    Primarily due to concerns generated from observed raptor mortality at the Altamont Pass (CA) wind plant, one of the first commercial electricity generating wind plants in the U.S., new proposed wind projects both within and outside of California have received a great deal of scrutiny and environmental review. A large amount of baseline and operational monitoring data have been collected at proposed and existing U.S. wind plants. The primary use of the avian baseline data collected at wind developments has been to estimate the overall project impacts (e.g., very low, low, moderate, and high relative mortality) on birds, especially raptors and sensitive species (e.g., state and federally listed species). In a few cases, these data have also been used for guiding placement of turbines within a project boundary. This new information has strengthened our ability to accurately predict and mitigate impacts from new projects. This report should assist various stakeholders in the interpretation and use of this large information source in evaluating new projects. This report also suggests that the level of baseline data (e.g., avian use data) required to adequately assess expected impacts of some projects may be reduced. This report provides an evaluation of the ability to predict direct impacts on avian resources (primarily raptors and waterfowl/waterbirds) using less than an entire year of baseline avian use data (one season, two seasons, etc.). This evaluation is important because pre-construction wildlife surveys can be one of the most time-consuming aspects of permitting wind power projects. For baseline data, this study focuses primarily on standardized avian use data usually collected using point count survey methodology and raptor nest survey data. In addition to avian use and raptor nest survey data, other baseline data is usually collected at a proposed project to further quantify potential impacts. These surveys often include vegetation mapping and state or federal sensitive-status wildlife and plant surveys if there is a likelihood of these species occurring in the vicinity of the project area. This report does not address these types of surveys, however, it is assumed in this document that those surveys are conducted when appropriate to help further quantify potential impacts. The amount and extent of ecological baseline data to collect at a wind project should be determined on a case-by-case basis. The decision should use information gained from this report, recent information from new projects (e.g., Stateline OR/WA), existing project site data from agencies and other knowledgeable groups/individuals, public scoping, and results of vegetation and habitat mapping. Other factors that should also be considered include the likelihood of the presence of sensitive species at the site and expected impacts to those species, project size and project layout.

    This paper proposes a gravitodynamic theory because there are similarities between gravitational theory and electrodynamics. Based on Einstein's principle of equivalence, two coordinate conditions are proposed into the four-dimensional line element and transformations. As a consequence,the equation of motion for gravitational force or inertial force has a form similar to the equation of Lorentz force on a charge in electrodynamics. The inertial forces in auniformly rotating system are calculated, which show that the Coriolis force is produced by a magnetic-type gravitational field. We have also calculated the Sagnac effect due to the rotation. These experimental facts strongly support our proposed coordinate conditions. In addition, the gravitodynamic field equations are briefly discussed. Since only four gravitational potentials (3 + 1 split) enter the metric tensor, the gravitodynamic field equations in ``3+1 split" form would be analogous to Maxwell's equations.

    The discovery of extra-solar planets is one of the greatest achievements of modern astronomy. There are now more than 200 such objects known, and the recent detection of planets with masses approximately 5 times that of Earth demonstrates that extra-solar planets of low mass exist. In addition to providing a wealth of scientific information on the formation and structure of planetary systems, these discoveries capture the interest of both scientists and the wider public with the profound prospect of the search for life in the Universe. We propose an L-type mission, called Darwin, whose primary goal is the study of terrestrial extrasolar planets and the search for life on them. By its very nature, Darwin advances the first Grand Theme of ESA Cosmic Vision. Accomplishing the mission objectives will require collaborative science across disciplines ranging from planet formation and atmospheres to chemistry and biology, and these disciplines will reap profound rewards from their contributions to the Darwin mission.

    This Review of a Proposed Quartery Coal Publication contains findings and recommendations regarding the content of a new summary Energy Information Administration (EIA) coal and coke publication entitled The Quarterly Coal Review (QCR). It is divided into five sections: results of interviews with selected EIA data users; identification of major functions of the coal and coke industries; analysis of coal and coke data collection activities; evaluation of issues conerning data presentation including recommendations for the content of the proposed QCR; and comparison of the proposed QCR with other EIA publications. Major findings and recommendations are as follows: (1) User interviews indicate a definite need for a compehensive publication that would support analyses and examine economic, supply and demand trends in the coal industry; (2) the organization of the publication should reflect the natural order of activities of the coal and coke industries. Based on an analysis of the industries, these functions are: production, stocks, imports, exports, distribution, and consumption; (3) current EIA coal and coke surveys collect sufficient data to provide a summary of the coal and coke industries on a quarterly basis; (4) coal and coke data should be presented separately. Coke data could be presented as an appendix; (5) three geographic aggregations are recommended in the QCR. These are: US total, coal producing districts, and state; (6) coal consumption data should be consolidated into four major consumer categories: electric utilities, coke plants, other industrial, and residential commercial; (7) several EIA publications could be eliminated by the proposed QCR.

    We examine the relationships between three proposals for the six-dimensional (2,0) theory: the DLCQ of hep-th/9707079, hep-th/9712117, the deconstruction prescription of hep-th/0110146, and the five-dimensional maximally supersymmetric Yang-Mills proposal of 1012.2880, 1012.2882. We show that hep-th/0110146 gives a deconstruction of five-dimensional maximally supersymmetric Yang-Mills. The proposal of hep-th/9707079, hep-th/9712117 uses a subset of the degrees of freedom of five-dimensional Yang-Mills and we show that compactification of it on a circle of finite radius agrees with the DLCQ arising from the proposal of 1012.2880, 1012.2882 or from the deconstruction proposal of hep-th/0110146.

    Since signing the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement) in 1989, the parties to the agreement have recognized the need to modify the approach to conducting investigations, studies, and cleanup actions at Hanford. To implement this approach, the parties have jointly developed the Hanford Past-Practice Strategy. The strategy defines a non-time-critical expedited response action (ERA) as a response action ``needed to abate a threat to human health or welfare or the environment where sufficient time exists for formal planning prior to initiation of response. In accordance with the past-practice strategy, DOE proposes to conduct an ERA at the N Springs, located in the Hanford 100 N Area, to substantially reduce the strontium-90 transport into the river through the groundwater pathway. The purpose of this ERA proposal is to provide sufficient information to select a preferred alternative at N Springs. The nature of an ERA requires that alternatives developed for the ERA be field ready; therefore, all the technologies proposed for the ERA should be capable of addressing the circumstances at N Springs. A comparison of these alternatives is made based on protectiveness, cost, technical feasibility, and institutional considerations to arrive at a preferred alternative. Following the selection of an alternative, a design phase will be conducted; the design phase will include a detailed look at design parameters, performance specifications, and costs of the selected alternative. Testing will be conducted as required to generate design data.

    For several decades, accelerators designed primarily for research in nuclear and high energy physics have been adapted for biomedical research including radiotherapeutic treatment of human diseases such as pituitary disorders, cancer, and more recently, arteriovascular malformations. The particles used in these treatments include pions, protons and heavier ions such as carbon, neon, silicon and argon. Maximum beam energies must be available to penetrate into an equivalent of about 30 cm of water, requiring treatment beams of 250 to 1000 MeV/nucleon. Certain special treatments of superficial melanoma, however, require that beam energies as low as 70 MeV/nucleon also be available. Intensities must be adequate to complete a 100 rad treatment fraction in about 1 minute. For most heavy ion treatments, this corresponds to 10/sup 7/-10/sup 9/ ions/second at the patient. Because this research is best conducted in a dedicated, hospital-based facility, and because of the clinical need for ultra-high reliability, the construction of new and dedicated facilities has been proposed. Heavy ion accelerators can provide a variety of ions and energies, permitting treatment plans that exploit the properties of the ion best suited to each individual treatment, and that employ radioactive beams (such as /sup 11/C and /sup 19/Ne) to precisely confirm the dose localization. The favored technical approach in these proposals utilizes a conventional, strong-focusing synchrotron capable of fast switching between ions and energies, and servicing multiple treatment rooms. Specialized techniques for shaping the dose to conform to irregularly-shaped target volumes, while simultaneously sparing surrounding, healthy tissue and critical structures, are employed in each treatment room, together with the sophisticated dosimetry necessary for verification, monitoring, and patient safety. 3 refs., 8 figs.

    The US Environmental Protection Agency (EPA) and Washington State Department of Ecology (Ecology) recommended in a letter dated March 4, 1992 (Attachment 1) that the US Department of Energy (DOE) prepare an expedited response action (ERA) for the White Bluffs Pickling Acid Cribs Site. The lead regulatory agency for this ERA is the EPA, with Ecology providing support. The goal of this ERA is to reduce the potential of any residual contaminant migration from the cribs to the soil column and groundwater. The cribs are the only waste site within the 100-IU-5 operable unit. Since the operable unit is surrounded by other waste units, tracing the potential groundwater contamination from the 100-IU-5 operable unit for this ERA would not be effective. Groundwater will be investigated with the 100-IU-2 operable unit. This ERA proposal presents the characterization data from the site investigations conducted in November of 1992. This information is evaluated to present the best method for reducing potential of contaminant migration from the disposal unit, ensuring both protection of human health and the environment. The ERA proposal will undergo a public review. EPA and Ecology will issue an Action Agreement Memorandum after comment resolution. This Action Memorandum may authorize implementation of the ERA proposal`s recommended alternative. The ERA may also provide a No Further Action Interim Record of Decision (IROD) of the 100-IU-5 operable unit.

    The problem of proposed topology for network comes when using Prim's algorithm with default distance (unrealistic distances) between network's nodes and don't care about the lakes, high hills, buildings, etc. This problem will cause incorrect estimations for cost (budget) of requirements like the media (optic fibre) and the number or type of Access-points, regenerator, Optic Amplifier, etc. This paper proposed a new technique of implementing Prim's algorithm to obtain realistic topology using realistic distances between network's nodes via Global Positioning System GPS and Geographic Information Systems GIS packages. Applying the new technique on academic institutes network of Erbil city from view of media (optic fibre) shows that there is disability in cost (budget) of the media which is needed (nearly) 4 times if implement default Prim's algorithm (don't using GPS & GIS) base on unrealistic distances between the nodes.

    The results are described of an investigation of likely social effects of enacting nine proposed national-level policy initiatives to accelerate development and use of solar energy. This study is part of the Technology Assessment of Solar Energy Systems (TASE) project supported by the US Department of Energy. The report presents general social impact information about the variety of ways in which the American people could be affected by enactment of these initiatives. It identifies the effects of each initiative on individuals, groups, organizations, communities, and society as a whole. In addition, it provides a framework for organizing a myriad of impact information into a set of conceptually exclusive impact categories. It illustrates that social impacts means effects on people as individuals, groups, organizations, and communities as well as on the infrastructure of society. Finally, it demonstrates the importance of specifying an audience of impact with a case example from the residential rental market.

    The selection process of proposals is a crucial component of scientific progress and innovations. Limited resources must be allocated in the most effective way to maximise advancements and the production of new knowledge, especially as it is becoming increasingly clear that technological and scientific innovation and creativity is an instrument of economic policy and social development. The traditional approach based on merit evaluation by experts has been the preferred method, but there is an issue regarding to what extent such a method can also be an instrument of effective policy. This paper discuss some of the basic processes involved in the evaluation and selection of proposals, indicating some criterion for an optimal solution.

    The scientific data about the state of our planet, presented at the 2012 (Rio+20) summit, documented that today's human family lives even less sustainably than it did in 1992. The data indicate furthermore that the environmental impacts from our current economic activities are so large, that we are approaching situations where potentially controllable regional problems can easily lead to uncontrollable global disasters. Assuming that (1) the majority of the human family, once adequately informed, wants to achieve a "sustainable way of life" and (2) that the "development towards sustainability" roadmap will be based on scientific principles, one must begin with unambiguous and quantifiable definitions of these goals. As will be demonstrated, the well known scientific method to define abstract and complex issues by their negation, satisfies these requirements.     Society today is faced with new health risk situations that have been brought about by recent scientific and technical advances. Federal and state governments are required to assess the many potential health risks to exposed populations from the products (chemicals) and by-products (pollutants) of these advances. Because a sound analysis of any potential health risk should be based on the use of relevant information, it behooves those individuals responsible for making the risk assessments to know where to obtain needed information. This paper reviews the origins of toxicology information systems and explores the specialized information center concept that was proposed in 1963 as a means of providing ready access to scientific and technical information. As a means of illustrating this concept, the operation of one specialized information center (the Environmental Mutagen Information Center at Oak Ridge National Laboratory) will be discussed. Insights into how toxicological information resources came into being, their design and makeup, will be of value to those seeking to acquire information for risk assessment purposes. 7 refs., 1 fig., 4 tabs.

    Energy Signatures is a proposed new technique for aiding a designer in selecting and sizing passive solar elements on a building. Hourly heat flux profiles for each candidate design element are determined. These profiles are then matched to the hourly energy requirement of the space accounting for weather conditions, internal heat profiles of the space, and the mass characteristics of the building. Simulation analysis techniques are used to determine the Energy Signatures, the load profiles, and check the final result. Least-squares techniques are used to determine the optimum mix of strategies. Examples are given to illustrate development of the method up to the present. Future directions and possibilities are outlined.

    The Title I groundwater standards for inactive uranium mill tailings sites, which were promulgated on January 5, 1983, by the US Environmental Protection Agency (EPA) for the Uranium Mill Tailings Remedial Action (UMTRA) Project, were remanded to the EPA on September 3, 1985, by the US Tenth Circuit Court of Appeals. The Court instructed the EPA to compile general groundwater standards for all sites. On September 24, 1987, the EPA published proposed standards in response to the remand. This Summary Report includes an evaluation of the potential effects of the proposed EPA groundwater standards on the UMTRA Project as well as a discussion of the DOE`s position on the proposed standards. This report is accompanied by a detailed Technical Report and Appendices which provide supporting information and analyses. This Summary Report results from a study undertaken to: determine the impact of the proposed standards on the UMTRA Project; and recommend provisions for the implementation of the final standards that will minimize adverse impact to the conduct of the UMTRA Project while ensuring protection of human health and the environment. Specifically, the following were considered: the flexibility of the proposed standards; interpretations of the proposed standards; the extent of aquifer restoration that may be required to implement the proposed standards at each site; the costs of aquifer restoration; and design changes necessary to meet the standards.

  9. Alternatives to proposed replacement production reactors

    To insure adequate supplies of plutonium and tritium for defense purposes, an independent evaluation was made by Los Alamos National Laboratory of the numerous alternatives to the proposed replacement production reactors (RPR). This effort concentrated on the defense fuel cycle operation and its technical implications in identifying the principal alternatives for the 1990s. The primary options were identified as (1) existing commercial reactors, (2) existing and planned government-owned facilities (not now used for defense materials production), and (3) other RPRs (not yet proposed) such as CANDU or CANDU-type heavy-water reactors (HWR) for both plutonium and tritium production. The evaluation considered features and differences of various options that could influence choice of RPR alternatives. Barring a change in the US approach to civilian and defense fuel cycles and precluding existing commercial reactors at government-owned sites, the most significant alternatives were identified as a CANDU-type HWR at Savannah River Plant (SRP) site or the Three Mile Island commercial reactor with reprocessing capability at Barnwell Nuclear Fuel Plant and at SRP.

    This report makes available and archives the background scientific data and related information collected for an ethnographic study of selected areas on the islands of Hawaii and Maui. The task was undertaken during preparation of an environmental impact statement for Phases 3 and 4 of the Hawaii Geothermal Project (HGP) as defined by the state of Hawaii in its April 1989 proposal to Congress. Since the state of Hawaii is no longer pursuing or planning to pursue the HGP, DOE considers the project to be terminated. Information is included on the ethnohistory of Puna and southeast Maui; ethnographic fieldwork comparing Puna and southeast Maui; and Pele beliefs, customs, and practices.

    The International PV Quality Assurance Task Force is developing a rating system that provides comparative information about the relative durability of PV modules. Development of accelerated stress tests that can provide such comparative information is seen as a major step toward being able to predict PV module service life. This paper will provide details of the ongoing effort to determine the format of such an overall module rating system. The latest proposal is based on using three distinct climate zones as defined in IEC 60721-2-1 for two different mounting systems. Specific stresses beyond those used in the qualification tests are being developed for each of the selected climate zones.

    Lasers have revolutionized optical science and technology, but their microwave counterpart, maser, has not realized its great potential due to its demanding work conditions (high-vacuum for gas maser and liquid-helium temperature for solid-state maser). Room-temperature solid-state maser is highly desirable, but under such conditions the lifetimes of emitters (usually electron spins) are usually too short (~ns) for population inversion. The only room-temperature solid-state maser is based on a pentacene-doped p-terphenyl crystal, which has long spin lifetime (~0.1 ms). This maser, however, operates only in the pulse mode and the material is unstable. Here we propose room-temperature maser based on nitrogen-vacancy (NV) centres in diamond, which feature long spin lifetimes at room temperature (~10 ms), high optical pump efficiency, and material stability.     The US Environmental Protection Agency (EPA) and Washington State Department of Ecology (Ecology) recommended that the US Department of Energy (DOE) prepare an expedited response action (ERA) for the Sodium Dichromate Barrel Landfill. The Sodium Dichromate Barrel Disposal Site was used in 1945 for disposal of crushed barrels. The site location is the sole waste site within the 100-IU-4 Operable Unit. The Waste Information Data System (WIDS 1992) assumes that the crushed barrels contained 1% residual sodium dichromate at burial time and that only buried crushed barrels are at the site. Burial depth is shallow since visual inspection finds numerous barrel debris on the surface. A non-time-critical ERA proposal includes preparation of an engineering evaluation and cost analysis (EE/CA) section. The EE/CA is a rapid, focused evaluation of available technologies using specific screening factors to assess feasibility, appropriateness, and cost. The ERA goal is to reduce the potential for any contaminant migration from the landfill to the soil column, groundwater, and Columbia River. Since the landfill is the only waste site within the operable unit, the ERA will present a final remediation of the 100-IU-4 operable unit.

    This study presents BPA's market price forecasts for the Final Proposal, which are based on AURORA modeling. AURORA calculates the variable cost of the marginal resource in a competitively priced energy market. In competitive market pricing, the marginal cost of production is equivalent to the market-clearing price. Market-clearing prices are important factors for informing BPA's power rates. AURORA was used as the primary tool for (a) estimating the forward price for the IOU REP Settlement benefits calculation for fiscal years (FY) 2008 and 2009, (b) estimating the uncertainty surrounding DSI payments and IOU REP Settlements benefits, (c) informing the secondary revenue forecast and (d) providing a price input used for the risk analysis.     The Wholesale Power Rate Development Study (WPRDS) calculates BPA proposed rates based on information either developed in the WPRDS or supplied by the other studies that comprise the BPA rate proposal. All of these studies, and accompanying documentation, provide the details of computations and assumptions. In general, information about loads and resources is provided by the Load Resource Study (LRS), WP-07-E-BPA-01, and the LRS Documentation, WP-07-E-BPA-01A. Revenue requirements information, as well as the Planned Net Revenues for Risk (PNNR), is provided in the Revenue Requirement Study, WP-07-E-BPA-02, and its accompanying Revenue Requirement Study Documentation, WP-07-E-BPA-02A and WP-07-E-BPA-02B. The Market Price Forecast Study (MPFS), WP-07-E-BPA-03, and the MPFS Documentation, WP-07-E-BPA-03A, provide the WPRDS with information regarding seasonal and diurnal differentiation of energy rates, as well information regarding monthly market prices for Demand Rates. In addition, this study provides information for the pricing of unbundled power products.     Over the last decade proposal success rates in the fundamental sciences have dropped significantly. Astronomy and related fields funded by NASA and NSF are no exception. Data across agencies show that this is not principally the result of a decline in proposal merit (the proportion of proposals receiving high rankings is largely unchanged), nor of a shift in proposer demographics (seniority, gender, and institutional affiliation have all remained unchanged), nor of an increase (beyond inflation) in the average requested funding per proposal, nor of an increase in the number of proposals per investigator in any one year. Rather, the statistics are consistent with a scenario in which agency budgets for competed research are flat or decreasing in inflation-adjusted dollars, the overall population of investigators has grown, and a larger proportion of these investigators are resubmitting meritorious but unfunded proposals. In this paper, an immunization strategy is proposed that uses only local information available at a node, viz. degree of the node and average degree of its neighbour nodes. Proposed algorithm has been evaluated for scale-free network using SIR model. Numerical results show that proposed method has less complexity and gives significantly better results in comparison with other strategies while using only local information.

    Thirty-nine States have enacted legislation related to this Act, and five compacts have been submitted to Congress for consent. Other compacts are being negotiated, one in the West and several in the Midwest and Northeast. The Department of Energy has identified a number of items, which if included in the congressional review of each compact, would be likely to increase the possibility that new disposal sites will be developed and properly supported. The Department is providing additional perspectives that have not been previously included in testimony or reports. By suggesting examination of several general elements of a compact proposal, the Department hopes to provide a common focus that may be useful to the Congress in integrating all available information. The Department believes that the Congress should consider the following key items when reviewing the compacts: Commitments that assure the provision of new disposal capacity in the form of a host-State and site selection process with schedules and a target date for new sites to be opened; Commitments that provide short-term measures for storage, treatment, or disposal during an interim period when such new capacity may not be available; Consistency of definitions with 10 CFR Part 61 to assure the compact plan presents a total solution for all low-level waste generated within the region; Periodic review of the compacts by the Congress to examine concerns that are more easily assessed after a compact becomes operational, e.g., economic viability and long-term institutional control; and Economic viability of a compact, when reviewed in the future, in terms of the benefits and the costs specific to that region.

    This report, Analysis of Potential Energy Corridors Proposed by the Western Electricity Coordinating Council (WECC), was prepared by the Environmental Science Division of Argonne National Laboratory (Argonne). The intent of WECC’s work was to identify planning-level energy corridors that the Department of Energy (DOE) and its affiliates could study in greater detail. Argonne was tasked by DOE to analyze the WECC Proposed Energy Corridors in five topic areas for use in reviewing and revising existing corridors, as well as designating additional energy corridors in the 11 western states. In compliance with Section 368 of the Energy Policy Act of 2005 (EPAct), the Secretaries of Energy, Agriculture, and the Interior (Secretaries) published a Programmatic Environmental Impact Statement in 2008 to address the proposed designation of energy transport corridors on federal lands in the 11 western states. Subsequently, Records of Decision designating the corridors were issued in 2009 by the Bureau of Land Management (BLM) and the U.S. Forest Service (USFS). The 2012 settlement of a lawsuit, brought by The Wilderness Society and others against the United States, which identified environmental concerns for many of the corridors requires, among other things, periodic reviews of the corridors to assess the need for revisions, deletions, or additions. A 2013 Presidential Memorandum requires the Secretaries to undertake a continuing effort to identify and designate energy corridors. The WECC Proposed Energy Corridors and their analyses in this report provide key information for reviewing and revising existing corridors, as well as designating additional energy corridors in the 11 western states. Load centers and generation hubs identified in the WECC analysis, particularly as they reflect renewable energy development, would be useful in reviewing and potentially updating the designated Section 368 corridor network. Argonne used Geographic Information System (GIS) technology to analyze the proposed energy corridors in the WECC report in five topic areas: ? Federal land jurisdiction, ? Existing Section 368 corridors, ? Existing transmission lines, ? Previously studied corridor locations, and ? Protected areas. Analysis methods are explained and tables and maps are provided to describe the results of the analyses in all five topic areas. WECC used a rational approach to connecting the hubs it identified, although there may be opportunities for adapting some of the proposed WECC routes to previously designated Section 368 corridors, for example: ? The WECC proposed energy corridors are in fact centerlines of proposed routes connecting hubs of various descriptions related to electric energy transmission. Although the centerlines were sited to avoid sensitive areas, infrastructure proposed within actual pathways or corridors defined by the centerlines would sometimes affect lands where such development would not normally be allowed, such as National Parks and Monuments, National Wildlife Refuges, and Wilderness Areas. ? Many WECC proposed energy corridors are sited along centerlines of existing roads, including Interstate Highways, where in some cases additional width to accommodate energy transmission infrastructure may not be available. Examples include the WECC Proposed Corridor along Interstate 70 through Glenwood Canyon in Colorado, and along U.S. Highway 89 across Glen Canyon Dam in Arizona. ? Several WECC proposed energy corridors are parallel to designated Section 368 corridors that have already cleared the preliminary steps to right-of-way approval. In many of these cases, the WECC hub connection objectives can be met more efficiently by routing on the designated Section 368 corridors.

    The Title I groundwater standards for inactive uranium mill tailings sites, which were promulgated on January 5, 1983, by the US Environmental Protection Agency (EPA) for the Uranium Mill Tailings Remedial Action (UMTRA) Project, were remanded to the EPA on September 3, 1985, by the US Tenth Circuit Court of Appeals. The Court instructed the EPA to compile general groundwater standards for all sites. On September 24, 1987, the EPA published proposed standards in response to the remand. This Summary Report includes an evaluation of the potential effects of the proposed EPA groundwater standards on the UMTRA Project as well as a discussion of the DOE's position on the proposed standards. This report is accompanied by a detailed Technical Report and Appendices which provide supporting information and analyses. This Summary Report results from a study undertaken to: determine the impact of the proposed standards on the UMTRA Project; and recommend provisions for the implementation of the final standards that will minimize adverse impact to the conduct of the UMTRA Project while ensuring protection of human health and the environment. Specifically, the following were considered: the flexibility of the proposed standards; interpretations of the proposed standards; the extent of aquifer restoration that may be required to implement the proposed standards at each site; the costs of aquifer restoration; and design changes necessary to meet the standards.

    The Oak Ridge Institute for Science and Education (ORISE), a U.S. Department of Energy (DOE) prime contractor, was contracted by the DOE Portsmouth/Paducah Project Office (DOE-PPPO) to conduct a peak dose assessment in support of the Authorized Limits Request for Solid Waste Disposal at Landfill C-746-U at the Paducah Gaseous Diffusion Plant (DOE-PPPO 2011a). The peak doses were calculated based on the DOE-PPPO Proposed Single Radionuclides Soil Guidelines and the DOE-PPPO Proposed Authorized Limits (AL) Volumetric Concentrations available in DOE-PPPO 2011a. This work is provided as an appendix to the Dose Modeling Evaluations and Technical Support Document for the Authorized Limits Request for the C-746-U Landfill at the Paducah Gaseous Diffusion Plant, Paducah, Kentucky (ORISE 2012). The receptors evaluated in ORISE 2012 were selected by the DOE-PPPO for the additional peak dose evaluations. These receptors included a Landfill Worker, Trespasser, Resident Farmer (onsite), Resident Gardener, Recreational User, Outdoor Worker and an Offsite Resident Farmer. The RESRAD (Version 6.5) and RESRAD-OFFSITE (Version 2.5) computer codes were used for the peak dose assessments. Deterministic peak dose assessments were performed for all the receptors and a probabilistic dose assessment was performed only for the Offsite Resident Farmer at the request of the DOE-PPPO. In a deterministic analysis, a single input value results in a single output value. In other words, a deterministic analysis uses single parameter values for every variable in the code. By contrast, a probabilistic approach assigns parameter ranges to certain variables, and the code randomly selects the values for each variable from the parameter range each time it calculates the dose (NRC 2006). The receptor scenarios, computer codes and parameter input files were previously used in ORISE 2012. A few modifications were made to the parameter input files as appropriate for this effort. Some of these changes included increasing the time horizon beyond 1,050 years (yr), and using the radionuclide concentrations provided by the DOE-PPPO as inputs into the codes. The deterministic peak doses were evaluated within time horizons of 70 yr (for the Landfill Worker and Trespasser), 1,050 yr, 10,000 yr and 100,000 yr (for the Resident Farmer [onsite], Resident Gardener, Recreational User, Outdoor Worker and Offsite Resident Farmer) at the request of the DOE-PPPO. The time horizons of 10,000 yr and 100,000 yr were used at the request of the DOE-PPPO for informational purposes only. The probabilistic peak of the mean dose assessment was performed for the Offsite Resident Farmer using Technetium-99 (Tc-99) and a time horizon of 1,050 yr. The results of the deterministic analyses indicate that among all receptors and time horizons evaluated, the highest projected dose, 2,700 mrem/yr, occurred for the Resident Farmer (onsite) at 12,773 yr. The exposure pathways contributing to the peak dose are ingestion of plants, external gamma, and ingestion of milk, meat and soil. However, this receptor is considered an implausible receptor. The only receptors considered plausible are the Landfill Worker, Recreational User, Outdoor Worker and the Offsite Resident Farmer. The maximum projected dose among the plausible receptors is 220 mrem/yr for the Outdoor Worker and it occurs at 19,045 yr. The exposure pathways contributing to the dose for this receptor are external gamma and soil ingestion. The results of the probabilistic peak of the mean dose analysis for the Offsite Resident Farmer indicate that the average (arithmetic mean) of the peak of the mean doses for this receptor is 0.98 mrem/yr and it occurs at 1,050 yr. This dose corresponds to Tc-99 within the time horizon of 1,050 yr.

    An analysis of the scientific areas in High Energy Density (HED) physics that underpin the enduring LANL mission in Stockpile Stewardship (SS) has identified important research needs that are not being met. That analysis has included the work done as part of defining the mission need for the High Intensity Laser Laboratory (HILL) LANL proposal to NNSA, LDRD DR proposal evaluations, and consideration of the Predictive Capability Framework and LANL NNSA milestones. From that evaluation, we have identified several specific and scientifically-exciting experimental concepts to address those needs. These experiments are particularly responsive to physics issues in Campaigns 1 and 10. These experiments are best done initially at the LANL Trident facility, often relying on the unique capabilities available there, although there are typically meritorious extensions envisioned at future facilities such as HILL, or the NIF once the ARC short-pulse laser is available at sufficient laser intensity. As the focus of the LANL HEDP effort broadens from ICF ignition of the point design at the conclusion of the National Ignition Campaign, into a more SS-centric effort, it is useful to consider these experiments, which address well-defined issues, with specific scientific hypothesis to test or models to validate or disprove, via unit-physics experiments. These experiments are in turn representative of a possible broad experimental portfolio to elucidate the physics of interest to these campaigns. These experiments, described below, include: (1) First direct measurement of the evolution of particulates in isochorically heated dense plasma; (2) Temperature relaxation measurements in a strongly-coupled plasma; (3) Viscosity measurements in a dense plasma; and (4) Ionic structure factors in a dense plasma. All these experiments address scientific topics of importance to our sponsors, involve excellent science at the boundaries of traditional fields, utilize unique capabilities at LANL, and contribute to the Campaign milestone in 2018. Given their interdisciplinary nature, it is not surprising that these research needs are not being addressed by the other excellent high-energy density physics (HEDP) facilities coming on line, facilities aimed squarely at more established fields and missions. Although energy rich, these facilities deliver radiation (e.g., particle beams for isochoric heating) over a timescale that is too slow in these unit physics experiments to eliminate hydrodynamic evolution of the target plasma during the time it is being created. A theme shared by all of these experiments is the need to quickly create a quasi-homogeneous 'initial state' whose properties and evolution we wish to study. Otherwise, we cannot create unit experiments to isolate the physics of interest and validate the models in our codes, something that cannot be done with the integrated experiments often done in HED. Moreover, these experiments in some cases involve combinations of solid and plasmas, or matter in the warm-dense matter state, where neither the theoretical approximations of solid state or of fully-ionized weakly-coupled plasmas can be used. In all cases, the capability of 'isochoric heating' ('flash' heating at constant density) is important. In some cases, the ability to selectively heat to different degrees different species within a target, whether mixed or adjacent to each other, is critical for the experiment. This capability requires the delivery of very high power densities, which require the conversion of the laser into very short and intense pulses of secondary radiation (electrons, ions, neutrons, x-rays). Otherwise, there is no possibility of a clean experiment to constrain the models, in the cases there are any, or inform the creation of one. Another typical requirement of these experiments is the ability to probe these exotic extreme conditions of matter with flexible and diverse sources of secondary radiation.     We propose a controllable and scalable architecture for quantum information processing using a superconducting system network, which is composed of current-biased Josephson junctions (CBJJs) as tunable couplers between the two superconducting transmission line resonators (TLRs), each coupling to multiple superconducting qubits (SQs). We explicitly demonstrate that the entangled state, the phase gate, and the information transfer between any two selected SQs can be implemented, respectively. Lastly, numerical simulation shows that our scheme is robust against the decoherence of the system. -- Highlights: •An architecture for quantum information processing is proposed. •The quantum information transfer between any two selected SQs is implemented. •This proposal is robust against the decoherence of the system. •This architecture can be fabricated on a chip down to the micrometer scale.

    Following the Department of Energy's announcement in April 1985 that three Tennessee sites were to be considered for the Monitored Retrievable Storage facility, Governor Lamar Alexander initiated a review of the proposal to be coordinated by his Safe Growth Team. Roane County and the City of Oak Ridge, the local governments sharing jurisdiction over DOE's primary and secondary sites, were invited to participate in the state's review of the MRS proposal. Many issues related to the proposed MRS are being considered by the Governor's Safe Growth Team. The primary objective of the Clinch River MRS Task Force has been to determine whether the proposed Monitored Retrievable Storage facility should be accepted by the local governments, and if so, under what conditions. The Clinch River MRS Task Force is organized into an Executive Committee cochaired by the Roane County Executive and Mayor of Oak Ridge and three Study Groups focusing on environmental (including health and safety), socioeconomic, and transportation issues.

    This report summarizes the results of an environmental survey conducted at sites associated with the proposed Uranium Processing Facility (UPF) at the Y-12 National Security Complex in September-October 2009. The survey was conducted in order to evaluate potential impacts of the overall project. This project includes the construction of a haul road, concrete batch plant, wet soil storage area and dry soil storage area. The environmental surveys were conducted by natural resource experts at ORNL who routinely assess the significance of various project activities on the Oak Ridge Reservation (ORR). Natural resource staff assistance on this project included the collection of environmental information that can aid in project location decisions that minimize impacts to sensitive resource such as significant wildlife populations, rare plants and wetlands. Natural resources work was conducted in various habitats, corresponding to the proposed areas of impact. Thc credentials/qualifications of the researchers are contained in Appendix A. The proposed haul road traverses a number of different habitats including a power-line right-of-way. wetlands, streams, forest and mowed areas. It extends from what is known as the New Salvage Yard on the west to the Polaris Parking Lot on the east. This haul road is meant to connect the proposed concrete batch plant to the UPF building site. The proposed site of the concrete batch plant itself is a highly disturbed fenced area. This area of the project is shown in Fig. 1. The proposed Wet Soils Disposal Area is located on the north side of Bear Creek Road at the former Control Burn Study Area. This is a second growth arce containing thick vegetation, and extensive dead and down woody material. This area of the project is shown in Fig. 2. Thc dry soils storage area is proposed for what is currently known as the West Borrow Area. This site is located on the west side of Reeves Road south of Bear Creek Road. The site is an early successional field. This area of the project is shown in Fig. 2.

    The Title I groundwater standards for inactive uranium mill tailings sites, which were promulgated on January 5, 1983, by the US Environmental Protection Agency (EPA) for the Uranium Mill Tailings Remedial Action (UMTRA) Project, were remanded to the EPA on September 3, 1985, by the US Tenth Circuit Court of Appeals. The Court instructed the EPA to compile general groundwater standards for all Title I sites. On September 24, 1987, the EPA published proposed standards (52FR36000-36008) in response to the remand. This report includes an evaluation of the potential effects of the proposed EPA groundwater standards on the UMTRA Project, as well as a discussion of the DOE's position on the proposed standards. The report also contains and appendix which provides supporting information and cost analyses. In order to assess the impacts of the proposed EPA standards, this report summarizes the proposed EPA standards in Section 2.0. The next three sections assess the impacts of the three parts of the EPA standards: Subpart A considers disposal sites; Subpart B is concerned with restoration at processing sites; and Subpart C addresses supplemental standards. Section 6.0 integrates previous sections into a recommendations section. Section 7.0 contains the DOE response to questions posed by the EPA in the preamble to the proposed standards. 6 refs., 5 figs., 3 tabs.

    Part 2 of this manual provides the electric utility engineer with detailed technical information on some of the major mechanical equipment used in the FGD system. The objectives of Part 2 are the following: to provide the electric utility engineer with information on equipment that may be unfamiliar to him, including ball mills, vacuum filters, and mist eliminators; and to identify the unique technique considerations imposed by an FGD system on more familiar electric utility equipment such as fans, gas dampers, piping, valves, and pumps. Part 3 provides an overview of the recommended procedures for evaluating proposals received from FGD system vendors. The objectives are to provide procedures for evaluating the technical aspects of proposals, and to provide procedures for determining the total costs of proposals considering both initial capital costs and annual operating and maintenance costs. The primary objective of Part 4 of this manual is to provide the utility engineer who has a special interest in the capabilities of FGDPRISM [Flue Gas Desulfurization PRocess Integration and Simulation Model] with more detailed discussions of its uses, requirements, and limitations. Part 5 is a case study in using this manual in the preparation of a purchase specification and in the evaluation of proposals received from vendors. The objectives are to demonstrate how the information contained in Parts 1 and 2 can be used to improve the technical content of an FGD system purchase specification; to demonstrate how the techniques presented in Part 3 can be used to evaluate proposals received in response to the purchase specification; and to illustrate how the FGDPRISM computer program can be used to establish design parameters for the specification and evaluate vendor designs.
