This paper presents the energy policy of the Republic of Cyprus government controlled areas from 1960 till 2006. It describes the sectors of electricity, petroleum, natural gas and renewable energy sources. It also deals with the marine layers of oil and with environmental aspects. The energy policy of Cyprus is harmonized with that of the European Union according to its national obligations, having as its guidelines to secure competition in the market and to fulfill the energy needs of the country, with the least burden to the economy and to the environment. The future plans and targets of Cyprus related to its energy strategy are also presented.

Parametric study for the penetration of combined cycle technologies into Cyprus power system

In this work, a parametric study concerning the use of combined cycle technologies for power generation, by independent power producers in Cyprus, is carried out. The costbenefit analysis is carried out using the Independent Power Producers optimization algorithm in which the electricity unit cost is calculated. Various conventional generation options are examined, such as, steam turbines and open cycle gas turbines, and compared with a parametric study (variations in fuel type, capital cost and efficiency) for combined cycle technologies. The results indicate that the future use of combined cycle technology with natural gas as fuel is recommended. Furthermore, it is estimated that by the use of natural gas combined cycle, the CO2 emissions environmental indicator of Cyprus power industry would be significantly reduced.

Indoor and Outdoor in Situ High-Resolution Gamma Radiation Measurements in Urban Areas of Cyprus

In situ, high-resolution, gamma-ray spectrometry of a total number of 70 outdoor and 20 indoor representative measurements were performed in preselected, common locations of the main urban areas of Cyprus. Specific activities and gamma absorbed dose rates in air due to the naturally occurring radionuclides of Th-232 and U-238 series, and K-40 are determined and discussed. Effective dose rate to the Cyprus population due to terrestrial gamma radiation is derived directly from this work. The results obtained outdoors match very well with those derived previously by high-resolution gamma spectrometry of soil samples, which were collected from the main island bedrock surface. This implies that the construction and building materials in urban areas do not affect the external gamma dose rate; thus they are mostly of local origin. Finally, the indoor/outdoor gamma dose ratio was found to be 1.4 +- 0.5.

Cyprus decided to explore its exclusive economic zone (EEZ) in 2007 implementing a strategy to maximise all derived positive spillovers for its foreign policy. However, the lack of indigenous expertise and state of art technology obliges Cypriot Government to search crucial foreign direct investment inflows in the energy sector. The article analyses Cypriot energy tactics focusing on the interaction between national economic security and economic diplomacy. The article uses the methodological pillars of political neo-realism taking into consideration that access to and control of natural energy resources is a key factor of national economic security. The use of sustainable combined cycle technologies in Cyprus: a case study for the use of LOTHECO cycle

In this work, a costbenefit analysis concerning the use of the low temperature heat combined cycle (LOTHECO cycle) in Cyprus is carried out. Also, the expected main emissions from the LOTHECO cycle are compared with existing commercial technologies. In particular, the future generation system of Cyprus power industry is simulated by the independent power producers optimization algorithm and by the long-term expansion software Wien Automatic System Planning. Various conventional generation options are examined and compared with LOTHECO cycle parametric studies. The economic analysis, based on the assumptions used and the candidate technologies examined, indicated that in the case of conventional technologies the least cost solution is the natural gas combined cycle. Additional computer runs with the various LOTHECO cycle parametric studies indicated that for efficiencies greater than 60% and capital cost between 700 and 900 /kW, LOTHECO cycle is the least cost generation technology. Furthermore, the current state and future improvements of the environmental indicators of the power industry in Cyprus are presented. It is estimated that by the use of LOTHECO cycle instead of the business as usual scenario, the principal environmental indicators would be reduced by the year 2010 by approximately ?23% instead of ?8%. Further, the carbon dioxide environmental indicator will be reduced by +24% instead of +68%.

A parametric study on the feasibility of solar chimney power plants in North Cyprus conditions

Abstract The present work investigates the feasibility of installing a solar chimney power plant (SCPP) under North Cyprus (NC) conditions. The method utilized for the simulations of electricity production was compared and verified by the experimental recordings of the prototype in Manzanares, Spain, before carrying out performance predictions for different plant sizes, collector diameters and chimney heights. The annual electricity production of a 30MW hypothetical SCPP system is estimated to be 94.5GWh, which can cater for annual electricity needs of over 22,128 residences without any CO2, \\{NOx\\} and \\{SOx\\} emissions. For an installation cost of 145 million, it was estimated that the savings-to-investment ratio (SIR) would be 1.14, indicating a marginal economic feasibility. It is important to find ways of reducing the installation cost in order to strengthen the economic viability of the system. Considering that, at present, fuel oil no. 6 is being used in NC to produce electricity; the SCPP would cause avoidance of 24,840tonnes of CO2 delivered into the atmosphere annually, if it replaced an equivalently-sized conventional power unit. To identify the most feasible cost option for the installation of the SCPP, a parametric cost analysis is carried out by varying the parameters such as; capital investment costs, carbon dioxide emission trading system price, chimney height, collector diameter and SCPP plant capacity. In all cases, the effect of these parameters on the economic feasibility indicators, such as SIR, net present value (NPV) and internal rate of return (IRR) were calculated. The results showed that SCPP investment cost, capacity of the plant and chimney height are critical in assessing the project viability.

Propensity to export and effects on cluster development: a comparative study of the Cyprus and Greek solar thermal clusters

Access to sophisticated demand is critical for cluster upgrading in developing countries. Despite this, the role of exports in cluster development has not been adequately researched. This study tries to answer two questions; what are the factors that increase the propensity of a cluster to successfully engage in exports and how exports affect cluster upgrading. In order to isolate the effect of exports, two clusters are studied, the Cyprus and the Greek solar thermal clusters. Despite the fact that these two clusters emerged in similar environments, today they present some distinct differences which could be explained by the different levels of success in exporting. Our findings suggest that the export vision shared among cluster participants, and the collaboration to achieve the vision are of critical importance in penetrating sophisticated export markets. This study highlights the positive influence of exports on cluster development and provides managers and policy makers with an indication of which factors contribute to successful exporting.

Mitigation policies for energy related greenhouse gas emissions in Cyprus: the potential role of natural gas imports

This paper investigates the possibility of introducing mitigation policies for greenhouse gas emissions in isolated areas with limited availability of alternative energy sources. The Cypriot energy system has been considered as a reference case study and it is concluded that even for an isolated economy with very high rates of growth, enough options are available to reduce significantly greenhouse gas emissions and effectively contribute to sustainable environment. The conclusions of the study are based on analysis done with ENPEP, a hybrid model that employs a market-based simulation approach to project future energy supply/demand balances and the associated air emissions, as well as to evaluate alternative energy technologies. The study also shows that one of the best long-term strategies for reducing greenhouse gas emissions in Cyprus is the introduction of natural gas via a submerged gas pipeline to Syria.

The cost of integration of zero emission power plantsA case study for the island of Cyprus

In this work, a technical, economic and environmental analysis is carried out for the estimation of the optimal option scenario for the Cyprus's future power generation system. A range of power generation technologies integrated with carbon capture and storage (CCS) were examined as candidate options and compared with the business as usual scenario. Based on the input data and the assumptions made, the simulations indicated that the integrated gasification combined cycle (IGCC) technology with pre-combustion CCS integration is the least cost option for the future expansion of the power generation system. In particular, the results showed that for a natural gas price of 7.9US$/GJ the IGCC technology with pre-combustion CCS integration is the most economical choice, closely followed by the pulverized coal technology with post-combustion CCS integration. The combined cycle technology can, also, be considered as alternative competitive technology. The combined cycle technologies with pre- or post-combustion CCS integration yield more expensive electricity unit cost. In addition, a sensitivity analysis has been also carried out in order to examine the effect of the natural gas price on the optimum planning. For natural gas prices greater than 6.4US$/GJ the least cost option is the use of IGCC technology with CCS integration. It can be concluded that the Cyprus's power generation system can be shifted slowly towards the utilization of CCS technologies in favor of the existing steam power plants in order not only to lower the environmental emissions and fulfilling the recent European Union Energy Package requirements but also to reduce the associated electricity unit cost.

Competitive auction mechanisms for the promotion renewable energy technologies: The case of the 50MW photovoltaics projects in Cyprus

Abstract There are a range of policy frameworks and support mechanisms to promote the penetration of renewable energy technologies into the energy mix assembled by the governments and regulatory bodies around the world. The three dominant and most common support schemes that have also been implemented within the EU and proven successful in the past include the competitive auctions, the Feed-in Tariff scheme (FiT), and Tradable Green Certificates (TGCs). This study reviews the use of the competitive auction mechanism for the promotion of power generation from renewable energy technologies. The process of the specific policy instrument as well as its pros and cons are introduced. Successful and failed case studies from countries that have already incorporated this mechanism into their renewable energy technologies development policies are also presented. Among these cases is the Cyprus auction procurement for the licensing of 50MW of photovoltaic power plants, conducted in January 2013, which is thoroughly elaborated in this paper. The timeline of the bids is presented, and the auction winner strategy is tracked and examined. A discussion is also presented on the feasibility of the awarded projects. Eventually, the entire auction procurement procedure is evaluated to expose the defects of the mechanism and to offer some recommendations for the viability of the process.

This study covers the world outlook for coal mining across more than 200 countries. For each year reported, estimates are given for the latent demand, or potential industry earnings (P.I.E.), for the country in question (in millions of U.S. dollars), the percent share the country is of the region and of the globe. These comparative benchmarks allow the reader to quickly gauge a country against others. Using econometric models which project fundamental economic dynamics within each country and across countries, latent demand estimates are created. This report does not discuss the specific players in the market serving the latent demand, nor specific details at the product level. The study, therefore, is strategic in nature, taking an aggregate and long-run view, irrespective of the players or products involved. This study does not report actual sales data. This study gives, however, estimates for the worldwide latent demand, or the P.I.E., for coal mining. It also shows how the P.I.E. is divided across the world's regional and national markets. For each country, estimates are given of how the P.I.E. grows over time (positive or negative growth).

Energetic valorization of SRF in dedicated plants and cement kilns and guidelines for application in Greece and Cyprus

Abstract A debate is still open on issues of waste to energy methodologies aiming to answer to questions of particular relevance, such as whether the concept of SRF/RDF production can be applied directly to MSW through the MechanicalBiological Treatment (MBT) process, when selective collection acts as a virtual pre-treatment of the same, or if the use of SRF/RDF as alternative fuel in cement kilns is the most sustainable solution. In this study, two scenarios were analyzed and compared: (a) the use of SRF in a new dedicated thermal plant for electricity production and (b) the use of SRF as an alternative fuel in an existing cement plant. The comparative assessment was based on principles of Sustainable Waste Management embracing technical and cost issues, environmental protection, industrial ecology and symbiosis. The application of SWOT analysis showed that the use of SRF in cement kilns is more sustainable compared to its use in a new dedicated plant for electricity production.

Influence of wind power on hourly electricity prices and GHG (greenhouse gas) emissions: Evidence that congestion matters fromOntario zonal data

Abstract With the growing share of wind production, understanding its impacts on electricity price and greenhouse gas (GHG) emissions becomes increasingly relevant, especially to design better wind-supporting policies. Internal grid congestion is usually not taken into account when assessing the price impact of fluctuating wind output. Using 20062011 hourly data from Ontario (Canada), we establish that the impact of wind output, both on price level and marginal GHG emissions, greatly differs depending on the congestion level. Indeed, from an average of 3.3% price reduction when wind production doubles, the reduction jumps to 5.5% during uncongested hours, but is only 0.8% when congestion prevails. Similarly, avoided GHG emissions due to wind are estimated to 331.93 kilograms per megawatt-hour (kg/MWh) using all data, while for uncongested and congested hours, estimates are respectively 283.49 and 393.68kg/MWh. These empirical estimates, being based on 20062011 Ontario data, cannot be generalized to other contexts. The main contribution of this paper is to underscore the importance of congestion in assessing the price and GHG impacts of wind. We also contribute by developing an approach to create clusters of data according to the congestion status and location. Finally, we compare different approaches to estimate avoided GHG emissions.

It is a viable option in developing countries[1] View on Wikipedia Wikipedia Definition Solar water heating (SWH) or solar hot water (SHW) systems comprise several innovations and many mature renewable energy technologies that have been well established for many years. SWH has been widely used in Australia, Austria, China, Cyprus, Greece, India, Israel, Japan and Turkey. In a "close-coupled" SWH system the storage tank is horizontally mounted immediately above the solar collectors on the roof. No pumping is required as the hot water naturally rises into the tank through thermosiphon flow.

Experimental study of boninite genesis

Seven boninitic compositions from 4 localities, i.e., Troodos (arakapas and Margi), Cyprus (2), Setouchi volcano belt, Japan (2), Bonin Island (1) and Cape Vogel, Papua New Guinea (2), ranging from high-CaO, low-SiO/sub 2/ to low-CaO, high SiO/sub 2/ and showing characteristics of primitive magmas, have been studied in gas-mixing furnaces at 1 atm. and in IHPV experiments between 1 and 10 kbar. Experimental starting materials were 9-element gels with major element compositions equivalent to the natural rocks. At 1 atm. Troodos (Arakapas) and the two Japan samples show opx/clino-en. with olivine in a near liquidus temperature interval (1210-1275 C), whereas the Troodos (Margi), the Bonin and the two Cape Vogel samples only give opx/clino-en. with liquidus temperatures between 1250 and 1380. Two kinds of IHPV experiments were done; firstly a study of near liquidus phase relations and secondly, reequilibration of starting compositions with natural harzburgite capsule linings, both at variable P, T and X/sub water/ conditions. Magma compositions can be explained in terms of P, T, X/sub water/ conditions and extend of melting of a variably refractory mantle source.

The U.S. Department of Defense (DOD), through an Interagency Agreement with the U.S. Department of Energy (DOE), has initiated a three-phase program with the Consortium for Coal-Water Slurry Fuel Technology, with the aim of developing technologies which can potentially decrease DOD`s reliance on imported oil by increasing its use of coal. The program is being conducted as a cooperative agreement between the Consortium and DOE. Phase I was completed on November 1, 1995. Work in Phase II focused on emissions reductions, coal beneficiation/preparation studies, and economic analyses of coal use. Emissions reductions investigations included performing pilot-scale air toxics (i.e., trace elements and volatile organic compounds) testing and evaluating a ceramic filtering device on the demonstration boiler. Also, a sodium bicarbonate duct injection system was installed on the demonstration boiler. An economic analysis was conducted which investigated the benefits of decreased dependence on imported oil by using new coal combustion technologies. Work related to coal preparation and utilization was primarily focused on preparing the final report. Work in Phase III focused on coal preparation studies, pilot-scale NO{sub x} reduction studies, economic analyses of coal use, and evaluation of deeply-cleaned coal as boiler fuel. Coal preparation studies were focused on continuing activities on particle size control, physical separations, and surface-based separation processes. The evaluation of deeply-cleaned coal as boiler fuel included receiving three cleaned coals from Cyprus-Amax.

Preliminary pilot-scale NO{sub x} reduction catalyst tests were conducted when firing natural gas in Penn State`s down-fired combustor. This is the first step in the scale-up of bench-scale results obtained in Phase II to the demonstration boiler scale when firing coal. The economic study focused on community sensitivity to coal usage, regional/national economic impacts of new coal utilization technologies, and constructing a national energy portfolio. The evaluation of deeply-cleaned coal as boiler fuel included installing a ribbon mixer into Penn State`s micronized coal-water mixture circuit for reentraining filter cake. In addition, three cleaned coals were received from CQ Inc. and three cleaned coals were received from Cyprus-Amax.

State of the Art of the Development and Application of Anti-Seismic Systems in Europe and Other Countries

There are already approximately 5,000 structures in the world, located in over 30 countries, that have been protected by seismic isolation (SI), energy dissipation (ED) and other modern seismic vibration passive control (SVPC) systems. The number of such applications is increasing everywhere more and more. It has been confirmed that, in each country, the extension of the use of the SVPC systems is conclusively influenced by earthquake experience, the availability of specific design rules and the features of those adopted. With regard to application, Japan has consolidated its worldwide leadership, with over 3,000 seismically isolated buildings, many others protected by ED systems and several isolated bridges and viaducts. Second is now the P. R. China, with 610 isolated buildings and 45 with dampers, in addition to numerous isolated bridges and viaducts. The Russian Federation is third for the number of isolated buildings, which are approximately 600. In the USA, due to the very penalizing design code in force for SI of buildings, there are at present only a few new applications of this kind (an overall number of approximately 200 was reported), although the US isolated buildings are mostly quite important, half being retrofits; on the contrary, the use of SI for bridges and viaducts and that of ED for buildings are more popular in the USA. At present (April 2008), Italy (which remains the worldwide leader as regards the application of the SVPC systems to cultural heritage and keeps a key role also as to the number and importance of bridges and viaducts protected by such systems) is at the fifth place, at least for the number of isolated buildings already open to activity: they are 51, besides others protected by other SVPC systems. There, thanks to the new national seismic code (enforced in May 2003), there has been a significant recent increase of building application and design of the SVPC systems. With regard to the use of such systems in other countries, Italy is now followed by Taiwan, France (including its Martinique island), New Zealand and Armenia. In addition, significant applications also concern: Canada in North America; Mexico in Central America; Chile and Venezuela in South America; Turkey, South Korea and Indonesia in Asia; and Greece, Cyprus, Portugal and Macedonia in Europe. More recently, the installation of the aforesaid systems also began in further countries, such as Argentina, Israel, India and Iran. Devices manufactured in Italy have been frequently used even abroad. Finally, to be stressed are the somewhat increasing use of SI in nuclear and high risk chemical plants (e.g. the liquefied natural gas tanks) and the already significant application of the SVPC systems to cultural heritage, in particular in Italy.
