The design of this information element provides a large amount of flexibility to the user because it does not specify a particular signature algorithm, and it does not specify which information elements must accompany the Authentication IE in a signaling message. This allows the user to implement authenticated signaling based on her site`s security policies and performance requirements.

    This contribution proposes the format of the ``Algorithm-Specific Information`` and ``Signature`` fields within the ``Proposed Generic Authentication Information Element`` for authentication IEs based on the Digital Signature Standard (DSS). These fields are designed to allow various levels of authentication ``strength`` (or robustness), and many of these fields may be omitted in systems that optimize authentication performance by sharing common (public) Digital Signature Algorithm (DSA) parameters. This allows users and site security officers to design their authenticated signaling according to site security and performance requirements.

    The current regulations, as set forth by the United States Nuclear Regulatory Commission (NRC), to insure that light-water nuclear reactor pressure vessels (RPVs) maintain their structural integrity when subjected to planned normal reactor startup (heat-up) and shut-down (cool-down) transients are specified in Appendix G to 10 CFR Part 50, which incorporates by reference Appendix G to Section XI of the American Society of Mechanical Engineers (ASME) Code. The technical basis for these regulations are now recognized by the technical community as being conservative and some plants are finding it increasingly difficult to comply with the current regulations. Consequently, the nuclear industry has developed, and submitted to the ASME Code for approval, an alternative risk-informed methodology that reduces the conservatism and is consistent with the methods previously used to develop a risk-informed revision to the regulations for accidental transients such as pressurized thermal shock (PTS). The objective of the alternative methodology is to provide a relaxation to the current regulations which will provide more operational flexibility, particularly for reactor pressure vessels with relatively high irradiation levels and radiation sensitive materials, while continuing to provide reasonable assurance of adequate protection to public health and safety. The NRC and its contractor at Oak Ridge National Laboratory (ORNL) have recently performed an independent review of the industry proposed methodology. The NRC / ORNL review consisted of performing probabilistic fracture mechanics (PFM) analyses for a matrix of cool-down and heat-up rates, permutated over various reactor geometries and characteristics, each at multiple levels of embrittlement, including 60 effective full power years (EFPY) and beyond, for various postulated flaw characterizations.     Department of Energy (DOE) nuclear facilities must comply with DOE Order 420.1C Facility Safety, which requires that all such facilities review their natural phenomena hazards (NPH) assessments no less frequently than every ten years. The Order points the reader to Standard DOE-STD-1020-2012. In addition to providing a discussion of the applicable evaluation criteria, the Standard references other documents, including ANSI/ANS-2.29-2008 and NUREG-2117. These documents provide supporting criteria and approaches for evaluating the need to update an existing probabilistic seismic hazard analysis (PSHA). All of the documents are consistent at a high level regarding the general conceptual criteria that should be considered. However, none of the documents provides step-by-step detailed guidance on the required or recommended approach for evaluating the significance of new information and determining whether or not an existing PSHA should be updated. Further, all of the conceptual approaches and criteria given in these documents deal with changes that may have occurred in the knowledge base that might impact the inputs to the PSHA, the calculated hazard itself, or the technical basis for the hazard inputs. Given that the DOE Order is aimed at achieving and assuring the safety of nuclear facilities—which is a function not only of the level of the seismic hazard but also the capacity of the facility to withstand vibratory ground motions—the inclusion of risk information in the evaluation process would appear to be both prudent and in line with the objectives of the Order. The purpose of this white paper is to describe a risk-informed methodology for evaluating the need for an update of an existing PSHA consistent with the DOE Order. While the development of the proposed methodology was undertaken as a result of assessments for specific SDC-3 facilities at Idaho National Laboratory (INL), and it is expected that the application at INL will provide a demonstration of the

    Primarily due to concerns generated from observed raptor mortality at the Altamont Pass (CA) wind plant, one of the first commercial electricity generating wind plants in the U.S., new proposed wind projects both within and outside of California have received a great deal of scrutiny and environmental review. A large amount of baseline and operational monitoring data have been collected at proposed and existing U.S. wind plants. The primary use of the avian baseline data collected at wind developments has been to estimate the overall project impacts (e.g., very low, low, moderate, and high relative mortality) on birds, especially raptors and sensitive species (e.g., state and federally listed species). In a few cases, these data have also been used for guiding placement of turbines within a project boundary. This new information has strengthened our ability to accurately predict and mitigate impacts from new projects. This report should assist various stakeholders in the interpretation and use of this large information source in evaluating new projects. This report also suggests that the level of baseline data (e.g., avian use data) required to adequately assess expected impacts of some projects may be reduced. This report provides an evaluation of the ability to predict direct impacts on avian resources (primarily raptors and waterfowl/waterbirds) using less than an entire year of baseline avian use data (one season, two seasons, etc.). This evaluation is important because pre-construction wildlife surveys can be one of the most time-consuming aspects of permitting wind power projects. For baseline data, this study focuses primarily on standardized avian use data usually collected using point count survey methodology and raptor nest survey data. In addition to avian use and raptor nest survey data, other baseline data is usually collected at a proposed project to further quantify potential impacts.     This Review of a Proposed Quartery Coal Publication contains findings and recommendations regarding the content of a new summary Energy Information Administration (EIA) coal and coke publication entitled The Quarterly Coal Review (QCR). It is divided into five sections: results of interviews with selected EIA data users; identification of major functions of the coal and coke industries; analysis of coal and coke data collection activities; evaluation of issues conerning data presentation including recommendations for the content of the proposed QCR; and comparison of the proposed QCR with other EIA publications. Major findings and recommendations are as follows: (1) User interviews indicate a definite need for a compehensive publication that would support analyses and examine economic, supply and demand trends in the coal industry; (2) the organization of the publication should reflect the natural order of activities of the coal and coke industries. Based on an analysis of the industries, these functions are: production, stocks, imports, exports, distribution, and consumption; (3) current EIA coal and coke surveys collect sufficient data to provide a summary of the coal and coke industries on a quarterly basis; (4) coal and coke data should be presented separately. Coke data could be presented as an appendix; (5) three geographic aggregations are recommended in the QCR. These are: US total, coal producing districts, and state; (6) coal consumption data should be consolidated into four major consumer categories: electric utilities, coke plants, other industrial, and residential commercial; (7) several EIA publications could be eliminated by the proposed QCR.

    This Environmental Assessment (EA) evaluates the environmental consequences of the proposed conversion and operation of the existing Solar One Facility in Daggett, Ca, near the city of Barstow, to a nitrate salt based heat transfer system, Solar Two. The EA also addresses the alternatives of different solar conversion technologies and alternative sites and discusses a no action alternative. A primary objective of the Solar Two Project is to demonstrate the technical and economic feasibility of a solar central receiver power plant using molten salt as the thermal storage and transport fluid medium. If successful, the information gathered from the Solar Two Project could be used to design larger commercial solar power plants.

    Since signing the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement) in 1989, the parties to the agreement have recognized the need to modify the approach to conducting investigations, studies, and cleanup actions at Hanford. To implement this approach, the parties have jointly developed the Hanford Past-Practice Strategy. The strategy defines a non-time-critical expedited response action (ERA) as a response action ``needed to abate a threat to human health or welfare or the environment where sufficient time exists for formal planning prior to initiation of response. In accordance with the past-practice strategy, DOE proposes to conduct an ERA at the N Springs, located in the Hanford 100 N Area, to substantially reduce the strontium-90 transport into the river through the groundwater pathway. The purpose of this ERA proposal is to provide sufficient information to select a preferred alternative at N Springs. The nature of an ERA requires that alternatives developed for the ERA be field ready; therefore, all the technologies proposed for the ERA should be capable of addressing the circumstances at N Springs. A comparison of these alternatives is made based on protectiveness, cost, technical feasibility, and institutional considerations to arrive at a preferred alternative. Following the selection of an alternative, a design phase will be conducted; the design phase will include a detailed look at design parameters, performance specifications, and costs of the selected alternative. Testing will be conducted as required to generate design data.

    The purpose of the Revenue Requirement Study (Study) is to establish the level of revenues needed from rates for Bonneville Power Administration's (BPA's) transmission and ancillary services to recover, in accordance with sound business principles, costs associated with the transmission of electric power over the Federal Columbia River Transmission System (FCRTS). The FCRTS is part of the larger Federal Columbia River Power System (FCRPS) which also includes the hydroelectric, multipurpose facilities constructed and operated by the U.S. Army Corps of Engineers and the Bureau of Reclamation in the Pacific Northwest. The FCRPS costs that are not included in the FCRTS costs are funded and repaid through BPA power rates. The transmission revenue requirements herein include: recovery of the Federal investment in transmission and transmission-related assets; the operations and maintenance (O&M) and other annual expenses associated with the provision of transmission and ancillary services; the cost of generation inputs for ancillary services and other between business-line services necessary for the transmission of power; and all other transmission-related costs incurred by the Administrator. The cost evaluation period for this rate proposal includes Fiscal Years (FYs) 2005-2007, the period extending from the last year for which historical information is available through the proposed rate test period. The Study includes the transmission revenue requirements for the rate test period, FYs 2006-2007 (Rate Period) and the results of transmission repayment studies. This Study outlines the policies, forecasts, assumptions, and calculations used to determine BPA's transmission revenue requirements. Legal requirements are summarized in Chapter 5 of this Study.     US Environmental Protection Agency has proposed a vehicle control system for reducing gasoline vapors that can escape into the environment during refueling of motor vehicles. It has also has been proposed that gasoline refiners lower the volatility of commercial fuels in summer to reduce vehicle evaporative emissions. EPA said nationwide emissions of volatile organic compounds (VOC), a major contributor to the formation of urban ozone, could be reduced as much as 10% under the proposed pollution-control measures.

    The Warren-Alquist Act of 1974 requires the California Energy Commission to adopt and periodically update energy-conservation standards for new residential buildings. The Act also requires the CEC to adopt performance standards for new buildings. With increased energy costs, the CEC staff proposed to update the current energy-conservation standards and they are a hybrid of performance and prescriptive requirements. The proposed standards do not cover hotels, motels, or buildings over 3 stories high. The purpose of an environmental impact report (EIR) is to provide public agencies and the public in general with detailed information about the effects a proposed project is likely to have on the environment, to list ways in which the significant effects of such a project might be minimized, and to indicate alternatives to the project. The contents of this Draft EIR includes: a project description; a description of the environmental setting, impacts, and mitigation measures; a discussion of alternatives; and an indication of growth-inducing impacts. The Draft EIR discusses both environmental and socio-economic impacts of the proposed standards compared to both the current standards and the pre-1975 practices. (MCW)

    The results are described of an investigation of likely social effects of enacting nine proposed national-level policy initiatives to accelerate development and use of solar energy. This study is part of the Technology Assessment of Solar Energy Systems (TASE) project supported by the US Department of Energy. The report presents general social impact information about the variety of ways in which the American people could be affected by enactment of these initiatives. It identifies the effects of each initiative on individuals, groups, organizations, communities, and society as a whole. In addition, it provides a framework for organizing a myriad of impact information into a set of conceptually exclusive impact categories. It illustrates that social impacts means effects on people as individuals, groups, organizations, and communities as well as on the infrastructure of society. Finally, it demonstrates the importance of specifying an audience of impact with a case example from the residential rental market.

    Society today is faced with new health risk situations that have been brought about by recent scientific and technical advances. Federal and state governments are required to assess the many potential health risks to exposed populations from the products (chemicals) and by-products (pollutants) of these advances. Because a sound analysis of any potential health risk should be based on the use of relevant information, it behooves those individuals responsible for making the risk assessments to know where to obtain needed information. This paper reviews the origins of toxicology information systems and explores the specialized information center concept that was proposed in 1963 as a means of providing ready access to scientific and technical information. As a means of illustrating this concept, the operation of one specialized information center (the Environmental Mutagen Information Center at Oak Ridge National Laboratory) will be discussed. Insights into how toxicological information resources came into being, their design and makeup, will be of value to those seeking to acquire information for risk assessment purposes. 7 refs., 1 fig., 4 tabs.

    The US Environmental Protection Agency (EPA) proposed a Comprehensive Procurement Guideline'' in April designating items that are or can be made with recovered materials. The Agency is proposing to designate 21 additional items and to amend the building installation guideline to establish recovered materials content levels for fiberglass and increase the levels for rock wool. The Comprehensive Procurement Guideline implements Section 6002(e) of the Resource Conservation and Recovery Act (RCRA), and Section 502 of Executive Order 12873. RCRA Section 6002 requires EPA to designate items that are or can be made with recovered materials and to recommend practices to assist federal procuring agencies with meeting their statutory obligations under RCRA Section 6002. After EPA designates an item, RCRA requires that each procuring agency purchase that designated item composed of the highest percentage of recovered materials practicable.

    This document contains a description of a multi-year national R&D program aimed at completing a Design Feasibility Study (DFS) for a Muon Collider and, with international participation, a Reference Design Report (RDR) for a muon-based Neutrino Factory. It also includes the supporting component development and experimental efforts that will inform the design studies and permit an initial down-selection of candidate technologies for the ionization cooling and acceleration systems. We intend to carry out this plan with participants from the host national laboratory (Fermilab), those from collaborating U.S. national laboratories (ANL, BNL, Jlab, LBNL, and SNAL), and those from a number of other U.S. laboratories, universities, and SBIR companies. The R&D program that we propose will provide the HEP community with detailed information on future facilities based on intense beams of muons--the Muon Collider and the Neutrino Factory. We believe that these facilities offer the promise of extraordinary physics capabilities. The Muon Collider presents a powerful option to explore the energy frontier and the Neutrino Factory gives the opportunity to perform the most sensitive neutrino oscillation experiments possible, while also opening expanded avenues for the study of new physics in the neutrino sector. The synergy between the two facilities presents the opportunity for an extremely broad physics program and a unique pathway in accelerator facilities. Our work will give clear answers to the questions of expected capabilities and performance of these muon-based facilities, and will provide defensible ranges for their cost. This information, together with the physics insights gained from the next-generation neutrino and LHC experiments, will allow the HEP community to make well-informed decisions regarding the optimal choice of new facilities. We believe that this work is a critical part of any broad strategic program in accelerator R&D and, as the P5 panel has recently

    Energy Signatures is a proposed new technique for aiding a designer in selecting and sizing passive solar elements on a building. Hourly heat flux profiles for each candidate design element are determined. These profiles are then matched to the hourly energy requirement of the space accounting for weather conditions, internal heat profiles of the space, and the mass characteristics of the building. Simulation analysis techniques are used to determine the Energy Signatures, the load profiles, and check the final result. Least-squares techniques are used to determine the optimum mix of strategies. Examples are given to illustrate development of the method up to the present. Future directions and possibilities are outlined.

    The proposed new data acquisition system architecture takes event fragments off a detector over fiber optics and to a parallel event building switch. The parallel event building switch concept, taken from the telephone communications industry, along with expected technology improvements in fiber-optic data transmission speeds over the next few years, should allow data acquisition system rates to increase dramatically and exceed those rates needed for the SSC. This report briefly describes the switch architecture and fiber optics for a SSC data acquisition system.

The survey area is comprised of several parcels of land within SNL/CA, County of Alameda, California. The survey area is located within T 3S, R 2E, Section 13. The purpose of this EBS is to document the nature, magnitude, and extent of any environmental contamination of the property; identify potential environmental contamination liabilities associated with the property; develop sufficient information to assess the health and safety risks; and ensure adequate protection for human health and the environment related to a specific property.

  14. Alternatives to proposed replacement production reactors

    To insure adequate supplies of plutonium and tritium for defense purposes, an independent evaluation was made by Los Alamos National Laboratory of the numerous alternatives to the proposed replacement production reactors (RPR). This effort concentrated on the defense fuel cycle operation and its technical implications in identifying the principal alternatives for the 1990s. The primary options were identified as (1) existing commercial reactors, (2) existing and planned government-owned facilities (not now used for defense materials production), and (3) other RPRs (not yet proposed) such as CANDU or CANDU-type heavy-water reactors (HWR) for both plutonium and tritium production. The evaluation considered features and differences of various options that could influence choice of RPR alternatives. Barring a change in the US approach to civilian and defense fuel cycles and precluding existing commercial reactors at government-owned sites, the most significant alternatives were identified as a CANDU-type HWR at Savannah River Plant (SRP) site or the Three Mile Island commercial reactor with reprocessing capability at Barnwell Nuclear Fuel Plant and at SRP.

  15. Proposal for a High Energy Nuclear Database

    The authors propose to develop a high-energy heavy-ion experimental database and make it accessible to the scientific community through an on-line interface. This database will be searchable and cross-indexed with relevant publications, including published detector descriptions. Since this database will be a community resource, it requires the high-energy nuclear physics community's financial and manpower support. This database should eventually contain all published data from Bevalac, AGS and SPS to RHIC and CERN-LHC energies, proton-proton to nucleus-nucleus collisions as well as other relevant systems, and all measured observables. Such a database would have tremendous scientific payoff as it makes systematic studies easier and allows simpler benchmarking of theoretical models to a broad range of old and new experiments. Furthermore, there is a growing need for compilations of high-energy nuclear data for applications including stockpile stewardship, technology development for inertial confinement fusion and target and source development for upcoming facilities such as the Next Linear Collider. To enhance the utility of this database, they propose periodically performing evaluations of the data and summarizing the results in topical reviews.

    The purpose of the Revenue Requirement Study (Study) is to establish the level of revenues needed from rates for Bonneville Power Administration's (BPA's) transmission and ancillary services to recover, in accordance with sound business principles, costs associated with the transmission of electric power over the Federal Columbia River Transmission System (FCRTS). The FCRTS is part of the larger Federal Columbia River Power System (FCRPS) which also includes the hydroelectric, multipurpose facilities constructed and operated by the U.S. Army Corps of Engineers and the Bureau of Reclamation in the Pacific Northwest. The FCRPS costs that are not included in the FCRTS costs are funded and repaid through BPA power rates. The transmission revenue requirements herein include: recovery of the Federal investment in transmission and transmission-related assets; the operations and maintenance (O&M) and other annual expenses associated with the provision of transmission and ancillary services; the cost of generation inputs for ancillary services and other between business-line services necessary for the transmission of power; and all other transmission-related costs incurred by the Administrator. The cost evaluation period for this rate proposal includes Fiscal Years (FYs) 2005-2007, the period extending from the last year for which historical information is available through the proposed rate test period. The Study includes the transmission revenue requirements for the rate test period, FYs 2006-2007 (Rate Period) and the results of transmission repayment studies. This Study outlines the policies, forecasts, assumptions, and calculations used to determine BPA's transmission revenue requirements. Legal requirements are summarized in Chapter 5 of this Study.     The Title I groundwater standards for inactive uranium mill tailings sites, which were promulgated on January 5, 1983, by the US Environmental Protection Agency (EPA) for the Uranium Mill Tailings Remedial Action (UMTRA) Project, were remanded to the EPA on September 3, 1985, by the US Tenth Circuit Court of Appeals. The Court instructed the EPA to compile general groundwater standards for all sites. On September 24, 1987, the EPA published proposed standards in response to the remand. This Summary Report includes an evaluation of the potential effects of the proposed EPA groundwater standards on the UMTRA Project as well as a discussion of the DOE`s position on the proposed standards. This report is accompanied by a detailed Technical Report and Appendices which provide supporting information and analyses. This Summary Report results from a study undertaken to: determine the impact of the proposed standards on the UMTRA Project; and recommend provisions for the implementation of the final standards that will minimize adverse impact to the conduct of the UMTRA Project while ensuring protection of human health and the environment. Specifically, the following were considered: the flexibility of the proposed standards; interpretations of the proposed standards; the extent of aquifer restoration that may be required to implement the proposed standards at each site; the costs of aquifer restoration; and design changes necessary to meet the standards.
