers also benefit from this platform by comprehensively benchmarking their codes on various GPU platforms and representative clinical data sets. Conclusion: We have developed an open platform allowing the clinical researchers and developers to access the GPUs and GPU codes. This development will facilitate the utilization of GPU in radiation therapy field.

    The Technology Information System (TIS) is an Intelligent Gateway Processor (IGP) capable of interconnecting heterogeneous information resources at geographically distributed locations in an automated, unified, and controlled manner. It augments the capabilities of personal computers and workstations of scientists and engineers by providing a shared directory to worldwide bibliographic and numeric resources and a library of self-guided procedures by which test, data, and graphs can be downloaded, reformatted, aggregated, analyzed, and shared among users and different host machines. The TIS link capability is used routinely for transcontinental tutorials and as a proactical means for the audiovisual linking of TIS users with experts at their respective locations. The IGP universal user interface permits changes and additions of available resources while running non-stop.     With the widespread deployment of electronic interval meters, commonly known as smart meters, came the promise of real-time data on electric energy consumption. Recognizing an opportunity to provide consumers access to their near real-time energy consumption data directly from their installed smart meter, we designed a mechanism for capturing those data for consumer use via an open smart energy gateway (OpenSEG). By design, OpenSEG provides a clearly defined boundary for equipment and data ownership. OpenSEG is an open-source data management platform to enable better data management of smart meter data. Effectively, it is an information architecture designed to work with the ZigBee Smart Energy Profile 1.x (SEP 1.x). It was specifically designed to reduce cyber-security risks and provide secure information directly from smart meters to consumers in near real time, using display devices already owned by the consumers. OpenSEG stores 48 hours of recent consumption data in a circular cache using a format consistent with commonly available archived (not real-time) consumption data such as Green Button, which is based on the Energy Services Provider Interface (ESPI) data standard. It consists of a common XML format for energy usage information and a data exchange protocol to facilitate automated data transfer upon utility customer authorization. Included in the design is an application program interface by which users can acquire data from OpenSEG for further post processing. A sample data display application is included in the initial software product. The data display application demonstrates that OpenSEG can help electricity use data to be retrieved from a smart meter and ported to a wide variety of user-owned devices such as cell phones or a user-selected database. This system can be used for homes, multi-family buildings, or small commercial buildings in California.

    We describe an enterprise middleware system that integrates, from a user’s perspective, data located on disparate data storage devices without imposing additional requirements upon those storage mechanisms. The system provides advanced search capabilities by exploiting a repository of metadata that describes the integrated data. This search mechanism integrates information from a collection of XML metadata documents with diverse schema. Users construct queries using familiar search terms, and the enterprise system uses domain representations and vocabulary mappings to translate the user’s query, expanding the search to include other potentially relevant data. Alamo Rent A Car, Enterprise Rent-A-Car, and National Car Rental, all brands operated by the subsidiaries of Enterprise Holdings, are converting their airport shuttle buses to run on biodiesel fuel.     Abstract. The idea that resilience is a tangible, measureable, and desirable system attribute has grown rapidly over the last decade beyond is origins in explaining ecological, physiological, psychological, and social systems. Operational enterprise resilience requires two types of measurement. First, the system must monitor various operational conditions in order to respond to disruptions. These measurements are part of one or more observation, orientation, decision, and action (OODA) loops The OODA control processes that implement a resilience strategy use these measurements to provide robustness, rapid recovery and reconstitution. In order to assess the effectiveness of the resilience strategy, a different class of measurements is necessary. This second type consists of measurements about how well the OODA processes cover critical enterprise functions and the hazards to which the enterprise is exposed. They allow assessment of how well enterprise management processes anticipate, mitigate, and adapt to a changing environment and the degree to which the system is fault tolerant. This paper nominates a theoretical framework, in the form of definitions, a model, and a syntax, that accounts for this important distinction, and in so doing provides a mechanism for bridging resilience management process models and the many proposed cyber-defense metric enumerations.

    The U.S. Department of Energy released a GATEWAY Demonstration report on the longer-term performance of an LED lighting system that was installed on the I-35W Bridge in Minneapolis in September 2008 and represents one of the country’s oldest continuously operated exterior LED lighting installations.     While wide-area Internet traffic has been heavily studied for many years, the characteristics of traffic inside Internet enterprises remain almost wholly unexplored. Nearly all of the studies of enterprise traffic available in the literature are well over a decade old and focus on individual LANs rather than whole sites. In this paper we present a broad overview of internal enterprise traffic recorded at a medium-sized site. The packet traces span more than 100 hours, over which activity from a total of several thousand internal hosts appears. This wealth of data--which we are publicly releasing in anonymized form--spans a wide range of dimensions. While we cannot form general conclusions using data from a single site, and clearly this sort of data merits additional in-depth study in a number of ways, in this work we endeavor to characterize a number of the most salient aspects of the traffic. Our goal is to provide a first sense of ways in which modern enterprise traffic is similar to wide-area Internet traffic, and ways in which it is quite different.

This paper characterises and analyses the operations of socio-economic enterprises that are involved in the reuse of Information and Communication Technology (ICT) equipment. Using findings from a survey, the paper specifically analyses the reuse activities of socio-economic enterprises in the UK from which Europe-wide conclusions are drawn. The amount of ICT products handled by the reuse organisations is quantified and potential barriers and opportunities to their operations are analysed. By-products from reuse activities are discussed and recommendations to improve reuse activities are provided. The most common ICT products dealt with by socio-economic enterprises are computers and related equipment. In the UK in 2010, an estimated 143,750 appliances were reused. However, due to limitations in data, it is difficult to compare this number to the amount of new appliances that entered the UK market or the amount of waste electrical and electronic equipment generated in the same period. Difficulties in marketing products and numerous legislative requirements are the most common barriers to reuse operations. Despite various constraints, it is clear that organisations involved in reuse of ICT could contribute significantly to resource efficiency and a circular economy.     The U.S. Department of Energy is evaluating the Baker-Barry Tunnel as a potential GATEWAY Demonstrations project for deployment of solid-state lighting (SSL) technology. The National Park Service views this project as a possible proving ground and template for implementation of light-emitting diode (LED) luminaires in other tunnels, thereby expanding the estimated 40% energy savings from 132 MWh/yr to a much larger figure nationally. Most of the energy savings in this application is attributable to the instant-restrike capability of LED products and to their high tolerance for frequent on/off switching, used here to separately control either end of the tunnel during daytime hours. Some LED luminaires rival or outperform their high-intensity discharge (HID) counterparts in terms of efficacy, but options are limited, and smaller lumen packages preclude true one-for-one equivalence. However, LED products continue to improve in efficacy and affordability at a rate unmatched by other light source technologies; the estimated simple payback period of eight years (excluding installation costs and maintenance savings) can be expected to improve with time. The proposed revisions to the existing high-pressure sodium (HPS) lighting system would require slightly increased controls complexity and significantly increased luminaire types and quantities.     An increasing number of institutions are challenged with implementing robust geographic information system (GIS) capabilities for a large number of individuals through information sharing and interconnected networks. In the past, numerous technological roadblocks hampered successful implementation of enterprise GIS (EGIS). With the advent of high-speed networks, increasingly fast computers, intelligent spatial data serving technologies, improved data architecture, and advances in GIS software, the newest challenge involves integration of the various technological and institutional components. This integration can be viewed as an inevitable stage in the evolution of GIS. Successful EGIS design depends on three elements: (1) distinct stakeholder roles, (2) a complete geospatial data cycle, and (3) proven data warehouse concepts.

    Government policy is one of the most important factors in engaging the private sector in providing universal access to electricity. In particular, the private sector is well positioned to provide decentralized electricity products and services. While policy uncertainty and regulatory barriers can keep enterprises and investors from engaging in the market, targeted policies can create opportunities to leverage private investment and skills to expand electricity access. However, creating a sustainable market requires policies beyond traditional electricity regulation. The report reviews the range of policy issues that impact the development and expansion of a market for decentralized electricity services from establishing an enabling policy environment to catalyzing finance, building human capacity, and integrating energy access with development programs. The case studies in this report show that robust policy frameworks--addressing a wide range of market issues--can lead to rapid transformation in energy access. The report highlights examples of these policies in action Bangladesh, Ethiopia, Mali, Mexico, and Nepal.

    Classified removable electronic media (CREM) are tracked in several different ways at the Laboratory. To ensure greater security for CREM, we are creating a single, Laboratory-wide system to track CREM. We are researching technology that can be used to electronically tag and detect CREM, designing a database to track the movement of CREM, and planning to test the system at several locations around the Laboratory. We focus on affixing ''smart tags'' to items we want to track and installing gates at pedestrian portals to detect the entry or exit of tagged items. By means of an enterprise database, the system will track the entry and exit of tagged items into and from CREM storage vaults, vault-type rooms, access corridors, or boundaries of secure areas, as well as the identity of the person carrying an item. We are considering several options for tracking items that can give greater security, but at greater expense.

    In the last three decades, there has been an exponential growth in the area of information technology providing the information processing needs of data-driven businesses in government, science, and private industry in the form of capturing, staging, integrating, conveying, analyzing, and transferring data that will help knowledge workers and decision makers make sound business decisions. Data integration across enterprise warehouses is one of the most challenging steps in the big data analytics strategy. Several levels of data integration have been identified across enterprise warehouses: data accessibility, common data platform, and consolidated data model. Each level of integration has its own set of complexities that requires a certain amount of time, budget, and resources to implement. Such levels of integration are designed to address the technical challenges inherent in consolidating the disparate data sources. In this paper, we present a methodology based on industry best practices to measure the readiness of an organization and its data sets against the different levels of data integration. We introduce a new Integration Level Model (ILM) tool, which is used for quantifying an organization and data system s readiness to share data at a certain level of data integration. It is based largely on the established and accepted framework provided in the Data Management Association (DAMA-DMBOK). It comprises several key data management functions and supporting activities, together with several environmental elements that describe and apply to each function. The proposed model scores the maturity of a system s data governance processes and provides a pragmatic methodology for evaluating integration risks. The higher the computed scores, the better managed the source data system and the greater the likelihood that the data system can be brought in at a higher level of integration.

    Between 1980 and 2000, China's energy efficiency policiesresulted in a decoupling of the traditionally linked relationship betweenenergy use and gross domestic product (GDP) growth, realizing a four-foldincrease in GDP with only a doubling of energy use. However, during Chinas transition to a market-based economy in the 1990s, many of thecountry's energy efficiency programs were dismantled and between 2001 and2005 China's energy use increased significantly, growing at about thesame rate as GDP. Continuation of this one-to-one ratio of energyconsumption to GDP given China's stated goal of again quadrupling GDPbetween 2000 and 2020 will lead to significant demand for energy, most ofwhich is coal-based. The resulting local, national, and globalenvironmental impacts could be substantial.In 2005, realizing thesignificance of this situation, the Chinese government announced anambitious goal of reducing energy consumption per unit of GDP by 20percent between 2005 and 2010. One of the key initiatives for realizingthis goal is the Top-1000 Energy-Consuming Enterprises program. Thecomprehensive energy consumption of these 1000 enterprises accounted for33 percent of national and 47 percent of industrial energy usage in 2004.Under the Top-1000 program, 2010 energy consumption targets wereannounced for each enterprise. Activities to be undertaken includebenchmarking, energy audits, development of energy saving action plans,information and training workshops, and annual reporting of energyconsumption. This paper will describe the program in detail, includingthe types of enterprises included and the program activities, and willprovide an analysis of the progress and lessons learned todate.

    Atomic memory access requests are handled using a variety of systems and methods. According to one example method, a data-processing circuit having an address-request generator that issues requests to a common memory implements a method of processing the requests using a memory-access intervention circuit coupled between the generator and the common memory. The method identifies a current atomic-memory access request from a plurality of memory access requests. A data set is stored that corresponds to the current atomic-memory access request in a data storage circuit within the intervention circuit. It is determined whether the current atomic-memory access request corresponds to at least one previously-stored atomic-memory access request. In response to determining correspondence, the current request is implemented by retrieving data from the common memory. The data is modified in response to the current request and at least one other access request in the memory-access intervention circuit.

This paper estimates the impact of rebates on the probability of installing a device and the resultant energy saving. Under reasonable ranges for energy costs and rates of return on devices, the benefits of a rebate program, calculated as the value of the energy savings that are attributable to the program, exceed the costs of the program and devices.

    As data sources and data size proliferate, knowledge discovery from "Big Data" is starting to pose several challenges. In this paper, we address a specific challenge in the practice of enterprise knowledge management while extracting actionable nuggets from diverse data sources of seemingly-related information. In particular, we address the challenge of archiving knowledge gained through collaboration, dissemination and visualization as part of the data analysis, inference and decision-making lifecycle. We motivate the implementation of an enterprise data-discovery and knowledge recorder tool, called SEEKER based on real world case-study. We demonstrate SEEKER capturing schema and data-element relationships, tracking the data elements of value based on the queries and the analytical artifacts that are being created by analysts as they use the data. We show how the tool serves as digital record of institutional domain knowledge and a documentation for the evolution of data elements, queries and schemas over time. As a knowledge management service, a tool like SEEKER saves enterprise resources and time by avoiding analytic silos, expediting the process of multi-source data integration and intelligently documenting discoveries from fellow analysts.

    In the first period of its activity the business employed skilled and experienced specialists from the ex-Military College for Army Chemical Engineers in Cracow; therefore, the enterprise dealt chiefly with the elimination of environmental contamination. Nowadays, the enterprise`s operational range comprises: consulting and training services related with ecology; study on environmental contamination; participation in the US program of low emission elimination in Cracow; designing, consulting in the realization of projects {open_quotes}GEF{close_quotes} (Global Environmental Facility); designing, construction, servicing, operating the sewerage and water treatment plants, boiler-houses, incinerators etc.; and designing of heat networks, exchanger junctions, central heating and household hot water installations. Since 1991 employees have individually participated in making the program and in testing boilers and fuels verified in the boiler houses covered by the Polish - US program of reduction of low emission sources in Cracow. We have actively joined the program of elimination of heating network boiler houses (industrial and local) by designing (for the Cracow cogeneration plant and MPEC) new connections among some structures and the municiple thermal distribution network and exchangers stations. In 1994, 47 such designs were made and have been working on successive projects to be carried out in Cracow.

    In 2005, the Chinese government announced an ambitious goal of reducing energy consumption per unit of GDP by 20% between 2005 and 2010. One of the key initiatives for realizing this goal is the Top-1000 Energy-Consuming Enterprises program. The energy consumption of these 1000 enterprises accounted for 33% of national and 47% of industrial energy usage in 2004. Under the Top-1000 program, 2010 energy consumption targets were determined for each enterprise. The objective of this paper is to evaluate the program design and initial results, given limited information and data, in order to understand the possible implications of its success in terms of energy and carbon dioxide emissions reductions and to recommend future program modifications based on international experience with similar target-setting agreement programs. Even though the Top-1000 Program was designed and implemented rapidly, it appears that--depending upon the GDP growth rate--it could contribute to somewhere between approximately 10% and 25% of the savings required to support China's efforts to meet a 20% reduction in energy use per unit of GDP by 2010.

This plan is based on a product called GEEP - a solar sewing machine conversion kit.     The Northeast Waste Management Enterprise was created in response to Dr. Clyde Frank`s vision of a new partnership between research, industrial, and financial sectors, with the goal of speeding development and use (particularly at U.S. Department of Energy [DOE] facilities) of environmental remediation technologies. It was anticipated that this partnership would also strengthen the international competitiveness of the U.S. environmental industry. Brookhaven National Laboratory`s (BNL) response to Dr. Frank was a proposal to create the Northeast Waste Management Alliance, later renamed the Northeast Waste Management Enterprise (NEWME). Recognizing the need to supplement its own technical expertise with acumen in business, financial management, and venture capital development, BNL joined forces with the Long Island Research Institute (LIRI). Since its inception at the end of FY 1993, NEWME has achieved several significant accomplishments in pursuing its original business and strategic plans. However, its successes have been constrained by a fundamental mismatch between the time scales required for technology commercialization, and the immediate need for available environmental technologies of those involved with ongoing environmental remediations at DOE facilities.

    Distributed object and software agent technologies are two integration methods for connecting enterprises. The two technologies have overlapping goals--interoperability and architectural support for integrating software components--though to date little or no integration of the two technologies has been made at the enterprise level. The primary difference between these two technologies is that distributed object technologies focus on the problems inherent in connecting distributed heterogeneous systems whereas software agent technologies focus on the problems involved with coordination and knowledge exchange across domain boundaries. This paper addresses the integration of these technologies in support of enterprise integration across organizational and geographic boundaries. The authors discuss enterprise integration issues, review their experiences with both technologies, and make recommendations for future work. Neither technology is a panacea. Good software engineering techniques must be applied to integrate an enterprise because scalability and a distributed software development team are realities.

    The Radiation Security System (RSS) at the Los Alamos Neutron Science Center (LANSCE) provides personnel protection from prompt radiation due to accelerated beam. The Personnel Access Control System (PACS) is a component of the RSS that is designed to prevent personnel access to areas where prompt radiation is a hazard. PACS was designed to replace several older personnel safety systems (PSS) with a single modem unified design. Lessons learned from the operation over the last 20 years were incorporated into a redundant sensor, single-point failure safe, fault tolerant, and tamper-resistant system that prevents access to the beam areas by controlling the access keys and beam stoppers. PACS uses a layered philosophy to the physical and electronic design. The most critical assemblies are battery backed up, relay logic circuits; less critical devices use Programmable Logic Controllers (PLCs) for timing functions and communications. Outside reviewers have reviewed the operational safety of the design. The design philosophy, lessons learned, hardware design, software design, operation, and limitations of the device are described.

    The international leadership in nuclear technology development and deployment long held by the United States has eroded due to the lack of clear national strategies for advanced reactor fuel cycle concepts and for nuclear materials management, as well as to the recent policy decision that halts work on the nuclear fuel repository at Yucca Mountain. Although no national consensus on strategy has yet been reached, a number of recent high-profile reviews and workshops have clearly highlighted a national need for robust research, development and deployment (RD and D) programs in key areas of nuclear technology, especially nuclear separations science and engineering. Collectively, these reviews and workshops provide a picture of the nuclear separations mission needs for three major program offices: Department of Energy Office of-Environmental Management), DOE Office of Nuclear Energy), and the National Nuclear Security Administration (NNSA). While the individual program needs differ significantly in detail and timing, they share common needs in two critical areas of RD and D: - The need for access to and use of multi-purpose engineering-scale demonstration test facilities that can support testing with radioactive material, and - The need for collaborative research enterprises that encompass government research organizations (i.e., national laboratories), commercial industry and the academic community. Such collaborative enterprises effectively integrate theory and modeling with the actual experimental work at all scales, as well as strengthen the technical foundation for research in critical areas. The arguments for engineering-scale collaborative research facilities are compelling. Processing history has shown that test programs and demonstrations conducted with actual nuclear materials are essential to program success. It is widely recognized, however, that such facilities are expensive to build and maintain; creating an imposing, if not prohibitive, financial burden

    The national energy strategy (NES) developed at President Bush's direction provides a focus for the US Department of Energy (DOE) future policy and funding initiatives including those of the uranium enrichment enterprise. The NES identifies an important and continuing role for nuclear energy as part of a balanced array of energy sources for meeting US energy needs, especially the growing demand for electricity. For many years, growth in US electricity demand has exhibited a strong correlation with growth in gross national product. NEW projections indicate that the US will need between 190 and 275 GW of additional system capacity by 2010. In order to unable nuclear power to help meet this need, the NEW establishes basic objectives for nuclear power. These objectives are to have a first order of a new nuclear power plant by 1995 and to have such a plant operational by 2000. The expansion of nuclear power anticipated in the NEW affirms a continuing need for a strong domestic uranium enrichment services supply capability. In terms of the future outlook for uranium enrichment, the atomic vapor laser isotope separation (AVLIS) technology continues to hold great promise for commercial application. If AVLIS efforts are successful, significant financial benefits from the commercial use of AVLIS will be realized by customers and the AVLIS deployment entity by approximately the year 2000 and thereafter.

  16. Examining Technology, Structure and Identity During an Enterprise System Implementation

    This paper presents a longitudinal study of an Enterprise System (ES) implementation by critically examining the discursive context in which an ES implementation unfolds. The findings show that users strongly supported the ES in the earlier stage of implementation when the technology was an imaginary phenomenon. However, in later stages, when the technology is in use, user support was not consistent. In this phase the ES produces loss of control and an inability to function as an arbiter of fairness (in allocating resources associated with the system) thereby directly challenging existing professional identities and roles. These outcomes, in turn, generate acts of resistance on the part of workers. Users reach inside the technology and reshape it by devising creative workarounds that produce a sense of reskilling to counter the deskilling produced by the loss of control and power. The analysis also shows that an ES is a complex social phenomenon that is intricately linked to and complicit in shaping organizational structure and identity. In particular this study shows how technology, structure, and identity are in a mutually constitutive relationship.

    The SRS is re-purposing its vast array of assets to solve future national issues regarding environmental stewardship, national security, and clean energy. The vehicle for this transformation is Enterprise SRS which presents a new, strategic view of SRS as a united endeavor for 'all things nuclear' as opposed to a group of distinct and separate entities with individual missions and organizations. Key among the Enterprise SRS strategic initiatives is the integration of research into facilities in conjunction with ongoing missions to provide researchers from other national laboratories, academic institutions, and commercial entities the opportunity to demonstrate their technologies in a relevant environment and scale prior to deployment. To manage that integration of research demonstrations into site facilities, The DOE Savannah River Operations Office, Savannah River Nuclear Solutions, and the Savannah River National Laboratory (SRNL) have established the Center for Applied Nuclear Materials Processing and Engineering Research (CANMPER). The key objective of this initiative is to bridge the gap between promising transformational nuclear materials management advancements and large-scale deployment of the technology by leveraging SRS assets (e.g. facilities, staff, and property) for those critical engineering-scale demonstrations necessary to assure the successful deployment of new technologies. CANMPER will coordinate the demonstration of R and D technologies and serve as the interface between the engineering-scale demonstration and the R and D programs, essentially providing cradle-to-grave support to the R and D team during the demonstration. While the initial focus of CANMPER will be on the effective use of SRS assets for these demonstrations, CANMPER also will work with research teams to identify opportunities to perform R and D demonstrations at other facilities.     The purpose of the project was to develop the processes for using commercial off-the-shelf (COTS) parts for WR production and to put in place a system for implementing the data management tools required to disseminate, store, track procurement, and qualify vendors. Much of the effort was devoted to determining if the use of COTS parts was possible. A basic question: How does the Nuclear Weapons Complex (NWC) begin to use COTS in the weapon Stockpile Life Extension Programs with high reliability, affordability, while managing risk at acceptable levels? In FY00, it was determined that a certain weapon refurbishment program could not be accomplished without the use of COTS components. The elements driving the use of COTS components included decreased cost, greater availability, and shorter delivery time. Key factors that required implementation included identifying the best suppliers and components, defining life cycles and predictions of obsolescence, testing the feasibility of using COTS components with a test contractor to ensure capability, as well as quality and reliability, and implementing the data management tools required to disseminate, store, track procurement, and qualify vendors. The primary effort of this project then was to concentrate on the risks involved in the use of COTS and address the issues of part and vendor selection, procurement and acceptance processes, and qualification of the parts via part and sample testing. The Enterprise Component Information System (eCIS) was used to manage the information generated by the COTS process. eCIS is a common interface for both the design and production of NWC components and systems integrating information between SNL National Laboratory (SNL) and the Kansas City Plant (KCP). The implementation of COTS components utilizes eCIS from part selection through qualification release. All part related data is linked across an unclassified network for access by both SNL and KCP personnel. The system includes not

The sealant joints are located in the joint between the edge of the panels and the reactor containment structure and include from bottom to top an inverted U-shaped strip, a lower layer of a room temperature vulcanizing material, a separator strip defining a test space therewithin, and an upper layer of a room temperature vulcanizing material. The test space is tapped by a normally plugged passage extending to the top of the enclosure for testing the seal or introducing a buffer gas thereinto.

    A conceptual framework is developed that is based on a behavioral model for organizations that rely upon innovation and adaptability for their survival in the market place. The model supports the assertion that change efforts aimed at performance improvement need a systems approach because contributions to an organization's performance cross functional lines and are systemic in nature. The model implies four conclusions for a unit trying to effectuate change within a greater bureaucracy. First, the desired behaviors are currently neither evaluated nor rewarded enough by either the enterprise or the local unit. Second, the model has to be applied to the local unit, treating the unit as a distinct enterprise itself. Third, a misalignment between the unit's new form and that of the rest of the enterprise will invariably be created. Fourth, this misalignment has to be minimized enough by the local unit to avoid the larger enterprise from responding negatively to the change effort. The mode l results in a change approach that constrains localized behavior modification by the need to remain aligned with the overall structure of the complete enterprise. The conceptual framework is used to develop a proposal for effectuating behavioral change within the High-Level Waste (HLW) Program at the Idaho National Engineering and Environmental Laboratory (INEEL). A ''strawman'' involving a set of critical systems, performance and evaluation measures, and tactics is presented as a starting point for further discussion and development within the Program organization.

    This document defines the philosophy for access control strategy at the Department of Energy (DOE) Hanford Site. It describes the required elements necessary for effective access control system applications. The document specifies performance requirements for various levels and types of access control equipment. It also discusses methods for measuring the performance of access control equipment and processes. Selected guidance related to testing and maintenance of various levels and types of access control equipment also is included. This document addresses an essential element of the overall security program at Hanford. It supports the DOE philosophy for security programs as defined in the DOE Orders. As stated in DOE Order 5632.1A (Protection Program Operations), ``physical protection of security interests encompasses three major activities: physical security systems, protective forces, and system performance tests.``
