    Energize Phoenix (EPHX) was designed as an ambitious, large-scale, three-year pilot program to provide energy efficiency upgrades in buildings, along Phoenix’s new Light Rail Corridor – part of a federal effort to reduce energy consumption and stimulate job growth, while simultaneously reducing the country’s carbon footprint and promoting a shift towards a green economy. The program was created through a 2010 competitive grant awarded to the City of Phoenix who managed the program in partnership with Arizona State University (ASU), the state’s largest university, and Arizona Public Service (APS), the state’s largest electricity provider. The U.S. Department of Energy (DOE) Better Buildings Neighborhood Program (BBNP) and the American Recovery and Reinvestment Act (ARRA) of 2009 provided $25M in funding for the EPHX program. The Light Rail Corridor runs through the heart of downtown Phoenix, making most high-rise and smaller commercial buildings eligible to participate in the EPHX program, along with a diverse mix of single and multi-family residential buildings. To ensure maximum impact and deeper market penetration, Energize Phoenix was subdivided into three unique parts: i. commercial rebate program, ii. commercial financing program, and iii. residential program Each component was managed by the City of Phoenix in partnership with APS. Phoenix was fortunate to partner with APS, which already operated robust commercial and residential rebate programs within its service territory. Phoenix tapped into the existing utility contractor network, provided specific training to over 100 contracting firms, and leveraged the APS rebate program structure (energy efficiency funding) to launch the EPHX commercial and residential rebate programs. The commercial finance program was coordinated and managed through a contract with National Bank of Arizona, NBAZ, which also provided project capital leveraging EPHX finance funds.     Applying the science of corrosion prevention to energy (petroleums, oil, LNG) pipelines in actual field operating conditions is a vital aspect of safely and efficiently operating a pipeline system. Ignoring corrosion prevention will allow this never-sleeping enemy to steal the strength from steel pipelines, turning them into dangerous junk. Various methods, techniques and technologies are available to the corrosion control department of cross-country pipelines and gas distribution utilities around the world. Every year, billions of dollars on corrosion control, including everything from coatings to cathodic protection facilities to pigging, are spent to keep these energy pipeline systems in peak operational efficiency. This paper reports that for more than 4 decades, this corrosion survey has sought out the opinions of corrosion control experts, asking them what are the problems they face daily and innovative solutions they have tried to help solve these problems.

    We present the first detailed study of the RR Lyrae variable population in the Local Group dSph/dIrr transition galaxy, Phoenix, using previously obtained HST/WFPC2 observations of the galaxy. We utilize template light curve fitting routines to obtain best fit light curves for RR Lyrae variables in Phoenix. Our technique has identified 78 highly probable RR Lyrae stars (54 ab-type; 24 c-type) with about 40 additional candidates. We find mean periods for the two populations of (P {sub ab}) = 0.60 ± 0.03 days and (P{sub c} ) = 0.353 ± 0.002 days. We use the properties of these light curves to extract, among other things, a metallicity distribution function for ab-type RR Lyrae. Our analysis yields a mean metallicity of ([Fe/H]) = –1.68 ± 0.06 dex for the RRab stars. From the mean period and metallicity calculated from the ab-type RR Lyrae, we conclude that Phoenix is more likely of intermediate Oosterhoff type; however the morphology of the Bailey diagram for Phoenix RR Lyraes appears similar to that of an Oosterhoff type I system. Using the RRab stars, we also study the chemical enrichment law for Phoenix. We find that our metallicity distribution is reasonably well fitted by a closed-box model. The parameters of this model are compatible with the findings of Hidalgo et al., further supporting the idea that Phoenix appears to have been chemically enriched as a closed-box-like system during the early stage of its formation and evolution.

  3. The Phoenix stream: A cold stream in the southern hemisphere

    In this study, we report the discovery of a stellar stream in the Dark Energy Survey (DES) Year 1 (Y1A1) data. The discovery was made through simple color-magnitude filters and visual inspection of the Y1A1 data. We refer to this new object as the Phoenix stream, after its resident constellation. After subtraction of the background stellar population we detect a clear signal of a simple stellar population. By fitting the ridge line of the stream in color-magnitude space, we find that a stellar population with agemore » $$\\tau=11.5\\pm0.5$$ Gyr and $[Fe/H]<-1.6$ located 17.5$$\\pm$$0.9 kpc from the Sun gives an adequate description of the stream stellar population. The stream is detected over an extension of 8$$^{\\circ}.$$1 (2.5 kpc) and has a width of $$\\sim$$54 pc assuming a Gaussian profile, indicating that a globular cluster is a probable progenitor. There is no known globular cluster within 5 kpc compatible with being the progenitor of the stream, assuming that the stream traces its orbit. We examined overdensities along the stream, however no obvious counterpart bound stellar system is visible in the coadded images. We also find overdensities along the stream that appear to be symmetrically distributed - consistent with the epicyclic overdensity scenario for the formation of cold streams - as well as a misalignment between the Northern and Southern part of stream. Despite the close proximity we find no evidence that this stream and the halo cluster NGC 1261 have a common accretion origin linked to the recently found EriPhe overdensity (Li et al. 2016).« less

    Complex Adaptive Systems of Systems, or CASoS, are vastly complex ecological, sociological, economic and/or technical systems which we must understand to design a secure future for the nation and the world. Perturbations/disruptions in CASoS have the potential for far-reaching effects due to pervasive interdependencies and attendant vulnerabilities to cascades in associated systems. Phoenix was initiated to address this high-impact problem space as engineers. Our overarching goals are maximizing security, maximizing health, and minimizing risk. We design interventions, or problem solutions, that influence CASoS to achieve specific aspirations. Through application to real-world problems, Phoenix is evolving the principles and discipline of CASoS Engineering while growing a community of practice and the CASoS engineers to populate it. Both grounded in reality and working to extend our understanding and control of that reality, Phoenix is at the same time a solution within a CASoS and a CASoS itself.

    We report the discovery of an excess of main sequence turn-off stars in the direction of the constellations of Eridanus and Phoenix from the first year data of the Dark Energy Survey (DES). The Eridanus-Phoenix (EriPhe) overdensity is centered around l~285 deg and b~-60 deg and spans at least 30 deg in longitude and 10 deg in latitude. The Poisson significance of the detection is at least 9 sigma. The stellar population in the overdense region is similar in brightness and color to that of the nearby globular cluster NGC 1261, indicating that the heliocentric distance of EriPhe is about d~16 kpc. The extent of EriPhe in projection is therefore at least ~4 kpc by ~3 kpc. On the sky, this overdensity is located between NGC 1261 and a new stellar stream discovered by DES at a similar heliocentric distance, the so-called Phoenix Stream. Given their similar distance and proximity to each other, it is possible that these three structures may be kinematically associated. Alternatively, the EriPhe overdensity is morphologically similar to the Virgo overdensity and the Hercules-Aquila cloud, which also lie at a similar Galactocentric distance. These three overdensities lie along a polar plane separated by ~120 deg and may share a common origin. Spectroscopic follow-up observations of the stars in EriPhe are required to fully understand the nature of this overdensity.

    A large solar thermal system installed at the Phoenix Federal Correctional Institution (FCI) in 1998 heats water for the prison and costs less than buying electricity to heat that water. This renewable energy system provides 70% of the facility's annual hot water needs. The Federal Bureau of Prisons did not incur the up-front cost of this system because it was financed through an Energy Savings Performance Contract (ESPC). The ESPC payments are 10% less than the energy savings so that the prison saves an average of $6,700 per year, providing an immediate payback. The solar hot water system produces up to 50,000 gallons of hot water daily, enough to meet the needs of 1,250 inmates and staff who use the kitchen, shower, and laundry facilities. This publication details specifications of the parabolic trough solar system and highlights 5 years of measured performance data.

    Results are presented from magnetic probe measurements in the pinching region formed during the compression of the plasma current sheath (PCS) in a discharge in deuterium at the KPF-4-Phoenix plasma focus facility. The fine structure (shock front-magnetic piston) of the PCS and its time evolution in the course of plasma compression toward the facility axis was studied by means of magnetic probes. It is shown that the fraction of the current transported into the axial region by the PCS does not exceed 65% of the total discharge current. The integral neutron yield Y{sub n} is well described by the formula Y{sub n} ? (1.53) 10{sup 10}I{sub p}{sup 4}, where I{sub p} (in MA) is the pinch current flowing in the region r ? 22 mm.

    We report the Suzaku/XIS and HXD and Chandra/ACIS-I results on the X-ray spectra of the Phoenix cluster at the redshift z = 0.596. The spectrum of the intracluster medium (ICM) is well reproduced with the emissions from low-temperature (?3.0 keV and ?0.76 solar) and high-temperature (?11 keV and ?0.33 solar) plasmas; the former is localized at the cluster core, while the latter distributes over the cluster. In addition to these ICM emissions, a strongly absorbed power-law component is found, which is due to an active galactic nucleus (AGN) in the cluster center. The absorption column density and unobscured luminosity of the AGN are ?3.2 10{sup 23} cm{sup 2} and ?4.7 10{sup 45} erg s{sup 1} (2-10 keV), respectively. Furthermore, a neutral iron (Fe I) K-shell line is discovered for the first time with the equivalent width (EW) of ?150 eV at the rest frame. The column density and the EW of the Fe I line are exceptionally large for such a high-luminosity AGN, and hence the AGN is classified as a type 2 quasi-stellar object (QSO). We speculate that a significant fraction of the ICM cooled gas would be consumed to maintain the torus and to activate the type 2 QSO. The Phoenix cluster has a massive starburst in the central galaxy, indicating that suppression in the cooling flow is less effective. This may be because the onset of the latest AGN feedback has occurred recently and has not yet been effective. Alternatively, the AGN feedback is predominantly in radiative mode, not in kinetic mode, and the torus may work as a shield to reduce its effect.

  9. Results of the radiological survey at 110 E Hunter Avenue, Maywood, New Jersey (MJ022)

    Maywood Chemical Works (MCW) of Maywood, New Jersey, generated process wastes and residues associated with the production and refining of thorium and thorium compounds from monazite ores from 1916 to 1956. MCW supplied rare earth metals and thorium compounds to the Atomic Energy Commission and various other government agencies from the late 1940s to the mid-1950s. Area residents used the sandlike waste from this thorium extraction process mixed with tea and cocoa leaves as mulch in their yards. Some of these contaminated wastes also eroded from the site into Lodi Brook. At the request of the US Department of Energy (DOE), a group from Oak Ridge National Laboratory conducts investigative radiological surveys of properties in the vicinity of MCW to determine whether a property is contaminated with radioactive residues, principally {sup 232}Th, derived from the MCW site. The survey typically includes direct measurement of gamma radiation levels and soil sampling for radionuclide analyses. The survey of this site, 110 E. Hunter Avenue, Maywood, New Jersey (MJ022), was conducted during 1987. Following the removal of a small chunk of material showing elevated gamma exposure rates, all radionuclide concentrations and measurements conformed to DOE remedial action criteria. The slightly elevated radionuclide concentrations found in other soil samples were the result of naturally enhances radioactivity characteristic of some environmental materials such as coal ash and were unrelated to operations at the MCW site. The survey data demonstrate that the property requires no further action on the part of DOE. 4 refs., 2 figs., 3 tabs.

  10. Solar energy system performance evaluation - final report for Honeywell OTS 45, Salt River Project, Phoenix, Arizona

    This report describes the operation and technical performance of the Solar Operational Test Site (OTS 45) at Salt River Project in Phoenix, Arizona, based on the analysis of data collected between April 1981 and March 31, 1982. The following topics are discussed: system description, performance assessment, operating energy, energy savings, system maintenance, and conclusions. The solar energy system at OTS 45 is a hydronic heating and cooling system consisting of 8208 square feet of liquid-cooled flat-plate collectors; a 2500-gallon thermal storage tank; two 25-ton capacity organic Rankine-cycle-engine-assisted water chillers; a forced-draft cooling tower; and associated piping, pumps, valves, controls and heat rejection equipment. The solar system has eight basic modes of operation and several combination modes. The system operation is controlled automatically by a Honeywell-designed microprocessor-based control system, which also provides diagnostics. Based on the instrumented test data monitored and collected during the 8 months of the Operational Test Period, the solar system collected 1143 MMBtu of thermal energy of the total incident solar energy of 3440 MMBtu and provided 241 MMBtu for cooling and 64 MMBtu for heating. The projected net annual electrical energy savings due to the solar system was approximately 40,000 kWh(e).

    We report the discovery of extended radio emission in the Phoenix cluster (SPT-CL J2344-4243, z = 0.596) with the Giant Metrewave Radio Telescope (GMRT) at 610MHz. The diffuse emission extends over a region of at least 400-500kpc and surrounds the central radio source of the Brightest Cluster Galaxy, but does not appear to be directly associated with it. We classify the diffuse emission as a radio mini-halo, making it the currently most distant mini-halo known. Radio mini-halos have been explained by synchrotron emitting particles re-accelerated via turbulence, possibly induced by gas sloshing generated from a minor merger event. Chandra observations show a non-concentric X-ray surface brightness distribution, which is consistent with this sloshing interpretation. The mini-halo has a flux density of 17 5mJy, resulting in a 1.4GHz radio power of (10.4 3.5) 10{sup 24}WHz{sup 1}. The combined cluster emission, which includes the central compact radio source, is also detected in a shallow GMRT 156MHz observation and together with the 610MHz data we compute a spectral index of 0.84 0.12 for the overall cluster radio emission. Given that mini-halos typically have steeper radio spectra than cluster radio galaxies, this spectral index should be taken as an upper limit for the mini-halo.

    The Phoenix, Arizona, Roundtable on Tribal Energy Policy convened at 8:30 a.m., Tuesday, April 5th, at the downtown Phoenix Hyatt. The meeting was hosted by the Department of Energy (DOE) Office of Indian Energy Policy and Programs (DOE Office of Indian Energy) and facilitated by the Udall Foundation’s U.S. Institute for Environmental Conflict Resolution (U.S. Institute). Approximately thirty-eight people attended the meeting, including representatives of ten different tribes, as well as representatives of the Colorado Indian Tribes, the All Indian Pueblo Council and the Inter-Tribal Council of Arizona.     A radiological survey was conducted over a proposed construction corridor in the vicinity of the former Cotter site at 9200 Latty Avenue. The survey included gamma exposure rates at the ground surface and at 1 m above the surface throughout the site, sampling of surface soil, sampling of subsurface soil from auger holes, gamma logging of auger holes, and sampling of subsurface water. The results of the survey demonstrated some degree of radioactive contamination in all areas of the construction corridor, extending north and south in some regions onto adjacent private properties. Redistribution of the contamination by flooding, surface runoff, and road and utility line activities was evident. The pattern of contamination ranged from widespread to isolated spots and was found to occur from near the surface to depths of approx.1.8 m. The most highly contaminated region was noted on both sides of Latty Avenue adjacent to the former Cotter site. Concentrations of /sup 230/Th in soil from that region were as high as 16,000 pCi/g.

Deep optical imaging reveals previously undetected filaments of star formation, extending to radii of ~50–100 kpc in multiple directions. Combined UV-optical spectroscopy of the central galaxy reveals a massive (2 × 109 M⊙), young (~4.5 Myr) population of stars, consistent with a time-averaged star formation rate of 610 ± 50 M⊙ yr–1. We report a strong detection of O vi λλ1032,1038, which appears to originate primarily in shock-heated gas, but may contain a substantial contribution (>1000 M⊙ yr–1) from the cooling intracluster mediummore » (ICM). We confirm the presence of deep X-ray cavities in the inner ~10 kpc, which are among the most extreme examples of radio-mode feedback detected to date, implying jet powers of 2 – 7 × 1045 erg s–1. Taken together, these data reveal a rapidly evolving cool core which is rich with structure (both spatially and in temperature), is subject to a variety of highly energetic processes, and yet is cooling rapidly and forming stars along thin, narrow filaments.

    We present new optical integral field spectroscopy (Gemini South) and submillimeter spectroscopy (Submillimeter Array) of the central galaxy in the Phoenix cluster (SPT-CLJ2344-4243). This cluster was previously reported to have a massive starburst (?800 M {sub ?} yr{sup 1}) in the central, brightest cluster galaxy, most likely fueled by the rapidly cooling intracluster medium. These new data reveal a complex emission-line nebula, extending for >30 kpc from the central galaxy, detected at [O II]??3726, 3729, [O III]??4959, 5007, H?, H?, H?, [Ne III]?3869, and He II ?4686. The total H? luminosity, assuming H?/H? = 2.85, is L {sub H?} = 7.6 0.4 10{sup 43} erg s{sup 1}, making this the most luminous emission-line nebula detected in the center of a cool core cluster. Overall, the relative fluxes of the low-ionization lines (e.g., [O II], H?) to the UV continuum are consistent with photoionization by young stars. In both the center of the galaxy and in a newly discovered highly ionized plume to the north of the galaxy, the ionization ratios are consistent with both shocks and active galactic nucleus (AGN) photoionization. We speculate that this extended plume may be a galactic wind, driven and partially photoionized by both the starburst and central AGN. Throughout the cluster we measure elevated high-ionization line ratios (e.g., He II/H?, [O III]/H?), coupled with an overall high-velocity width (FWHM ? 500 km s{sup 1}), suggesting that shocks are likely important throughout the interstellar medium of the central galaxy. These shocks are most likely driven by a combination of stellar winds from massive young stars, core-collapse supernovae, and the central AGN. In addition to the warm, ionized gas, we detect a substantial amount of cold, molecular gas via the CO(3-2) transition, coincident in position with the galaxy center. We infer a molecular gas mass of M{sub H{sub 2}} = 2.2 0.6 10{sup 10} M {sub ?}, which implies that the starburst will consume its fuel

    The increasing demand for natural gas could increase the number and frequency of Liquefied Natural Gas (LNG) tanker deliveries to ports across the United States. Because of the increasing number of shipments and the number of possible new facilities, concerns about the potential safety of the public and property from an accidental, and even more importantly intentional spills, have increased. While improvements have been made over the past decade in assessing hazards from LNG spills, the existing experimental data is much smaller in size and scale than many postulated large accidental and intentional spills. Since the physics and hazards from a fire change with fire size, there are concerns about the adequacy of current hazard prediction techniques for large LNG spills and fires. To address these concerns, Congress funded the Department of Energy (DOE) in 2008 to conduct a series of laboratory and large-scale LNG pool fire experiments at Sandia National Laboratories (Sandia) in Albuquerque, New Mexico. This report presents the test data and results of both sets of fire experiments. A series of five reduced-scale (gas burner) tests (yielding 27 sets of data) were conducted in 2007 and 2008 at Sandia's Thermal Test Complex (TTC) to assess flame height to fire diameter ratios as a function of nondimensional heat release rates for extrapolation to large-scale LNG fires. The large-scale LNG pool fire experiments were conducted in a 120 m diameter pond specially designed and constructed in Sandia's Area III large-scale test complex. Two fire tests of LNG spills of 21 and 81 m in diameter were conducted in 2009 to improve the understanding of flame height, smoke production, and burn rate and therefore the physics and hazards of large LNG spills and fires.

    This report describes the environmental surveillance program at the Hazelwood Interim storage Site (HISS) and surrounding area, provides the results for 1992, and discusses applicable environmental standards and requirements with which the results were compared. HISS is located in eastern Missouri in the City of Hazelwood (St. Louis County) and occupies approximately 2.2 ha (5.5 acres). Environmental monitoring of HISS began in 1984 when the site was assigned to the US Department of Energy (DOE) as part of the decontamination research and development project authorized by Congress under the 1984 Energy and Water Development Appropriations Act. DOE placed responsibility for HISS under the Formerly Utilized Sites Remedial Action Program (FUSRAP), which was established to identify and decontaminate or otherwise control sites where residual radioactive materials remain from the early years of the nation`s atomic energy program or from commercial operations causing conditions that Congress has authorized DOE to remedy. In 1992 there were no environmental occurrences or unplanned contaminant releases as defined in DOE requirements and in the Superfund Amendment and Reauthorization Act (SARA) Title III of CERCLA.

    To determine the feasibility of improving oil recovery and the economics of microbial enhanced waterflooding in mature oil wells in the United States, two field pilots have been conducted. Candidate fields were screened to determine whether they have any potential for a microbial system developed at the National Institute for Petroleum and Energy Research (NIPER), and microbial compatibility tests were conducted in the laboratory to select the target field. A specific microbial formulation was selected that was compatible with the chosen reservoir environment and had been shown to recover oil after waterflooding in Berea sandstone and field core. The microbial formulation was designed to improve microscopic oil displacement efficiency by surfactant, gas and acid production from fermentation of molasses. A 20-acre pilot test was initiated in October 1986, and completed in December 1989. Results from this pilot demonstrated that microorganisms could be injected into an ongoing waterflood and that such injection could increase oil production by at least 13%. A larger test (520 acres) was completed in the same formation to evaluate the feasibility of commercial application of the technology. This field pilot was injected with microorganisms and molasses from a centralized injection station in June 1990. Although microorganisms were injected only once per site, nutrient injection continued throughout the project life. All 19 injection wells were treated, and oil production was monitored from the 47 production wells. Injection pressures and volumes were monitored throughout the project. No operational problems were encountered. At the end of May 1993, oil production was improved by 19.6 %. Results from both projects are presented and the potential for microbial-enhanced waterflooding technology is evaluated.

    In light of the results of the comprehensive radiological assessment of the annex and auxiliary facilities, the following conclusions can be made: There is no immediate hazard from the elevated levels of radioactivity detected; however, some of these levels are above criteria. The radon, thoron, actinon, long-lived particulates, and tritium in the air are all below criteria for unrestricted use. Some ductwork has been identified as being contaminated. All ductwork must, therefore, be considered potentially contaminated. Since several floor drains were found to exhibit elevated readings, and the samples had elevated concentrations of radionuclides, it must be concluded that the drain and sewer systems of the Annex are contaminated with radioactive material. Since the samples collected from the storm and sewer systems outside the building also had elevated concentrations of radionuclides, these systems are also considered contaminated with radioactive material. The grounds around the Annex have exhibited background concentrations of radionuclides. Two rooms, B-330 and B-332, were inaccessible for survey due to the presence of stored furniture and equipment. Therefore, no comment about their radiological status can be made. At the common baseboard for Room C-12 and C-16 and on the floor below the tile in Room C-40, contamination appeared to be masked by construction modifications. Other areas of the Annex must also be considered potentially contaminated where modifications may have masked the contamination.

    In situ air sparging (IAS) has been used at an increasing number of sites to address groundwater contamination. Because of the lack of substantive performance data, however, the actual effectiveness of the system is not known. The EPA Office of Research and Development Risk reduction Engineering Laboratory (ORD RREL) with the EPA Region 5 Office of Underground Storage Tanks, the Ohio State Fire Marshal, and BP Exploration & Oil, Inc. (BP) participated in a field evaluation of an IAS system at a petroleum leaking UST site in Cleveland, Ohio. The purpose of the study was to provide performance data that will be independently evaluated by EPA to better understand IAS effectiveness. The report presents the site and monitoring data provided by BP over a 2-year period. The chemical data indicated an overall decrease of BTEX concentrations in groundwater to nondetectable levels shortly after startup of the IAS system. Variability in the chemical and process data also precludes making any definitive link between the decrease in contaminant concentrations and IAS performance at this site.

    This report describes the environmental surveillance program at the Middlesex Sampling Plant (MSP) and provides the results for 1992. The site, in the Borough of Middlesex, New Jersey, is a fenced area and includes four buildings and two storage piles that contain 50,800 m{sup 3} of radioactive and mixed hazardous waste. More than 70 percent of the MSP site is paved with asphalt. The MSP facility was established in 1943 by the Manhattan Engineer District (MED) to sample, store, and/or ship uranium, thorium, and beryllium ores. In 1955 the Atomic Energy Commission (AEC), successor to MED, terminated the operation and later used the site for storage and limited sampling of thorium residues. In 1967 AEC activities ceased, onsite structures were decontaminated, and the site was certified for unrestricted use under criteria applicable at that time. In 1980 the US Department of Energy (DOE) initiated a multiphase remedial action project to clean up several vicinity properties onto which contamination from the plant had migrated. Material from these properties was consolidated into the storage piles onsite. Environmental surveillance of MSP began in 1980 when Congress added the site to DOE`s Formerly Utilized Sites Remedial Action Program. The environmental surveillance program at MSP includes sampling networks for radon and thoron in air; external gamma radiation exposure; and radium-226, radium-228, thorium-230, thorium-232, and total uranium in surface water, sediment, and groundwater. Additionally, chemical analyses are performed to detect metals and organic compounds in surface water and groundwater and metals in sediments. This program assists in fulfilling th DOE policy of measuring and monitoring effluents from DOE activities and calculating hypothetical doses.

    The U.S. Department of Energy's National Renewable Energy Laboratory collaborates with the solar industry to establish high quality solar and meteorological measurements. This Solar Resource and Meteorological Assessment Project (SOLRMAP) provides high quality measurements to support deployment of power projects in the United States. The no-funds-exchanged collaboration brings NREL solar resource assessment expertise together with industry needs for measurements. The end result is high quality data sets to support the financing, design, and monitoring of large scale solar power projects for industry in addition to research-quality data for NREL model development. NREL provides consultation for instrumentation and station deployment, along with instrument calibrations, data acquisition, quality assessment, data distribution, and summary reports. Industry participants provide equipment, infrastructure, and station maintenance.

    In 1994, the U.S. Supreme Court held that ash generated by waste-to-energy (WTE) facilities was not exempt from Subtitle C hazardous waste management regulations under the Resource Conservation and Recovery Act (RCRA). As a result of City of Chicago v. Environmental Defense Fund, Inc., WTE installations are required to test their combustion ash and determine whether it is hazardous. The WTE industry and the municipalities utilizing WTE technologies initially feared that if significant amounts of their ash tested hazardous, the costs and liabilities associated with RCRA Subtitle C hazardous waste management requirements would pose a serious threat to the continued viability of the WTE concept. In this article, the author presents a review of the WTE industry in the five years following the decision, and finds that the specter of the decline of WTE has not materialized.
