The purpose of this Act to establish a permanent Department of Energy in the executive branch to assist in the development of a coordinated national energy policy.
Since the third National Energy Plan in 1981 total energy efficiency has increased, domestic energy resources are being developed more effectively, oil prices have declined, US dependence on foreign energy sources has diminished, and the nation's vulnerability to energy supply disruptions has been reduced markedly. The policy goal is an adequate supply of energy at reasonable costs. Strategies include minimizing federal control and involvement in energy markets while maintaining public health and safety and environmental quality and promoting a balanced and mixed energy resource system. Federal programs and actions in energy are reviewed.
This plan report is divided into the following chapters: the course ahead, currently predominant fuels (oil, gas), America's energy triad, sources of diversity and long-term supply, sources of uncertainty, summary of current projections, and public comments on the nation's policy toward energy. Section 208 of the Energy Reorganization Act of 1974 (PL 93-438) identifies an abnormal occurrence (AO) as an unscheduled incident or event that the Nuclear Regulatory Commission (NRC) determines to be significant from the standpoint of public health or safety. The Federal Reports Elimination and Sunset Act of 1995 (PL 104-66) requires that AOs be reported to Congress on an annual basis. This report includes those events that NRC determined to be AOs during fiscal year 1996. This report addresses eighteen AOs at NRC-licensed facilities. Two involved events at nuclear power plants, eleven involved medical brachytherapy misadministrations, and five involved radiopharmaceutical misadministrations. Eight AOs submitted by the Agreement States are included. One involved stolen radiography cameras, one involved a ruptured source, one involved release of radioactive material while being transported, one involved a lost source, two involved medical brachytherapy misadministrations, and two involved radiopharmaceutical misadministrations. Four updates of previously reported AOs are included in this report. Three ``Other Events of Interest`` events are being reported, and one previously reported ``Other Events of Interest`` event is being updated.

Public Law 95-91, 42 United States Code 7101, Department of Energy Organization Act, Section 642 gives to the Secretary of the Department of Energy the responsibility to approve organization changes affecting the number, designation, or mission of Departmental Elements and to approve the addition, deletion, or transfer of missions and/or functions of or between Departmental Elements. In order to streamline the organizational change process, the Secretary has delegate to the Heads of Departmental Headquarters and Field Elements the authority to approve organization changes. The International Energy Outlook 1994 (IEO94) presents an assessment by the Energy Information Administration (EIA) of the outlook for international energy markets between 1990 and 2010. The report is provided as a statistical service to assist energy managers and analysts, both in government and in the private sector. These forecasts are used by international agencies, Federal and State governments, trade associations, and other planners and decisionmakers. They are published pursuant to the Depart. of Energy Organization Act of 1977 (Public Law 95-91), Section 205(c). The IEO94 projections are based on US and foreign government policies in effect on October 1, 1993-which means that provisions of the Climate Change Action Plan unveiled by the Administration in mid-October are not reflected by the US projections.
The International Energy Outlook 1995 (IEO95) presents an assessment by the Energy Information Administration (EIA) of the international energy market outlook through 2010. The report is an extension of the EIA`s Annual Energy Outlook 1995 (AEO95), which was prepared using the National Energy Modeling System (NEMS). US projections appearing in the IEO95 are consistent with those published in the AEO95. IEO95 is provided as a statistical service to energy managers and analysts, both in government and in the private sector. The projects are used by international agencies, Federal and State governments, trade associations, and other planners and decisionmakers. They are published pursuant to the Department of energy Organization Act of 1977 (Public Law 95-91), Section 295(c). The IEO95 projections are based on US and foreign government policies in effect on October 1, 1994. IEO95 displays projections according to six basic country groupings. The regionalization has changed since last year`s report. Mexico has been added to the Organization for Economic Cooperation and Development (OECD), and a more detailed regionalization has been incorporated for the remainder of the world, including the following subgroups: non-OECD Asia, Africa, Middle East, and Central and South America. China is included in non-OECD Asia. Eastern Europe and the former Soviet Union are combined in the EE/FSU subgroup.
The International Petroleum Statistics Report is a monthly publication that provides current international oil data. This report is published for the use of Members of Congress, Federal agencies, State agencies, industry, and the general public. Publication of this report is in keeping with responsibilities given the Energy Information Administration in Public Law 95-91. The International Petroleum Statistics Report presents data on international oil production, demand, imports, and stocks. The report has four sections. Section 1 contains time series data on world oil production, and on oil demand and stocks in the Organization for Economic Cooperation and Development (OECD). This section contains annual data beginning in 1985, and monthly data for the most recent two years. Section 2 presents an oil supply/demand balance for the world. This balance is presented in quarterly intervals for the most recent two years. Section 3 presents data on oil imports by OECD countries. This section contains annual data for the most recent year, quarterly data for the most recent two quarters, and monthly data for the most recent twelve months. Section 4 presents annual time series data on world oil production and oil stocks, demand, and trade in OECD countries. World oil production and OECD demand data are for the years 1970 through 1995; OECD stocks from 1973 through 1995; and OECD trade from 1985 through 1995.
Coal Production 1987 provides comprehensive information about US coal production, the number of mines, prices, productivity, employment, reserves, and stocks to a wide audience including Congress, federal and state agencies, the coal industry, and the general public. The data presented in this report were collected and published by the Energy Information Administration (EIA), to fulfill its data collection and dissemination responsibilities as specified in the Federal Energy Administration Act of 1974 (P.L. 93-275) as amended. The 1987 coal production and related data presented in this report were obtained from Form EIA-7A, ''Coal Production Report,'' from companies owning mining operations that produced, processed, or prepared 10,000 or more short tons of coal in 1987. This survey originated at the Bureau of Mines, US Department of the Interior. In 1977, the responsibility for taking the survey was transferred to the EIA under the Department of Energy Organization Act (P.L. 95-91). The data cover 3667 of the 4770 US coal mining operations active in 1987. These mining operations accounted for over 99 percent of total US coal production and represented 77 percent of all US coal mining operations in 1987. This issue is the 12th annual report published by EIA and continues the series formerly included as a chapter in the Minerals Yearbook published by the Bureau of Mines. This report also includes data for the demonstrated reserve base of coal in the United States on January 1, 1988. This is the eighth annual summary on minable coal, pursuant to Section 801 of Public Law 95-620. 18 figs., 105 tabs.

The Joule Software Metric for Computational Effectiveness is established by Public Authorizations PL 95-91, Department of Energy Organization Act, and PL 103-62, Government Performance and Results Act. The U.S. Office of Management and Budget (OMB) oversees the preparation and administration of the President s budget; evaluates the effectiveness of agency programs, policies, and procedures; assesses competing funding demands across agencies; and sets the funding priorities for the federal government. The OMB has the power of audit and exercises this right annually for each federal agency. According to the Government Performance and Results Act of 1993 (GPRA), federal agencies are required to develop three planning and performance documents: 1.Strategic Plan: a broad, 3 year outlook; 2.Annual Performance Plan: a focused, 1 year outlook of annual goals and objectives that is reflected in the annual budget request (What results can the agency deliver as part of its public funding?); and 3.Performance and Accountability Report: an annual report that details the previous fiscal year performance (What results did the agency produce in return for its public funding?). OMB uses its Performance Assessment Rating Tool (PART) to perform evaluations. PART has seven worksheets for seven types of agency functions. The function of Research and Development (R&D) programs is included. R&D programs are assessed on the following criteria: Does the R&D program perform a clear role? Has the program set valid long term and annual goals? Is the program well managed? Is the program achieving the results set forth in its GPRA documents? In Fiscal Year (FY) 2003, the Department of Energy Office of Science (DOE SC-1) worked directly with OMB to come to a consensus on an appropriate set of performance measures consistent with PART requirements. The scientific performance expectations of these requirements reach the scope of work conducted at the DOE national laboratories. The Joule system emerged from this interaction. Joule enables the chief financial officer and senior DOE management to track annual performance on a quarterly basis. Joule scores are reported as success, goal met (green light in PART), mixed results, goal partially met (yellow light in PART), and unsatisfactory, goal not met (red light in PART). Joule links the DOE strategic plan to the underlying base program targets.
