    On February 16, 1992, the Government of the Czech Republic sanctioned, by its Decree No. 112/82, its first Energy Policy. Since that time, a number of conditions have changed: first of all, there was the partition of the former Federal Czechoslovak Republic, then the privatization of most of energy producing corporations, the deregulation of a significant proportion of power and energy commodities, the decision to bring to an end the construction of the Temelin nuclear power station, the creation of conditions for the construction of the Ingoldstadt oil pipeline, etc. These steps, on which the final decisions have been made, have brought about the necessity of updating the existing general Energy Policy. The updated Energy Policy is based on the Programme Statement by the Government of the Czech Republic of July 1992, as well as on other materials associated with energy and power generation, either approved or negotiated by the Government, in particular the State Environmental Policy the Rules of the State Raw Materials Policy, the European Association Agreement, the European Energy Charter, the results of the Uruguayan Round of GATT, the Convention on Climate Changes, the Ecological Action Programme for central and East-European countries, and other international documents that have either been, or are likely to be sanctioned by the Czech Government (especially the European Energy Charter Treaty, and the protocol on Trans-boundary Air Pollution and on Further Reduction of Sulphur Oxide Emissions).

    The Czech Republic ranks among the countries with high total reserves of hard coal and lignite. Therefore coal always had and still has a significant role in covering the power demand of the Czech Republic. Transition of the national economy, based on the principles of the market economy and private ownership, affects among others also behavior of the mining companies. A strong emphasis is also aimed at the environmental aspects concerning both the process of coal mining and the process of its utilization. Within these intentions the power policy of the Czech Republic is formulated. The Czech Republic, which has 10 mil. inhabitants, ranks among the countries with a high share of industry in the process of creating the gross national product. This state has its historical roots as on the present territory of the Czech Republic there had been concentrated a majority of industrial and mining capacities of the Hapsburg Empire. The First World War resulted among others in the decline of the Hapsburg Empire. Within this process Czechoslovak Republic was established (apart from other things the center of democracy in the Central Europe). In that republic the industry had an important position. The industrial potential had been expanded even during the occupation of Czechoslovakia by Nazi Germany in the years 1939 - 1945. After the Second World War when Europe was divided into two political spheres Czechoslovakia became a significant industrial base of so called East Bloc. Such a development and the needs of the Eastern Bloc resulted in the intensive development of the heavy industry on the territory of Czechoslovakia.

  11. Radon Dose Determination for Cave Guides in Czech Republic

    According to recommended approach there are six (from total of twelve) open-to-public caves in Czech Republic, reaching near to an effective lung-dose of 6mSv/year. A conservative approach for estimating the potential effective lung-dose in caves (or underground) is based on two season's measurements, using solid state alpha track detector (Kodak in plastic diffusion chamber). The obtained dataset is converted into an annual effective dose, in agreement with the ICRP65 recommendation, using the 'cave factor' 1.5. The value of 'cave factor' which depends on the spectrum of aerosol particles, or on the proportional representation of the unattached/attached ratio (6.5 : 93.5 for residential places, 13.6 : 86.4 for caves due to lower concentration of free aerosols) and on the equilibrium factor. Thus conversion factor is 1.5 times higher in comparison with ICRP 65. Is this correct? Because a more precisely determined dose value would have a significant impact on radon remedies, or on restricting the time workers stay underground, a series of measurement was initiated in 2003 with the aim to specify input data, computation and errors in effective dose assessment in each one of the evaluated caves separately. The enhancement of personal dosimetry for underground work places includes a study of the given questions, from the following points of view in each cave: continual radon measurement; regular measurements of radon and its daughters to estimate the equilibrium factor and the presence of free {sup 218}Po; regular indoor air flow measurements to study the location of the radon supply and its transfer among individual areas of the cave; natural radioactive element content evaluation in subsoil and in water inside/outside, a study of the radon sources in the cave; determination of the free fraction from continual unattached and attached fraction measurement (grid and filter); thoron measurement.     During several recent years NRI Rez has been performing the LBB analyses of safety significant primary circuit pipings of NPPs in Czech and Slovak Republics. The analyses covered the NPPs with reactors WWER 440 Type 230 and 213 and WWER 1000 Type 320. Within the relevant LBB projects undertaken with the aim to prove the fulfilling of the requirements of LBB, a series of large scale experiments were performed. The goal of these experiments was to verify the properties of the components selected, and to prove the quality and/or conservatism of assessments used in the LBB-analyses. In this poster, a brief overview of experiments performed in Czech Republic under guidance of NRI Rez is presented.

    The Czech Republic is a country with a well-developed peaceful utilization of nuclear energy and ionizing radiation. Sealed Radioactive Sources (further also SRS) are broadly used in many areas in the Czech Republic, e.g. in research, industry, medicine, education, agriculture, etc. Legislation in the field of ionizing radiation source utilization has been fully harmonized with European Community legislation. SRS utilization demands a proper system which must ensure the safe use of SRS, including the management of disused (spent) and orphaned SRS. In the Czech Republic, a comprehensive system of SRS management has been established that is comparable with systems in other developed countries. The system covers both legal and institutional aspects. The Central Register of Ionizing Radiation Sources is an important part of the system. It is a tracking system that covers all activities related to SRS, from their production or import to the end of their use (recycling or disposal). Many spent SRS are recycled and can be used for other purposes after inspection, repacking or reprocessing. When the disused SRS are not intended for further use, they are managed as radioactive waste (RAW). The system of SRS management also ensures the suitable resolution of situations connected with improper SRS handling (in the case of orphaned sources, accidents, etc.). (author)

    Environmental issues, especially the solution of the air pollution problem, have taken on great significance in the Czech Republic (which was a part of the Czech and Slovak Federal Republic until the end of 1992) since the 1989 {open_quotes}Velvet{close_quotes} Revolution. The former CSFR Federal Committee for the Environment and both the Republic Ministries started immediately with creating new environmental legislation, which is the main governmental tool for protecting the environment in the newly developing democracy state system with a market oriented economy. The inspiration for that activity was found in legislation of developed countries - member states of the European Union, and in German environmental law in particular. This paper surveys the major laws and regulations that gradually came into force in the Czech Republic since 1990. The provisions of the primary significance are the Act No.309/1991 S.B., dated July 9, 1991, on the protection of the air against pollutants - The Clean Air Act, the Act No.218/1992 S.B., dated April 27, 1992, which changes and supplements the Act No.309 - The Clean Air Act, the Measure of the Federal Committee for the Environment of October 1, 1991 to the Clean Air Act, and its amended wordings of June 23, 1992, 84/1991 S.B., and 84/1992 S.B., the Act No.389/1991 S.B., dated September 10, 1991 on the state administration of air protection and charges for the pollution of air, and several regulations based on the Act No.389/1991 S.B., issued in the period 1992 -1993.

    The process of industrialization in the Czech Republic, which is more intensive than in other parts of central Europe, has been under way since the mid-nineteenth century. Over the last 40 years, large-scale industrial activity was based on extensive use of domestic primary energy sources, especially brown-coal/lignite. The escalation of this usage inflicted heavy devastation to large portions of industrial zones and, as a result, worsened living conditions through atmospheric pollution and other environmental impacts in large regions of central Europe. The Czech electricity industry and CEZ, a.s. (the nation`s principal electricity generator, responsible for meeting eighty percent of national electricity demand, and operator of the nationwide EHV transmission system) has been challenged to cope with all environmental issues by the end of 1997, in compliance with the strict limits set by the Clean Air Act of 1991, which are comparable to standard implemented in advanced industrial countries. A review of the critical environmental issues is presented and the role of the individual and of the State is analyzed. The approach of CEZ, a.s., towards a better natural environment and its response to legal environment provisions have been incorporated into the company`s development program. It comprises decommissioning the most obsolete fossil-fuel fired power stations; rehabilitation of thermal power plants; supplementing the coal/lignite-fired units selected for future operation with FGD systems and retrofitting them with DENOX equipment; a larger share of nuclear electricity generation after the completion of the Temelin NPP (2 units of 1000MW each) and, last but not least, initiating DSM (demand-side management) programs of energy-electricity savings in the Czech Republic.

    Of the utmost importance for the conception of waste disposal in any country is the fact how rich the respective country is and how realistic its legislators are. The apparently ideal approach to solving this problem is that chosen by more affluent European countries where wastes are recycled, are charged with taxes and duties, and where wastes that necessitate to be disposed are handled similarly as the nuclear wastes. The benefits are evident. The amounts of wastes to be deposited are minimalized. The waste repositories can be sealed by using layers of clay, foil and clay, and during a period of 50 to 100 years, any communication of the repository with the ambient environments can be eliminated. The disadvantage of such waste repositories, if applied to most of wastes, are the high costs associated with their depositioning. The prices of products, which the costs of waste disposal are being reflected in, are thus increasing, and, for this reason, many of products are becoming unmarketable, even on the domestic market. These financial means are often spent for nothing because the service life of some protective elements being at present used for construction of waste repositories is limited in time (for example, the service life of isolating foil is 50 to 1 00 years). Waste disposal in the Czech Republic, particulary from power plants, is discussed.

    The Conference on Alternatives for Pollution Control from Coal-Fired Emission Sources presented cost-effective approaches for pollution control of low emission sources (LES). It also identified policies and strategies for implementation of pollution control measures at the local level. Plzen, Czech Republic, was chosen as the conference site to show participants first hand the LES problems facing Eastern Europe today. Collectively, these Proceedings contain clear reports on: (a) methods for evaluating the cost effectiveness of alternative approaches to control pollution from small coal-fired boilers and furnaces; (b) cost-effective technologies for controlling pollution from coal-fired boilers and furnaces; (c) case studies of assessment of cost effective pollution control measures for selected cities in eastern Europe; and (d) approaches for actually implementing pollution control measures in cities in Eastern Europe. It is intended that the eastern/central European reader will find in these Proceedings useful measures that can be applied to control emissions and clean the air in his city or region. The conference was sponsored by the United States Agency for International Development (AID), the United States Department of Energy (DOE), and the Czech Ministry of Industry and Trade.     On December 8, 2007, the largest shipment of high-enriched uranium spent nuclear fuel was successfully made from a Russian-designed nuclear research reactor in the Czech Republic to the Russian Federation. This accomplishment is the culmination of years of planning, negotiations, and hard work. The United States, Russian Federation, and the International Atomic Energy Agency have been working together on the Russian Research Reactor Fuel Return (RRRFR) Program in support of the Global Threat Reduction Initiative. In February 2003, RRRFR Program representatives met with the Nuclear Research Institute in Rež, Czech Republic, and discussed the return of their high-enriched uranium spent nuclear fuel to the Russian Federation for reprocessing. Nearly 5 years later, the shipment was made. This paper discusses the planning, preparations, coordination, and cooperation required to make this important international shipment.

The physicochemical characteristics were determined. The changing character of household waste during past 10 years was described. The potential of energy recovery of household waste in Czech republic was assesed. - Abstract: The authors of this paper report on the changing character of household waste, in the Czech Republic between 1999 and 2009 in households differentiated by their heating methods. The data presented are the result of two projects, financed by the Czech Ministry of Environment, which were undertaken during this time period with the aim of focusing on the waste characterisation and complete analysis of the physicochemical properties of the household waste. In the Czech Republic, the composition of household waste varies significantly between different types of households based on the methods of home heating employed. For the purposes of these studies, the types of homes were divided into three categories urban, mixed and rural. Some of the biggest differences were found in the quantities of certain subsample categories, especially fine residue (matter smaller than 20 mm), between urban households with central heating and rural households that primarily employ solid fuel such coal or wood. The use of these solid fuels increases the fraction of the finer categories because of the higher presence of ash. Heating values of the residual household waste from the three categories varied very significantly, ranging from 6.8 MJ/kg to 14.2 MJ/kg in 1999 and from 6.8 MJ/kg to 10.5 MJ/kg in 2009 depending on the type of household and season. The same factors affect moisture of residual household waste which varied from 23.2% to 33.3%.   7. Planning, Preparation, and Transport of the High-Enriched Uranium Spent Nuclear Fuel from the Czech Republic to the Russian Federation

    The United States, Russian Federation, and the International Atomic Energy Agency have been working together on a program called the Russian Research Reactor Fuel Return (RRRFR) Program, which is part of the Global Threat Reduction Initiative. The purpose of this program is to return Soviet or Russian-supplied high-enriched uranium (HEU) fuel, currently stored at Russian-designed research reactors throughout the world, to Russia. In February 2003, the RRRFR Program began discussions with the Nuclear Research Institute (NRI) in Rež, Czech Republic, about returning their HEU spent nuclear fuel to the Russian Federation for reprocessing. In March 2005, the U.S. Department of Energy signed a contract with NRI to perform all activities needed for transporting their HEU spent nuclear fuel to Russia. After 2 years of intense planning, preparations, and coordination at NRI and with three other countries, numerous organizations and agencies, and a Russian facility, this shipment is scheduled for completion before the end of 2007. This paper will provide a summary of activities completed for making this international shipment. This paper contains an introduction and background of the RRRFR Program and the NRI shipment project. It summarizes activities completed in preparation for the shipment, including facility preparations at NRI in Rež and FSUE “Mayak” in Ozyorsk, Russia; a new transportation cask system; regulatory approvals; transportation planning and preparation in the Czech Republic, Slovakia, Ukraine, and the Russian Federation though completion of the Unified Project and Special Ecological Programs. The paper also describes fuel loading and cask preparations at NRI and final preparations/approvals for transporting the shipment across the Czech Republic, Slovakia, Ukraine, and the Russian Federation to FSUE Mayak where the HEU spent nuclear fuel will be processed, the uranium will be downblended and made into low-enriched uranium fuel for commercial reactor

    After more than 50 years of operation of the LVR-15 research reactor operated by the UJV Rez, a. s. (formerly Nuclear Research Institute - NRI), a large amount of the spent nuclear fuel (SNF) of Russian origin has been accumulated. In 2005 UJV Rez, a. s. jointed the Russian Research Reactor Fuel Return (RRRFR) program under the United States (US) - Russian Global Threat Reduction Initiative (GTRI) and started the process of SNF shipment from the LVR-15 research reactor back to the Russian Federation (RF). In 2007 the first shipment of SNF was realized. In 2011, preparation of the second shipment of spent fuel from the Czech Republic started. The experience obtained from the first shipment will be widely used, but some differences must be taken into the account. The second shipment will be realized in 2013 and will conclude the return transport of all, both fresh and spent, high-enriched nuclear fuel from the Czech Republic to the Russian Federation. After the shipment is completed, there will be only low-enriched nuclear fuel on the territory of the Czech Republic, containing maximum of 20% of U-235, which is the conventionally recognized limit between the low- and high-enriched nuclear materials. The experience (technical, organizational, administrative, logistic) obtained from the each SNF shipment as from the Czech Republic as from other countries using the Russian type research reactors are evaluated and projected onto preparation of next shipment of high enriched nuclear fuel back to the Russian Federation. The results shown all shipments provided by the UJV Rez, a. s. in the frame of the GTRI Program have been performed successfully and safely. It is expected the experience and results will be applied to preparation and completing of the Chinese Miniature Neutron Source Reactors (MNSR) Spent Nuclear Fuel Repatriation in the near future. The principal objective of this conference was to facilitate a truly international exchange of information on the management of nuclear wastes as well as contaminated facilities and sites emanating from nuclear operations. The conference was sponsored by the American Society of Mechanical Engineers, the Czech and Slovak Mechanical Engineering Societies, and the Czech and Slovak Nuclear Societies in cooperation with the Commission of the European Communities, the International Atomic Energy Agency, and the OECD Nuclear Agency. The conference was cosponsored by the American Nuclear Society, the Atomic Energy Society of Japan, the Canadian Nuclear Society, the (former USSR) Nuclear Society, and the Japan Society of Mechanical Engineers. This was the fourth in a series of biennial conferences, which started in Hong Kong, in 1987. This report summarizes shared aspects of the trip; however, each traveler`s observations and recommendations are reported separately.

    The US has invested heavily in research, development, and demonstration of efficient and environmentally acceptable technologies for the use of coal. The US has the opportunity to use its leadership position to market a range of advanced coal-based technologies internationally. For example, coal mining output in the Czech Republic has been decreasing. This decrease in demand can be attributed mainly to the changing structure of the Czech economy and to environmental constraints. The continued production of energy from indigenous brown coals is a major concern for the Czech Republic. The strong desire to continue to use this resource is a challenge. The Energy and Environmental Research Center undertook two major efforts recently. One effort involved an assessment of opportunities for commercialization of US coal technologies in the Czech Republic. This report is the result of that effort. The technology assessment focused on the utilization of Czech brown coals. These coals are high in ash and sulfur, and the information presented in this report focuses on the utilization of these brown coals in an economically and environmentally friendly manner. Sections 3--5 present options for utilizing the as-mined coal, while Sections 6 and 7 present options for upgrading and generating alternative uses for the lignite. Contents include Czech Republic national energy perspectives; powering; emissions control; advanced power generation systems; assessment of lignite-upgrading technologies; and alternative markets for lignite.

Both NPPs were built to Soviet design and according to Soviet regulations and standards but most of equipment for primary circuits was supplied by home manufacturers. The objective of the Czech LBB program is to prove the LBB status of the primary piping systems of there NPPs and the LBB concept is a part of strategy to meet western style safety standards. The reason for the Czech LBB project is a lack of some standard safety Facilities too. For both Dukovany and Tomelin NPPs a full LBB analysis should be carried out. The application of LBB to the piping system should be also a cost effective means to avoid installations of pipe whip restraints and jet shields. The Czech regulatory body issued non-mandatory requirement, {open_quotes}Leak Before Break{close_quotes} which is in compliance with national legal documents and which is based on the US NRC Regulatory Procedures and US standards (ASMF CODE, ANSI).     A review is performed for the data of local and regional seismographical networks installed in mines of the Ostrava-Karvina Coal Basin (Czech Republic), where underground anthracite mining is carried out and dynamic events occur in the form of rockbursts. The seismological and seismoacoustic observations data obtained in panels that are in limiting state are analyzed. This aggregate information is a basic for determining hazardous zones and assigning rockburst prevention measures.

    Major reforms in the Czech energy sector have been initiated to reverse 40 years of central planning, subsidized energy pricing, unchecked pollution from coal-fired plants, concerns over nuclear safety and fuel cycle management, and dependence on the former U.S.S.R. for oil, gas, and nuclear fuel processing. Prices for electricity, heat, and natural gas paid by industry are close to western levels, but subsidized prices for households are as much as 40% lower and below economic cost. State control of major energy enterprises is being reduced by moving toward government-regulated, investor-owned companies to raise needed capital, but with a strategic stake retained by the state. Foreign firms will participate in privatization, but they are not expected to acquire a controlling interest in Czech energy companies. Economic conditions in the Czech Republic are now improving after the disruptions caused by restructuring since 1989 and separation of the former Czech and Slovak Federal Republics in January 1993. The downturn in the economy after 1989 was concentrated in energy-intensive heavy industry, and recovery is paced by consumer trade, services, light industry and construction. Energy use in relation to gross domestic product (GDP) has declined, but it is still significantly higher than in OECD (Organization for Economic Cooperation and Development) countries. The GDP increased by 2% in 1994 after dropping 22% between 1989 and 1993. A positive balance of payments has been achieved, with foreign investment offsetting a small trade deficit. The government`s external debt is only 4% of GDP. This report studies the application of lignite resources within the newly formulated energy policies of the republic, in light of a move toward privatization and stronger air pollution regulations. Lignite has represented the major energy source for the country.

  2. Possibilities of production of smokeless fuel via carbonization of Czech coals

    It was consumed 48 -51 % of hard coal (total output 28 - 30 Mt/year) in a long period for the production of coke. It appears to be anomaly in comparison with other coke producers in Europe and in the world, it was predeterminated by {open_quotes}steel conception{close_quotes} of state`s economics. The production of coke reached 10-11 Mt/year in former Czechoslovakia in the period 1970-1990. A considerable quantity 1.2 - 1.7 Mt/year of produced coke was utilized for heating. In comparison, 7-5.4 Mt coke/year was it in Poland for the heating. Al coke production is realized on the basis of Czech hard coals mined in the southern part of Upper Silesian Coal District. The coke production is operated in multi-chamber system with full recovery of chemical products (gas, raw tar, raw benzene, amonium etc.). The future trend of smokeless fuel production in Czech Republic makes for to the non-recovery coke oven, it means to two-product processes (coke + reduction gas, coke + electricity and so on). Jewell--Thompson coke oven (hard coal) and Salem oven (ignites) represent nonrecovery nowadays. The possibility of it`s application in Czech Republic are discussed. Jumbo coking reactor system (European project No. 500 to the Eureka programme) produces primarily metallurgical coke. The strong Clean Air Act suspends the production of smokeless fuel in multi-chamber system also in Czech Republic for the future period 2010-2020.

    Two Western groups - Shell and a consortium made up of Agip, Conoco, and Total - have offered to buy the refining operations of Chemopetrol Litvinov and Kaucuk Kralupy, both in the Czech republic. Meanwhile, Amoco, Neste, and PCD are looking at the possibility of acquiring some of the plastics plants at Litvinov. Amoco is interested in the polypropylene operations, Neste in polyethylene, and PCD in both. The two Czech firms are included in the second wave of privatization, which will begin in midyear. So far, there have been no offers for the 80,000-m.t./year polystyrene and 60,000-m.t./year styrene butadiene rubber operations belonging to Kralupy, although Atochem representatives recently visited the plants. Litvinov is carrying out revamping operations at its core unit, a 12-year-old, 450,000-m.t./year ethylene plant. The plant, currently running at 400,000 m.t./year, supplies downstream plants, Neratovice, and sells on the export markets. An existing ethylene pipeline between Litvinov and Bohlen in eastern Germany, which used to supply an average 100,000 m.t./year of ethylene to Bohen in exchange for naphtha, is virtually unused. One proposal involves reactivating this exchange to secure ethylene feedstock for plants in eastern Germany. According to some sources, a preliminary decision has been made to shut down the 100,000-m.t./year ethylene plant at Leuna and possibly to expand the Bohlen cracker by 100,000 m.t./year, to 400,000 m.t./year by the late 1990s.

    Coal is the only domestic source of fossil fuel in the Czech Republic. The coal reserves are substantial and their share in total energy use is about 60%. Presently, necessary steps in making coal utilization more friendly towards the environment have been taken and fairly well established, and an interest to develop and build advanced coal units has been observed. One IGCC system has been put into operation, and circa 10 AFBC units are in operation or under construction. preparatory steps have been taken in building an advanced combustion unit fueled by pulverized coal and retrofit action is taking place in many heating plants. An actual experience has shown two basic problems: (1) Different characteristic of domestic lignite, especially high content of ash, cause problems applying well-tried foreign technologies and apparently a more focused attention shall have to be paid to the quality of coal combusted. (2) Low prices of lignite (regarding energy, lignite is four times cheaper than coal) do not result in an increased efficiency of the standing equipment by applying advanced technologies. It will be of high interest to observe the effect of the effort of the European Union to establish a kind of carbon tax. It could dramatically change the existing scene in clean coal power generation by the logical pressure to increase the efficiency of energy transformation. In like manner the gradual liberalization of energy prices might have similar consequences and it is a warranted expectation that, up to now not the best, energy balance will improve in the near future.

    On November 1-5, 1994, the Energy & Environmental Research Center (EERC) and Power Research Institute of Prague cosponsored their second conference since 1991 in the Czech Republic, entitled ``Energy and Environment: Transitions in East Central Europe.`` This conference was a continuation of the EERC`s joint commitment, initiated in 1190, to facilitate solutions to short- and long-term energy and environmental problems in East Central Europe. Production of energy from coal in an environmentally acceptable manner is a critical issue facing East Central Europe, because the region continues to rely on coal as its primary energy source. The goal of the conference was to develop partnerships between industry, government, and the research community in East Central Europe and the United States to solve energy and environmental issues in a manner that fosters economic development. Among the topics addressed at the conference were: conventional and advanced energy generation systems; economic operation of energy systems; air pollution controls; power system retrofitting and repowering, financing options; regulatory issues; energy resource options; waste utilization and disposal; and long-range environmental issues. Selected papers in the proceedings have been processed separately for inclusion in the Energy Science and Technology database.

  13. Renewable energy projects in the Dominican Republic

    This paper describes a US/Dominican Republic program to develop renewable energy projects in the country. The objective is to demonstrate the commercial viability of renewable energy generation projects, primarily small-scale wind and hydropower. Preliminary studies are completed for three micro-hydro projects with a total capacity of 262 kWe, and two small wind power projects for water pumping. In addition wind resource assessment is ongoing, and professional training and technical assistance to potential investors is ongoing. Projects goals include not less than ten small firms actively involved in installation of such systems by September 1998.

  14. Management of Disused Radioactive Sealed Sources in the Slovak Republic - 12100

    After splitting-up the Czechoslovak Federation in 1993, the system of management of institutional radioactive waste, where disused sources represent its significant part, had had to build from beginning, since all corresponding activities had remained in the Czech part of the Federation. The paper presents the development of legislative and institutional framework of the disused radioactive sealed source management, development of the national inventory and development of management practices. According the Governmental decision (1994), the management of disused sealed sources and institutional radioactive waste at whole was based on maximal utilization of facilities inside nuclear facilities, particularly in the NPP A1 (shut down in the past, currently under decommissioning). This approach has been recently changing by Governmental decision (2009) to construct 'non-nuclear facility' - central storage for remained disused sealed sources collected from the places of use, where they were stored in some cases for tens of years. The approaches to siting and construction of this storage facility will be presented, as well as the current approaches to solution of the disused radioactive sources final disposal. Environmental impact assessment process in regard to the given facility/activity is slowly drawing to a close. The final statement of the Ministry of Environment can be expected in January or February 2012, probably recommending option 1 as preferred [6]. According to the Slovak legislation, the final statement has a status of recommendation for ongoing processes leading to the siting license. Very recently, in December 2012, Government of the Slovak republic decided to postpone putting the facility into operation by the end of June, 2014. (author)

    Each month, approximately 45,000 people die from violence, hunger, disease, and other effects of displacement as a result of war in the Democratic Republic of the Congo (DRC). The country is often said to be plagued by a 'resource curse.' During each period in history since its discovery by the West, the DRC has possessed the resources the world craves and the world has sought these without regard for the consequences to the Congolese people. The catastrophic consequences of Congo's history of natural resource exploitation are the direct and indirect death of millions of Congolese people. The current war in Congo is multi-causal in nature but explanations are often reduced to describing it as an ethic conflict based on objective grievance. Objective grievance such as inequality, ethnic tensions, land disputes, and lack of democracy do exist, but they are neither necessary nor sufficient to explain the cause of the violent conflict, and more importantly, they fall short in explaining why this conflict has continued for years. The reality is the conflict is an economic war in which the trade of conflict minerals, gold and the 3Ts (tin, tantalum, tungsten), is directly linked to the financial sustainability of the groups fighting each other in eastern DRC. Objective grievance is a by-product of the conflict, used to create a false but plausible moral justification to continue violence. This paper examines the history of conflict in the DRC and the socio-economic variables contributing to the current war fought over conflict minerals.

    Throughout the dramatic breakup of the Soviet Union, most of the attention was focused on the Russian federation. This paper reports that less notice was paid to the republics of Azerbaijan, Kazakhstan, Turkmenistan, Uzbekistan, Kirghizia, and Tadzhikistan that are located along the Soviet southern fringe. This region was known as the Northern Tier (of the Middle East) when the six republics were forcibly incorporated into the Soviet Union by the Red Army after the revolution. The Russians were considered colonial rulers by the inhabitants of these Muslim states, whereas the Azeris, Turkmen, Uzbeks, Kazakhs, Tajiks, Kyrgyzs, etc., were often regarded as backward by the Russians and given little autonomy. The Soviets, while proclaiming their efforts to improve public health and protect nature, relentlessly degraded both.

    This report presents a summary of Brine Migration Tests which were undertaken at the Asse mine of the Federal Republic of Germany (FRG) under a bilateral US/FRG agreement. This experiment simulates a nuclear waste repository at the 800-m (2624-ft) level of the Asse salt mine in the Federal Republic of Germany. This report describes the Asse salt mine, the test equipment, and the pretest properties of the salt in the mine and in the vicinity of the test area. Also included are selected test data (for the first 28 months of operation) on the following: brine migration rates, thermomechaical behavior of the salt (including room closure, stress reading, and thermal profiles), borehole gas pressures, and borehole gas analyses. In addition to field data, laboratory analyses of pretest salt properties are included in this report. The operational phase of these experiments was completed on October 4, 1985, with the commencement of cooldown and the start of posttest activities. 7 refs., 68 figs., 48 tabs.

    This report focuses on lithium-ion (Li-ion) battery technology applications for two- and possibly three-wheeled vehicles. The author of this report visited the People's Republic of China (PRC or China) to assess the status of Li-ion battery technology there and to analyze Chinese policies, regulations, and incentives for using this technology and for using two- and three-wheeled vehicles. Another objective was to determine if the Li-ion batteries produced in China were available for benchmarking in the United States. The United States continues to lead the world in Li-ion technology research and development (R&D). Its strong R&D program is funded by the U.S. Department of Energy and other federal agencies, such as the National Institute of Standards and Technology and the U.S. Department of Defense. In Asia, too, developed countries like China, Korea, and Japan are commercializing and producing this technology. In China, more than 120 companies are involved in producing Li-ion batteries. There are more than 139 manufacturers of electric bicycles (also referred to as E-bicycles, electric bikes or E-bikes, and electric two-wheelers or ETWs in this report) and several hundred suppliers. Most E-bikes use lead acid batteries, but there is a push toward using Li-ion battery technology for two- and three-wheeled applications. Highlights and conclusions from this visit are provided in this report and summarized.

The information in the report is based on the author's visit to Beijing; Tianjin; and Shanghai, China, to meet with representatives from several organizations (listed in Appendix A) developing and manufacturing lithium-ion battery technology for cell phones and electronics, electric bikes, and electric and hybrid vehicle applications. The purpose of the visit was to assess the status of lithium-ion battery technology in China and to determine if lithium-ion batteries produced in China are available for benchmarking in the United States. With benchmarking, DOE and the U.S. battery development industry would be able to understand the status of the battery technology, which would enable the industry to formulate a long-term research and development program. This report also describes the state of lithium-ion battery technology in the United States, provides information on joint ventures, and includes information on government incentives and policies in the Peoples Republic of China (PRC).

    The Global Threat Reduction Initiative (GTRI) reduces and protects vulnerable nuclear and radiological material located at civilian sites worldwide from sabotage, theft or diversion. The GTRI has worked successfully with foreign countries to remove and protect nuclear and radioactive materials including high-activity sources used in medical, commercial, and research applications. There are many barriers to successful bilateral cooperation that must be overcome including language, preconceived perceptions, long distances, and different views on the threat and protection requirements. Successful cooperation is often based on relationships and building trusting relationships takes time. In the case of Dominican Republic, the GTRI first received contact in 2008 from the Government of Dominican Republic. They requested cooperation that was similar to the tri-partite cooperation between Colombia, Mexico and the United States. Throughout the region it was widely known that the GTRIs cooperation with the Government of Colombia was a resounding success resulting in the securing of forty sites; the consolidation of numerous disused/orphan sources at a secure national storage facility; and, the development of a comprehensive approach to security including, inter alia, training and sustainability. The Government of Colombia also showcased this comprehensive approach to thirteen Central American and Caribbean countries at a GTRI regional security conference held in Panama in October 2004. In 2007, Colombia was an integral component of GTRI multi-lateral cooperation initiation in Mexico. As a result, twenty two of Mexicos largest radioactive sites have been upgraded in the past eighteen months. These two endeavors served as catalysts for cooperation opportunities in the Dominican Republic. Representatives from the Colombian government were aware of GTRIs interest in initiating cooperation with the Government of Dominican Republic and to facilitate this cooperation, they

    Two sets of benthic (bottom-surface) samples were taken from the lagoon on Enewetak Atoll, Republic of the Marshall Islands, during the PEACE Program (1984-1985). These samples were collected to (1) familiarize project geologists with the distribution of sediment types and facies within Enewetak lagoon, (2) increase understanding of the distribution of modern microfaunas in the lagoon, and (3) supplement studies of the sea-floor features both within and near OAK and KOA craters. The benthic sample studies aided both evaluation of the stratigraphic sequence penetrated during the Drilling Phase and interpretation of the litho- and biostratigraphic framework used in analysis of OAK and KOA.

  20. Transportation of foreign-owned enriched uranium from the Republic of Georgia. Environmental assessment for Project Partnership

    The Department of Energy (DOE) Office of Nonproliferation and National Security (NN) has prepared a classified environmental assessment to evaluate the potential environmental impact for the transportation of 5.26 kilograms of enriched uranium-235 in the form of nuclear fuel, from the Republic of Georgia to the United Kingdom. The nuclear fuel consists of primarily fresh fuel, but also consists of a small quantity (less than 1 kilogram) of partially-spent fuel. Transportation of the enriched uranium fuel would occur via US Air Force military aircraft under the control of the Defense Department European Command (EUCOM). Actions taken in a sovereign nation (such as the Republic of Georgia and the United Kingdom) are not subject to analysis in the environmental assessment. However, because the action would involve the global commons of the Black Sea and the North Sea, the potential impact to the global commons has been analyzed. Because of the similarities in the two actions, the Project Sapphire Environmental Assessment was used as a basis for assessing the potential impacts of Project Partnership. However, because Project Partnership involves a small quantity of partially-spent fuel, additional analysis was conducted to assess the potential environmental impacts and to consider reasonable alternatives as required by NEPA. The Project Partnership Environmental Assessment found the potential environmental impacts to be well below those from Project Sapphire.

  1. Safeguards Challenges for Pebble-Bed Reactors (PBRs):Peoples Republic of China (PRC)

    The Peoples Republic of China (PRC) is operating the HTR-10 pebble-bed reactor (PBR) and is in the process of building a prototype PBR plant with two modular reactors (250-MW(t) per reactor) feeding steam to a single turbine-generator. It is likely to be the first modular hightemperature reactor to be ready for commercial deployment in the world because it is a highpriority project for the PRC. The plant design features multiple modular reactors feeding steam to a single turbine generator where the number of modules determines the plant output. The design and commercialization strategy are based on PRC strengths: (1) a rapidly growing electric market that will support low-cost mass production of modular reactor units and (2) a balance of plant system based on economics of scale that uses the same mass-produced turbine-generator systems used in PRC coal plants. If successful, in addition to supplying the PRC market, this strategy could enable China to be the leading exporter of nuclear reactors to developing countries. The modular characteristics of the reactor match much of the need elsewhere in the world. PBRs have major safety advantages and a radically different fuel. The fuel, not the plant systems, is the primary safety system to prevent and mitigate the release of radionuclides under accident conditions. The fuel consists of small (6-cm) pebbles (spheres) containing coatedparticle fuel in a graphitized carbon matrix. The fuel loading per pebble is small (~9 grams of low-enriched uranium) and hundreds of thousands of pebbles are required to fuel a nuclear plant. The uranium concentration in the fuel is an order of magnitude less than in traditional nuclear fuels. These characteristics make the fuel significantly less attractive for illicit use (weapons production or dirty bomb); but, its unusual physical form may require changes in the tools used for safeguards.     The People`s Republic of China (PRC) has the fastest growing economy in the world and is the third largest producer and consumer of energy. At the same time, the PRC`s industrial sector contributes heavily to air and water pollution. Because of the linkages between the production and use of energy and environmental degradation, the PRC, with the active support of bilateral and multilateral aid agencies, including the Asian Development Bank (ADB), is adopting measures that link economic growth to improvements in the environment. The PRC is pursuing a two-pronged strategy that involves implementing priority investment programs and promoting economic reforms. The ADB`s experience shows that the concept of cleaner production (CP) has been widely accepted, but the widespread adoption of CP requires a new way of thinking and new management capacities. In this regard, the PRC is at an early stage of promoting CP, and inadequacies in coordination among relevant agencies remain a key obstacle. To support CP activities, the ADB is participating in a cluster of activities within China that include policy development, capacity building, and financing environmental investments. This article describes the ADB`s current efforts to promote CP in PRC and analyzes the effectiveness of those efforts.

    Boring of the carbonate sequence at the northern end of Enewetak Atoll, Republic of the Marshall Islands, was conducted in 1985, as part of the Pacific Enewetak Atoll Crater Exploration (PEACE) Program. The overall goal of the program was to characterize physical effects of large-scale nuclear blasts, which were conducted in the early 1950's, on the sediments of the atoll. In the report the authors document the occurrences of stratigraphically diagnostic planktic microfossils in samples from Enewetak (generally referred to as core) and outline the rationale for incorporating all available diagnostic planktic assemblages into a composite sequence that was used to date the Enewetak benthic zonation.

    Larger foraminiferal assemblages, including Lepidocyclina orientalis, Miogypsina thecideaeformis, Miogypsinoides dehaartii, etc., and a smaller foraminifer, Austrotrillina striata, are used to correlate upper Oligocene and lower Miocene strata in the Pacific Atoll Exploration Program (PEACE) boreholes at Enewetak Atoll, Republic of the Marshall Islands, western Pacific Ocean, with the Te and Tf zones of the previously established Tertiary Far East Letter Zonation. Correlation using these two benthic groups is critical because calcareous nannofossils and planktic foraminifers are absent in the lower Miocene strata. Biostratigraphic data from these boreholes delineate a thick (greater than 700 feet) sequence of upper Oligocene and lower Miocene strata corresponding to lower and upper Te zone. These strata document a major period of carbonate accumulation at Enewetak during the Late Oligocene and early Miocene (26 to 18 million years ago).

    A report written by the leading US and Chinese experts in Integrated Gasification Combined Cycle (IGCC) power plants, intended for high level decision makers, may greatly accelerate the development of an IGCC demonstration project in the People`s Republic of China (PRC). The potential market for IGCC systems in China and the competitiveness of IGCC technology with other clean coal options for China have been analyzed in the report. Such information will be useful not only to the Chinese government but also to US vendors and companies. The goal of this report is to analyze the energy supply structure of China, China`s energy and environmental protection demand, and the potential market in China in order to make a justified and reasonable assessment on feasibility of the transfer of US Clean Coal Technologies to China. The Expert Report was developed and written by the joint US/PRC IGCC experts and will be presented to the State Planning Commission (SPC) by the President of the CAS to ensure consideration of the importance of IGCC for future PRC power production.

    This report documents the results of Task 3 of Project Action Sheet PP05 between the United States Department of Energy (DOE) and the Republic of Korea (ROK) Ministry of Education, Science, and Technology (MEST) for Support with Review of an ROK Risk Evaluation Process. This task was to have Sandia National Laboratories collaborate with the Korea Institute of Nuclear Nonproliferation and Control (KINAC) on several activities concerning how to determine the Probability of Neutralization, PN, and the Probability of System Effectiveness, PE, to include: providing descriptions on how combat simulations are used to determine PN and PE; comparisons of the strengths and weaknesses of two neutralization models (the Neutralization.xls spreadsheet model versus the Brief Adversary Threat-Loss Estimator (BATLE) software); and demonstrating how computer simulations can be used to determine PN. Note that the computer simulation used for the demonstration was the Scenario Toolkit And Generation Environment (STAGE) simulation, which is a stand-alone synthetic tactical simulation sold by Presagis Canada Incorporated. The demonstration is provided in a separate Audio Video Interleave (.AVI) file.

    The purpose of this guidebook is to help transfer information concerning alternative energy projects that have been tried on the Pacific islands affiliated with the US. These islands include those in American Samoa, the Commonwealth of the Northern Mariana Islands, the Federated States of Micronesia (Kosrae, Pohnpei, Truk, and Yap), Guam, and the Republics of the Marshall Islands and Palau. Distances are long between islands and populations are sparse, making communication and the transfer of information particularly difficult. A project that works on American Samoa might be appropriate for Yap, but to get this information to the proper people on Yap in a reasonable period of time is extremely difficult. This book describes 100 alternative energy projects that have been tried on the islands since the mid-1970's. This description and record of what has been done to date should be a source of ideas for energy workers, reduce duplication of work, and help encourage successes by describing other successes and failures. Alternative energy projects are projects that use indigenous, renewable resources in order to reduce local dependency on imported petroleum for electricity or liquid fuels. The islands have an apparent abundance of natural resources for this purpose such as the sun, rivers, vegetation, the ocean, and wind; and, ideally, it should be relatively simple to convert these resources to electricity or fuel. However, there are problems unique to the remote, tropical Pacific that often appear insurmountable, and successes to date are the results of unusual persistence, hard work, and ingenuity of those on the islands. Projects are confined to those that actually develop or demonstrate hardware. These projects use the complete spectrum of alternative technologies such as biomass conversion, wind electric, solar water heating, photovoltaics, wind water pumping, hydroelectric, water desalination, and integrated systems. 381 refs., 85 figs.

    Leak-before-break (LBB) analysis of WWER type reactors in the Czech and Sloval Republics is summarized in this paper. Legislative bases, required procedures, and validation and verification of procedures are discussed. A list of significant issues identified during the application of LBB analysis is presented.     Several Czech and US companies have entered into a development agreement for the purposes of determining the technical and economic feasibility and overall financeability of an integrated gasification combined cycle (IGCC) regional energy facility to be located adjacent to the Chemopetrol refinery in Litvinov, Czech Republic. The Project would use a feedstock comprised of coal supplied by Doly a upravny Komorany s.p. (DUK) coal mining company and mined from the Most/Litvinov area together with high sulfur residual oils from the Chemopetrol refinery. When gasified together with oxygen from an Air Products air separation plant, and based on an average yearly consumption of 2,100K metric tons per year of coal (as delivered) and 630K tonnes per year of oil, approximately 11 million normal cubic meters per day of syngas will be produced. At its current projected design capacity, when combusted in two General Electric advanced technology Frame 9FA gas turbines, the Project will produce approximately 690MW of electric power; 250 metric tons/hour of steam for process; and 135 thermal equivalent MW of district heat. The Feasibility Phase efforts described in this report indicate the real possibility for a successful and profitable IGCC Project for the Czech Republic. It is therefore incumbent upon all the Project Participants to review and evaluate the information contained herein such that a go/no-go decision can be reached by early next year.

    POWER`s engineering and development experience in the Czech Republic creating financeable projects within the power generation industry will be presented. POWER has been involved in the Czech Republic`s privatization process, environmental legislation as well as formation of the regulatory environment. Strategic methods for accomplishing the development of financeable projects often include ownership and financial restructuring of the projects. This is done by utilizing internal cash flows, external debt and equity placement (provided by international financial institutions) by restructuring the facility`s contractual relationships and operations (providing as least cost solution to engineering) and possibly using existing governmental guarantees. In order to make any recommendations on how to come into compliance with the country`s environmental legislation, it is necessary to begin with an analysis of the existing facility. This involves preparation of technical and economic feasibility study, evaluation of technology and preliminary engineering solutions. It further involves restructuring of power sales agreements, heat sales agreements, and fuel supply agreements. The goal is to provide suitable security for the equity and debt financing participants by mitigating risk and creating a single purpose business unit with predictable life and economics.

    For cutting emissions NO{sub x} and CO in the Czech Republic are mostly applied primary measurers. At the same time measuring and control systems are innovated. Analog control systems are replaced by digital and computer network is developed in the power energy generation. It enables application of sophisticated information and diagnostic systems. It is shown how the EGU designs modification of technology equipment, measurement and control systems to increase efficiency and cut NO{sub x} emission levels at 110 MWe units at Prunerov power station and 200 MWe units at Tusimice before and after reconstruction are presented.

    The aim of this paper is to compare different approaches to modeling of volatility in monetary transmission mechanism. For this purpose we built time-varying parameter VAR (TVP-VAR) model with stochastic volatility and VAR-DCC-GARCH model with conditional variance. The data from three European countries are included in the analysis: the Czech Republic, Germany and Slovakia. Results show that VAR-DCC-GARCH system captures higher volatility of observed variables but main trends and detected breaks are generally identical in both approaches.

    Solid state NMR and FTIR spectroscopies are two main methods used for the structural analysis of coals and their various products. Obtaining quantitative parameters from coals, such as arornaticity (f{sub a}) by the above mentioned methods can be a rather difficult task. Coal samples of various rank were chosen for the quantitative NMR, FTIR and EPR analyses. The aromaticity was obtained by the FTIR, {sup 13}C CP/MAS and SP/MAS NMR experiments. The content of radicals and saturation characteristics of coals were measured by EPR spectroscopy. The following problems have been discussed: 1. The relationship between the amount of free radicals (N{sub g}) and f{sub a} by NMR. 2. The f{sub a} obtained by solid state NMR and FTIR spectroscopies. 3. The differences between the f{sub a} measured by CP and SP/NMR experiments. 4. The relationship between the content of oxygen groups and the saturation responses of coals. The reliability of our results was checked by measuring the structural parameters of Argonne premium coals.

Interconnection between control areas were traditionally developed so as to increase reliability, reduce the reserve margin, facilitate least-variable costs of generation meeting demand. More recently transmission is also perceived as an infrastructure for enhanced electricity trade. But, liberalization and introduction of a competitive electricity market is a reality. In a liberalized and open competitive market the demand for a reliable, secure and functional market place is the key issue. Innovative market tools, the growing number of market participants probably bring more difficulties to manage them. For example, take-or-pay contracts and/or purchase of capacity without predetermined utilization will bring forward problems to the system operator and increasing demand, esp. for regulation power and reserve capacity respectively. The changes bring new challenges not only for industry players and customers, but will be extremely demanding for newly established or only re-established system operators. The system operator has to define and introduce efficient neutral mechanism that will enhance competition without jeopardizing system security and reliability. Modeling of the power system operation hour-per-hour, using a Monte-Carlo simulation for random forced outages of units and merit order based commitment and dispatch provides results for ancillary services standard evaluation. This approach also allows modeling of dissimilar behavior of industry players under changed market conditions and test the stability and sensitivity of ancillary services standards for quite different market development scenarios and conditions.

    This report presents the results from Task 1 of the Second International Piping Integrity Research Group (IPIRG-2) program. The IPIRG-2 program is an international group program managed by the US Nuclear Regulatory Commission (US NRC) and funded by a consortium of organizations from 15 nations including: Bulgaria, Canada, Czech Republic, France, Hungary, Italy, Japan, Republic of Korea, Lithuania, Republic of China, Slovak Republic, Sweden, Switzerland, the United Kingdom, and the United States. The objective of the program was to build on the results of the IPIRG-1 and other related programs by extending the state-of-the-art in pipe fracture technology through the development of data needed to verify engineering methods for assessing the integrity of nuclear power plant piping systems that contain defects. The IPIRG-2 program included five main tasks: Task 1 - Pipe System Experiments with Flaws in Straight Pipe and Welds Task 2 - Fracture of Flawed Fittings Task 3 - Cyclic and Dynamic Load Effects on Fracture Toughness Task 4 - Resolution of Issues From IPIRG-1 and Related Programs Task 5 - Information Exchange Seminars and Workshops, and Program Management. The scope of this report is to present the results from the experiments and analyses associated with Task 1 (Pipe System Experiments with Flaws in Straight Pipe and Welds). The rationale and objectives of this task are discussed after a brief review of experimental data which existed after the IPIRG-1 program.

    The contemporary situation of our environment claims the sensitive approach to solving effective conversion of energy. Limited supplies of noble fuels and their prices evoke the need to use new combustion technologies of accessible fuels in given region without negative ecological influences. Energoproject participates in the preparation of the two projects in Ostrava-Karvin{acute a} black coal field in Czech Republic. The most effective usage of fuel energy is the combined of electricity and heat. If this physical principle is supported by a pressurized fluidized bed combustion (PFBC) one obtains a high electricity/heat ratio integrated steam-gas cycle on the basis of solid fuel. Cogeneration plant Toebovice is the dominant source (600 MW{sub th}) of Ostrava district heating system (1100 MW{sub th}). The high utilization of the installed output and utilization of the clean, compact and efficient of the PFBC technology is the principal but not the single reason for the selection of the Toebovice power plant as the first cogeneration plant for installation of the PFBC in Czech Republic. The boiler will burn black coal from the neighboring coal basin.
