This document defines two new subtypes of MIME data, the application/Safe-Tcl and multipart/enabled-mail subtypes, for providing Enabled Mail [EM-MODEL] in the Internet community. Not only did the mailing generate hundreds of sign-ups, but the number of oil-heated homes initiating upgrades increased to 50% in the six months after the mailing. In the interview below, Community Power Works Project Manager Ruth Bell and Program/System Analyst Vince Schueler of the Washington State University (WSU) Energy Program 1 provide a summary of the successes and lessons learned. T.: Numerical sequence extraction in handwritten incoming mail documents

In this communication, we propose a method for the automatic extraction of numerical fields in handwritten documents. The approach exploits the known syntactic structure of the numerical field to extract, combined with a set of contextual morphological features to find the best label to each connected component. Applying an HMM based syntactic analyzer on the overall document allows to localize/extract fields of interest. Reported results on the extraction of zip codes, phone numbers and customer codes from handwritten incoming mail documents demonstrate the interest of the proposed approach. 1.

1998 MECS User Needs 1998 MECS User Needs Mail/Electronic Survey Results A mail/electronic survey was conducted as part of the process to collect information on the data needs of MECS customers. The collection time frame was May 1 through July 31, 1998. The survey portion has been completed, and the total results are now available. During this three-month period, the electronic user-needs survey received about 207 hits. Yet, only 15 of those hits resulted in the transmission of a completed survey. Exactly 239 surveys were mailed to customers on the mailing list of the MECS publication. A total of 50 completed surveys (21% response rate) were returned, 32 of which resulted from a follow-up mail request. Only two surveys were returned by the 11 trade associations that were identified as MECS users. Where appropriate, the replies of those two TRADE

Great Republic: a historical and archaeological analysis of a Pacific mail steamship

In 1986 the remains of a shipwreck were discovered on Sand Island in the mouth of the Columbia River in the Pacific Northwest. The following year, a team of archaeologists investigated the site in order to determine its original identity. After a series of dives, the team concluded that the wreck was the remains of the Hudsons Bay Company brig, Isabella, a ship that was lost in that area in 1830. Recent investigations on the shipwreck disproved this identity. The turbulent conditions of the Columbia River have helped researchers by shifting a significant amount of sand overburden away from the vessel, exposing a greater area of the ship. With this new information, the wreck is now believed to be the remains of the wooden side-wheel steamer Great Republic that belonged to the Pacific Mail Steamship Company, rather than Isabella. This thesis investigates the history of Great Republic and its role in American maritime history, as well as its possible archaeological remains at the bottom of the Columbia River. In order to provide a clear and concise story, I begin with the history of the Pacific Mail Steamship Company and its importance in the development of the western coast of the United States. Since Great Republic was integral to the Asian trade of the nineteenth century, the second portion of the thesis is dedicated to Asian-American commercial and political relations during the nineteenth century. Great Republic and its three sister ships are then described and analyzed in detail based on contemporary sources. Finally, the archaeological evidence is assessed beginning with the discovery of the wreck. I detail the investigations and discoveries made on the wreck over the last 20 years. In my conclusions I discuss the importance of Great Republic from a historical standpoint and emphasize its place in American maritime history. I also detail key aspects concerning the wreck that I believe are imperative for future research. Though the remains convincingly appear to be those of Great Republic there are still structural features that need to be analyzed before a positive identification is possible.

The overall objective of the project was to define a two-stage reactive fractionation process for converting corn stover into a solid cellulose stream and two liquid streams containing mostly hemicellulosic sugars and lignin, respectively. Toward this goal, biomass fractionation was conducted using a small continuous pilot unit with a nominal capacity of 100 pounds per day of dry biomass to generate performance data using primarily corn stover as feedstock. In the course of the program, the PureVision process was optimized for efficient hemicellulose hydrolysis in the first stage employing autohydrolysis and delignification in the second stage using sodium hydroxide as a catalyst. The remaining cellulose was deemed to be an excellent substrate for producing fermentation sugars, requiring 40% less enzymes for hydrolysis than conventional pretreatment systems using dilute acid. The fractionated cellulose was also determined to have potential higher-value applications as a pulp product. The lignin coproduct was determined to be substantially lower in molecular weight (MW) compared to lignins produced in the kraft or sulfite pulping processes. This low-MW lignin can be used as a feed and concrete binder and as an intermediate for producing a range of high-value products including phenolic resins. This research adds to the understanding of the biomass conversion area in that a new process was developed in the true spirit of biorefineries. The work completed successfully demonstrated the technical effectiveness of the process at the pilot level indicating the technology is ready to advance to a 23 ton per day scale. No technical showstoppers are anticipated in scaling up the PureVision fractionation process to commercial scale. Also, economic feasibility of using the PureVision process in a commercial-scale biorefinery was investigated and the minimum ethanol selling price for the PureVision process was calculated to be $0.94/gal ethanol vs. $1.07/gal ethanol for the NREL process. Thus, the PureVision process is economically attractive. Given its technical and economic feasibility, the project is of benefit to the public in the following ways: 1) it demonstrated a novel biomass fractionation process that can provide domestic supply of renewable transportation fuel from all three biomass components (cellulose, hemicellulose and lignin), 2) the lignin stream from the process has many higher-value applications beyond simply burning the lignin for energy as proposed by competing technologies, 3) it can be deployed in rural areas and create jobs in these areas, and 3) it can add to the nations economy and security.

The successful widespread commercialization of aquifer thermal energy storage (ATES) in the United States will depend on the effectiveness with which the experiences gained from early full-scale systems are used as guides in the design, installation and operation of future projects. One such early system from which both anecdotal and quantitative information is available is the Mid-Island Postal Facility in Melville, New York. At this facility, built in the mid-1980s, an ATES system has been integrated with the building's central heating and cooling plant. Cold'' wells are charged with water that is cooled during the winter by heat pump and closed circuit cooler operation. Water from these cold wells is then used to meet the facility's cooling load during the summer, before being pumped back into the ground at Warm'' wells. Dehumidification during summer operation is accomplished by a liquid desiccant system that uses propane boilers to provide a heat source for desiccant regeneration. This system will also add water to the air during periods of low humidity. This paper provides an overview of the project, and describes the analysis being performed to assess energy and economic merits of this innovative system.

Broad Funding Opportunity Announcement Project: ASU is developing a new class of metal-air batteries. Metal-air batteries are promising for future generations of EVs because they use oxygen from the air as one of the batterys main reactants, reducing the weight of the battery and freeing up more space to devote to energy storage than Li-Ion batteries. ASU technology uses Zinc as the active metal in the battery because it is more abundant and affordable than imported lithium. Metal-air batteries have long been considered impractical for EV applications because the water-based electrolytes inside would decompose the battery interior after just a few uses. Overcoming this traditional limitation, ASUs new battery system could be both cheaper and safer than todays Li-Ion batteries, store from 4-5 times more energy, and be recharged over 2,500 times.

A method of reversibly brazing surfaces together. An interface is affixed to each surface. The interfaces can be affixed by processes such as mechanical joining, welding, or brazing. The two interfaces are then brazed together using a brazing process that does not defeat the surface to interface joint. Interfaces of materials such as Ni-200 can be affixed to metallic surfaces by welding or by brazing with a first braze alloy. The Ni-200 interfaces can then be brazed together using a second braze alloy. The second braze alloy can be chosen so that it minimally alters the properties of the interfaces to allow multiple braze, heat and disassemble, rebraze cycles.

Abstract: We examine the relationship between housing equity and wage earnings. We first provide a simple model of wage bargaining where failure leads to both job loss and mortgage default. Moreover, foreclosure generates disutility beyond selling a home. We test this prediction using nine waves of the national American Housing Survey. Employing a rich set of time and place controls, individual fixed effects, and an instrumental variable strategy, we find that people with an underwater mortgage command a significantly lower wage than other homeowners. This finding survives a number of robustness checks. We also include other determinants of house lock such as a favorable mortgage interest rate relative to the current rate and a capped property tax assessment, but we do not find these factors lower earnings. We conclude that negative equity matters because default is unpleasant or costly, not because it precludes an out-of-state job search. The overall objective of the project was to define a two-stage reactive fractionation process for converting corn stover into a solid cellulose stream and two liquid streams containing mostly hemicellulosic sugars and lignin, respectively. Toward this goal, biomass fractionation was conducted using a small continuous pilot unit with a nominal capacity of 100 pounds per day of dry biomass to generate performance data using primarily corn stover as feedstock. In the course of the program, the PureVision process was optimized for efficient hemicellulose hydrolysis in the first stage employing autohydrolysis and delignification in the second stage using sodium hydroxide as a catalyst. The remaining cellulose was deemed to be an excellent substrate for producing fermentation sugars, requiring 40% less enzymes for hydrolysis than conventional pretreatment systems using dilute acid. The fractionated cellulose was also determined to have potential higher-value applications as a pulp product. The lignin coproduct was determined to be substantially lower in molecular weight (MW) compared to lignins produced in the kraft or sulfite pulping processes. This low-MW lignin can be used as a feed and concrete binder and as an intermediate for producing a range of high-value products including phenolic resins. This research adds to the understanding of the biomass conversion area in that a new process was developed in the true spirit of biorefineries. The work completed successfully demonstrated the technical effectiveness of the process at the pilot level indicating the technology is ready to advance to a 23 ton per day scale. No technical showstoppers are anticipated in scaling up the PureVision fractionation process to commercial scale. Also, economic feasibility of using the PureVision process in a commercial-scale biorefinery was investigated and the minimum ethanol selling price for the PureVision process was calculated to be $0.94/gal ethanol vs. $1.07/gal ethanol for the NREL process. Thus, the PureVision process is economically attractive. Given its technical and economic feasibility, the project is of benefit to the public in the following ways: 1) it demonstrated a novel biomass fractionation process that can provide domestic supply of renewable transportation fuel from all three biomass components (cellulose, hemicellulose and lignin), 2) the lignin stream from the process has many higher-value applications beyond simply burning the lignin for energy as proposed by competing technologies, 3) it can be deployed in rural areas and create jobs in these areas, and 3) it can add to the nations economy and security.

A transportable, reusable rapidly assembled and disassembled, resizable modular, security enclosure utilizes a stepped panel construction. Each panel has an inner portion and an outer portion which form joints. A plurality of channels can be affixed to selected joints of the panels. Panels can be affixed to a base member and then affixed to one another by the use of elongated pins extending through the channel joints. Alternatively, the base member can be omitted and the panels themselves can be used as the floor of the enclosure. The pins will extend generally parallel to the joint in which they are located. These elongated pins are readily inserted into and removable from the channels in a predetermined sequence to allow assembly and disassembly of the enclosure. A door constructed from panels is used to close the opening to the enclosure.

A rotary mechanical latch for positive latching and unlatching of a rotary device with a latchable rotating assembly having a latching gear that can be driven to latched and unlatched states by a drive mechanism such as an electric motor. The interaction of the cam arm with leading and trailing latch cams prevents rotation of the rotating assembly by external forces such as those due to vibration or tampering.

A telepresence system includes a camera pair remotely controlled by a control module affixed to an operator. The camera pair provides for three dimensional viewing and the control module, affixed to the operator, affords hands-free operation of the camera pair. In one embodiment, the control module is affixed to the head of the operator and an initial position is established. A triangulating device is provided to track the head movement of the operator relative to the initial position. A processor module receives input from the triangulating device to determine where the operator has moved relative to the initial position and moves the camera pair in response thereto. The movement of the camera pair is predetermined by a software map having a plurality of operation zones. Each zone therein corresponds to unique camera movement parameters such as speed of movement. Speed parameters include constant speed, or increasing or decreasing. Other parameters include pan, tilt, slide, raise or lowering of the cameras. Other user interface devices are provided to improve the three dimensional control capabilities of an operator in a local operating environment. Such other devices include a pair of visual display glasses, a microphone and a remote actuator. The pair of visual display glasses are provided to facilitate three dimensional viewing, hence depth perception. The microphone affords hands-free camera movement by utilizing voice commands. The actuator allows the operator to remotely control various robotic mechanisms in the remote operating environment.

Modular systems furniture is tangible personal property, whether or not affixed to realty. A contract to sell and install modular systems furniture is a contract for the sale of tangible personal property and is not a construction contract. Persons who contract to sell and install modular systems furniture are retailers of the items which they sell and install, and tax applies to the entire contract price less those charges excludable from gross receipts or sales price pursuant to sections 6011 and 6012 of the Revenue and Taxation Code. Retailers who claim a deduction for such charges should maintain complete and detailed records to support the amounts claimed. Such records should include, but not be limited to, a separate accounting of charges for installation labor, such as labor to affix, bolt, fasten, or hardwire panels to realty and labor to fasten or affix fully constructed components to fully constructed panel systems or other components. Charges for fabrication labor, such as labor to attach, assemble, connect, construct, or fabricate panel systems or components, labor to attach or connect one panel to another to form workstations or cubicles, and labor to construct or fabricate the individual panels, components, or accessories are subject to tax. For contracts to sell and install modular systems entered into on or after October 1, 1999, ten percent (10%) of the total contract price, excluding charges attributable to freestanding desks, credenzas, lateral files, bookcases, worktables, returns, convergents, corner units, storage towers, chairs, footrests, and other property not attached to panels, other components, or realty, but including all other charges, will be presumed to be a charge for labor to install or apply the property sold. Retailers may claim the ten percent (10%) labor deduction in lieu of separately accounting for the actual installation charges incurred.
