    Carbonaceous particles are a minor constituent of the atmosphere but have a profound effect on air quality, human health, visibility and climate. The importance of carbonaceous particles has been increasingly recognized and become a mainstream topic at numerous conferences. Such was not the case in 1978, when the 1st International Conference on Carbonaceous Particles in the Atmosphere (ICCPA), or ''Carbon Conference'' as it is widely known, was introduced as a new forum to bring together scientists who were just beginning to reveal the importance and complexity of carbonaceous particles in the environment. Table 1 lists the conference dates, venues in the series as well as the proceedings, and special issues resulting form the meetings. Penner and Novakov (Penner and Novakov, 1996) provide an excellent historical perspective to the early ICCPA Conferences. Thirty years later, the ninth in this conference series was held at its inception site, Berkeley, California, attended by 160 scientists from 31 countries, and featuring both new and old themes in 49 oral and 83 poster presentations. Topics covered such areas as historical trends in black carbon aerosol, ambient concentrations, analytic techniques, secondary aerosol formation, biogenic, biomass, and HULIS1 characterization, optical properties, and regional and global climate effects. The conference website, http://iccpa.lbl.gov/, holds the agenda, as well as many presentations, for the 9th ICCPA. The 10th ICCPA is tentatively scheduled for 2011 in Vienna, Austria. The papers in this issue are representative of several of the themes discussed in the conference. Ban-Weiss et al., (Ban-Weiss et al., accepted) measured the abundance of ultrafine particles in a traffic tunnel and found that heavy duty diesel trucks emit at least an order of magnitude more ultrafine particles than light duty gas-powered vehicles per unit of fuel burned. Understanding of this issue is important as ultrafine particles have been shown to adversely affect human health (Lighty et al., 2000; Pope and Dockery, 2006). Gan et al. (Gan et al., accepted) examined the indoor air quality aboard submarines and found that the diesel particulate matter concentrations exceeded the EPA 24 hour standard. Claeys et al. (Claeys et al., accepted) studied the importance and sources of secondary organic aerosol (SOA) in remote marine environment during a period of high biological activity. Methanesulphonate was the major SOA compound detected and there was no evidence for SOA from isoprene. The optical properties of gasoline and diesel vehicle particulate emissions and their relative contribution to radiative forcing was studied by Strawa et al. (Strawa et al., accepted).

  15. 8th Annual Glycoscience Symposium: Integrating Models of Plant Cell Wall Structure, Biosynthesis and Assembly

    The Complex Carbohydrate Research Center (CCRC) of the University of Georgia holds a symposium yearly that highlights a broad range of carbohydrate research topics. The 8th Annual Georgia Glycoscience Symposium entitled “Integrating Models of Plant Cell Wall Structure, Biosynthesis and Assembly” was held on April 7, 2014 at the CCRC. The focus of symposium was on the role of glycans in plant cell wall structure and synthesis. The goal was to have world leaders in conjunction with graduate students, postdoctoral fellows and research scientists to propose the newest plant cell wall models. The symposium program closely followed the DOE’s mission and was specifically designed to highlight chemical and biochemical structures and processes important for the formation and modification of renewable plant cell walls which serve as the basis for biomaterial and biofuels. The symposium was attended by both senior investigators in the field as well as students including a total attendance of 103, which included 80 faculty/research scientists, 11 graduate students and 12 Postdoctoral students.

    The 10th Workshop provided a forum for an informal exchange of technical and scientific information between international researchers in the photovoltaic and non-photovoltaic fields. Discussions included the various aspects of impurities and defects in silicon-their properties, the dynamics during device processing, and their application for developing low-cost processes for manufacturing high-efficiency silicon solar cells. Sessions and panel discussions also reviewed thin-film crystalline-silicon PV, advanced cell structures, new processes and process characterization techniques, and future manufacturing requirements to meet the ambitious expansion goals described in the recently released US PV Industry Roadmap. The Workshop also provided an excellent opportunity for researchers in private industry and at universities to recognize a mutual need for future collaborative research. The three-day workshop consisted of presentations by invited speakers, followed by discussion sessions. In addition, there was two poster sessions presenting the latest research and development results. The subjects discussed included: solar cell processing, light-induced degradation, gettering and passivation, crystalline silicon growth, thin-film silicon solar cells, and impurities and defects. Two special sessions featured at this workshop: advanced metallization and interconnections, and characterization methods.

    The DOE funds helped support an International Conference, Calix 2007, whose focus was on Supramolecular Chemistry. The conference was held at the University of Maryland from August 6-9, 2007 (Figure 1). The conference website is at www.chem.umd.edu/Conferences/Calix2007. This biannual conference had previously been held in the Czech Republic (2005), Canada (2003), Netherlands (2001), Australia (1999), Italy (1997), USA (Fort Worth, 1995) Japan (1993) and Germany (1991). Calixarenes are cup-shaped compounds that are a major part of Supramolecular Chemistry, for which Cram, Lehn and Pederson were awarded a Nobel Prize 20 years ago. Calixarene chemistry has expanded greatly in the last 2 decades, as these compounds are used in synthetic and mechanistic chemistry, separations science, materials science, nanoscience and biological chemistry. The organizing committee was quite happy that Calix 2007 encompassed the broad scope and interdisciplinary nature of the field. Our goal was to bring together leading scientists interested in calixarenes, molecular recognition, nanoscience and supramolecular chemistry. We believe that new research directions and collaborations resulted from an exchange of ideas between conferees. This grant from the DOE was crucial toward achieving that goal, as the funds helped cover some of the registration and accommodations costs for the speakers.

  5. Detecting terrorist nuclear weapons at sea: The 10th door problem

    While screening commercial cargo containers for the possible presence of WMD is important and necessary smugglers have successfully exploited the many other vehicles transporting cargo into the US including medium and small vessels at sea. These vessels provide a venue that is currently not screened and widely used. Physics limits that make screening of large vessels prohibitive impractical do not prohibit effective screening of the smaller vessels. While passive radiation detection is probably ineffective at sea active interrogation may provide a successful approach. The physics limits of active interrogation of ships at sea from standoff platforms are discussed. Autonomous platforms that could carry interrogation systems at sea, both airborne and submersible, are summarized and their utilization discussed. An R&D program to investigate the limits of this approach to screening ships at sea is indicated and limitations estimated.

    The supercritical water-cooled reactor (SCWR) is one of the six reactor technologies selected for research and development under the Generation-IV program. SCWRs are promising advanced nuclear systems because of their high thermal efficiency (i.e., about 45% vs. about 33% efficiency for current Light Water Reactors, LWRs) and considerable plant simplification. SCWRs are basically LWRs operating at higher pressure and temperatures with a direct once-through cycle. Operation above the critical pressure eliminates coolant boiling, so the coolant remains single-phase throughout the system. Thus the need for recirculation and jet pumps, a pressurizer, steam generators, steam separators and dryers is eliminated. The main mission of the SCWR is generation of low-cost electricity. It is built upon two proven technologies, LWRs, which are the most commonly deployed power generating reactors in the world, and supercritical fossil-fired boilers, a large number of which is also in use around the world.

    Plaintiff Rocky Mountain Oil and Gas Association, a non-profit trade association, brought suit against the Secretary of the Interior, challenging land management policies of the Department of the Interior which plaintiff contended have effectively prohibited oil and gas exploration in areas proposed as wilderness under the Federal Land Policy Management Act of 1976 (FLPMA). The principal issue at trial was Interior's interpretation of the wilderness study provisions contained in Section 603 of the Act, which directed that activities on oil and gas leases in proposed wilderness areas be managed so as to prevent impairment of wilderness values. The United States Court for the District of Wyoming, Kerr, J., held that strict application of the non-impairment standard of Section 603, FLPMA, by the Department of the Interior virtually halted oil and gas exploration in proposed wilderness areas, and is therefore statutorily erroneous, clearly contrary to Congressional intent, and counter-productive to public interest. The Trial Court's decision is being appealed to the Tenth Circuit Court of Appeals under the title Rocky Mountain Oil and Gas Association v. Watt. 91 references.

  15. Low- and high-order harmonic generation in the extended plasmas produced by laser ablation of zinc and manganese targets

    The systematic studies of the harmonic generation of ultrashort laser pulses in the 5-mm-long Zn and Mn plasmas (i.e., application of nanosecond, picosecond, and femtosecond pulses for ablation, comparison of harmonic generation from atomic, ionic, and cluster-contained species of plasma, variation of plasma length, two-color pump of plasmas, etc.) are presented. The conversion efficiency of the 11th–19th harmonics generated in the Zn plasma was ∼5 × 10{sup −5}. The role of the ionic resonances of Zn near the 9th and 10th harmonics on the enhancement of harmonics is discussed. The enhancement of harmonics was also analyzed using the two-color pump of extended plasmas, which showed similar intensities of the odd and even harmonics along the whole range of generation. The harmonics up to the 107th order were demonstrated in the case of manganese plasma. The comparison of harmonic generation in the 5-mm-long and commonly used short (≤0.5 mm) plasma plumes showed the advanced properties of extended media.

    This software, a library, contains FORTRAN77 subroutines to calculate first and second derivatives up to 8th order, interpolations (1D and 2D) up to 10th order and filters up to 14th order. Only even orders are addressed and finite-difference stencils are implemented on a vertex-centered mesh. The primary aim of this library is to be used in block-structured adaptive mesh simulations where high order is desired. The interpolants in this library are essentially designed to domore » prolongations and restrictions between levels of rfinement - however, they assume that the refinement ratio is 2. The filters are provided to remove high wavenumber content from solutions in case Runge phenomenon occurs - a common occurrence in case of marginal resolution of the solution.     Serum levels of cardiac troponins serve as biomarkers of myocardial injury. However, troponins are released into the serum only after damage to cardiac tissue has occurred. Here, we report development of a mouse model of doxorubicin (DOX)-induced chronic cardiotoxicity to aid in the identification of predictive biomarkers of early events of cardiac tissue injury. Male B6C3F{sub 1} mice were administered intravenous DOX at 3 mg/kg body weight, or an equivalent volume of saline, once a week for 4, 6, 8, 10, 12, and 14 weeks, resulting in cumulative DOX doses of 12, 18, 24, 30, 36, and 42 mg/kg, respectively. Mice were sacrificed a week following the last dose. A significant reduction in body weight gain was observed in mice following exposure to a weekly DOX dose for 1 week and longer compared to saline-treated controls. DOX treatment also resulted in declines in red blood cell count, hemoglobin level, and hematocrit compared to saline-treated controls after the 2nd weekly dose until the 8th and 9th doses, followed by a modest recovery. All DOX-treated mice had significant elevations in cardiac troponin T concentrations in plasma compared to saline-treated controls, indicating cardiac tissue injury. Also, a dose-related increase in the severity of cardiac lesions was seen in mice exposed to 24 mg/kg DOX and higher cumulative doses. Mice treated with cumulative DOX doses of 30 mg/kg and higher showed a significant decline in heart rate, suggesting drug-induced cardiac dysfunction. Altogether, these findings demonstrate the development of DOX-induced chronic cardiotoxicity in B6C3F{sub 1} mice. -- Highlights: ? 24 mg/kg was a cumulative cardiotoxic dose of doxorubicin in male B6C3F{sub 1} mice. ? Doxorubicin-induced hematological toxicity was in association with splenomegaly. ? Doxorubicin induced severe testicular toxicity in B6C3F{sub 1} male mice.

    Elf Petroleum Norge had for 10 years been operating the North East Frigg field. This gas field was the first subsea field on the Norwegian Continental shelf. It was shut down on the 8th May 1993. Elf Petroleum Norge used the shut down as an ideal opportunity to review the performance of the subsea equipment.     The GF-1, GF-2, and GF-3 capsule tests were irradiated in the Siloe reactor at Grenoble, France, between October 31, 1973, and July 25, 1975. High-enriched uranium (HEU) mixed oxide (8Th,U)O/sub 2/ fissile and ThO/sub 2/ fertile particles were tested over the following exposure conditions: 3.8 to 11.0 x 10/sup 25/ n/m/sup 2/ (E > 29 fJ)/sub HTGR/; 960/sup 0/ to 1120/sup 0/C time volume average temperature; and mixed oxide (8Th,U)O/sub 2/ burnup between 5.3 and 11.4% FIMA and ThO/sub 2/ burnup between 1.1 and 3.6% FIMA. Postirradiation examination of HTGR fuel rods in capsules GF-1, GF-2, and GF-3 showed acceptable structural integrity and irradiation-induced dimensional changes that were consistent with model predictions. Pressure vessel failure levels between different TRISO-coated (8Th,U)O/sub 2/ fissile particle types showed that the 400-..mu..m-diameter kernel design was more conservative than the 500-..mu..m-diameter designs.

    By solving the two-active-electron time-dependent Schroedinger equation in an intense, ultrashort laser field, we investigate evidence of electron correlations in the high-order harmonic generation spectrum of helium. As the frequency of the driving laser pulse varies from 4.6 to 6.6 eV, the 13th, 11th, and 9th harmonics sequentially become resonant with the transition between the ground state and the isolated 2s2p({sup 1}P) autoionizing state of helium, which dramatically enhances these harmonics and changes their profiles. When each of the 9th and 13th harmonics are in resonance with this autoionizing state, there is also a low-order multiphoton resonance with a Rydberg state, resulting in a particularly large enhancement of these harmonics relative to neighboring harmonics. When the 11th harmonic is in resonance with the 2s2p({sup 1}P) autoionizing state, the 13th harmonic is simultaneously in resonance with numerous higher-energy autoionizing states, resulting in a competition between these two harmonics for intensity. These results demonstrate that even electron correlations occurring over a narrow energy interval can have a significant effect on strong-field processes such as harmonic generation.

    Eighty 4th through 8th grade students and educators were special guests at the White House to kick off the administration’s “Week at the National Labs” event from Feb. 29-March 5.     For the period of the 8th reporting period high-impact control technologies were identified during the meeting at Cooper in Oklahoma City. The technologies that were identified will be tested on the Ajax DP-115 engine and are capable of being widely utilized by the E&P industry. Two major areas where engine controls and ignition systems, but still included were other alternatives to reduce emissions. The most exhilarating item for this quarter was when Ajax engine was delivered to the test bed at the NGML.
