Super Boiler 2nd Generation Technology for Watertube Boilers

This report describes Phase I of a proposed two phase project to develop and demonstrate an advanced industrial watertube boiler system with the capability of reaching 94% (HHV) fuel-to-steam efficiency and emissions below 2 ppmv NOx, 2 ppmv CO, and 1 ppmv VOC on natural gas fuel. The boiler design would have the capability to produce >1500 F, >1500 psig superheated steam, burn multiple fuels, and will be 50% smaller/lighter than currently available watertube boilers of similar capacity. This project is built upon the successful Super Boiler project at GTI. In that project that employed a unique two-staged intercooled combustion system and an innovative heat recovery system to reduce NOx to below 5 ppmv and demonstrated fuel-to-steam efficiency of 94% (HHV). This project was carried out under the leadership of GTI with project partners Cleaver-Brooks, Inc., Nebraska Boiler, a Division of Cleaver-Brooks, and Media and Process Technology Inc., and project advisors Georgia Institute of Technology, Alstom Power Inc., Pacific Northwest National Laboratory and Oak Ridge National Laboratory. Phase I of efforts focused on developing 2nd generation boiler concepts and performance modeling; incorporating multi-fuel (natural gas and oil) capabilities; assessing heat recovery, heat transfer and steam superheating approaches; and developing the overall conceptual engineering boiler design. Based on our analysis, the 2nd generation Industrial Watertube Boiler when developed and commercialized, could potentially save 265 trillion Btu and $1.6 billion in fuel costs across U.S. industry through increased efficiency. Its ultra-clean combustion could eliminate 57,000 tons of NOx, 460,000 tons of CO, and 8.8 million tons of CO2 annually from the atmosphere. Reduction in boiler size will bring cost-effective package boilers into a size range previously dominated by more expensive field-erected boilers, benefiting manufacturers and end users through lower capital costs.

The production of nuclear weapons in the United States to help defeat the Axis Powers in World War II and to maintain national security during the Cold War required the construction of a vast nuclear facility complex in the 1940's and 1950's. These facilities housed nuclear reactors needed for the production of plutonium and chemical plants required to separate the plutonium from fission products and to convert plutonium compounds to pure plutonium metal needed for weapons. The chemical separation processes created ''high-level waste'' that was eventually stored in metal tanks at each site. These wastes and other nuclear wastes still reside at sites throughout the United States. At the Savannah River Site, a facility (the Defense Waste Processing Facility) has been constructed to vitrify stored high-level waste that will be transferred to the national high-level waste repository. The liquid wastes at the Idaho National Engineering and Environmental Laboratory have largely been stabilized as a mixture of oxide particles (calcines) but liquid wastes remain to be treated and the calcined waste will probably require further processing into a final, stable form. The Hanford Site is now in the initial stages of waste treatment facility design and has a large number of single-shell tanks, many of which are known to be leaking into the subsurface. The Oak Ridge Site, which did not produce ''high-level waste'' as defined by DOE, continues to rely upon tank storage for nuclear wastes although most of its older liquid wastes have been successfully stabilized. The site at West Valley, near Buffalo, NY, marks the location of the nation's only commercial fuel reprocessing facility. As a result of an agreement with the state of New York, the DOE assumed a major role in the stabilization of the high-level waste stored at this site and its eventual closure. A feature common to many of these sites is that they must continue to rely upon large underground tanks to store dangerously radioactive wastes and, in many cases, these tanks are at or have already exceeded their design lives. The DOE Tanks Focus Area (TFA) was created in 1996 to help develop new technologies to, in part, measure the integrity of these tanks so that their continued safe use could be assured.

The New 2nd-Generation SRF R&D Facility at Jefferson Lab: TEDF

The US Department of Energy has funded a near-complete renovation of the SRF-based accelerator research and development facilities at Jefferson Lab. The project to accomplish this, the Technical and Engineering Development Facility (TEDF) Project has completed the first of two phases. An entirely new 3,100 m{sup 2} purpose-built SRF technical work facility has been constructed and was occupied in summer of 2012. All SRF work processes with the exception of cryogenic testing have been relocated into the new building. All cavity fabrication, processing, thermal treatment, chemistry, cleaning, and assembly work is collected conveniently into a new LEED-certified building. An innovatively designed 800 m2 cleanroom/chemroom suite provides long-term flexibility for support of multiple R&D and construction projects as well as continued process evolution. The characteristics of this first 2nd-generation SRF facility are described.

Infrared Properties of Cataclysmic Variables from 2MASS Results from the 2nd Incremental Data Release

Because accretion-generated luminosity dominates the radiated energy of most cataclysmic variables, they have been ``traditionally'' observed primarily at short wavelengths. Infrared observations of cataclysmic variables contribute to the understanding of key system components that are expected to radiate at these wavelengths, such as the cool outer disk, accretion stream, and secondary star. We have compiled the J, H, and Ks photometry of all cataclysmic variables located in the sky coverage of the 2 Micron All Sky Survey (2MASS) 2nd Incremental Data Release. This data comprises 251 systems with reliably identified near-IR counterparts and S/N > 10 photometry in one or more of the three near-IR bands.

The report provides an overview of what the Smart Grid is and what is being done to define and implement it. The electric industry is preparing to undergo a transition from a centralized, producer-controlled network to a decentralized, user-interactive one. Not only will the technology involved in the electric grid change, but the entire business model of the industry will change too. A major objective of the report is to identify the changes that the Smart Grid will bring about so that industry participants can be prepared to face them. A concise overview of the development of the Smart Grid is provided. It presents an understanding of what the Smart Grid is, what new business opportunities or risks might come about due to its introduction, and what activities are already taking place regarding defining or implementing the Smart Grid. This report will be of interest to the utility industry, energy service providers, aggregators, and regulators. It will also be of interest to home/building automation vendors, information technology vendors, academics, consultants, and analysts. The scope of the report includes an overview of the Smart Grid which identifies the main components of the Smart Grid, describes its characteristics, and describes how the Smart Grid differs from the current electric grid. The overview also identifies the key concepts involved in the transition to the Smart Grid and explains why a Smart Grid is needed by identifying the deficiencies of the current grid and the need for new investment. The report also looks at the impact of the Smart Grid, identifying other industries which have gone through a similar transition, identifying the overall benefits of the Smart Grid, and discussing the impact of the Smart Grid on industry participants. National Smart Water Grid

The United States repeatedly experiences floods along the Midwest's large rivers and droughts in the arid Western States that cause traumatic environmental conditions with huge economic impact. With an integrated approach and solution these problems can be alleviated. Tapping into the Mississippi River and its tributaries, the world's third largest fresh water river system, during flood events will mitigate the damage of flooding and provide a new source of fresh water to the Western States. The trend of increased flooding on the Midwest's large rivers is supported by a growing body of scientific literature. The Colorado River Basin and the western states are experiencing a protracted multi-year drought. Fresh water can be pumped via pipelines from areas of overabundance/flood to areas of drought or high demand. Calculations document 10 to 60 million acre-feet (maf) of fresh water per flood event can be captured from the Midwest's Rivers and pumped via pipelines to the Colorado River and introduced upstream of Lake Powell, Utah, to destinations near Denver, Colorado, and used in areas along the pipelines. Water users of the Colorado River include the cities in southern Nevada, southern California, northern Arizona, Colorado, Utah, Indian Tribes, and Mexico. The proposed start and end points, and routes of the pipelines are documented, including information on right-of-ways necessary for state and federal permits. A National Smart Water Grid{trademark} (NSWG) Project will create thousands of new jobs for construction, operation, and maintenance and save billions in drought and flood damage reparations tax dollars. The socio-economic benefits of NWSG include decreased flooding in the Midwest; increased agriculture, and recreation and tourism; improved national security, transportation, and fishery and wildlife habitats; mitigated regional climate change and global warming such as increased carbon capture; decreased salinity in Colorado River water crossing the US-Mexico border; and decreased eutrophication (excessive plant growth and decay) in the Gulf of Mexico to name a few. The National Smart Water Grid{trademark} will pay for itself in a single major flood event.

The initial federal funding for the Colorado State University Smart Grid Integration Laboratory is through a Congressionally Directed Project (CDP), DE-OE0000070 Smart Grid Integration Laboratory. The original program requested in three one-year increments for staff acquisition, curriculum development, and instrumentation ?? all which will benefit the Laboratory. This report focuses on the initial phase of staff acquisition which was directed and administered by DOE NETL/ West Virginia under Project Officer Tom George. Using this CDP funding, we have developed the leadership and intellectual capacity for the SGIC. This was accomplished by investing (hiring) a core team of Smart Grid Systems engineering faculty focused on education, research, and innovation of a secure and smart grid infrastructure. The Smart Grid Integration Laboratory will be housed with the separately funded Integrid Laboratory as part of CSU??s overall Smart Grid Integration Center (SGIC). The period of performance of this grant was 10/1/2009 to 9/30/2011 which included one no cost extension due to time delays in faculty hiring. The Smart Grid Integration Laboratory??s focus is to build foundations to help graduate and undergraduates acquire systems engineering knowledge; conduct innovative research; and team externally with grid smart organizations. Using the results of the separately funded Smart Grid Workforce Education Workshop (May 2009) sponsored by the City of Fort Collins, Northern Colorado Clean Energy Cluster, Colorado State University Continuing Education, Spirae, and Siemens has been used to guide the hiring of faculty, program curriculum and education plan. This project develops faculty leaders with the intellectual capacity to inspire its students to become leaders that substantially contribute to the development and maintenance of Smart Grid infrastructure through topics such as: (1) Distributed energy systems modeling and control; (2) Energy and power conversion; (3) Simulation of electrical power distribution system that integrates significant quantities of renewable and distributed energy resources; (4) System dynamic modeling that considers end-user behavior, economics, security and regulatory frameworks; (5) Best practices for energy management IT control solutions for effective distributed energy integration (including security with the underlying physical power systems); (6) Experimental verification of effects of various arrangements of renewable generation, distributed generation and user load types along with conventional generation and transmission. Understanding the core technologies for enabling them to be used in an integrated fashion within a distribution network remains is a benefit to the future energy paradigm and future and present energy engineers.

Gas turbines are the choice technology for high-performance power generation and are employed in both simple and combined cycle configurations around the world. The Smart Power Turbine (SPT) program has developed new technologies that are needed to further extend the performance and economic attractiveness of gas turbines for power generation. Today's power generation gas turbines control firing temperatures indirectly, by measuring the exhaust gas temperature and then mathematically calculating the peak combustor temperatures. But temperatures in the turbine hot gas path vary a great deal, making it difficult to control firing temperatures precisely enough to achieve optimal performance. Similarly, there is no current way to assess deterioration of turbine hot-gas-path components without shutting down the turbine. Consequently, maintenance and component replacements are often scheduled according to conservative design practices based on historical fleet-averaged data. Since fuel heating values vary with the prevalent natural gas fuel, the inability to measure heating value directly, with sufficient accuracy and timeliness, can lead to maintenance and operational decisions that are less than optimal. GE Global Research Center, under this Smart Power Turbine program, has developed a suite of novel sensors that would measure combustor flame temperature, online fuel lower heating value (LHV), and hot-gas-path component life directly. The feasibility of using the ratio of the integrated intensities of portions of the OH emission band to determine the specific average temperature of a premixed methane or natural-gas-fueled combustion flame was demonstrated. The temperature determined is the temperature of the plasma included in the field of view of the sensor. Two sensor types were investigated: the first used a low-resolution fiber optic spectrometer; the second was a SiC dual photodiode chip. Both methods worked. Sensitivity to flame temperature changes was remarkably high, that is a 1-2.5% change in ratio for an 11.1 C (20 F) change in temperature at flame temperatures between 1482.2 C (2700 F) and 1760 C (3200 F). Sensor ratio calibration was performed using flame temperatures determined by calculations using the amount of unburned oxygen in the exhaust and by the fuel/air ratio of the combustible gas mixture. The agreement between the results of these two methods was excellent. The sensor methods characterized are simple and viable. Experiments are underway to validate the GE Flame Temperature Sensor as a practical tool for use with multiburner gas turbine combustors. The lower heating value (LHV) Fuel Quality Sensor consists of a catalytic film deposited on the surface of a microhotplate. This micromachined design has low heat capacity and thermal conductivity, making it ideal for heating catalysts placed on its surface. Several methods of catalyst deposition were investigated, including micropen deposition and other proprietary methods, which permit precise and repeatable placement of the materials. The use of catalysts on the LHV sensor expands the limits of flammability (LoF) of combustion fuels as compared with conventional flames; an unoptimized LoF of 1-32% for natural gas (NG) in air was demonstrated with the microcombustor, whereas conventionally 4 to 16% is observed. The primary goal of this work was to measure the LHV of NG fuels. The secondary goal was to determine the relative quantities of the various components of NG mixes. This determination was made successfully by using an array of different catalysts operating at different temperatures. The combustion parameters for methane were shown to be dependent on whether Pt or Pd catalysts were used. In this project, significant effort was expended on making the LHV platform more robust by the addition of high-temperature stable materials, such as tantalum, and the use of passivation overcoats to protect the resistive heater/sensor materials from degradation in the combustion environment. Modeling and simulation were used to predict improved sensor designs.

Smart Grids measure energy usage in real-time and tailor supply and delivery accordingly, in order to improve power transmission and distribution. For the grids to operate effectively, it is critical to collect readings from massively-installed smart meters to control centers in an efficient and secure manner. In this paper, we propose a secure compressed reading scheme to address this critical issue. We observe that our collected real-world meter data express strong temporal correlations, indicating they are sparse in certain domains. We adopt Compressed Sensing technique to exploit this sparsity and design an efficient meter data transmission scheme. Our scheme achieves substantial efficiency offered by compressed sensing, without the need to know beforehand in which domain the meter data are sparse. This is in contrast to traditional compressed-sensing based scheme where such sparse-domain information is required a priori. The Energy Information Administration (EIA) prepares quarterly, short-term energy supply, demand, and price projections for publication in February, May, August, and November in the Short-Term Energy Outlook (Outlook). An annual supplement analyzes the performance of previous forecasts, compares recent cases with those of other forecasting services, and discusses current topics related to the short-term energy markets. The forecast period for this issue of the Outlook extends from the second quarter of 1994 through the fourth quarter of 1995. Values for the first quarter of 1994, however, are preliminary EIA estimates (for example, some monthly values for petroleum supply and disposition are derived in part from weekly data reported in the Weekly Petroleum Status Report) or are calculated from model simulations using the latest exogenous information available. The historical energy data, compiled into the second quarter 1994 version of the Short-Term Integrated Forecasting System (STIFS) database, are mostly EIA data regularly published in the Monthly Energy Review, Petroleum Supply Monthly, and other EIA publications. Minor discrepancies between the data in these publications and the historical data in this Outlook are due to independent rounding. The STIFS database is archived quarterly and is available from the National Technical Information Service. The cases are produced using the STIFS. The STIFS model is driven principally by three sets of assumptions or inputs: estimates of key macroeconomic variables, world oil price assumptions, and assumptions about the severity of weather. Macroeconomic estimates are produced by DRI/McGraw-Hill but are adjusted by EIA to reflect EIA assumptions about the world price of crude oil, energy product prices, and other assumptions which may affect the macroeconomic outlook. The EIA model is available on computer tape from the National Technical Information Service.

Pohang No. 2 blast furnace will be relined on April 1997. This project will spend 105 days in preparation for the next campaign. Pohang No. 2 blast furnace started all-coke consuming operation from the birth of the 2nd campaign, and started PCI operation 10 years later in 1993 in pursuit of energy-saving and cut-down manufacturing cost. However, in 1994, the furnace condition got worse than ever before due to unbalanced gas flow in the blast furnace. The main reason was that worn-out refractories disturbed the gas flow in the upper shaft wall area. There was no choice but to repair the worn-out refractories by castable gunning with pre-inserted supporting bars (POSCO-originated). The paper describes the process.

Smart Grid - Transforming Power System Operations

AbstractElectric power systems are entering a new realm of operations. Large amounts of variable generation tax our ability to reliably operate the system. Couple this with a greater reliance on the electricity network to serve consumer demand that is likely to rise significantly even as we drive for greater efficiency. Trade-offs between energy and environmental needs will be constantly negotiated, while a reliable supply of electricity needs even greater assurance in a world where threats of disruption have risen. Smart grid capabilities are being proposed to help address the challenges confronting system operations. This paper reviews the impact of smart grid functionality on transforming power system operations. It explores models for distributed energy resources (DER generation, storage, and load) that are appearing on the system. It reviews the evolving nature of electricity markets to deal with this complexity and a change of emphasis on signals from these markets to affect power system control. Smart grid capabilities will also impact reliable operations, while cyber security issues must be addressed as a culture change that influences all system design, implementation, and maintenance. Lastly, the paper explores significant questions for further research and the need for a simulation environment that supports such investigation and informs deployments to mitigate operational issues as they arise.

Although implementing Smart Grid projects at the distribution level provides many advantages and opportunities for advanced operation and control, a number of significant challenges must be overcome to maintain the high level of safety and reliability that the modern grid must provide. For example, while distributed generation (DG) promises to provide opportunities to increase reliability and efficiency and may provide grid support services such as volt/var control, the presence of DG can impact distribution operation and protection schemes. Additionally, the intermittent nature of many DG energy sources such as photovoltaics (PV) can present a number of challenges to voltage regulation, etc. This presentation provides an overview a number of Smart Grid projects being performed by the National Renewable Energy Laboratory (NREL) along with utility, industry, and academic partners. These projects include modeling and analysis of high penetration PV scenarios (with and without energy storage), development and testing of interconnection and microgrid equipment, as well as the development and implementation of advanced instrumentation and data acquisition used to analyze the impacts of intermittent renewable resources. Additionally, standards development associated with DG interconnection and analysis as well as Smart Grid interoperability will be discussed.

The combined team of GE Global Research, Federal Express, National Renewable Energy Laboratory, and Consolidated Edison has successfully achieved the established goals contained within the Department of Energys Smart Grid Capable Electric Vehicle Supply Equipment funding opportunity. The final program product, shown charging two vehicles in Figure 1, reduces by nearly 50% the total installed system cost of the electric vehicle supply equipment (EVSE) as well as enabling a host of new Smart Grid enabled features. These include bi-directional communications, load control, utility message exchange and transaction management information. Using the new charging system, Utilities or energy service providers will now be able to monitor transportation related electrical loads on their distribution networks, send load control commands or preferences to individual systems, and then see measured responses. Installation owners will be able to authorize usage of the stations, monitor operations, and optimally control their electricity consumption. These features and cost reductions have been developed through a total system design solution.

This fact sheet describes the purpose, lab specifications, applications scenarios, and information on how to partner with NREL's Smart Power Laboratory at the Energy Systems Integration Facility. Research at NREL's Smart Power Laboratory in the Energy Systems Integration Facility (ESIF) focuses on the development and integration of smart technologies including the integration of distributed and renewable energy resources through power electronics and smart energy management for building applications. The 5,300 sq. ft. laboratory is designed to be highly flexible and configurable, essential for a large variety of smart power applications that range from developing advanced inverters and power converters to testing residential and commercial scale meters and control technologies. Some application scenarios are: (1) Development of power converters for integration of distributed and renewable energy resources; (2) Development of advanced controls for smart power electronics; (3) Testing prototype and commercially available power converters for electrical interconnection and performance, advanced functionality, long duration reliability and safety; and (4) Hardware-in-loop development and testing of power electronics systems in smart distribution grid models.

This paper provides information on smart grid IS functional requirement by illustrating some discussion points to the sixteen identified requirements. Developing ''SMART'' equipment and systems through collaborative NERI research and development

The United States Department of Energy initiated the Nuclear Energy Research Initiative (NERI) to conduct research and development with the objectives of: (1) overcoming the principal technical obstacles to expanded nuclear energy use, (2) advancing the state of nuclear technology to maintain its competitive position in domestic and world markets, and (3) improving the performance, efficiency, reliability, and economics of nuclear energy. Fiscal Year 1999 program funding is $19 Million, with increased finding expected for subsequent years, emphasizing international cooperation. Among the programs selected for funding is the ``Smart Equipment and Systems to Improve Reliability and Safety in Future Nuclear Power Plant Operations''. This program is a 30 month collaborative effort bringing together the technical capabilities of ABB C-E Nuclear Power, Inc. (ABB CENP), Sandia National Laboratories, Duke Engineering and Services (DE and S), Massachusetts Institute of Technology (MIT) and Pennsylvania State University (PSU). The program's goal is to design, develop and evaluate an integrated set of smart equipment and predictive maintenance tools and methodologies that will significantly reduce nuclear plant construction, operation and maintenance costs. To accomplish this goal the Smart Equipment program will: (1) Identify and prioritize nuclear plant equipment that would most likely benefit from adding smart features; (2) Develop a methodology for systematically monitoring the health of individual pieces of equipment implemented with smart features (i.e. smart equipment); (3) Develop a methodology to provide plant operators with real-time information through smart equipment Man-Machine Interfaces (MMI) to support their decision making; (4) Demonstrate the methodology on a targeted component and/or system; (5) Expand the concept to system and plant levels that allow communication and integration of data among smart equipment. This paper will discuss (1) detailed subtask plans for the entire program, including expected achievements, (2) preliminary results from the early program phases and (3) the program's relationship to other NERI programs being conducted by the same team.

Energy-performance improvements in consumer products are an essential element in any government's portfolio of energy-efficiency and climate change mitigation programs. Governments need to develop balanced programs, both voluntary and regulatory, that remove cost-ineffective, energy-wasting products from the marketplace and stimulate the development of cost-effective, energy-efficient technology. Energy-efficiency labels and standards for appliances, equipment, and lighting products deserve to be among the first policy tools considered by a country's energy policy makers. The U.S. Agency for International Development (USAID) and several other organizations identified on the cover of this guidebook recognize the need to support policy makers in their efforts to implement energy-efficiency standards and labeling programs and have developed this guidebook, together with the Collaborative Labeling and Appliance Standards Program (CLASP), as a primary reference. This second edition of the guidebook was prepared over the course of the past year, four years after the preparation of the first edition, with a significant contribution from the authors and reviewers mentioned previously. Their diligent participation helps maintain this book as the international guidance tool it has become. The lead authors would like to thank the members of the Communications Office of the Environmental Energy Technologies Division, Lawrence Berkeley National Laboratory for their support in the development, production, and distribution of the guidebook. This guidebook is designed as a manual for government officials and others around the world responsible for developing, implementing, enforcing, monitoring, and maintaining labeling and standards setting programs. It discusses the pros and cons of adopting energy-efficiency labels and standards and describes the data, facilities, and institutional and human resources needed for these programs. It provides guidance on the design, development, implementation, maintenance, and evaluation of the programs and on the design of the labels and standards themselves. In addition, it directs the reader to references and other resources likely to be useful in conducting the activities described and includes a chapter on energy policies and programs that complement appliance efficiency labels and standards. This guidebook attempts to reflect the essential framework of labeling and standards programs. It is the intent of the authors and sponsor to distribute copies of this book worldwide, at no charge, for the general public benefit. The guidebook is also available on the web at www.clasponline.org and may be downloaded to be used intact or piecemeal for whatever beneficial purposes readers may conceive.

Smart Buildings: Business Case and Action Plan

General Services Administration (GSA) has been a pioneer in using Smart Building technologies but it has yet to achieve the full benefits of an integrated, enterprise-wide Smart Building strategy. In July 2008, GSA developed an initial briefing memorandum that identified five actions for a Smart Buildings feasibility study: (1) Identify and cluster the major building systems under consideration for a Smart Buildings initiative; (2) Identify GSA priorities for these clusters; (3) Plan for future adoption of Smart Building strategies by identifying compatible hardware; (4) Develop a framework for implementing and testing Smart Building strategies and converged networks; and (5) Document relevant GSA and industry initiatives in this arena. Based on this briefing memorandum, PBS and FAS retained consultants from Lawrence Berkeley National Laboratory, Noblis, and the Building Intelligence Group to evaluate the potential for Smart Buildings within GSA, and to develop this report. The project has included extensive interviews with GSA staff (See Appendix A), a review of existing GSA standards and documents, and an examination of relevant GSA and industry initiatives. Based on interviews with GSA staff and a review of GSA standards and documents, the project team focused on four goals for evaluating how Smart Building technology can benefit GSA: (1) Achieve Energy Efficiency Mandates--Use Smart Building technology as a tool to meet EISA 2007 and EO 13423 goals for energy efficiency. (2) Enhance Property Management--Deploy enterprise tools for improved Operations and Maintenance (O&M) performance and verification. (3) Implement Network as the Fourth Utility--Utilize a converged broadband network to support Smart Building systems and provide GSA clients with connectivity for voice, data and video. (4) Enhance Safety and Security--Harmonize Physical Access Control Systems (PACS) with Smart Building Systems.

We report two configurations of smart graphene antennas, in which either the radiation pattern of the antenna or the backscattering of the periodic metallic arrays is controlled by DC biases that induce metal-insulator reversible transitions of graphene monolayers. Such a transition from a high surface resistance (no bias) to a low surface resistance state (finite bias voltage) causes the radiation pattern of metallic antennas backed with graphene to change dramatically, from omnidirectional to broadside. Moreover, reflectarrays enhance the backscattered field due to the same metal-dielectric transition.

A smart grid uses digital power control and communication technology to improve the reliability, security, flexibility, and efficiency of the electric system, from large generation through the delivery systems to electricity consumers and a growing number of distributed generation and storage resources. To convey progress made in achieving the vision of a smart grid, this report uses a set of six characteristics derived from the National Energy Technology Laboratory Modern Grid Strategy. The Smart Grid Status and Metrics Report defines and examines 21 metrics that collectively provide insight into the grids capacity to embody these characteristics. This appendix presents papers covering each of the 21 metrics identified in Section 2.1 of the Smart Grid Status and Metrics Report. These metric papers were prepared in advance of the main body of the report and collectively form its informational backbone.

Energy Smart Colorado is an energy efficiency program established in 2011 in the central mountain region of Colorado. The program was funded through a grant of $4.9 million, awarded in August 2010 by the U.S. Department of Energys Better Buildings Program. As primary grant recipient, Eagle County coordinated program activities, managed the budget, and reported results. Eagle County staff worked closely with local community education and outreach partner Eagle Valley Alliance for Sustainability (now Walking Mountains Science Center) to engage residents in the program. Sub-recipients Pitkin County and Gunnison County assigned local implementation of the program in their regions to their respective community efficiency organizations, Community Office for Resource Efficiency (CORE) in Pitkin County, and Office for Resource Efficiency (ORE) in Gunnison County. Utility partners contributed $166,600 to support Home Energy Assessments for their customers. Program staff opened Energy Resource Centers, engaged a network of qualified contractors, developed a work-flow, an enrollment website, a loan program, and a data management system to track results.

Smart grid is an emerging technology which is able to control the power load via price signaling. The communication between the power supplier and power customers is a key issue in smart grid. Performance degradation like delay or outage may cause significant impact on the stability of the pricing based control and thus the reward of smart grid. Therefore, a QoS mechanism is proposed for the communication system in smart grid, which incorporates the derivation of QoS requirement and applies QoS routing in the communication network. For deriving the QoS requirement, the dynamics of power load and the load-price mapping are studied. The corresponding impacts of different QoS metrics like delay are analyzed. Then, the QoS is derived via an optimization problem that maximizes the total revenue. Based on the derived QoS requirement, a simple greedy QoS routing algorithm is proposed for the requirement of high speed routing in smart grid. It is also proven that the proposed greedy algorithm is a $K$-approximation. ...

The supercritical water-cooled reactor (SCWR) is one of the six reactor technologies selected for research and development under the Generation-IV program. SCWRs are promising advanced nuclear systems because of their high thermal efficiency (i.e., about 45% vs. about 33% efficiency for current Light Water Reactors, LWRs) and considerable plant simplification. SCWRs are basically LWRs operating at higher pressure and temperatures with a direct once-through cycle. Operation above the critical pressure eliminates coolant boiling, so the coolant remains single-phase throughout the system. Thus the need for recirculation and jet pumps, a pressurizer, steam generators, steam separators and dryers is eliminated. The main mission of the SCWR is generation of low-cost electricity. It is built upon two proven technologies, LWRs, which are the most commonly deployed power generating reactors in the world, and supercritical fossil-fired boilers, a large number of which is also in use around the world.

The conventional screening machines used in processing plants have had undesirable high noise and vibration levels. They also have had unsatisfactorily low screening efficiency, high energy consumption, high maintenance cost, low productivity, and poor worker safety. These conventional vibrating machines have been used in almost every processing plant. Most of the current material separation technology uses heavy and inefficient electric motors with an unbalanced rotating mass to generate the shaking. In addition to being excessively noisy, inefficient, and high-maintenance, these vibrating machines are often the bottleneck in the entire process. Furthermore, these motors, along with the vibrating machines and supporting structure, shake other machines and structures in the vicinity. The latter increases maintenance costs while reducing worker health and safety. The conventional vibrating fine screens at taconite processing plants have had the same problems as those listed above. This has resulted in lower screening efficiency, higher energy and maintenance cost, and lower productivity and workers safety concerns. The focus of this work is on the design of a high performance screening machine suitable for taconite processing plants. SmartScreens{trademark} technology uses miniaturized motors, based on smart materials, to generate the shaking. The underlying technologies are Energy Flow Control{trademark} and Vibration Control by Confinement{trademark}. These concepts are used to direct energy flow and confine energy efficiently and effectively to the screen function. The SmartScreens{trademark} technology addresses problems related to noise and vibration, screening efficiency, productivity, and maintenance cost and worker safety. Successful development of SmartScreens{trademark} technology will bring drastic changes to the screening and physical separation industry. The final designs for key components of the SmartScreens{trademark} have been developed. The key components include smart motor and associated electronics, resonators, and supporting structural elements. It is shown that the smart motors have an acceptable life and performance. Resonator (or motion amplifier) designs are selected based on the final system requirement and vibration characteristics. All the components for a fully functional prototype are fabricated and have been tested.

As scientific computing applications grow in complexity, more and more functionality is being packaged in independently developed libraries. Worse, as the computing environments in which these applications run grow in complexity, it gets easier to make mistakes in building, installing and using libraries as well as the applications that depend on them. Unfortunately, SQA standards so far developed focus primarily on applications, not libraries. We show that SQA standards for libraries differ from applications in many respects. We introduce and describe a variety of practices aimed at minimizing the likelihood of making mistakes in using libraries and at maximizing users' ability to diagnose and correct them when they occur. We introduce the term Smart Library to refer to a library that is developed with these basic principles in mind. The paper addresses modular hierarchical design (composition) of a management system for smart homes. The management system consists of security subsystem (access control, alarm control), comfort subsystem (temperature, etc.), intelligence subsystem (multimedia, houseware). The design solving process is based on Hierarchical Morphological Multicriteria Design (HMMD) approach: (1) design of a tree-like system model, (2) generation of design alternatives for leaf nodes of the system model, (3) Bottom-Up process: (i) multicriteria selection of design alternatives for system parts/components and (ii) composing the selected alternatives into a resultant combination (while taking into account ordinal quality of the alternatives above and their compatibility). A fuel cell power plant, which utilizes a smart energy management and control (SEMaC) system, supplying the power need of laboratory based ''home'' has been purchased and installed. The ''home'' consists of two rooms, each approximately 250 sq. ft. Every appliance and power outlet is under the control of a host computer, running the SEMaC software package. It is possible to override the computer, in the event that an appliance or power outage is required. Detailed analysis and simulation of the fuel cell operated smart home has been performed. Two journal papers has been accepted for publication and another journal paper is under review. Three theses have been completed and three additional theses are in progress.

Technology Readiness Levels (TRLs) originated as a way for the National Aeronautics and Space Administration (NASA) to monitor the development of systems being readied for space. The technique has found wide application as part of the more general topic of system engineering. In this paper, we consider the applicability of TRLs to systems being readied for the smart grid. We find that there are many useful parallels, and much to be gained by this application. However, TRLs were designed for a developer who was also a user. That is not usually the case for smart grid developments. We consider the matter from the point of view of the company responsible for implementation, typically a utility, and we find that there is a need for connecting the many standards in the industry. That connection is explored, and some new considerations are introduced.

Software Technology Readiness for the Smart Grid

Abstract Budget and schedule overruns in product development due to the use of immature technologies constitute an important matter for program managers. Moreover, unexpected lack of technology maturity is also a problem for buyers. Both sides of the situation would benefit from an unbiased measure of technology maturity. This paper presents the use of a software maturity metric called Technology Readiness Level (TRL), in the milieu of the smart grid. For most of the time they have been in existence, power utilities have been protected monopolies, guaranteed a return on investment on anything they could justify adding to the rate base. Such a situation did not encourage innovation, and instead led to widespread risk-avoidance behavior in many utilities. The situation changed at the end of the last century, with a series of regulatory measures, beginning with the Public Utility Regulatory Policy Act of 1978. However, some bad experiences have actually served to strengthen the resistance to innovation by some utilities. Some aspects of the smart grid, such as the addition of computer-based control to the power system, face an uphill battle. It is our position that the addition of TRLs to the decision-making process for smart grid power-system projects, will lead to an environment of more confident adoption.
