ANALYSIS OF THE TANK 5F FINAL CHARATERIZATION SAMPLES-2011

The Savannah River National Laboratory (SRNL) was requested by SRR to provide sample preparation and analysis of the Tank 5F final characterization samples to determine the residual tank inventory prior to grouting. Two types of samples were collected and delivered to SRNL: floor samples across the tank and subsurface samples from mounds near risers 1 and 5 of Tank 5F. These samples were taken from Tank 5F between January and March 2011. These samples from individual locations in the tank (nine floor samples and six mound Tank 5F samples) were each homogenized and combined in a given proportion into 3 distinct composite samples to mimic the average composition in the entire tank. These Tank 5F composite samples were analyzed for radiological, chemical and elemental components. Additional measurements performed on the Tank 5F composite samples include bulk density and water leaching of the solids to account for water soluble species. With analyses for certain challenging radionuclides as the exception, all composite Tank 5F samples were analyzed and reported in triplicate. The target detection limits for isotopes analyzed were based on customer desired detection limits as specified in the technical task request documents. SRNL developed new methodologies to meet these target detection limits and provide data for the extensive suite of components. While many of the target detection limits were met for the species characterized for Tank 5F, as specified in the technical task request, some were not met. In a few cases, the relatively high levels of radioactive species of the same element or a chemically similar element precluded the ability to measure some isotopes to low levels. The Technical Task Request allows that while the analyses of these isotopes is needed, meeting the detection limits for these isotopes is a lower priority than meeting detection limits for the other specified isotopes. The isotopes whose detection limits were not met in all cases included the following: Al-26, Sn-126, Sb-126, Sb-126m, Eu-152 and Cf-249. SRNL, in conjunction with the plant customer, reviewed all these cases and determined that the impacts were negligible.

Oxalate Mass Balance During Chemical Cleaning in Tank 5F

Following chemical cleaning, they collected a solid sample (also known as 'process sample') and submitted it to SRNL for analysis. The authors analyzed these samples to assess the effectiveness of the chemical cleaning process. Analysis of the anions showed the measured oxalate removed from Tank 5F to be approximately 50% of the amount added in the oxalic acid. To close the oxalate mass balance, the author collected solid samples, leached them with nitric acid, and measured the concentration of cations and anions in the leachate.

Following chemical cleaning, they collected a solid sample (also known as 'process sample') and submitted it to SRNL for analysis. The authors analyzed these samples to assess the effectiveness of the chemical cleaning process. The conclusions from this work are: (1) With the exception of iron, the dissolution of sludge components from Tank 5F agreed with results from the actual waste demonstration performed in 2007. The fraction of iron removed from Tank 5F by chemical cleaning was significantly less than the fraction removed in the SRNL demonstrations. The likely cause of this difference is the high pH following the first oxalic acid strike. (2) Most of the sludge mass remaining in the tank is iron and nickel. (3) The remaining sludge contains approximately 26 kg of barium, 37 kg of chromium, and 37 kg of mercury. (4) Most of the radioactivity remaining in the residual material is beta emitters and {sup 90}Sr. (5) The chemical cleaning removed more than {approx} 90% of the uranium isotopes and {sup 137}Cs. (6) The chemical cleaning removed {approx} 70% of the neptunium, {approx} 83% of the {sup 90}Sr, and {approx} 21% of the {sup 60}Co. (7) The chemical cleaning removed less than 10% of the plutonium, americium, and curium isotopes. (8) The chemical cleaning removed more than 90% of the aluminium, calcium, and sodium from the tank. (9) The cleaning operations removed 61% of lithium, 88% of non-radioactive strontium, and 65% of zirconium. The {sup 90}Sr and non-radioactive strontium were measured by different methods, and the differences in the fraction removed are not statistically significant. (10) Chemical cleaning removed 10-50% of the barium, chromium, iron, magnesium, manganese, and silicon. (11) Chemical cleaning removed only {approx}1% of the nickel.

Rampant changes in 5f 5/2 and 5f 7/2 filling across the light and middle actinide metals

We examine the branching ratio of the N{sub 4,5} (4d {yields} 5f ) spectra of Th, U, Np, Pu, Am, and Cm metal using electron energy-loss spectroscopy (EELS) in a transmission electron microscope (TEM), together with many-electron atomic spectral calculations and the spin-orbit sum rule. Our results show that: (1) The actinide metals Pu, Am, and Cm exhibit intermediate coupling. (2) The intermediate coupling values for the 5f states as calculated using a many-electron atomic model are correct for the actinides, this being proven by our new results for curium. (3) The EELS branching ratio is sensitive to the degree of 5f electron delocalization, which is illustrated by the transition from LS to intermediate coupling between U and Pu.

Self-Assembly of Hexanuclear Clusters of 4f and 5f Elements with Cation Specificity

Six hexanuclear clusters of 4f and 5f elements were synthesized by room-temperature slow concentration experiments. Cerium(IV), thorium(IV), and plutonium(IV) each form two different hexanuclear clusters, among which the cerium and plutonium clusters are isotypic, whereas the thorium clusters show more diversity. The change in ionic radii of approximately 0.08 between these different metal ions tunes the cavity size so that NH{sub 4}{sup +} (1.48 ) has the right dimensions to assemble the cerium and plutonium clusters, whereas Cs{sup +} (1.69 ) is necessary to assemble the thorium clusters. If these cations are not used in the reactions, only amorphous material is obtained.

Although actinide (An) L3 -edge X-ray absorption near-edge structure (XANES) spectroscopy has been very effective in determining An oxidation states in insulating, ionically bonded materials, such as in certain coordination compounds and mineral systems, the technique fails in systems featuring more delocalized 5f orbitals, especially in metals. Recently, actinide L3-edge resonant X-ray emission spec- troscopy (RXES) has been shown to be an effective alternative. This technique is further demonstrated here using a parameterized partial unoccupied density of states method to quantify both occupancy and delocalization of the 5f orbital in ?-Pu, ?-Pu, PuCoGa5 , PuCoIn5 , and PuSb2. These new results, supported by FEFF calculations, highlight the effects of strong correlations on RXES spectra and the technique?s ability to differentiate between f-orbital occupation and delocalization.

The Energy Policy and Conservation Act (EPCA) mandated that minimum energy efficiency standards be established for classes of refrigerators and refrigerator-freezers, freezers, clothes dryers, water heaters, room air conditioners, home heating equipment, kitchen ranges and ovens, central air conditioners, and furnaces. EPCA requires that standards be designed to achieve the maximum improvement in energy efficiency that is technologically feasible and economically justified. Following the introductory chapter, Chapter Two describes the methodology used in the economic analysis and its relationship to legislative criteria for consumer product efficiency assessment; details how the CPES Value Model systematically compared and evaluated the economic impacts of regulation on the consumer, manufacturer and Nation. Chapter Three briefly displays the results of the analysis and lists the proposed performance standards by product class. Chapter Four describes the reasons for developing a baseline forecast, characterizes the baseline scenario from which regulatory impacts were calculated and summarizes the primary models, data sources and assumptions used in the baseline formulations. Chapter Five summarizes the methodology used to calculate regulatory impacts; describes the impacts of energy performance standards relative to the baseline discussed in Chapter Four. Also discussed are regional standards and other program alternatives to performance standards. Chapter Six describes the procedure for balancing consumer, manufacturer, and national impacts to select standard levels. Details of models and data bases used in the analysis are included in Appendices A through K.

Thermal indicator for wells  

DOE Patents [OSTI]

Minute durable plate-like thermal indicators are employed for precision measuring static and dynamic temperatures of well drilling fluids. The indicators are small enough and sufficiently durable to be circulated in the well with drilling fluids during the drilling operation. The indicators include a heat resistant indicating layer, a coacting meltable solid component and a retainer body which serves to unitize each indicator and which may carry permanent indicator identifying indicia. The indicators are recovered from the drilling fluid at ground level by known techniques.

This paper presents a study of the economic performance of Fission/Fusion Hybrid devices. This work takes fusion breeder cost estimates and applies methodology and cost factors used in the fission reactor programs to compare fusion breeders with Liquid Metal Fast Breeder Reactors (LMFBR). The results of the analysis indicate that the Hybrid will be in the same competitive range as proposed LMFBRs and have the potential to provide economically competitive power in a future of rising uranium prices. The sensitivity of the results to variations in key parameters is included.

Said seal comprises a shrinkable tube having a visible pattern of markings which is shrunk over th item to be sealed, and a second transparent tube, having a second visible marking pattern, which is shrunk over the item and the first tube. Review of sustainability indices and indicators: Towards a new City Sustainability Index (CSI)

The purpose of this paper is to discuss conceptual requirements for a City Sustainability Index (CSI) and to review existing major sustainability indices/indicators in terms of the requirements. The following indices are reviewed: Ecological Footprint (EF), Environmental Sustainability Index (ESI), Dashboard of Sustainability (DS), Welfare Index, Genuine Progress Indicator (GPI), Index of Sustainable Economic Welfare, City Development Index, emergy/exergy, Human Development Index (HDI), Environmental Vulnerability Index (EVI), Environmental Policy Index (EPI), Living Planet Index (LPI), Environmentally-adjusted Domestic Product (EDP), Genuine Saving (GS), and some applications of composite indices or/and multivariate indicators to local or regional context as case studies. The key conceptual requirements for an adequate CSI are: (i) to consider environmental, economic and social aspects (the triple bottom line of sustainability) from the viewpoint of strong sustainability; (ii) to capture external impacts (leakage effects) of city on other areas beyond the city boundaries particularly in terms of environmental aspects; (iii) to create indices/indicators originally for the purpose of assessing city sustainability; and (iv) to be able to assess world cities in both developed and developing countries using common axes of evaluation. Based on the review, we conclude that it is necessary to create a new CSI that enables us to assess and compare cities' sustainability performance in order to understand the global impact of cities on the environment and human life as compared with their economic contribution. In the future, the CSI will be able to provide local authorities with guidance toward sustainable paths. - Highlights: Black-Right-Pointing-Pointer We derive the four key requirements for a new City Sustainability Index (CSI) system. Black-Right-Pointing-Pointer First, the triple bottom line must be considered in terms of strong sustainability. Black-Right-Pointing-Pointer Second, environmental leakage effects beyond city boundaries should be captured. Black-Right-Pointing-Pointer Third, 'city sustainability' should be originally considered when CSI is created. Black-Right-Pointing-Pointer Fourth, cities in developed and developing countries can be evaluated without bias.

This is a progress report on the first phase of a project to measure the economic impacts of a rapidly changing U.S. target base. The purpose of the first phase is to designate and test the macroeconomic impact analysis model. Criteria were established for a decision-support model. Additional criteria were defined for an interactive macroeconomic impact analysis model. After a review of several models, the Economic Impact Forecast System model of the U.S. Army Construction Research Laboratory was selected as the appropriate input-output tool that can address local and regional economic analysis. The model was applied to five test cases to demonstrate its utility and define possible revisions to meet project criteria. A plan for EIFS access was defined at three levels. Objectives and tasks for scenario refinement are proposed.

New methanol synthesis technology, such as slurry phase reactors, are outlined but appear to offer little advantage over conventional technology for offshore gas utilization. The purification of methanol for fuel and chemical grade product is outlined and the cost of transport presented. The data presented gives an overview of the production costs for production of methanol from large gas reserves (> 1Tcf, 25--35PJ/a) and smaller scale reserves (10--20MMscfd, 4--10PJ/a). The variation of the production cost of methanol with gas price indicates that the gas price is the principal economic consideration. However, adoption of new technology will improve production economics by an amount equivalent to an incremental gas cost of about $0.5/GJ. For gas reserves of low development cost, the adoption of new technology is not a prerequisite to economic viability.

This Methodology Booklet provides a comprehensive review and methodology guiding principles for constructing energy efficiency indicators, with illustrative examples of application to individual countries. It reviews work done by international agencies and national government in constructing meaningful energy efficiency indicators that help policy makers to assess changes in energy efficiency over time. Building on past OECD experience and best practices, and the knowledge of these countries' institutions, relevant sources of information to construct an energy indicator database are identified. A framework based on levels of hierarchy of indicators -- spanning from aggregate, macro level to disaggregated end-use level metrics -- is presented to help shape the understanding of assessing energy efficiency. In each sector of activity: industry, commercial, residential, agriculture and transport, indicators are presented and recommendations to distinguish the different factors affecting energy use are highlighted. The methodology booklet addresses specifically issues that are relevant to developing indicators where activity is a major factor driving energy demand. A companion spreadsheet tool is available upon request.

This report provides an economic analysis of nine federally-supported geothermal direct heat applications which were part of DOE's Program Opportunity Notice (PON) program. Three of the projects analyzed were user-owned systems, and six were district heating systems. Five of the nine projects are successful from an economic standpoint and the majority of these projects are in areas where geothermal energy has long been used for heating. The results of this analysis indicate that geothermal energy projects can be economic under certain conditions, but these conditions may not be very widespread.

Oil exports, structural change, and economic development in Iran

Within the broad Chenery-Kuznets framework, using structural change as a major indicator of economic development, this study investigates the direction and magnitude and broad features of structural change in Iran, and the role of oil production and exports in that change. Although the study covers a larger horizon, the analysis is focused on the period 1955 through 1977. A similar but less-detailed investigation is conducted for Algeria, Indonesia, and Venezuela also, and a cross-country, comparative perspective is generated. The study shows that, in general, the structural changes in Iran have either been weak (for example, in production and employment), or they are contrary to what the model would predict (for instance in trade). The pattern of structural change observed in Iran, therefore, does not indicate any significant economic development even though per capita income increased five-fold over the period 1955 through 1977. In short, oil does not appear to have been an engine of economic development in Iran. The situation appears broadly similar for the other three countries. Based on these findings, the study offers some suggestions concerning the future economic strategies that should enhance very considerably the contribution that oil industry can make toward Iran's economic development, and should thus accelerate the pace of economic development. These suggestions may be useful to other oil-exporting countries as well.

A hybrid counter array device for counting events with interrupt indication includes a first counter portion comprising N counter devices, each for counting signals representing event occurrences and providing a first count value representing lower order bits. An overflow bit device associated with each respective counter device is additionally set in response to an overflow condition. The hybrid counter array includes a second counter portion comprising a memory array device having N addressable memory locations in correspondence with the N counter devices, each addressable memory location for storing a second count value representing higher order bits. An operatively coupled control device monitors each associated overflow bit device and initiates incrementing a second count value stored at a corresponding memory location in response to a respective overflow bit being set. The incremented second count value is compared to an interrupt threshold value stored in a threshold register, and, when the second counter value is equal to the interrupt threshold value, a corresponding "interrupt arm" bit is set to enable a fast interrupt indication. On a subsequent roll-over of the lower bits of that counter, the interrupt will be fired.

This paper is an economic comparison of the coal-fired magnetohydrodynamics (MHD) technology with conventional coal-fired steam power plants; the comparisons made are based on a levelized Cost of Electricity for similarly sized plants. A revenue requirement analysis was used for the economic evaluation of engineering alternatives in the electric utility industry. The basis for the MHD technology used in the comparison is a recently completed conceptual design done by the MHD Development Corporation for retrofitting the coal-fired J.E. Corette plant with a 250-MW MHD unit. A 500-MW MHD consideration is based on the Advanced Power Train predictions of the Department of Energy (DOE), and the conventional plant considerations are based on the Technical Assessment Guide of the Electric Power Research Institute (EPRI). The economic comparisons indicate that MHD is considerably more attractive than a conventional unit.

Natural gas could be an important alternative energy source in meeting some of the market demand presently met by liquid products from crude oil. This study was initiated to analyze three energy markets to determine if greater use could be made of natural gas or natural gas derived products and if those products could be provided on an economically competitive basis. The three markets targeted for possible increases in gas use were motor fuels, power generation, and the chemical feedstocks market. The economics of processes to convert natural gas to transportation fuels, chemical products, and power were analyzed. The economic analysis was accomplished by drawing on a variety of detailed economic studies, updating them and bringing the results to a common basis. The processes analyzed included production of methanol, MTBE, higher alcohols, gasoline, CNG, and LNG for the transportation market. Production and use of methanol and ammonia in the chemical feedstock market and use of natural gas for power generation were also assessed. Use of both high and low quality gas as a process feed stream was evaluated. The analysis also explored the impact of various gas price growth rates and process facility locations, including remote gas areas. In assessing the transportation fuels market the analysis examined production and use of both conventional and new alternative motor fuels.

Can combining economizers with improved filtration save energy and protect equipment in data centers?

Economizer use in data centers is an energy efficiency strategy that could significantly limit electricity demand in this rapidly growing economic sector. Widespread economizer implementation, however, has been hindered by potential equipment reliability concerns associated with exposing information technology equipment to particulate matter of outdoor origin. This study explores the feasibility of using economizers in data centers to save energy while controlling particle concentrations with high-quality air filtration. Physical and chemical properties of indoor and outdoor particles were analyzed at an operating northern California data center equipped with an economizer under varying levels of air filtration efficiency. Results show that when improved filtration is used in combination with an economizer, the indoor/outdoor concentration ratios for most measured particle types were similar to levels when using conventional filtration without economizers. An energy analysis of the data center reveals that, even during the summer months, chiller savings from economizer use greatly outweigh any increase in fan power associated with improved filtration. These findings indicate that economizer use combined with improved filtration could reduce data center energy demand while providing a level of protection from particles of outdoor origin similar to that observed with conventional design.

A model to determine financial indicators for organic solar cells

Organic solar cells are an emerging photovoltaic technology that is inexpensive and easy to manufacture, despite low efficiency and stability. A model, named TEEOS (Technical and Economic Evaluator for Organic Solar), is presented that evaluates organic solar cells for various solar energy applications in different geographic locations, in terms of two financial indicators, payback period and net present value (NPV). TEEOS uses SMARTS2 software to estimate broadband (280-4000 nm) spectral irradiance data and with the use of a cloud modification factor, predicts hourly irradiation in the absence of actual broadband irradiance data, which is scarce for most urban locations. By using the avoided cost of electricity, annual savings are calculated which produce the financial indicators. It is hoped that these financial indicators can help guide certain technical decisions regarding the direction of research for organic solar cells, for example, increasing efficiency or increasing the absorptive wavelength range. A sample calculation using solar hats is shown to be uneconomical, but a good example of large-scale organic PV production. (author)

Improved Economics of Nuclear Plant Life Management

The adoption of new on-line monitoring, diagnostic and eventually prognostics technologies has the potential to impact the economics of the existing nuclear power plant fleet, new plants and future advanced designs. To move from periodic inspection to on-line monitoring for condition based maintenance and eventually prognostics will require advances in sensors, better understanding of what and how to measure within the plant; enhanced data interrogation, communication and integration; new predictive models for damage/aging evolution; system integration for real world deployments; quantification of uncertainties in what are inherently ill-posed problems and integration of enhanced condition based maintenance/prognostics philosophies into new plant designs, operation and O&M approaches. The move to digital systems in petrochemical, process and fossil fuel power plants is enabling major advances to occur in the instrumentation, controls and monitoring systems and approaches employed. The adoption within the nuclear power community of advanced on-line monitoring and advanced diagnostics has the potential for the reduction in costly periodic surveillance that requires plant shut-down , more accurate cost-benefit analysis, just-in-time maintenance, pre-staging of maintenance tasks, move towards true operation without failures and a jump start on advanced technologies for new plant concepts, such as those under the International Gen IV Program. There are significant opportunities to adopt condition-based maintenance when upgrades are implemented at existing facilities. The economic benefit from a predictive maintenance program based upon advanced on-line monitoring and advanced diagnostics can be demonstrated from a cost/benefit analysis. An analysis of the 104 US legacy systems has indicated potential savings at over $1B per year when applied to all key equipment; a summary of the supporting analysis is provided in this paper.

This work presents detailed comparative analysis on the production economics of both current and future biofuels, including ethanol, biodiesel, and butanol. Our objectives include demonstrating the impact of key parameters on the overall process economics (e.g., plant capacity, raw material pricing, and yield) and comparing how next-generation technologies and fuels will differ from today's technologies. The commercialized processes and corresponding economics presented here include corn-based ethanol, sugarcane-based ethanol, and soy-based biodiesel. While actual full-scale economic data are available for these processes, they have also been modeled using detailed process simulation. For future biofuel technologies, detailed techno-economic data exist for cellulosic ethanol from both biochemical and thermochemical conversion. In addition, similar techno-economic models have been created for n-butanol production based on publicly available literature data. Key technical and economic challenges facing all of these biofuels are discussed.

This article explores design and economics when sulfuric acid is the catalyst. The profitability of MTBE production depends mainly on the cost of butenes and methhanol. Thus, the example shows MTBE made with a catalyst of sulfuric acid was profitable at a Saudi Arabian location, even though it was not profitable at a U.S. Gulf Coast location.

Pandemic influenza has become a serious global health concern; in response, governments around the world have allocated increasing funds to containment of public health threats from this disease. Pandemic influenza is also recognized to have serious economic implications, causing illness and absence that reduces worker productivity and economic output and, through mortality, robs nations of their most valuable assets - human resources. This paper reports two studies that investigate both the short- and long-term economic implications of a pandemic flu outbreak. Policy makers can use the growing number of economic impact estimates to decide how much to spend to combat the pandemic influenza outbreaks. Experts recognize that pandemic influenza has serious global economic implications. The illness causes absenteeism, reduced worker productivity, and therefore reduced economic output. This, combined with the associated mortality rate, robs nations of valuable human resources. Policy makers can use economic impact estimates to decide how much to spend to combat the pandemic influenza outbreaks. In this paper economists examine two studies which investigate both the short- and long-term economic implications of a pandemic influenza outbreak. Resulting policy implications are also discussed. The research uses the Regional Economic Modeling, Inc. (REMI) Policy Insight + Model. This model provides a dynamic, regional, North America Industrial Classification System (NAICS) industry-structured framework for forecasting. It is supported by a population dynamics model that is well-adapted to investigating macro-economic implications of pandemic influenza, including possible demand side effects. The studies reported in this paper exercise all of these capabilities.

The measure of the distances and luminosities of gamma-ray bursts (GRBs) led to the discovery that many GRB properties are strongly correlated with their intrinsic luminosity, leading to the construction of reliable luminosity indicators. These GRB luminosity indicators have quickly found applications, like the construction of 'pseudo-redshifts', or the measure of luminosity distances, which can be computed independently of the measure of the redshift. In this contribution I discuss various issues connected with the construction of luminosity-redshift indicators for gamma-ray bursts.

Lanthanide-halide based humidity indicators

The present invention discloses a lanthanide-halide based humidity indicator and method of producing such indicator. The color of the present invention indicates the humidity of an atmosphere to which it is exposed. For example, impregnating an adsorbent support such as silica gel with an aqueous solution of the europium-containing reagent solution described herein, and dehydrating the support to dryness forms a substance with a yellow color. When this substance is exposed to a humid atmosphere the water vapor from the air is adsorbed into the coating on the pore surface of the silica gel. As the water content of the coating increases, the visual color of the coated silica gel changes from yellow to white. The color change is due to the water combining with the lanthanide-halide complex on the pores of the gel.

Performance Indicators of Wind Energy Production

Modeling wind speed is one of the key element when dealing with the production of energy through wind turbines. A good model can be used for forecasting, site evaluation, turbines design and many other purposes. In this work we are interested in the analysis of the future financial cash flows generated by selling the electrical energy produced. We apply an indexed semi-Markov model of wind speed that has been shown, in previous investigation, to reproduce accurately the statistical behavior of wind speed. The model is applied to the evaluation of financial indicators like the Internal Rate of Return, semi-Elasticity and relative Convexity that are widely used for the assessment of the profitability of an investment and for the measurement and analysis of interest rate risk. We compare the computation of these indicators for real and synthetic data. Moreover, we propose a new indicator that can be used to compare the degree of utilization of different power plants.
