    The Strategic Asia Program made considerable progress over the course of 2002--the program's first year with support from the Department of Energy--and completed all its tasks on schedule and within budget. Following a planning meeting in Washington in February 2002, a team of leading specialists wrote a series of original assessments regarding the impact of September 11 on the strategic environment in Asia, examining how perceptions and strategies of countries in the region changed following the terrorist attacks. The final products, Strategic Asia 2002-03: Asian Aftershocks and its accompanying executive summary, were published in September 2002. The program's research findings (some of which are summarized) were presented to policymakers in Washington and elsewhere throughout the year, and almost 2,000 copies of the book had been distributed by mid-2003.

    The 2002 Site Environmental Report (SER) is prepared in accordance with DOE Order 231.1, ''Environment, Safety and Health Reporting'', and summarizes the status of Brookhaven National Laboratory's (BNL) environmental programs and performance and restoration efforts, as well as any impacts, both past and present, that Laboratory operations have had on the environment. The document is intended to be technical in nature. A summary of the report is also prepared as a separate document to provide a general overview and includes a CD version of the full report. Operated by Brookhaven Science Associates (BSA) for the Department of Energy (DOE), BNL manages its world-class scientific research with particular sensitivity to environmental and community issues. BNL's motto, ''Exploring Life's Mysteries...Protecting its Future'', reflects BNL's management philosophy to fully integrate environmental stewardship into all facets of its missions, with a health balance between science and the environment.

    The Annual Energy Review (AER) presents the Energy Information Administration’s historical energy statistics. For many series, statistics are given for every year from 1949 through 2002. The statistics, expressed in either physical units or British thermal units, cover all major energy activities, including consumption, production, trade, stocks, and prices, for all major energy commodities, including fossil fuels, electricity, and renewable energy sources. Publication of this report is required under Public Law 95–91 (Department of Energy Organization Act), Section 205(c), and is in keeping with responsibilities given to the Energy Information Administration (EIA) under Section 205(a)(2), which states: “The Administrator shall be responsible for carrying out a central, comprehensive, and unified energy data and information program which will collect, evaluate, assemble, analyze, and disseminate data and information....” The AER is intended for use by Members of Congress, Federal and State agencies, energy analysts, and the general public. EIA welcomes suggestions from readers regarding data series in the AER and in other EIA publications. Related Publication: Readers of the AER may also be interested in EIA’s Monthly Energy Review, which presents monthly updates of many of the data in the AER.     This report provides information about environmental programs during 2002 at the Stanford Linear Accelerator Center (SLAC). Seasonal activities that span calendar years are also included. Production of an annual site environmental report (ASER) is a requirement established by the United States Department of Energy (DOE) for all management and operating (M&O) contractors throughout the DOE complex. SLAC is a federally-funded, research and development center with Stanford University as the M&O contractor. The most noteworthy information in this report is summarized in this section. This summary demonstrates the effective application of SLAC environmental management in meeting the site's integrated safety management system (ISMS) goals. For normal daily activities, all SLAC managers and supervisors are responsible for ensuring that proper procedures are followed so that worker safety and health are protected; the environment is protected; and compliance is ensured. Throughout 2002, SLAC focused on these activities through the SLAC management systems (described in Chapter 3). These systems were also the way SLAC approached implementing ''greening of the government'' initiatives such as Executive Order 13148. The management systems at SLAC are effective, supporting compliance with all relevant statutory and regulatory requirements. SLAC did not receive any notices of violation during 2002. In addition, many improvements were continued during 2002, in decreasing air emission rates, the storm drain system, groundwater restoration, and planning for a chemical management system to manage chemical use better.

    QC sample results (daily background checks, 20-gram and 100-gram SGS drum checks) were within acceptable criteria established by WIPP's Quality Assurance Objectives for TRU Waste Characterization. Replicate runs were performed on 5 drums with IDs LL85101099TRU, LL85801147TRU, LL85801109TRU, LL85300999TRU and LL85500979TRU. All replicate measurement results are identical at the 95% confidence level as established by WIPP criteria. Note that the batch covered 5 weeks of SGS measurements from 23-Jan-2002 through 22-Feb-2002. Data packet for SGS Batch 2002-02 generated using gamma spectroscopy with the Pu Facility SGS unit is technically reasonable. All QC samples are in compliance with established control limits. The batch data packet has been reviewed for correctness, completeness, consistency and compliance with WIPP's Quality Assurance Objectives and determined to be acceptable. An Expert Review was performed on the data packet between 28-Feb-02 and 09-Jul-02 to check for potential U-235, Np-237 and Am-241 interferences and address drum cases where specific scan segments showed Se gamma ray transmissions for the 136-keV gamma to be below 0.1 %. Two drums in the batch showed Pu-238 at a relative mass ratio more than 2% of all the Pu isotopes.

    In 2002 the Kalispel Natural Resource Department (KNRD) continued monitoring enhancement projects (implemented from 1996 to 1998) for bull trout (Salvelinus confluentus), westslope cutthroat (Oncorhynchus clarki lewisi) and largemouth bass (Micropterus salmoides). Additional baseline fish population and habitat assessments were conducted, in 2002, in tributaries to the Pend Oreille River. Further habitat and fish population enhancement projects were also implemented in 2002.

    The mission of the NABIR program is to provide the fundamental science that will serve as the basis for the development of cost-effective bioremediation and long-term stewardship of radionuclides and metals in the subsurface at DOE sites. The focus of the program is on strategies leading to long-term immobilization of contaminants in place to reduce the risk to humans and the environment. Contaminants of special interest are uranium, technetium, plutonium, chromium, and mercury. The focus of the NABIR program is on the bioremediation of these contaminants in the subsurface below the root zone, including both vadose and saturated zones. The program is implemented through four interrelated scientific research elements (Biogeochemistry, Biomolecular Science and Engineering, Biotransformation, and Community Dynamics/Microbial Ecology); and through an element called Bioremediation and its Societal Implications and Concerns (BASIC), which addresses societal issues and potential concerns of stakeholders. The material presented at this year's workshop focuses on approximately 60 research projects funded in FY 2000-2002 by DOE's Office of Biological and Environmental Research (BER).     Analytical Services projections are compiled for the Hanford site based on inputs from the major programs for the years 1998 through 2002. Projections are categorized by radiation level, protocol, sample matrix and program. Analyses requirements are also presented. This document summarizes the Hanford sample projections for fiscal years 1998 to 2002. Sample projections are based on inputs submitted to Analytical Services covering Environmental Restoration, Tank Waste Remediation Systems (TWRS), Solid Waste, Liquid Effluents, Spent Nuclear Fuels, Transition Projects, Site Monitoring, Industrial Hygiene, Analytical Services and miscellaneous Hanford support activities. In addition, details on laboratory scale technology (development) work, Sample Management, and Data Management activities are included. This information will be used by Hanford Analytical Services (HAS) and the Sample Management Working Group (SMWG) to assure that laboratories and resources are available and effectively utilized to meet these documented needs.

    This document: (a) provides a comprehensive listing of the Hanford sites science and technology needs for fiscal year (FY) 2002; and (b) identifies partnering and commercialization opportunities within industry, other federal and state agencies, and the academic community. These needs were prepared by the Hanford projects (within the Project Hanford Management Contract, the Environmental Restoration Contract and the River Protection Project) and subsequently reviewed and endorsed by the Hanford Site Technology Coordination Group (STCG).     The FY 1997-2002 Institutional Plan provides an overview of the Ernest Orlando Lawrence Berkeley National Laboratory (Berkeley Lab) mission, strategic plan, core business areas, critical success factors, and the resource requirements to fulfill its mission in support of national needs in fundamental science and technology, energy resources, and environmental quality. Of particular significance this year is the role of computing sciences in supporting a broad range of research activities, at Berkeley Lab in particular and throughout the entire Department of Energy system in general. The Institutional Plan is a management report for integration with the Department of Energy`s mission and programs and is an element of Department of Energy`s strategic management planning activities, developed through an annual planning process. The plan identifies technical and administrative directions in the context of the national energy policy and research needs and the Department of Energy`s program planning initiatives.

In what has become a much-anticipated event in the world of high-performance computing, the 19th edition of the TOP500 list of the worlds fastest supercomputers was released today (June 20, 2002). The recently installed Earth Simulator supercomputer at the Earth Simulator Center in Yokohama, Japan, is as expected the clear new number 1. Its performance of 35.86 Tflop/s (trillions of calculations per second) running the Linpack benchmark is almost five times higher than the performance of the now No.2 IBM ASCI White system at Lawrence Livermore National Laboratory (7.2 Tflop/s). This powerful leap frogging to the top by a system so much faster than the previous top system is unparalleled in the history of the TOP500.

It was obtained by averaging the values of 27.94 ± 0.10 MeV from the 10B(3He, 6He)7B reaction (1967MC14, 1988AJ01) and the value 27.800 ± 0.10 MeV obtained in the 7Li(π+, π-)7B reaction (1981SE1B). The width of the ground state is Γ = 1.4 ± 0.2 MeV: see (1967MC14, 1988AJ01). 7B is unbound with respect to 6Be + p, 5Li + 2p and 4He + 3p by 2.21, 1.61 and 3.38 MeV, respectively. The

    Z-PINCH PHYSICS RADIATION FROM WIRE ARRAYS. This report describes the theory support of DTRA's Plasma Radiation Source (PRS) program carried out by NRL's Radiation Hydrodynamics Branch (Code 6720) in FY 2002. Included is work called for in DTRA MIPR 02-2045M - ''Plasma Radiation Theory Support'' and in DOE's Interagency Agreement DE-AI03-02SF22562 - ''Spectroscopic and Plasma Theory Support for Sandia National Laboratories High Energy Density Physics Campaign''. Some of this year's work was presented at the Dense Z-Pinches 5th International Conference held June 23-28 in Albuquerque, New Mexico. A common theme of many of these presentations was a demonstration of the importance of correctly treating the radiation physics for simulating Plasma Radiation Source (PRS) load behavior and diagnosing load properties, e.g, stagnation temperatures and densities. These presentations are published in the AIP Conference Proceedings and, for reference, they are included in Section 1 of this report. Rather than describe each of these papers in the Executive Summary, they refer to the abstracts that accompany each paper. As a testament to the level of involvement and expertise that the Branch brings to DTRA as well as the general Z-Pinch community, eight first-authored presentations were contributed at this conference as well as a Plenary and an Invited Talk. The remaining four sections of this report discuss subjects either not presented at the conference or requiring more space than allotted in the Proceedings.

  3. Arrow Lakes Reservoir Fertilization Experiment; Years 4 and 5, Technical Report 2002-2003.

    This report presents the fourth and fifth year (2002 and 2003, respectively) of a five-year fertilization experiment on the Arrow Lakes Reservoir. The goal of the experiment was to increase kokanee populations impacted from hydroelectric development on the Arrow Lakes Reservoir. The impacts resulted in declining stocks of kokanee, a native land-locked sockeye salmon (Oncorhynchus nerka), a key species of the ecosystem. Arrow Lakes Reservoir, located in southeastern British Columbia, has undergone experimental fertilization since 1999. It is modeled after the successful Kootenay Lake fertilization experiment. The amount of fertilizer added in 2002 and 2003 was similar to the previous three years. Phosphorus loading from fertilizer was 52.8 metric tons and nitrogen loading from fertilizer was 268 metric tons. As in previous years, fertilizer additions occurred between the end of April and the beginning of September. Surface temperatures were generally warmer in 2003 than in 2002 in the Arrow Lakes Reservoir from May to September. Local tributary flows to Arrow Lakes Reservoir in 2002 and 2003 were generally less than average, however not as low as had occurred in 2001. Water chemistry parameters in select rivers and streams were similar to previous years results, except for dissolved inorganic nitrogen (DIN) concentrations which were significantly less in 2001, 2002 and 2003. The reduced snow pack in 2001 and 2003 would explain the lower concentrations of DIN. The natural load of DIN to the Arrow system ranged from 7200 tonnes in 1997 to 4500 tonnes in 2003; these results coincide with the decrease in DIN measurements from water samples taken in the reservoir during this period. Water chemistry parameters in the reservoir were similar to previous years of study except for a few exceptions. Seasonal averages of total phosphorus ranged from 2.11 to 7.42 {micro}g/L from 1997 through 2003 in the entire reservoir which were indicative of oligo-mesotrophic conditions

The value adopted in the previous review (1988AJ01) is 2.7 ± 0.3 MeV, Γ = 1.6 ± 0.4
