Results of the first two seasons of underwater surveys at Episkopi Bay and Akrotiri, Cyprus

During the summers of 2003 and 2004, a small team of graduate students initiated an underwater archaeological survey off the coast of Cyprus as part of the University of Cincinnati excavations at Episkopi-Bamboula. With the support of the Institute of Nautical Archaeology (INA) at Texas A&M University and RPM Nautical Foundation, the project explored the seabed south and west of the Akrotiri Peninsula at Episkopi Bay. The overall aim of this ongoing diachronic survey is to determine the extent and nature of maritime contacts at Episkopi-Bamboula and its Greco-Roman successor, Kourion, from the Bronze Age through the Byzantine period. Efforts during these first two seasons concentrated on simple visual inspection of several promising areas near dangerous cliffs, offshore rocks and shallow reefs, as well as potential harbors and anchorages. The team recorded substantial pottery and anchor assemblages at Dreamer?s Bay, Cape Zevgari, and Avdimou Bay, including at least three shipwreck sites. Throughout the area, amphoras and anchors attest to varying levels of maritime activity over the past three millennia.The underwater material record reveals a modest level of Classical trade, followed by a respectable increase during the Hellenistic era. While very little material thus far can be attributed to the earlier Imperial centuries, the greatest quantities in terms of both individual sherds and coherent assemblages speaks strongly to intense trade during the Late Roman (Early Byzantine) period, from the fourth through the seventh century. Not surprisingly, this rapid floruit in maritime trade parallels the expansion of settlement throughout the island, including its eventual collapse in the middle of the seventh century.

The production and trade in copper and bronze was one of the major features of the complex societies in the Near East and Mediterranean during the third to first millennia B.C. While finished metal objects are common finds from the period, ancient metal ingots and hoards of scrap metal, as well as archaeological evidence of metallurgical activities, are often more important sources of information for how ancient technology and trade functioned. Shipwrecks, particularly those found off the coast of Turkey at Uluburun and Cape Gelidonya, as well as mining and smelting sites in the Mediterranean region, provide invaluable information on the production and trade of copper and tin, the main ingredients of bronze. In this thesis, I examine the evolution of the copper trade in the eastern and central Mediterranean, particularly during the Late Bronze Age, when â??oxhideâ?? ingots were widely exported. Finds of oxhide ingots have increased dramatically in recent years, and no synthesis of all of this newly available evidence is currently available. I attempt to analyze this new evidence in relation to older finds and research, with a particular focus on the cargo of the Uluburun shipwreck, the largest collection of Bronze Age metal ingots from a single site in the Mediterranean. The history of oxhide ingot production is complex, but by the Late Bronze Age Cyprus was supplying much of the copper used to neighboring regions, with revolutionary effects on societies in Cyprus and elsewhere. The archaeological evidence shows that oxhide ingots are early examples of a standardized industrial product made for export by emerging state-level societies during the second millennium B.C. and fueled the development of international trade, metallurgical technology, and complex social institutions in a variety of Mediterranean societies from Egypt and the Levant, Greece, Cyprus, to Sardinia in the central Mediterranean.

Banks as Secret Keepers ?

Banks are optimally opaque institutions. They produce debt for use as a transaction medium (bank money), which requires that information about the backing assets not be revealed, so that bank money does not fluctuate in value, reducing its efficiency in trade. This need for opacity conflicts with the production of information about investment projects, necessary for allocative efficiency. How can information be produced and not revealed? Financial intermediaries exist to hide such information; they are created and structured to keep secrets. For the economy as a whole, this can be accomplished by a separation in how firms finance themselves; they divide into bank finance and capital market/stock market finance based on how well they can be used to maintain information away from liquidity markets. Firms with large projects, risky projects or projects easy to evaluate are less likely to be financed by banks. USSP-IAEA WORKSHOP ON ADVANCED SENSORS FOR SAFEGUARDS.

The IAEA Medium Term Strategy (2006-2011) defines a number of specific goals in respect to the IAEA's ability to provide assurances to the international community regarding the peaceful use of nuclear energy through States adherences to their respective non-proliferation treaty commitments. The IAEA has long used and still needs the best possible sensors to detect and measure nuclear material. The Department of Safeguards, recognizing the importance of safeguards-oriented R&D, especially targeting improved detection capabilities for undeclared facilities, materials and activities, initiated a number of activities in early 2005. The initiatives included letters to Member State Support Programs (MSSPs), personal contacts with known technology holders, topical meetings, consultant reviews of safeguards technology, and special workshops to identify new and novel technologies and methodologies. In support of this objective, the United States Support Program to IAEA Safeguards hosted a workshop on ''Advanced Sensors for Safeguards'' in Santa Fe, New Mexico, from April 23-27, 2007. The Organizational Analysis Corporation, a U.S.-based management consulting firm, organized and facilitated the workshop. The workshop's goal was to help the IAEA identify and plan for new sensors for safeguards implementation. The workshop, which was attended by representatives of seven member states and international organizations, included presentations by technology holders and developers on new technologies thought to have relevance to international safeguards, but not yet in use by the IAEA. The presentations were followed by facilitated breakout sessions where the participants considered two scenarios typical of what IAEA inspectors might face in the field. One scenario focused on an enrichment plant; the other scenario focused on a research reactor. The participants brainstormed using the technologies presented by the participants and other technologies known to them to propose techniques and methods that could be used by the IAEA to strengthen safeguards. Creative thinking was encouraged during discussion of the proposals. On the final day of the workshop, the OAC facilitators summarized the participant's ideas in a combined briefing. This paper will report on the results of the April 2007 USSP-IAEA Workshop on Advanced Sensors for Safeguards and give an overview of the proposed technologies of greatest promise.

The TRIPOD e-learning Platform for the Training of Earthquake Safety Assessment

The paper summarizes the results of the in progress EU Project titled TRIPOD (Training Civil Engineers on Post-Earthquake Safety Assessment of Damaged Buildings), funded under the Leonardo Da Vinci program. The main theme of the project is the development of a methodology and a learning platform for the training of technicians involved in post-earthquake building safety inspections. In the event of a catastrophic earthquake, emergency building inspections constitute a major undertaking with severe social impact. Given the inevitable chaotic conditions and the urgent need of a great number of specialized individuals to carry out inspections, past experience indicates that inspection teams are often formed in an adhoc manner, under stressful conditions, at a varying levels of technical expertise and experience, sometime impairing the reliability and consistency of the inspection results. Furthermore each Country has its own building damage and safety assessment methodology, developed according to its experience, laws, building technology and seismicity. This holds also for the partners participating to the project (Greece, Italy, Turkey, Cyprus), that all come from seismically sensitive Mediterranean countries. The project aims at alleviating the above shortcomings by designing and developing a training methodology and e-platform, forming a complete training program targeted at inspection engineers, specialized personnel and civil protection agencies. The e-learning platform will provide flexible and friendly authoring mechanisms, self-teaching and assessment capabilities, course and trainee management, etc. Courses will be also made available as stand-alone multimedia applications on CD and in the form of a complete pocket handbook. Moreover the project will offer the possibility of upgrading different experiences and practices: a first step towards the harmonization of methodologies and tools of different Countries sharing similar problems. Finally, through wide dissemination activities, the final aim of the project is to ensure the deployment and the integration into existing earthquake mitigation policies and vocational training schemes.

State of the Art of the Development and Application of Anti-Seismic Systems in Europe and Other Countries

There are already approximately 5,000 structures in the world, located in over 30 countries, that have been protected by seismic isolation (SI), energy dissipation (ED) and other modern seismic vibration passive control (SVPC) systems. The number of such applications is increasing everywhere more and more. It has been confirmed that, in each country, the extension of the use of the SVPC systems is conclusively influenced by earthquake experience, the availability of specific design rules and the features of those adopted. With regard to application, Japan has consolidated its worldwide leadership, with over 3,000 seismically isolated buildings, many others protected by ED systems and several isolated bridges and viaducts. Second is now the P. R. China, with 610 isolated buildings and 45 with dampers, in addition to numerous isolated bridges and viaducts. The Russian Federation is third for the number of isolated buildings, which are approximately 600. In the USA, due to the very penalizing design code in force for SI of buildings, there are at present only a few new applications of this kind (an overall number of approximately 200 was reported), although the US isolated buildings are mostly quite important, half being retrofits; on the contrary, the use of SI for bridges and viaducts and that of ED for buildings are more popular in the USA. At present (April 2008), Italy (which remains the worldwide leader as regards the application of the SVPC systems to cultural heritage and keeps a key role also as to the number and importance of bridges and viaducts protected by such systems) is at the fifth place, at least for the number of isolated buildings already open to activity: they are 51, besides others protected by other SVPC systems. There, thanks to the new national seismic code (enforced in May 2003), there has been a significant recent increase of building application and design of the SVPC systems. With regard to the use of such systems in other countries, Italy is now followed by Taiwan, France (including its Martinique island), New Zealand and Armenia. In addition, significant applications also concern: Canada in North America; Mexico in Central America; Chile and Venezuela in South America; Turkey, South Korea and Indonesia in Asia; and Greece, Cyprus, Portugal and Macedonia in Europe. More recently, the installation of the aforesaid systems also began in further countries, such as Argentina, Israel, India and Iran. Devices manufactured in Italy have been frequently used even abroad. Finally, to be stressed are the somewhat increasing use of SI in nuclear and high risk chemical plants (e.g. the liquefied natural gas tanks) and the already significant application of the SVPC systems to cultural heritage, in particular in Italy.
