    Purpose: To evaluate the effect of an antiflatulent dietary advice on the intrafraction prostate motion in patients treated with intensity-modulated radiotherapy (IMRT) for prostate cancer. Methods and Materials: Between February 2002 and December 2009, 977 patients received five-beam IMRT for prostate cancer to a dose of 76 Gy in 35 fractions combined with fiducial markers for position verification. In July 2008, the diet, consisting of dietary guidelines to obtain regular bowel movements and to reduce intestinal gas by avoiding certain foods and air swallowing, was introduced to reduce the prostate motion. The intrafraction prostate movement was determined from the portal images of the first segment of all five beams. Clinically relevant intrafraction motion was defined as {>=}50% of the fractions with an intrafraction motion outside a range of 3 mm. Results: A total of 739 patients were treated without the diet and 105 patients were treated with radiotherapy after introduction of the diet. The median and interquartile range of the average intrafraction motion per patient was 2.53 mm (interquartile range, 2.2-3.0) without the diet and 3.00 mm (interquartile range, 2.4-3.5) with the diet (p < .0001). The percentage of patients with clinically relevant intrafraction motion increased statistically significant from 19.1% without diet to 42.9% with a diet (odds ratio, 3.18; 95% confidence interval, 2.07-4.88; p < .0001). Conclusions: The results of the present study suggest that antiflatulent dietary advice for patients undergoing IMRT for prostate cancer does not reduce the intrafraction movement of the prostate. Therefore, antiflatulent dietary advice is not recommended in clinical practice for this purpose.

    The U.S. Department of Energy, National Nuclear Security Administration (DOE/NNSA) has initiated collaborations with the national nuclear authorities of Egypt, Peru, and Romania for the purpose of advancing the commercial potential and utilization of their respective research reactors. Under its Office of International Safeguards ''Sister Laboratory'' program, DOE/NNSA has undertaken numerous technical collaborations over the past decade intended to promote peaceful applications of nuclear technology. Among these has been technical assistance in research reactor applications, such as neutron activation analysis, nuclear analysis, reactor physics, and medical radioisotope production. The current collaborations are intended to provide the subject countries with a methodology for greater commercialization of research reactor products and services. Our primary goal is the transfer of knowledge, both in administrative and technical issues, needed for the establishment of an effective business plan and utilization strategy for the continued operation of the countries' research reactors. Technical consultation, cooperation, and the information transfer provided are related to: identification, evaluation, and assessment of current research reactor capabilities for products and services; identification of opportunities for technical upgrades for new or expanded products and services; advice and consultation on research reactor upgrades and technical modifications; characterization of markets for reactor products and services; identification of competition and estimation of potential for market penetration; integration of technical constraints; estimation of cash flow streams; and case studies.

    The Performance Assessment Community of Practice (PA CoP) was developed in 2008 to improve consistency and quality in the preparation of performance assessments (PAs) and risk assessments across the Department of Energy (DOE) Complex. The term, PA, is used to represent all of these modeling applications in this report. The PA CoP goals are to foster the exchange of information among PA practitioners and to share lessons learned from PAs conducted for DOE, commercial disposal facilities, and international entities. Technical exchanges and workshops are a cornerstone of PA CoP activities. Previous technical exchanges have addressed Engineered Barriers (2009 - http://www.cresp.org/education/workshops/pacop/), the Advanced Simulation Capability for Environmental Management and the Cementitious Barriers Partnership (2010 - http://srnl.doe.gov/copexchange/links.htm). Each technical exchange also includes summary presentations regarding activities at DOE, the Nuclear Regulatory Commission (NRC) and other organizations (e.g., International Atomic Energy Agency (IAEA)) as well as a number of presentations from selected sites to provide insight and perspective from on-going modeling activities. Through the deployment of PA Assistance Teams, the PA CoP has also been engaged in the development of new PAs across the DOE Complex. As a way of improving consistency in the preparation of new PAs, the teams provide technical advice and share experiences, noteworthy practices, and lessons learned from previous Low-Level Waste Disposal Facility Federal Review Group (LFRG) reviews. Teams have provided support for PAs at Hanford, Idaho, Paducah and Portsmouth. The third annual PA CoP Technical Exchange was held on May 25-26, 2011 in Atlanta, GA. The PA CoP Steering Committee Meeting held its first meeting on May 24 prior to the Technical Exchange. Decision making using models and software quality assurance were the topical emphasis for the exchange. A new feature at the 2011 technical exchange was the use of panel discussions to solicit feedback from regulators and practitioners. This report summarizes discussions and recommendations from the steering committee meeting and presentations and feedback obtained at the technical exchange. Appendix I includes the steering committee meeting agenda and Appendix II includes the agenda for the technical exchange and a screenshot of the presentations and video files that are available online.

    The DOE Guide to Good Practices For the Selection, Training, and Qualification of Shift Technical Advisors can be used by any DOE nuclear facility that has implemented the shift technical advisor (STA) position. DOE Order 5480.20A, Personnel Selection, Qualification and Training Requirements for DOE Nuclear Facilities, states that only Category A reactors must have a shift technical advisor. However, many DOE nuclear facilities have implemented the shift technical advisor position to provide independent on-shift technical advice and counsel to the shift operating personnel to help determine cause and mitigation of facility accidents. Those DOE nuclear facilities that have implemented or are going to implement the shift technical advisor position will find this guide useful. This guide addresses areas that may be covered by other training programs. In these cases, it is unnecessary (and undesirable) to duplicate these areas in the STA training program as long as the specific skills and knowledge essential for STAs are addressed. This task includes testing of novel materials and participation in the further development and validation of single cell test protocols. This task also covers technical assistance to DOE Working Groups, the U.S. Council for Automotive Research (USCAR) and the USCAR/DOE Driving Research and Innovation for Vehicle efficiency and Energy sustainability (U.S. Drive) Fuel Cell Technology Team. Assistance includes technical validation of new fuel cell materials and methods, single cell fuel cell testing to support the development of targets and test protocols, and regular advisory participation in other working groups and reviews. This assistance is made available to PEM fuel cell developers by request and DOE Approval.     The overall goal of the contract is to provide general support and advice to the DOE, Office of Fossil Energy (DOE/EF) on the opportunities for coal and Clean Coal Technology trade in the Asia-Pacific region. The report which follows is divided into six subsections, each pertaining to separate subtasks the U.S. Department of Energy requested. Subtask A includes two reports, one which outlines important coal and clean coal technology news events which occurred during the second half of 1993, and another which outlines the potential for Clean Coal Technology in the Asia-Pacific Region. Subtask B and the first paper in Subtask C contain advisories and briefing papers that present and explain the coal, electricity and Clean Coal Technology situation in China. The second paper in Subtask C is an overview of the coal supply, demand and trade situation in the Asian region with coal projections to the year 2010. Subtask D is an overview of meetings with Asian energy and policy representatives which were carried out to (1) gather key information relevant to this contract, and (2) examine areas for closer cooperation on important coal/CCT-related energy issues. The tasks listed in the contract proposal as Subtasks E and F are summarized in respective sections of this report. The program covered the turnkey deployment of 431 ReliOn fuel cell systems at 189 individual sites for AT&T and PG&E with ReliOn functioning as the primary equipment supplier and the project manager. The Final Technical Report provides an executive level summary, a comparison of the actual accomplishments vs. the goals and objectives of the project, as well as a summary of the project activity from the contract award date of August 1, 2009 through the contract expiration date of December 31, 2011. Two photos are included in the body of the report which show hydrogen storage and bulk hydrogen refueling technologies developed as a result of this program.

    This Technical Manual contains descriptions of the calculation models and mathematical and numerical methods used in the RADTRAN 6 computer code for transportation risk and consequence assessment. The RADTRAN 6 code combines user-supplied input data with values from an internal library of physical and radiological data to calculate the expected radiological consequences and risks associated with the transportation of radioactive material. Radiological consequences and risks are estimated with numerical models of exposure pathways, receptor populations, package behavior in accidents, and accident severity and probability.

    Aerogel materials posses such a wide variety of exceptional properties that a striking number of applications have developed for them. Many of the commercial applications of aerogels such as catalysts, thermal insulation, windows, and particle detectors are still under development and new application as have been publicized since the ISA4 Conference in 1994: e.g.; supercapacitors, insulation for heat storage in automobiles, electrodes for capacitive deionization, etc. More applications are evolving as the scientific and engineering community becomes familiar with the unusual and exceptional physical properties of aerogels, there are also scientific and technical application, as well. This paper discusses a variety of applications under development at Lawrence Livermore National Laboratory for which several types of aerogels are formed in custom sizes and shapes. Particular discussions will focus on the uses of aerogels for physics experiments which rely on the exceptional, sometimes unique, properties of aerogels.

    The overall objective of the Chattanooga fuel cell demonstrations project was to develop and demonstrate a prototype 5-kW grid-parallel, solid oxide fuel cell (SOFC) system that co-produces hydrogen, based on Ion Americas technology. The commercial viability of the 5kW SOFC system was tested by transporting, installing and commissioning the SOFC system at the Alternative Energy Laboratory at the University of Tennessee Chattanooga. The system also demonstrated the efficiency and the reliability of the system running on natural gas. This project successfully contributed to the achievement of DOE technology validation milestones from the Technology Validation section of the Hydrogen, Fuel Cells and Infrastructure Technologies Program Multi-Year Research, Development and Demonstration Plan. Results of the project can be found in the final technical report.

    This project developed a new high-performance R-10/high SHGC window design, reviewed market positioning and evaluated manufacturing solutions required for broad market adoption. The project objectives were accomplished by: identifying viable technical solutions based on modeling of modern and potential coating stacks and IGU designs; development of new coating material sets for HM thin film stacks, as well as improved HM IGU designs to accept multiple layers of HM films; matching promising new coating designs with new HM IGU designs to demonstrate performance gains; and, in cooperation with a window manufacturer, assess the potential for high-volume manufacturing and cost efficiency of a HM-based R-10 window with improved solar heat gain characteristics. A broad view of available materials and design options was applied to achieve the desired improvements. Gated engineering methodologies were employed to guide the development process from concept generation to a window demonstration. The project determined that a slightly de-rated window performance allows formulation of a path to achieve the desired cost reductions to support end consumer adoption.

    The GEM collaboration was formed in June 1991 to develop a major detector for the SSC. The primary physics objectives of GEM are those central to the motivation for the SSC, to study high p{sub T} physics - exemplified by the search for Higgs bosons - and to search for new physics beyond the standard model. The authors present in this Technical Design Report (TDR) a detector with broad capabilities for the discovery and subsequent study of electroweak symmetry breaking, the origin of mass and flavor, and other physics requiring precise measurements of gammas, electrons, and muons - hence the name, GEM. In addition, as a design goal, they have taken care to provide the robustness needed to do the physics that requires high luminosity. Finally, good coverage and hermeticity allow the detection of missing transverse energy, E{sub T}. The GEM design emphasizes clean identification and high resolution measurement of the primary physics signatures for high p{sub T} physics. The approach is to make precise energy measurements that maximize the sensitivity to rare narrow resonances, to detect the elementary interaction products (quarks, leptons, and photons), and to build in the features required to reduce backgrounds.

    High-resolution tracking detectors based on Active Pixel Sensor (APS) have been valuable tools in Nuclear Physics and High-Energy Physics research, and have contributed to major discoveries. Their integration time, radiation length and readout rate is a limiting factor for the planed luminosity upgrades in nuclear and high-energy physics collider-based experiments. The goal of this program was to demonstrate and develop high-gain, high-resolution tracking detector arrays with faster readout, and shorter radiation length than APS arrays. These arrays may operate as direct charged particle detectors or as readouts of high resolution scintillating fiber arrays. During this program, we developed in CMOS large, high-resolution pixel sensor arrays with integrated readout, and reset at pixel level. Their intrinsic gain, high immunity to surface and moisture damage, will allow operating these detectors with minimal packaging/passivation requirements and will result in radiation length superior to APS. In Phase I, we designed and fabricated arrays with calorimetric output capable of sub-pixel resolution and sub-microsecond readout rate. The technical effort was dedicated to detector and readout structure development, performance verification, as well as to radiation damage and damage annealing.

    The Bonneville Power Administration (BPA) contracted with the Pacific Northwest National Laboratory (PNNL) to provide technical analytical support for system-wide fish passage information (BPA Project No. 2006-010-00). The goal of this project was to produce rigorous technical analysis products using independent analysts and anonymous peer reviewers. In the past, regional parties have interacted with a single entity, the Fish Passage Center to access the data, analyses, and coordination related to fish passage. This project provided an independent technical source for non-routine fish passage analyses while allowing routine support functions to be performed by other well-qualified entities.

    The purpose of this handbook is to give the nonspecialist in nuclear explosion physics and nuclear test monitoring an introduction to the topic as it pertains to a Comprehensive Test Ban Treaty (CTBT). The authors have tried to make the handbook visually oriented, with figures paired to short discussions. As such, the handbook may be read straight through or in sections. The handbook covers four main areas and ends with a glossary, which includes both scientific terms and acronyms likely to be encountered during CTBT negotiations. The following topics are covered: (1) Physics of nuclear explosion experiments. This is a description of basic nuclear physics and elementary nuclear weapon design. Also discussed are testing practices. (2) Other nuclear experiments. This section discusses experiments that produce small amounts of nuclear energy but differ from explosion experiments discussed in the first chapter. This includes the type of activities, such as laser fusion, that would continue after a CTBT is in force. (3) Monitoring tests in various environments. This section describes the different physical environments in which a test could be conducted (underground, in the atmosphere, in space, underwater, and in the laboratory); the sources of non-nuclear events (such as earthquakes and mining operations); and the opportunities for evasion. (4) On-site inspections. A CTBT is likely to include these inspections as an element of the verification provisions, in order to resolve the nature of ambiguous events. This chapter describes some technical considerations and technologies that are likely to be useful. (5) Selecting verification measures. This chapter discusses the uncertain nature of the evidence from monitoring systems and how compliance judgments could be made, taking the uncertainties into account. It also discusses how to allocate monitoring resources, given the likelihood of testing by various countries in various environments.

    New and novel material and process technologies applied in wind blade designs and production are critical to increasing the competitiveness of wind power generation against traditional sources of energy. In this project, through collaboration between PPG Industries and MAG Industrial Automation Systems, the potential of using automated manufacturing for the production of fiber glass composite wind blades was evaluated from both technical and economic points of view. Further, it was demonstrated that by modifying the standard blade raw material forms through the use of cost effective pre-impregnated rovings coupled with using an automated fiber placement machine to lay up the parts, it is possible to produce state of the art composite laminates with significantly improved mechanical performance and with higher processing rates than standard blade production technology allows for today, thereby lowering the cost of energy over turbine blades made using traditional processes and materials. In conformity with the scope of work of the submitted proposal, the project team completed each task and documented and reported its findings on the appropriate quarterly report submitted to the DOE project team. The activities and this report are divided into 5 subtasks: (1) Material Investigation - Reviews traditional materials and key specifications and testing methods; (2) Manufacturing and Automation - Identifies new candidate material forms and automated layup processes; (3) Process Development - Performs trials of candidate materials and processes; (4) Predictive Analysis - Assesses impact of new material forms and automated processes on a model blade design; and (5) Feasibility Assessment - Compares traditional manufacturing processes and materials to new candidate material forms and automated processes.

    The Geo-Heat Center (GHC) staff provided responses to 1442 technical support requests during the contract period (April 1, 2006 to September 30, 2007), which were six quarters under this contract. Our website, consisting of 1900 files, also contributes to our technical assistance activity. Downloaded files were 1,889,323 (3,448 per day) from our website, the total number of users was 1,365,258 (2,491 per day), and the total number of hits were 6,008,500 (10,064 per day). The GHC staff attended 60 workshops, short course and professional meeting and made 29 technical presentations. The staff also prepared and mailed out 2,000 copies of each of five issues of the GHC Quaterly Bulletin which contained 26 articles. We also mailed out approximately 5,000 papers and publications to interested individuals and organizations.

    The mission of the Center for Energy Efficient Materials (CEEM) was to serve the Department of Energy and the nation as a center of excellence dedicated to advancing basic research in nano-structured materials and devices for applications to solar electricity, thermoelectric conversion of waste heat to electricity, and solidstate lighting. The foundation of CEEM was based on the unique capabilities of UCSB and its partner institutions to control, synthesize, characterize, model, and apply materials at the nanoscale for more efficient sustainable energy resources. This unique expertise was a key source of the synergy that unified the research of the Center. Although the Center’s focus was basic research, It’s longer-term objective has been to transfer new materials and devices into the commercial sector where they will have a substantial impact on the nation’s need for efficient sustainable energy resources. As one measure of the impact of the Center, two start-up companies were formed based on its research. In addition, Center participants published a total of 210 archival journal articles, of which 51 were exclusively sponsored by the DOE grant. The work of the Center was structured around four specific tasks: Organic Solar Cells, Solid-State Lighting, Thermoelectrics, and High Efficiency Multi-junction Photovoltaic devices. A brief summary of each follows – detailed descriptions are in Sections 4 & 5 of this report. Research supported through CEEM led to an important shift with respect to the choice of materials used for the fabrication of solution deposited organic solar cells. Solution deposition opens the opportunity to manufacture solar cells via economically-viable high throughput tools, such as roll to roll printing. Prior to CEEM, most organic semiconductors utilized for this purpose involved polymeric materials, which, although they can form thin films reliably, suffer from batch to batch variations due to the statistical nature of the chemical reactions that produce them. In response, the CEEM team developed well-defined molecular semiconductors that produce active layers with very high power conversion efficiencies, in other words they can convert a very high fraction of sunlight into useful electrical power. The fact that the semiconductor is formed from molecular species provides the basis for circumventing the unreliability of polymer counterparts and, as an additional bonus, allows one to attain much grater insight into the structure of the active layer. The latter is particularly important because efficient conversion is the result of a complex arrangement of two semiconductors that need to phase separate in a way akin to oil and water, but with domains that are described by nanoscale dimensions. CEEM was therefore able to provide deep insight into the influence of nanostructure, through the application of structural characterization tools and theoretical methods that describe how electrical charges migrate through the organic layer. Our research in light emitting diode (LED)-based solid state lighting (SSL) was directed at improving efficiency and reducing costs to enable the widespread deployment of economically-viable replacements for inefficient incandescent, halogen, and fluorescent-based lighting. Our specific focus was to advance the fundamental science and technology of light emitting diodes to both understand factors that limit efficiencies and to provide innovative and viable solutions to the current impediments. One of the main challenges we faced is the decrease in efficiency when LEDs are driven harder to increase light output---the so called “droop” effect. It requires large emitting surfaces to reach a desired optical output, and necessitates the use of costly heat sinks, both of which increase the cost. We successfully reduced droop by growing LED crystals having non-conventional orientations. As recognized by the award of the 2014 Nobel prize to the inventors of the nitride LEDs (one of whom was a member of CEEM), LEDs already have a large societal impact in both developed (leading to large energy savings) and developing countries (bringing light where there is no electrical grid). The improvements in efficiency sought after in the CEEM project are key to a further impact of solid state lighting by LEDs with a projected doubling in efficiency by year 2020. Direct generation of electricity from heat has enormous promise for beneficial use of waste heat. But practical power generation directly from heat requires understanding and development of new and improved materials that will be more efficient and rugged than today’s thermoelectric materials. To accomplish this goal CEEM has synthesized five distinct and promising new classes of thermoelectric materials: (a) nanoparticle arrays that are effective in maximizing electric power generation and reducing detrimental loss of heat; (b) nitride and (c) oxide thermal electric materials that are effective at high temperatures where much beneficial heat is available; (d) arrays of silicon nano-wires that integrate thermal electricity generation into silicon-based electronics and materials; and (e) chemically synthesized nanostructured compounds that are cost effective, earth abundant, and environmentally friendly. The further development of these thermoelectric sources of electricity could have revolutionary impact for society in the recovery of waste heat from sources such as power plants and automobile exhaust, where there could be significant associated energy saving. It could even, in the future, provide disruptive alternatives and replacements for today’s internal combustion engines and could enable improved all-electric propulsion by the heat from shipboard nuclear reactors. The High Efficiency Multi-junction Photovoltaics task was a UCSB/NREL collaboration which bonded sub-cells from two different compound semiconductors material systems to make high efficiency multijunction solar cells for concentrating photovoltaic applications thathave substantially higher efficiency than single substrate cells made of elemental semiconductors such as silicon. This task required the development of new cell bonding methods with excellent coupling of both photons and electrons between the sub-cells. To accomplish this, we developed (1) GaInN solar cells with enhanced performance by using quantum-well absorbers and front-surface optical texturing, (2) a hybrid "pillar-array" bond which uses an array of metal pillars for electrical coupling, and (3) a "hybrid moth-eye" optical coating which combines the benefits of nano-imprinted moth-eye coatings and traditional multilayer coatings. The technical effectiveness was assessed by measurement of the photovoltaic efficiency of solar cells made using these techniques; the ultrahigh efficiencies targeted by this work are of compelling economic value for concentrating photovoltaics.

    The internal dosimetry program at the Savannah River Site (SRS) consists of radiation protection programs and activities used to detect and evaluate intakes of radioactive material by radiation workers. Examples of such programs are: air monitoring; surface contamination monitoring; personal contamination surveys; radiobioassay; and dose assessment. The objectives of the internal dosimetry program are to demonstrate that the workplace is under control and that workers are not being exposed to radioactive material, and to detect and assess inadvertent intakes in the workplace. The Savannah River Site Internal Dosimetry Technical Basis Manual (TBM) is intended to provide a technical and philosophical discussion of the radiobioassay and dose assessment aspects of the internal dosimetry program.     The NREL PVWatts(TM) calculator is a web application developed by the National Renewable Energy Laboratory (NREL) that estimates the electricity production of a grid-connected photovoltaic system based on a few simple inputs. PVWatts combines a number of sub-models to predict overall system performance, and makes several hidden assumptions about performance parameters. This technical reference details the individual sub-models, documents assumptions and hidden parameters, and explains the sequence of calculations that yield the final system performance estimation.

    In August 1983 an NRC task group was formed to investigate problems with surveillance testing required by Technical Specifications, and to recommend approaches to effect improvements. NUREG-1024 ( Technical Specifications-Enhancing Safety Impact'') resulted, and it contained recommendations to review the basis for test frequencies; to ensure that the tests promote safety and do not degrade equipment; and to review surveillance tests so that they do not unnecessarily burden personnel. The Technical Specifications Improvement Program (TSIP) was established in December 1984 to provide the framework for rewriting and improving the Technical Specifications. As an element of the TSIP, all Technical Specifications surveillance requirements were comprehensively examined as recommended in NUREG-1024. The results of that effort are presented in this report. The study found that while some testing at power is essential to verify equipment and system operability, safety can be improved, equipment degradation decreased, and unnecessary personnel burden relaxed by reducing the amount of testing at power.

    JHU/APL conducted solid propellant fire characterization tests in warm, humid, ambient conditions near sea level. Yttria and ceria surrogate materials were placed in the fires. The substrates simulating ground surfaces were concrete from a Kennedy Space Center launch pad, and steel covered with a protective ablative material representing a launch platform. In-situ instrumentation consisted of witness materials, thermocouples, air handlers, filters, and cascade impactors; remote instrumentation consisted of optical cameras and spectrometers. Test and analysis team members included the Naval Air Warfare Center Aircraft Division, Sandia National Laboratories (SNL), Alliant Techsystems, and the Johns Hopkins University. Test data were analyzed, reported, and delivered, including plume rise and transport captured on video. Derivation of the alumina particle size distributions formed the basis for condensing vapor and agglomeration estimates. Assessment of alumina mass in the plume, along with the surrogate fraction from filter forensics, provided an estimate of airborne surrogate mass. Technical interchange meetings were held with SNL and the Jet Propulsion Laboratory. Specifications for the fire environment were developed and delivered. A thermochemistry model that simultaneously provides the maximum temperature and heat flux was developed and delivered. An SPIE paper on 3D pyrometry of the fire was written and presented.

    This Technical Report is a detailed presentation of the actions Bonneville Power Administration (BPA) will take to develop new resources to meet the power requirements of its customers. The primary focus of this report is on what BPA will do in Fiscal Years (FY's) 1992 and 1993. However, much care has been taken to define near-term actions aimed at meeting BPA's long-term needs. An aggressive, steadily increasing conservation program forms the foundation of the 1990 Resource Program and resource acquisitions for FY's 1992 and 1993. BPA's commitment to a steady ramp-up of the conservation program is key to achieving the least-cost approach to resource development, and to making the conservation resource deliverable in the long run. By itself, conservation can meet much of the likely range of load growth that BPA faces. A diverse mix of generation resources in small increments is the second cornerstone of the 1990 Resource Program. These generation resources can meet the rest of the likely range of BPA resource needs. Finally, a Resource Contingency Plan prepares BPA to reliably meet load in the event that load growth exceeds the likely range. 14 figs., 27 tabs.

    Tank Characterization Technical Sampling Basis (this document) is the first step of an in place working process to plan characterization activities in an optimal manner. This document will be used to develop the revision of the Waste Information Requirements Document (WIRD) (Winkelman et al. 1997) and ultimately, to create sampling schedules. The revised WIRD will define all Characterization Project activities over the course of subsequent fiscal years 1999 through 2002. This document establishes priorities for sampling and characterization activities conducted under the Tank Waste Remediation System (TWRS) Tank Waste Characterization Project. The Tank Waste Characterization Project is designed to provide all TWRS programs with information describing the physical, chemical, and radiological properties of the contents of waste storage tanks at the Hanford Site. These tanks contain radioactive waste generated from the production of nuclear weapons materials at the Hanford Site. The waste composition varies from tank to tank because of the large number of chemical processes that were used when producing nuclear weapons materials over the years and because the wastes were mixed during efforts to better use tank storage space. The Tank Waste Characterization Project mission is to provide information and waste sample material necessary for TWRS to define and maintain safe interim storage and to process waste fractions into stable forms for ultimate disposal. This document integrates the information needed to address safety issues, regulatory requirements, and retrieval, treatment, and immobilization requirements. Characterization sampling to support tank farm operational needs is also discussed.

    The threat of nuclear terrorism is real and poses a significant challenge to both U.S. and global security. For terrorists, the challenge is not so much the actual design of an improvised nuclear device (IND) but more the acquisition of the special nuclear material (SNM), either highly enriched uranium (HEU) or plutonium, to make the fission weapon. This paper provides two examples of technical solutions that were developed in support of the nonproliferation objective of reducing the opportunity for acquisition of HEU. The first example reviews technologies used to monitor centrifuge enrichment plants to determine if there is any diversion of uranium materials or misuse of facilities to produce undeclared product. The discussion begins with a brief overview of the basics of uranium processing and enrichment. The role of the International Atomic Energy Agency (IAEA), its safeguard objectives and how the technology evolved to meet those objectives will be described. The second example focuses on technologies developed and deployed to monitor the blend down of 500 metric tons of HEU from Russia's dismantled nuclear weapons to reactor fuel or low enriched uranium (LEU) under the U.S.-Russia HEU Purchase Agreement. This reactor fuel was then purchased by U.S. fuel fabricators and provided about half the fuel for the domestic power reactors. The Department of Energy established the HEU Transparency Program to provide confidence that weapons usable HEU was being blended down and thus removed from any potential theft scenario. Two measurement technologies, an enrichment meter and a flow monitor, were combined into an automated blend down monitoring system (BDMS) and were deployed to four sites in Russia to provide 24/7 monitoring of the blend down. Data was downloaded and analyzed periodically by inspectors to provide the assurances required.

    This report lists the Hanford specific files (Table 1) that make up the Hanford Site Technical Baseline Database. Table 2 includes the delta files that delineate the differences between this revision and revision 0 of the Hanford Site Technical Baseline Database. This information is being managed and maintained on the Hanford RDD-100 System, which uses the capabilities of RDD-100, a systems engineering software system of Ascent Logic Corporation (ALC). This revision of the Hanford Site Technical Baseline Database uses RDD-100 version 3.0.2.2 (see Table 3). Directories reflect those controlled by the Hanford RDD-100 System Administrator. Table 4 provides information regarding the platform. A cassette tape containing the Hanford Site Technical Baseline Database is available.

    The US ITER Project Office (USIPO) is responsible for the ITER central solenoid (CS) contribution to the ITER project. The Central Solenoid Insert (CSI) project will allow ITER validation the appropriate lengths of the conductors to be used in the full-scale CS coils under relevant conditions. The ITER Program plans to build and test a CSI to verify the performance of the CS conductor. The CSI is a one-layer solenoid with an inner diameter of 1.48 m and a height of 4.45 m between electric terminal ends. The coil weight with the terminals is approximately 820 kg without insulation. The major goal of the CSI is to measure the temperature margin of the CS under the ITER direct current (DC) operating conditions, including determining sensitivity to load cycles. Performance of the joints, ramp rate sensitivity, and stability against thermal or electromagnetic disturbances, electrical insulation, losses, and instrumentation are addressed separately and therefore are not major goals in this project. However, losses and joint performance will be tested during the CSI testing campaign. The USIPO will build the CSI that will be tested at the Central Solenoid Model Coil (CSMC) Test Facility at the Japan Atomic Energy Agency (JAEA), Naka, Japan. The industrial vendors (the Suppliers) will report to the USIPO (the Company). All approvals to proceed will be issued by the Company, which in some cases, as specified in this document, will also require the approval of the ITER Organization. Responsibilities and obligations will be covered by respective contracts between the USIPO, called Company interchangeably, and the industrial Prime Contractors, called Suppliers. Different stages of work may be performed by more than one Prime Contractor, as described in this specification. Technical requirements of the contract between the Company and the Prime Contractor will be covered by the Fabrication Specifications developed by the Prime Contractor based on this document and approved by the Company and ITER. The Fabrication Specifications may reflect some national requirements and regulations that are not fully provided here. This document presents the ITER CSI specifications.

    The overall goal of this project was to establish an education and training program in biobased products at Iowa State University (ISU). In particular, a graduate program in Biorenewable Resources and Technology (BRT) was to be established as a way of offering students advanced study in the use of plant- and crop-based resources in the production of biobased products. The program was to include three fundamental elements: an academic program, a research program, and industrial interactions. The academic program set out to introduce a new graduate major in Biorenewable Resources and Technology. Unlike other schools, which only offer certificates or areas of emphasis in biobased products, Iowa State University offers both M.S. and Ph.D degrees through its graduate program. Core required courses in Biorenewable Resources and Technology include a foundation course entitled Fundamentals of Biorenewable Resources (BRT 501); a seminar course entitled Biobased Products Seminar (BRT 506); a laboratory course, and a special topics laboratory course. The foundation course is a three-credit course introducing students to basic concepts in biorenewable resources and technology. The seminar course provides students with an opportunity to hear from nationally and internationally recognized leaders in the field. The laboratory requirement is a 1-credit laboratory course or a special topics laboratory/research experience (BRT 591L). As part of student recruitment, quarter-time assistantships from DOE funds were offered to supplement assistantships provided by faculty to students. Research was built around platform teams in an effort to encourage interdisciplinary research and collaborative student learning in biorenewable resources. A platform is defined as the convergence of enabling technologies into a highly integrated system for transforming a specific feedstock into desired products. The platform teams parallel the way industry conducts research and product development. Platform teams organize faculty and students for cross-disciplinary, systems-oriented research and collaborative learning. To date, nine platforms have been developed, although these will most likely be reorganized into a smaller number of broader topics. In the spring of 2004, BRT faculty initiated a regional partnership and collaborative learning program with colleagues at the University of Minnesota, Kansas State University, and South Dakota State University to develop distance education courses in biorenewable resources and technology. As a fledgling graduate program, the BRT graduate program didn’t have the breadth of resources to offer a large number of courses in biorenewables. Other schools faced a similar problem. The academic consortium as first conceived would allow students from the member schools to enroll in biorenewables courses from any of the participating schools, which would assure the necessary enrollment numbers to offer specialized course work. Since its inception, the collaborative curriculum partnership has expanded to include Louisiana State University and the University of Wisconsin. A second international curriculum development campaign was also initiated in the spring of 2004. In particular, several BRT faculty teamed with colleagues at the University of Arkansas, University of Washington, University of Gent (Belgium), National Polytechnic Institute of Toulouse (France), and Technical University of Graz (Austria) to develop an EU-US exchange program in higher education and vocational education/training (entitled “Renewable Resources and Clean Technology”).
