  6. WindSENSE Project Summary: FY2009-2011

    SciTech Connect (OSTI)

    Kamath, C

    2011-09-25

Renewable resources, such as wind and solar, are providing an increasingly larger percentage of our energy needs. To successfully integrate these intermittent resources into the power grid while maintaining its reliability, we need to better understand the characteristics and predictability of the variability associated with these power generation resources. WindSENSE, a three year project at Lawrence Livermore National Laboratory, considered the problem of scheduling wind energy on the grid from the viewpoint of the control room operator. Our interviews with operators at Bonneville Power Administration (BPA), Southern California Edison (SCE), and California Independent System Operator (CaISO), indicated several challenges to integrating wind power generation into the grid. As the percentage of installed wind power has increased, the variable nature of the generation has become a problem. For example, in the Bonneville Power Administration (BPA) balancing area, the installed wind capacity has increased from 700 MW in 2006-2007 to over 1300 MW in 2008 and more than 2600 MW in 2009. To determine the amount of energy to schedule for the hours ahead, operators typically use 0-6 hour ahead forecasts, along with the actual generation in the previous hours and days. These forecasts are obtained from numerical weather prediction (NWP) simulations or based on recent trends in wind speed in the vicinity of the wind farms. However, as the wind speed can be difficult to predict, especially in a region with complex terrain, the forecasts can be inaccurate. Complicating matters are ramp events, where the generation suddenly increases or decreases by a large amount in a short time (Figure 1, right panel). These events are challenging to predict, and given their short duration, make it difficult to keep the load and the generation balanced. Our conversations with BPA, SCE, and CaISO indicated that control room operators would like (1) more accurate wind power generation forecasts

  5. California energy flow in 1991

    SciTech Connect (OSTI)

    Borg, I.Y.; Briggs, C.K.

    1993-04-01

Energy consumption in California fell in 1991 for the first time in five years. The State`s economy was especially hard hit by a continuing national recession. The construction industry for the second year experienced a dramatic downturn. Energy use in the industrial sector showed a modest increase, but consumption in other end-use categories declined. The decrease in energy used in transportation can be traced to a substantial fall in the sales of both highway diesel fuels and vessel bunkering fuels at California ports, the latter reflecting a mid-year increase in taxes. Gasoline sales by contrast increased as did the number of miles traveled and the number of automobiles in the State. Production in California`s oil and gas fields was at 1990 levels thus arresting a steady decline in output. Due to enlarged steam flooding operations, production at several fields reached record levels. Also countering the decline in many of California fields was new production from the Port Arguello offshore field. California natural gas production, despite a modest 1991 increase, will not fill the use within the State. Petroleum comprised more than half of the State`s energy supply principally for transportation. Natural gas use showed a small increase. Oil products play virtually no role in electrical production. The largest single source of electricity to the State is imports from the Pacific Northwest and from coal-fired plants in the Southwest. Combined contributions to transmitted electricity from renewable and alternate sources declined as hydropower was constrained by a prolonged drought and as geothermal power from the largest and oldest field at The Geysers fell. Windpower grew slightly; however solar power remained at 1990 levels and made no substantial contribution to total power generation.

  15. Summary of California DSM impact evaluation studies

    SciTech Connect (OSTI)

    Brown, M.A.; Mihlmester, P.E.

    1994-10-01

Over the past several years, four of the largest investor-owned California utilities have completed more than 50 evaluation studies designed to measure the energy and demand impacts of their demand-side management (DSM) programs. These four are: Pacific Gas and Electric (PG and E), Southern California Edison (SCE), Southern California Gas (SoCalGas), and San diego Gas and Electric (SDG and E). These studies covered residential, commercial, industrial, and agricultural DSM programs and provided a wealth of information on program impacts. The objective of this report is to summarize the results of these DSM evaluation studies in order to describe what DSM has achieved in California, to assess how well these achievements were forecast, and to compare the effectiveness of different types of DSM programs. This report documents the sizable investment made by the California utilities in their 1990--92 DSM programs. Between 1990 and 1992, the four utilities spent $772 million on energy-efficiency/conservation programs. This report also summarizes the realization rates estimated by the 50+ evaluation studies. Realization rates are defined as ex-post net savings estimates divided by ex-ante net savings estimates. Realization rates are summarized for 158 programs and program segments.

  13. California energy flow in 1994

    SciTech Connect (OSTI)

    Borg, I.Y.; Mui, N.

    1996-09-01

California energy consumption increased in 1994 in keeping with a recovery from the previous mild recession years. Although unemployment remained above the national average, other indicators pointed to improved economic health. Increased energy use was registered principally in the residential/commercial and transportation end-use sectors. A cooler-than-usual winter and spring was reflected in increased consumption of natural gas, the principal space-heating fuel in the state. Because of low water levels behind state dams, utilities turned to natural gas for electrical generation and to increased imports from out-of- state sources to meet demand. Other factors, such as smaller output from geothermal, biomass, and cogenerators, contributed to the need for the large increase in electrical supply from these two sources. Nonetheless, petroleum dominated the supply side of the energy equation of the state in which transportation requirements comprise more than one-third of total energy demand. About half of the oil consumed derived from California production. Onshore production has been in slow decline; however, in 1994 the decrease was compensated for by increases from federal offshore fields. Until 1994 production had been limited by regulatory restrictions relating to the movement of the crude oil to onshore refineries. State natural gas production remained at 1993 levels. The increased demand was met by larger imports from Canada through the recent expansion of Pacific Transmission Company`s 804 mile pipeline. Deregulation of the state`s utilities moved ahead in 1994 when the California Public Utilities Commission issued its proposal on how to restructure the industry. Public hearings were conducted in which the chief issues were recovery of the utilities` capital investments, conflicts with the Public Utilities Policies Act, management of power transactions between new suppliers and former utility customers, and preservation of energy conservation programs

  6. Miocene-Early Pliocene diatomaceous sedimentation patterns in the Pacific: A response to paleooceanography and paleoclimatic change

    SciTech Connect (OSTI)

    Barron, J.A. )

    1990-05-01

Biosiliceous sediments greatly expanded their distribution in the North Pacific during the late early to early middle Miocene (18-15 Ma), at least partly due to enhanced basin-basin fractionation of deep waters between the North Atlantic and North Pacific, which began in 17 Ma. Subsequently, in the late middle and late Miocene, diatomaceous sedimentation responded to the following series of successive cooling steps. (1) High-latitude cooling between 14.9 and 12.4 Ma caused an intensification of upwelling in the marginal North Pacific as evidenced by a wider distribution of laminated sediments and a decline in carbonate preservation. (2) Cooling across the middle Miocene-late Miocene boundary (10.3-9.2 Ma and 9.0-8.3 Ma) led to further increases in upwelling and raised biogenic opal accumulation rates in upwelling regions of the eastern equatorial Pacific, California, and Peru. (3) Cooling in the latest Miocene to earliest Pliocene (6.2-4.8 114a) resulted in further regional differentiation of biosiliceous sedimentation patterns in the North Pacific, probably reflecting steeper productivity gradients in upwelling regions. Biogenic opal accumulation rates declined in the eastern equatorial Pacific, but probably increased in coastal upwelling regions off California, Peru, and in the Bering Sea. (4) A decline in diatom sedimentation in waters off southern California during the earliest Pliocene (4.5-4.0) Ma coincided with a period of warmer paleotemperatures and a decline in opal accumulation rates in the equatorial Pacific. A major increase in biosiliceous sedimentation in the Southern ocean occurred at this same time.

  8. Maximizing the Value of Photovoltaic Installations on Schools in California: Choosing the Best Electricity Rates

    SciTech Connect (OSTI)

    Ong, S.; Denholm, P.

    2011-07-01

Schools in California often have a choice between multiple electricity rate options. For schools with photovoltaic (PV) installations, choosing the right rate is essential to maximize the value of PV generation. The rate option that minimizes a school?s electricity expenses often does not remain the most economical choice after the school installs a PV system. The complex interaction between PV generation, building load, and rate structure makes determining the best rate a challenging task. This report evaluates 22 rate structures across three of California?s largest electric utilities--Pacific Gas and Electric Co. (PG&E), Southern California Edison (SCE), and San Diego Gas and Electric (SDG&E)--in order to identify common rate structure attributes that are favorable to PV installations.

    SciTech Connect (OSTI)

Etingov, Pavel V.; Makarov, Yuri V.; Samaan, Nader A.; Ma, Jian; Loutan, Clyde

    2013-07-21

This paper presents new methodologies developed at Pacific Northwest National Laboratory (PNNL) to estimate regulation capacity requirements in the California ISO control area. Two approaches have been developed: (1) an approach based on statistical analysis of actual historical area control error (ACE) and regulation data, and (2) an approach based on balancing authority ACE limit control performance standard. The approaches predict regulation reserve requirements on a day-ahead basis including upward and downward requirements, for each operating hour of a day. California ISO data has been used to test the performance of the proposed algorithms. Results show that software tool allows saving up to 30% on the regulation procurements cost .

    Olfe, J.

    1996-10-01

Scientists from the California Department of Fish and Game (CDFG), the Southwest Fisheries Science Center of the National Marine Fisheries Service (NMFS), and the Scripps Institution of Oceanography, University of California, San Diego (UCSD), have collaborated for 46 years in the longest-running large-scale study ever undertaken in the ocean. This study was begun in order to understand the causes of changes in population, over time, of commercially important fishes in California`s coastal waters. When the study began, the Pacific sardine was by far the most significant species of economic concern to the State of California. Because its population changes were thought to be caused by a diversity of atmospheric, oceanic, and biological variables, a wide array of measurements in the California Current region were begun and have been continued to this day. This long time series of data allows not only a better understanding of the flux of fish populations, but also lays the foundation for understanding interdecadal and secular change in the seas. This document contains papers from symposium of the 1995 CalCOFI Conference related to interdecadal changes in the ecology of the California current.

  11. Will competition hurt electricity consumers in the Pacific Northwest

    SciTech Connect (OSTI)

    Hadley, S.; Hirst, E.

    1998-11-01

A computer model was developed at Oak Ridge National Laboratory to analyze the electricity production, costs, and prices for two geographical regions for a single year. Bulk-power trading is allowed between the two regions and market clearing prices are determined based on marginal costs. The authors used this model, ORCED, to evaluate the market price of power over the year 2000 in the Pacific Northwest and California. The authors found that, absent intervention by the regulators in the Northwest, generation prices would increase 1.1 {cents}/kWh on average, from 1.91 {cents}/kWh for the regulated price to 3.02 {cents}/kWh as the competitive price. If regulators use transition charges and price caps, then customers in the Pacific Northwest need not be penalized by the change to marginal-cost pricing. Customer responses to price changes will increase the transfer of power between regions. A gas price increase of 20%, while only raising the average-cost-based price to 1.95 {cents}/kWh, raised the marginal-cost-based price to 3.56{cents}/kWh. Reductions in hydroelectric resources also dramatically change the price and flow of power.

  13. Central Equatorial Pacific Experiment (CEPEX)

    SciTech Connect (OSTI)

    Not Available

    1993-01-01

The Earth's climate has varied significantly in the past, yet climate records reveal that in the tropics, sea surface temperatures seem to have been remarkably stable, varying by less than a few degrees Celsius over geologic time. Today, the large warm pool of the western Pacific shows similar characteristics. Its surface temperature always exceeds 27[degree]C, but never 31[degree]C. Heightened interest in this observation has been stimulated by questions of global climate change and the exploration of stabilizing climate feedback processes. Efforts to understand the observed weak sensitivity of tropical sea surface temperatures to climate forcing has led to a number of competing ideas about the nature of this apparent thermostat. Although there remains disagreement on the processes that regulate tropical sea surface temperature, most agree that further progress in resolving these differences requires comprehensive field observations of three-dimensional water vapor concentrations, solar and infrared radiative fluxes, surface fluxes of heat and water vapor, and cloud microphysical properties. This document describes the Central Equatorial Pacific Experiment (CEPEX) plan to collect such observations over the central equatorial Pacific Ocean during March of 1993.

  10. Multi-Year Analysis of Renewable Energy Impacts in California: Results from the Renewable Portfolio Standards Integration Cost Analysis; Preprint

    SciTech Connect (OSTI)

    Milligan, M.; Shiu, H.; Kirby, B.; Jackson, K.

    2006-08-01

California's Renewable Portfolio Standard (RPS, Senate Bill 1078) requires the state's investor-owned utilities to obtain 20% of their energy mix from renewable generation sources. To facilitate the imminent increase in the penetration of renewables, the California Energy Commission (CEC), in support of the California Public Utility Commission (CPUC), initiated a study of integration costs in the context of RPS implementation. This effort estimated the impact of renewable generation in the regulation and load-following time scales and calculated the capacity value of renewable energy sources using a reliability model. The analysis team, consisting of researchers from the National Renewable Energy Laboratory (NREL), Oak Ridge National Laboratory (ORNL) and the California Wind Energy Collaborative (CWEC), performed the study in cooperation with the California Independent System Operator (CaISO), the Pacific Gas and Electric Company (PG&E), and Southern California Edison (SCE). The study was conducted over three phases and was followed by an analysis of a multi-year period. This paper presents results from the multi-year analysis and the Phase III recommendations.

  8. California Hydrogen Infrastructure Project

    SciTech Connect (OSTI)

    Heydorn, Edward C

    2013-03-12

Air Products and Chemicals, Inc. has completed a comprehensive, multiyear project to demonstrate a hydrogen infrastructure in California. The specific primary objective of the project was to demonstrate a model of a real-world retail hydrogen infrastructure and acquire sufficient data within the project to assess the feasibility of achieving the nation's hydrogen infrastructure goals. The project helped to advance hydrogen station technology, including the vehicle-to-station fueling interface, through consumer experiences and feedback. By encompassing a variety of fuel cell vehicles, customer profiles and fueling experiences, this project was able to obtain a complete portrait of real market needs. The project also opened its stations to other qualified vehicle providers at the appropriate time to promote widespread use and gain even broader public understanding of a hydrogen infrastructure. The project engaged major energy companies to provide a fueling experience similar to traditional gasoline station sites to foster public acceptance of hydrogen. Work over the course of the project was focused in multiple areas. With respect to the equipment needed, technical design specifications (including both safety and operational considerations) were written, reviewed, and finalized. After finalizing individual equipment designs, complete station designs were started including process flow diagrams and systems safety reviews. Material quotes were obtained, and in some cases, depending on the project status and the lead time, equipment was placed on order and fabrication began. Consideration was given for expected vehicle usage and station capacity, standard features needed, and the ability to upgrade the station at a later date. In parallel with work on the equipment, discussions were started with various vehicle manufacturers to identify vehicle demand (short- and long-term needs). Discussions included identifying potential areas most suited for hydrogen fueling stations

    2012-08-01

This report describes the third major evaluation of the Program, encompassing program years 2009 to 2011. In this report, this period of time is referred to as the ARRA Period. This is a special period of time for the Program because the American Recovery and Reinvestment Act (ARRA) of 2009 has allocated $5 billion of funding for the Program. In normal program years, WAP s annual appropriation is in the range of $200-250 million, supporting the weatherization of approximately 100,000 homes. With the addition of ARRA funding during these program years, the expectation is that weatherization activity will exceed 300,000 homes per year. In addition to saving energy and reducing low-income energy bills, expanded WAP funding is expected to stimulate the economy by providing new jobs in the weatherization field and allowing low-income households to spend more money on goods and services by spending less on energy.

    2000-09-30

Pacific Northwest National Laboratory investigated the profitability of operating a Navy ship's generators (in San Diego) during high electricity price periods rather than the ships hooking up to the Base electrical system for power. Profitability is predicated on the trade-off between the operating and maintenance cost incurred by the Navy for operating the ship generators and the net profit associated with the sale of the electric power on the spot market. In addition, PNNL assessed the use of the ship's generators as a means to achieve predicted load curtailments, which can then be marketed to the California Independent System Operator.

  13. 1993 Pacific Northwest Loads and Resources Study.

    SciTech Connect (OSTI)

    United States. Bonneville Power Administration.

    1993-12-01

The Loads and Resources Study is presented in three documents: (1) this summary of Federal system and Pacific Northwest region loads and resources; (2) a technical appendix detailing forecasted Pacific Northwest economic trends and loads, and (3) a technical appendix detailing the loads and resources for each major Pacific Northwest generating utility. In this loads and resources study, resource availability is compared with a range of forecasted electricity consumption. The forecasted future electricity demands -- firm loads -- are subtracted from the projected capability of existing and {open_quotes}contracted for{close_quotes} resources to determine whether Bonneville Power Administration (BPA) and the region will be surplus or deficit. If resources are greater than loads in any particular year or month, there is a surplus of energy and/or capacity, which BPA can sell to increase revenues. Conversely, if firm loads exceed available resources, there is a deficit of energy and/or capacity, and additional conservation, contract purchases, or generating resources will be needed to meet load growth. The Pacific Northwest Loads and Resources Study analyzes the Pacific Northwest`s projected loads and available generating resources in two parts: (1) the loads and resources of the Federal system, for which BPA is the marketing agency; and (2) the larger Pacific Northwest regional power system, which includes loads and resource in addition to the Federal system. The loads and resources analysis in this study simulates the operation of the power system under the Pacific Northwest Coordination Agreement (PNCA) produced by the Pacific Northwest Coordinating Group. This study presents the Federal system and regional analyses for five load forecasts: high, medium-high, medium, medium-low, and low. This analysis projects the yearly average energy consumption and resource availability for Operating Years (OY) 1994--95 through 2003--04.

The 1997 White Book is presented in two documents: (1) this summary of Federal system and Pacific Northwest region loads and resources; and (2) a technical appendix detailing the loads and resources for each major Pacific Northwest generating utility. Data detailing Pacific Northwest non-utility generating (NUG) resources is also available upon request. This analysis updates the 1996 pacific Northwest Loads and Resources Study, published in December 1996. In this loads and resources study, resource availability is compared with a medium forecast of electricity consumption. This document analyzes the Pacific Northwest`s projected loads and available generating resources in two parts: (1) the loads and resources of the Federal system, for which BPA is the marketing agency; and (2) the larger Pacific Northwest regional power system which includes loads and resources in addition to the Federal system. This study presents the Federal system and regional analyses for the medium load forecast. This analysis projects the yearly average energy consumption and resource availability for Operating Years (OY) 1998--99 through 2007--08.

  19. California commercial building energy benchmarking

    SciTech Connect (OSTI)

    Kinney, Satkartar; Piette, Mary Ann

    2003-07-01

Building energy benchmarking is the comparison of whole-building energy use relative to a set of similar buildings. It provides a useful starting point for individual energy audits and for targeting buildings for energy-saving measures in multiple-site audits. Benchmarking is of interest and practical use to a number of groups. Energy service companies and performance contractors communicate energy savings potential with ''typical'' and ''best-practice'' benchmarks while control companies and utilities can provide direct tracking of energy use and combine data from multiple buildings. Benchmarking is also useful in the design stage of a new building or retrofit to determine if a design is relatively efficient. Energy managers and building owners have an ongoing interest in comparing energy performance to others. Large corporations, schools, and government agencies with numerous facilities also use benchmarking methods to compare their buildings to each other. The primary goal of Task 2.1.1 Web-based Benchmarking was the development of a web-based benchmarking tool, dubbed Cal-Arch, for benchmarking energy use in California commercial buildings. While there were several other benchmarking tools available to California consumers prior to the development of Cal-Arch, there were none that were based solely on California data. Most available benchmarking information, including the Energy Star performance rating, were developed using DOE's Commercial Building Energy Consumption Survey (CBECS), which does not provide state-level data. Each database and tool has advantages as well as limitations, such as the number of buildings and the coverage by type, climate regions and end uses. There is considerable commercial interest in benchmarking because it provides an inexpensive method of screening buildings for tune-ups and retrofits. However, private companies who collect and manage consumption data are concerned that the identities of building owners might be revealed and

  20. Pb Isotopes as an Indicator of the Asian Contribution to Particulate Air Pollution in Urban California

    SciTech Connect (OSTI)

Ewing, Stephanie A.; Christensen, John N.; Brown, Shaun T.; Vancuren, Richard A.; Cliff, Steven S.; DePaolo, Donald J.

    2010-10-25

During the last two decades, expanding industrial activity in east Asia has led to increased production of airborne pollutants that can be transported to North America. Previous efforts to detect this trans-Pacific pollution have relied upon remote sensing and remote sample locations. We tested whether Pb isotope ratios in airborne particles can be used to directly evaluate the Asian contribution to airborne particles of anthropogenic origin in western North America, using a time series of samples from a pair of sites upwind and downwind of the San Francisco Bay Area. Our results for airborne Pb at these sites indicate a median value of 29 Asian origin, based on mixing relations between distinct regional sample groups. This trans-Pacific Pb is present in small quantities but serves as a tracer for airborne particles within the growing Asian industrial plume. We then applied this analysis to archived samples from urban sites in central California. Taken together, our results suggest that the analysis of Pb isotopes can reveal the distribution of airborne particles affected by Asian industrial pollution at urban sites in northern California. Under suitable circumstances, this analysis can improve understanding of the global transport of pollution, independent of transport models.

  8. Possible effects of competition on electricity consumers in the Pacific Northwest

    SciTech Connect (OSTI)

    Hadley, S.; Hirst, E.

    1998-01-01

In part, the impetus for restructuring the U.S. electricity industry stems from the large regional disparities in electricity prices. Indeed, industry reforms are moving most rapidly in high-cost states, such as California and those in the Northeast. Legislators, regulators, and many others in states that enjoy low electricity prices, on the other hand, ask whether increased competition will benefit consumers in their states. This report quantifies the effects of increased competition on electricity consumers and producers in two regions, the Pacific Northwest and California. California`s generating costs are roughly double those of the Northwest. We use a new strategic-planning model called Oak Ridge Competitive Electricity Dispatch (ORCED) to conduct these analyses. Specifically, we analyzed four cases: a pre-competition base case intended to represent conditions as they might exist under current regulation in the year 2000, a post-competition case in which customer loads and load shapes respond to real-time electricity pricing, a sensitivity case in which natural-gas prices are 20% higher than in the base case, and a sensitivity case in which the hydroelectric output in the Northwest is 20% less than in the base case. The ORCED analyses suggest that, absent regulatory intervention, retail competition would increase profits for producers in the Northwest and lower prices for consumers in California at the expense of consumers in the Northwest and producers in California. However, state regulators may be able to capture some or all of the increased profits and use them to lower electricity prices in the low-cost region. Perhaps the most straightforward way to allocate the costs and benefits to retail customers is through development of transition-cost charges or credits. With this option, the consumers in both regions can benefit from competition. The magnitude and even direction of bulk-power trading between regions depends strongly on the amount of hydroelectric

  5. California energy flow in 1993

    SciTech Connect (OSTI)

    Borg, I.Y.; Briggs, C.K.

    1995-04-01

Energy consumption in the state of California decreased about 3% in 1993 reflecting continuation of the recession that was manifest in a moribund construction industry and a high state unemployment that ran counter to national recovery trends. Residential/commercial use decreased slightly reflecting a mild winter in the populous southern portion of the state, a decrease that was offset to some extent by an increase in the state population. Industrial consumption of purchased energy declined substantially as did production of self-generated electricity for in-house use. Consumption in the transportation sector decreased slightly. The amount of power transmitted by the utilities was at 1992 levels; however a smaller proportion was produced by the utilities themselves. Generation of electricity by nonutilities, primarily cogenerators and small power producers, was the largest of any state in the US. The growth in the number of private power producers combined with increased amounts of electricity sold to the public utilities set the stage for the sweeping proposals before the California Public Utility Commission to permit direct sales from the nonutilities to retail customers. California production of both oil and natural gas declined; however, to meet demand only the imports of natural gas increased. A break in the decade-long drought during the 1992--1993 season resulted in a substantial increase in the amount of hydroelectricity generated during the year. Geothermal energy`s contribution increased substantially because of the development of new resources by small power producers. Decline in steam production continued at The Geysers, the state`s largest field, principally owned and managed by a public utility. Increases in windpower constituted 1--1/2% of the total electric supply--up slightly from 1992. Several solar photo voltaic demonstration plants were in operation, but their contribution remained small.

    SciTech Connect (OSTI)

    Dauble, D.

    2009-09-14

To help determine the Pacific lamprey’s ability to survive turbine passage, Pacific Northwest National Laboratory scientists conducted laboratory tests designed to simulate a fish’s passage through the turbine environment. Juvenile Pacific lamprey were subjected to two of three aspects of passage: pressure drop and shear stress. The third aspect, blade strike, was not tested.
