    Results of surveys conducted between 1991 and 1995 were used to document the distribution and habitat of 11 Category 2 candidate plant species known to occur on or near the Nevada Test Site (NTS). Approximately 200 areas encompassing about 13,000 ha were surveyed. Distributions of all species except Frasera-pahutensis and Phaceliaparishii were increased, and the ranges of Camissonia megalantha, Galium hilendiae ssp. kingstonense, Penstemon albomarginatus, and Penstemon pahutensis were expanded. The status of each species was assessed based on current distribution population trends, and potential threats. Recommendations were made to reclassi& the following five species to Category 3C: Arctomecon merriamii, F. pahutensis, P. pahutensis, Phacelia beatleyae, and Phaceliaparishii. Two species, C. megalantha and Cymopterus ripIeyi var. saniculoides, were recommended for reclassification to Category 3B status. No recommendation was made to reclassify Astragalus funereus, G. hilendiae ssp. kingstonense, P. albomarginatus, or Penstemon fruticiformis var. amargosae from their current Category 2 status. Populations of these four species are not threatened on NTS, but the NTS populations represent only a.small portion of each species range and the potential threats of mining or grazing activities off NTS on these species was notassessed. Conservation measures recommended included the development of an NTS ecosystem conservation plan, continued conduct of preactivity and plant surveys on NTS, and protection of plant type localities on NTS.

    B. cereus, is a member of a genus of aerobic, gram-positive, spore-forming rod-like bacilli, which includes the deadly, B. anthracis. Preliminary experiments have shown that gC1qR binds to B.cereus spores that have been attached to microtiter plates. The present studies were therefore undertaken, to examine if cell surface gC1qR plays a role in B.cereus spore attachment and/or entry. Monolayers of human colon carcinoma (Caco-2) and lung cells were grown to confluency on 6 mm coverslips in shell vials with gentle swirling in a shaker incubator. Then, 2 {micro}l of a suspension of strain SB460 B.cereus spores (3x10{sup 8}/ml, in sterile water), were added and incubated (1-4 h; 36{sup 0} C) in the presence or absence of anti-gC1qR mAb-carbon nanoloops. Examination of these cells by EM revealed that: (1) When B. cereus endospores contacted the apical Caco-2 cell surface, or lung cells, gClqR was simultaneously detectable, indicating upregulation of the molecule. (2) In areas showing spore contact with the cell surface, gClqR expression was often adjacent to the spores in association with microvilli (Caco-2 cells) or cytoskeletal projections (lung cells). (3) Furthermore, the exosporia of the activated and germinating spores were often decorated with mAb-nanoloops. These observations were further corroborated by experiments in which B.cereus spores were readily taken up by monocytes and neutrophils, and this uptake was partially inhibited by mAb 60.11, which recognizes the C1q binding site on gC1qR. Taken together, the data suggest a role, for gC1qR at least in the initial stages of spore attachment and/or entry.

    As part of the Saltstone formulation work requested by Waste Solidification Engineering (WSE), Savannah River National Laboratory (SRNL) was tasked with preparing Saltstone samples for fresh property analysis and hydraulic conductivity measurements using actual Tank 50 salt solution rather than simulated salt solution. Samples of low level waste salt solution collected from Tank 50H during the first, second, and third quarters of 2011 were used to formulate the Saltstone samples. The salt solution was mixed with premix (45 wt % slag, 45 wt % fly ash, and 10 wt % cement), in a ratio consistent with facility operating conditions during the quarter of interest. The fresh properties (gel, set, bleed) of each mix were evaluated and compared to the recommended acceptance criteria for the Saltstone Production Facility. ASTM D5084-03, Method C was used to measure the hydraulic conductivity of the Saltstone samples. The hydraulic conductivity of Saltstone samples prepared from 1Q11 and 2Q11 samples of Tank 50H is 4.2E-9 cm/sec and 2.6E-9 cm/sec, respectively. Two additional 2Q11 and one 3Q11 sample were not successfully tested due to the inability to achieve stable readings during saturation and testing. The hydraulic conductivity of the samples made from Tank 50H salt solution compare well to samples prepared with simulated salt solution and cured under similar conditions (1.4E-9 - 4.9E-8 cm/sec).

    Environmental and occupational health effects associated with exposures to various chemicals are a subject of increasing concern. One recently developed methodology for assessing the health impacts of various chemical compounds involves the classification of similar chemicals into risk-assessment categories (RACs). This report reviews documented human health effects for a broad range of pollutants, classified by RACs. It complements other studies that have estimated human health effects by RAC based on analysis and extrapolation of data from animal research.

    The ARM Program gathers a wide variety of measurements from many different sources. Each day, the Data Archive stores and distributes large quantities of data collected from these sources. Scientists then use these data to research atmospheric radiation balance and cloud feedback processes, which are critical elements of global climate change. The huge archive of ARM data can be organized by measurement categories into six "collections:" Aerosols, Atmospheric Carbon, Atmospheric State, Cloud Properties, Radiometric, and Surface Properties. Clicking on one of the measurement categories leads to a page that breaks that category down into sub-categories. For example, "Aerosols" is broken down into Microphysical and Chemical Properties (with 9 subsets) and Optical and Radiative Properties (with 7 subsets). Each of the subset links, in turn, leads to detailed information pages and links to specific data streams. Users will be requested to create a password, but the data files are free for viewing and downloading. The ARM Archive physically resides at the Oak Ridge National Laboratory.

    The Kepler mission has to date found almost 6000 planetary transit-like signals, utilizing three years of data for over 170,000 stars at extremely high photometric precision. Due to its design, contamination from eclipsing binaries, variable stars, and other transiting planets results in a significant number of these signals being false positives (FPs). This directly affects the determination of the occurrence rate of Earth-like planets in our Galaxy, as well as other planet population statistics. In order to detect as many of these FPs as possible, we perform ephemeris matching among all transiting planet, eclipsing binary, and variable star sources. We find that 685 Kepler Objects of Interest (KOIs)12% of all those analyzedare FPs as a result of contamination, due to 409 unique parent sources. Of these, 118 have not previously been identified by other methods. We estimate that ?35% of KOIs are FPs due to contamination, when performing a first-order correction for observational bias. Comparing single-planet candidate KOIs to multi-planet candidate KOIs, we find an observed FP fraction due to contamination of 16% and 2.4% respectively, bolstering the existing evidence that multi-planet KOIs are significantly less likely to be FPs. We also analyze the parameter distributions of the ephemeris matches and derive a simple model for the most common type of contamination in the Kepler field. We find that the ephemeris matching technique is able to identify low signal-to-noise FPs that are difficult to identify with other vetting techniques. We expect FP KOIs to become more frequent when analyzing more quarters of Kepler data, and note that many of them will not be able to be identified based on Kepler data alone.

    The Liquid Effluent Retention Facility was designed to store 242-A Evaporator process condensate and other liquid waste streams for treatment at the 200 East Area Effluent Treatment Facility. The Liquid Effluent Retention Facility has been previously classified as a Category 3 Nonreactor Nuclear Facility. As defined in Hazard Categorization and Accident Analysis Techniques for Compliance with DOE Order 5480.23, Nuclear Safety Analysis Reports (DOE 1992, DOE 1997), Category 3 Nuclear Facilities have the potential for significant localized (radiological) consequences. However, based on current facility design, operations, and radioactive constituent concentrations, the Liquid Effluent Retention Facility does not have the potential for significant localized (radiological) consequences and is categorized as a Radiological Facility. This report documents the final hazard categorization process performed in accordance with DOE Order 5480.23, Nuclear Safety Analysis Reports. This report describes the current configuration and operations of the Liquid Effluent Retention Facility. Also included is a preliminary hazard categorization, which is based on current and proposed radioactive and hazardous material inventories, a preliminary hazards and accident analysis, and a final hazard category determination. The results of the hazards and accident analysis, based on the current configuration and operations of the Liquid Effluent Retention Facility and the current and proposed radioactive and hazardous material inventories, demonstrate that the Liquid Effluent Retention Facility does not have the potential for significant localized (radiological) consequences. Based on the final hazard category analysis, the Liquid Effluent Retention Facility is a Radiological Facility. The final hazard category determination is based on a comparative evaluation of the consequence basis for the Category 3 threshold quantities to the calculated consequences for credible releases The basis for the Category 3 threshold quantities is 10 rem-equivalent man at 30 meters (98 feet) (DOE 1992, DOE 1997). The calculated 12 hour consequences to an individual located at 30 meters (98 feet) for two credible scenarios, spray release and a pool release, are 3.50 rem and 1.32 rem, respectively, which based upon the original hazard categorization criteria (DOE 1992) classified the Liquid Effluent Retention Facility as a Radiological Facility. Comparison of the calculated 24 hour consequences to an individual located at 30 meters (98 feet) for two credible scenarios, spray release and a pool release, 7.00 rem and 2.64 rem respectively, confirmed the Liquid Effluent Retention Facility classification as a Radiological Facility under the current hazard categorization criteria (DOE 1997). Both result in dose consequence values less than the allowable, 10 rem, meeting the requirements for categorizing the Liquid Effluent Retention Facility as a Radiological Facility.

    Todays categories for responding to targeted violence are motive-based and tend to drive policies, practices, training, media coverage, and research. These categories are based on the assumption that there are significant differences between ideological and non-ideological actors and between domestic and international actors. We question the reliance on these categories and offer an alternative way to frame the response to multiple forms of targeted violence. We propose adopting a community-based multidisciplinary approach to assess risk and provide interventions that are focused on the pre-criminal space. We describe four capabilities that should be implemented locally by establishing and maintaining multidisciplinary response teams that combine community and law-enforcement components: (1) community members are educated, making them better able to identify and report patterns associated with elevated risk for violence; (2) community-based professionals are trained to assess the risks for violent behavior posed by individuals; (3) community-based professionals learn to implement strategies that directly intervene in causal factors for those individuals who are at elevated risk; and (4) community-based professionals learn to monitor and assess an individuals risk for violent behaviors on an ongoing basis. Community-based multidisciplinary response teams have the potential to identify and help persons in the pre-criminal space and to reduce barriers that have traditionally impeded community/law-enforcement collaboration.

    Automatic scene categorization can benefit various aerial video processing applications. This paper addresses the problem of predicting the scene category from aerial video frames using a prior model learned from satellite imagery. We show that local and global features in the form of line statistics and 2-D power spectrum parameters respectively can characterize the aerial scene well. The line feature statistics and spatial frequency parameters are useful cues to distinguish between different urban scene categories. We learn the scene prediction model from highresolution satellite imagery to test the model on the Columbus Surrogate Unmanned Aerial Vehicle (CSUAV) dataset ollected by high-altitude wide area UAV sensor platform. e compare the proposed features with the popular Scale nvariant Feature Transform (SIFT) features. Our experimental results show that proposed approach outperforms te SIFT model when the training and testing are conducted n disparate data sources.

    In 2002, the EPA amended 40 CFR 61 Subpart H and 40 CFR 61 Appendix B Method 114 to include requirements from ANSI/HPS N13.1-1999 Sampling and Monitoring Releases of Airborne Radioactive Substances from the Stack and Ducts of Nuclear Facilities for major emission points. Additionally, the WDOH amended the Washington Administrative Code (WAC) 246-247 Radiation protection-air emissions to include ANSI/HPS N13.1-1999 requirements for major and minor emission points when new permitting actions are approved. A result of the amended regulations is the requirement to prepare a written technical basis for the radiological air emission sampling and monitoring program. A key component of the technical basis is the Potential Impact Category (PIC) assigned to an emission point. This paper discusses the PIC assignments for the Pacific Northwest National Laboratory (PNNL) Integrated Laboratory emission units; this revision includes five PIC categories.

Black-Right-Pointing-Pointer We used non-parametric statistics to compare rates among hospital categories. - Abstract: Goal of this work was to calculate the hazardous medical waste unit generation rates (HMWUGR), in kg bed{sup -1} d{sup -1}, using data from 132 health-care facilities in Greece. The calculations were based on the weights of the hazardous medical wastes that were regularly transferred to the sole medical waste incinerator in Athens over a 22-month period during years 2009 and 2010. The 132 health-care facilities were grouped into public and private ones, and, also, into seven sub-categories, namely: birth, cancer treatment, general, military, pediatric, psychiatric and university hospitals. Results showed that there is a large variability in the HMWUGR, even among hospitals of the same category. Average total HMWUGR varied from 0.012 kg bed{sup -1} d{sup -1}, for the public psychiatric hospitals, to up to 0.72 kg bed{sup -1} d{sup -1}, for the public university hospitals. Within the private hospitals, average HMWUGR ranged from 0.0012 kg bed{sup -1} d{sup -1}, for the psychiatric clinics, to up to 0.49 kg bed{sup -1} d{sup -1}, for the birth clinics. Based on non-parametric statistics, HMWUGR were statistically similar for the birth and general hospitals, in both the public and private sector. The private birth and general hospitals generated statistically more wastes compared to the corresponding public hospitals. The infectious/toxic and toxic medical wastes appear to be 10% and 50% of the total hazardous medical wastes generated by the public cancer treatment and university hospitals, respectively.

    This report provides a review of existing resilience metrics for electric, oil, and natural gas distribution systems. The report summarizes the concepts addressed by measures of resilience, describes a framework for organizing alternative metrics used to measure resilience of energy distribution systems, and reviews the state of metrics for resilience of such systems. The framework organized resilience metrics into five categories – system inputs, capacities, capabilities, performance and outcomes – and existing metrics were evaluated within the context of this framework. The report finds more metrics for the electricity system than for oil and gas and that the literature pays greater attention to metrics at the facility level. Also, there were many performance measures identified at the system and regional level and these metrics were determined to be relatively well developed. In comparison, outcome measures were identified at the system, regional and national levels, but they were judged to be relatively less well developed. To improve resilience metrics, the report recommends standardizing data on inputs and capacities at the facility and system levels; developing measures of capabilities at the system and regional levels; and improving understanding of how capabilities and performance translate to regional and national outcomes.

    An approach for estimating the permissible dimensions of technological defects in butt welded joints in category III and IV pipelines is described. The allowable size of a welding defect is determined from the condition of compliance with the specifications on strength for a reference cross section (damaged joint) of the pipeline taking into account its weakening by a given defect.With regard to the fairly widespread discovery of technological defects in butt welded joints during diagnostics of auxiliary pipelines for thermal electric power plants, the proposed approach can be used in practice by repair and consulting organizations.

    The Department of Energy's (DOE's) Sandia National Laboratories-New Mexico (Sandia) develops science-based technologies in support of national security in areas such as nuclear weapons, nonproliferation, military technologies, and homeland security. Sandia's primary mission is ensuring that the U.S. nuclear arsenal is safe, secure, and reliable and can fully support the Nation's deterrence policy. Part of this mission includes systems engineering of nuclear weapons; research, design, and development of non-nuclear components; manufacturing of non-nuclear weapons components; the provision of safety, security, and reliability assessments of stockpile weapons; and the conduct of high-explosives research and development and environmental testing. Sandia Corporation, a subsidiary of Lockheed Martin Corporation, operates Sandia for the National Nuclear Security Administration (NNSA). On May 7, 2004, the Secretary announced that the Department would evaluate missions at DOE sites to consolidate Special Nuclear Material (SNM) in the most secure environments possible. The Administrator of the NNSA said that this effort was a key part of an overall plan to transform the nuclear weapons complex into a smaller, safer, more secure, and more efficient national security enterprise. In February 2008, Sandia was the first site to report it had reduced its on-site inventory of nuclear material below 'Categories I and II' levels, which require the highest level of security to protect material such as plutonium and highly enriched uranium. The Office of Inspector General initiated an inspection to determine if Sandia made appropriate adjustments to its security posture in response to the removal of the Categories I and II SNM. We found that Sandia adjusted its security posture in response to the removal of Categories I and II SNM. For example, security posts were closed; unneeded protective force weapons and equipment were excessed from the site; and, Sandia's Site Safeguards and Security Plan was modified. We also found that some highly enriched uranium in a complex material configuration was not removed from Sandia. This material was designated as Category III material using a methodology for assessing the attractiveness of complex materials that was not specifically addressed in any current DOE directive. Although DOE and NNSA officials believed that this designation was appropriate, the methodology used to support this designation had not, as of the time of our review, been incorporated into the DOE directives system. Historically, the Department has considered the categorization of SNM to be an important national security and public policy issue. Consequently, we believe that expedited action should be taken to formalize this methodology in the DOE directives system and that it be disseminated throughout the Department of Energy complex.

    The pace at which vendors are developing and marketing gas turbines and reciprocating engines for small-scale applications may signal the widespread growth of distributed generation. Loosely defined to refer to applications in which power generation equipment is located close to end users who have near-term power capacity needs, distributed generation encompasses a broad range of technologies and load requirements. Disagreement is inevitable, but many industry observers associate distributed generation with applications anywhere from 25 kW to 25 MW. Ten years ago, distributed generation users only represented about 2% of the world market. Today, that figure has increased to about 4 or 5%, and probably could settle in the 20% range within a 3-to-5-year period, according to Michael Jones, San Diego, Calif.-based Solar Turbines Inc. power generation marketing manager. The US Energy Information Administration predicts about 175 GW of generation capacity will be added domestically by 2010. If 20% comes from smaller plants, distributed generation could account for about 35 GW. Even with more competition, it`s highly unlikely distributed generation will totally replace current market structures and central stations. Distributed generation may be best suited for making market inroads when and where central systems need upgrading, and should prove its worth when the system can`t handle peak demands. Typical applications include small reciprocating engine generators at remote customer sites or larger gas turbines to boost the grid. Additional market opportunities include standby capacity, peak shaving, power quality, cogeneration and capacity rental for immediate demand requirements. Integration of distributed generation systems--using gas-fueled engines, gas-fired combustion engines and fuel cells--can upgrade power quality for customers and reduce operating costs for electric utilities.

    Nuclear facilities sometimes use hand-held plastic scintillator detectors to detect attempts to divert special nuclear material in situations where portal monitors are impractical. MCNP calculations have been performed to determine the neutron and gamma radiation field arising from a Category I quantity of weapons-grade plutonium in various shielding configurations. The shields considered were composed of combinations of lead and high-density polyethylene such that the mass of the plutonium plus shield was 22.7 kilograms. Monte-Carlo techniques were also used to determine the detector response to each of the shielding configurations. The detector response calculations were verified using field measurements of high-, medium-, and low- energy gamma-ray sources as well as a Cf-252 neutron source.

    Multiparticle production processes in $pp$ collisions at the central rapidity region are usually considered to be divided into independent "soft" and "hard" components. The first is described by exponential (thermal-like) transverse momentum spectra in the low-$p_T$ region with a scale parameter $T$ associated with the temperature of the hadronizing system. The second is governed by a power-like distributions of transverse momenta with power index $n$ at high-$p_T$ associated with the hard scattering between partons. We show that the hard-scattering integral can be approximated as a nonextensive distribution of a quasi-power-law containing a scale parameter $T$ and a power index $n=1/(q -1)$, where $q$ is the nonextensivity parameter. We demonstrate that the whole region of transverse momenta presently measurable at LHC experiments at central rapidity (in which the observed cross sections varies by $14$ orders of magnitude down to the low $p_T$ region) can be adequately described by a single nonextensive distribution. These results suggest the dominance of the hard-scattering hadron-production process and the approximate validity of a ``no-hair" statistical-mechanical description of the $p_T$ spectra for the whole $p_T$ region at central rapidity for $pp$ collisions at high-energies.

    The subject paper discusses important impacts of distributed resources on distribution networks and feeders. These include capacity, line losses, voltage regulation, and central system support (such as volt/var via central generators and substation) as the number, placement and penetration levels of distributed resources are varied. Typically, the impacts of distributed resources on the distribution system are studied by using steady-state rather than dynamic analysis tools. However, the response time and transient impacts of both system equipment (such as substation/feeder capacitors) and distributed resources needs to be taken into account and only dynamic analysis will provide the full impact results. ORNL is wrapping up a study of distributed resources interconnected to a large distribution system considering the above variables. A report of the study and its results will be condensed into a paper for this panel session. The impact of distributed resources will vary as the penetration level reaches the capacity of the distribution feeder/system. The question is how high of a penetration of distributed resource can be accommodated on the distribution feeder/system without any major changes to system operation, design and protection. The impacts most surely will vary depending upon load composition, distribution and level. Also, it is expected that various placement of distributed resources will impact the distribution system differently.

    The overall economics of a distributed generation project is based on cost elements which include: Equipment and financing, fuel, displaced electricity cost, operation and maintenance. Of critical importance is how the facility is managed, including adequate provision for a comprehensive operator training program. Proper equipment maintenance and fuel procurement policy will also lead to greater system availability and optimal system economics. Various utility tariffs are available which may be economically attractive, with an added benefit to the utility of providing a peak shaving resource during peak periods. Changing modes of operation of the distributed generation system may affect staff readiness, require retraining and could affect maintenance costs. The degree of control and oversight that is provided during a project`s implementation and construction phases will impact subsequent maintenance and operating costs. The long term effect of siting impacts, such as building facades that restrict turbine inlet airflow will affect subsequent operations and require supplemental maintenance action. It is possible to site a variety of distributed generation technologies in settings which vary from urban to remote unattended locations with successful results from both an economic and operational perspective.

    A recent emphasis in gasification technology development has been directed toward reduced-scale gasifier systems for distributed generation at remote sites. The domestic distributed power generation market over the next decade is expected to be 5-6 gigawatts per year. The global increase is expected at 20 gigawatts over the next decade. The economics of gasification for distributed power generation are significantly improved when fuel transport is minimized. Until recently, gasification technology has been synonymous with coal conversion. Presently, however, interest centers on providing clean-burning fuel to remote sites that are not necessarily near coal supplies but have sufficient alternative carbonaceous material to feed a small gasifier. Gasifiers up to 50 MW are of current interest, with emphasis on those of 5-MW generating capacity. Internal combustion engines offer a more robust system for utilizing the fuel gas, while fuel cells and microturbines offer higher electric conversion efficiencies. The initial focus of this multiyear effort was on internal combustion engines and microturbines as more realistic near-term options for distributed generation. In this project, we studied emerging gasification technologies that can provide gas from regionally available feedstock as fuel to power generators under 30 MW in a distributed generation setting. Larger-scale gasification, primarily coal-fed, has been used commercially for more than 50 years to produce clean synthesis gas for the refining, chemical, and power industries. Commercial-scale gasification activities are under way at 113 sites in 22 countries in North and South America, Europe, Asia, Africa, and Australia, according to the Gasification Technologies Council. Gasification studies were carried out on alfalfa, black liquor (a high-sodium waste from the pulp industry), cow manure, and willow on the laboratory scale and on alfalfa, black liquor, and willow on the bench scale. Initial parametric tests evaluated through reactivity and product composition were carried out on thermogravimetric analysis (TGA) equipment. These tests were evaluated and then followed by bench-scale studies at 1123 K using an integrated bench-scale fluidized-bed gasifier (IBG) which can be operated in the semicontinuous batch mode. Products from tests were solid (ash), liquid (tar), and gas. Tar was separated on an open chromatographic column. Analysis of the gas product was carried out using on-line Fourier transform infrared spectroscopy (FT-IR). For selected tests, gas was collected periodically and analyzed using a refinery gas analyzer GC (gas chromatograph). The solid product was not extensively analyzed. This report is a part of a search into emerging gasification technologies that can provide power under 30 MW in a distributed generation setting. Larger-scale gasification has been used commercially for more than 50 years to produce clean synthesis gas for the refining, chemical, and power industries, and it is probable that scaled-down applications for use in remote areas will become viable. The appendix to this report contains a list, description, and sources of currently available gasification technologies that could be or are being commercially applied for distributed generation. This list was gathered from current sources and provides information about the supplier, the relative size range, and the status of the technology.

The most inclusive category is sensitive to 91–96 % of the total inelastic proton–proton cross section. The other two categories are disjoint subsets of the inclusive sample that are either enhanced or depleted in single diffractive dissociation events. Finally, the data are compared to models usedmore » to describe high-energy hadronic interactions. None of the models considered provide a consistent description of the measured distributions.« less

  16. Deployment at the Savannah River Site of a standardized, modular transportable and connectable hazard category 2 nuclear system for repackaging TRU waste

    This paper describes the conception, design, fabrication and deployment of a modular, transportable, connectable Category 2 nuclear system deployed at the Savannah River site to be used for characterizing and repackaging Transuranic Waste destined for the Waste Isolation Pilot Plant (WIPP). A standardized Nuclear Category 2 and Performance Category 2 envelope called a 'Nuclear Transportainer' was conceived and designed that provides a safety envelope for nuclear operations. The Nuclear Transportainer can be outfitted with equipment that performs functions necessary to meet mission objectives, in this case repackaging waste for shipment to WIPP. Once outfitted with process and ventilation systems the Nuclear Transportainer is a Modular Unit (MU). Each MU is connectable to other MUS - nuclear or non-nuclear - allowing for multiple functions, command & control, or increasing capacity. The design took advantage of work already in-progress at Los Alamos National Laboratory (LANL) for a similar system to be deployed at LANL's Technical Area 54.

    We examine the modulational instability (MI) of ion-acoustic waves (IAWs) in an electronegative plasma containing positive and negative ions as well as electrons that follow the nonextensive statistics proposed by Tsallis [J. Stat. Phys. 52, 479 (1988)]. Using the reductive perturbation method, the nonlinear Schrdinger equation that governs the modulational instability of the IAWs is obtained. Inspired by the experimental work of Ichiki et al.[Phys. Plasmas 8, 4275 (2001)], three types of electronegative plasmas are investigated. The effects of various parameters on the propagation of IAWs are discussed in detail numerically. We find that the plasma supports both bright and dark solutions. The presence of the non-extensively distributed electrons is found to play a crucial role in the formation of envelope excitations. The region in the parameter space where the MI exists depends sensitively on the positive to negative ion mass ratio (M) and negative to positive ion density ratio (?). An extensive range of the nonextensive q-parameters (?1<q<3) is considered and in each case the MI sets in under different conditions. The finding of this investigation is useful for understanding stable wave propagation of envelope ion-acoustic solitary waves in space and laboratory plasmas comprising ions with both positive and negative charges as well as non-Maxwellian electrons.

    One of the methods being considered for safely disposing of Category 3 low-level radioactive wastes is to encase the waste in concrete. Such concrete encasement would contain and isolate the waste packages from the hydrologic environment and would act as an intrusion barrier. The current plan for waste isolation consists of stacking low-level waste packages on a trench floor, surrounding the stacks with reinforced steel, and encasing these packages in concrete. These concrete-encased waste stacks are expected to vary in size with maximum dimensions of 6.4 m long, 2.7 m wide, and 4 m high. The waste stacks are expected to have a surrounding minimum thickness of 15 cm of concrete encasement. These concrete-encased waste packages are expected to withstand environmental exposure (solar radiation, temperature variations, and precipitation) until an interim soil cover or permanent closure cover is installed, and to remain largely intact thereafter. Any failure of concrete encasement may result in water intrusion and consequent mobilization of radionuclides from the waste packages. The mobilized radionuclides may escape from the encased concrete by mass flow and/or diffusion and move into the surrounding subsurface environment. Therefore, it is necessary to assess the performance of the concrete encasement structure and the ability of the surrounding soil to retard radionuclide migration. The retardation factors for radionuclides contained in the waste packages can be determined from measurements of diffusion coefficients for these contaminants through concrete and fill material. Some of the mobilization scenarios include (1) potential leaching of waste form before permanent closure cover is installed; (2) after the cover installation, long-term diffusion of radionuclides from concrete waste form into surrounding fill material; (3) diffusion of radionuclides from contaminated soils into adjoining concrete encasement and clean fill material. Additionally, the rate of diffusion of radionuclides may be affected by the formation of structural cracks in concrete, the carbonation of the buried waste form, and any potential effect of metallic iron (in the form of rebars) on the mobility of radionuclides. The radionuclides iodine-129 ({sup 129}I), technetium-99 ({sup 99}Tc), and uranium-238 ({sup 238}U) are identified as long-term dose contributors in Category 3 waste (Mann et al. 2001; Wood et al. 1995). Because of their anionic nature in aqueous solutions, {sup 129}I, {sup 99}Tc, and carbonate-complexed {sup 238}U may readily leach into the subsurface environment (Serne et al. 1989, 1992a, b, 1993, and 1995). The leachability and/or diffusion of radionuclide species must be measured to assess the long-term performance of waste grouts when contacted with vadose-zone pore water or groundwater. Although significant research has been conducted on the design and performance of cementitious waste forms, the current protocol conducted to assess radionuclide stability within these waste forms has been limited to the Toxicity Characteristic Leaching Procedure, Method 1311 Federal Registry (EPA 1992) and ANSI/ANS-16.1 leach test (ANSI 1986). These tests evaluate the performance under water-saturated conditions and do not evaluate the performance of cementitious waste forms within the context of waste repositories which are located within water-deficient vadose zones. Moreover, these tests assess only the diffusion of radionuclides from concrete waste forms and neglect evaluating the mechanisms of retention, stability of the waste form, and formation of secondary phases during weathering, which may serve as long-term secondary hosts for immobilization of radionuclides. The results of recent investigations conducted under arid and semi-arid conditions (Al-Khayat et al. 2002; Garrabrants et al. 2002; Garrabrants and Kosson 2003; Garrabrants et al. 2004; Gervais et al. 2004; Sanchez et al. 2002; Sanchez et al. 2003) provide valuable information suggesting structural and chemical changes to concrete waste forms which may affect contaminant containm

    Improved simulations and sensors are producing datasets whose increasing complexity exhausts our ability to visualize and comprehend them directly. To cope with this problem, we can detect and extract significant features in the data and use them as the basis for subsequent analysis. Topological methods are valuable in this context because they provide robust and general feature definitions. As the growth of serial computational power has stalled, data analysis is becoming increasingly dependent on massively parallel machines. To satisfy the computational demand created by complex datasets, algorithms need to effectively utilize these computer architectures. The main strength of topological methods, their emphasis on global information, turns into an obstacle during parallelization. We present two approaches to alleviate this problem. We develop a distributed representation of the merge tree that avoids computing the global tree on a single processor and lets us parallelize subsequent queries. To account for the increasing number of cores per processor, we develop a new data structure that lets us take advantage of multiple shared-memory cores to parallelize the work on a single node. Finally, we present experiments that illustrate the strengths of our approach as well as help identify future challenges.

    The Environment, Safety and Health Division of the U.S. Department of Energy, Nevada Operations Office implements the Ecological Monitoring and Compliance Program on the Nevada Test Site (NTS). This program ensures compliance with applicable environmental laws and regulations, delineates and describes NTS ecosystems, and provides ecological information for predicting and evaluating potential impacts of proposed projects on those ecosystems. Over the last several decades, has taken an active role in providing information on the tatus of plant species proposed for protection under the Endangered Species Act(ESA). One such species is Clokey's eggvetch (Astragalus oophorus var. clokeyanus), which is a candidate species under the listing guidelines of the ESA. Surveys for this species were conducted on the NTS in 1996, 1997, and 1998. Field surveys focused on potential habitat for this species in the southern Belted range and expanded to other areas with similar habitat. Over 30 survey day s were completed; five survey days in 1996, 25 survey days in 1997, and three survey days in 1998. Clokey's eggvetch was located at several sites in the southern Belted Range. It was found through much of the northern section of Kawich Canyon, one site at the head of Gritty Gulch, and a rather extensive location in Lambs Canyon. It was also located further south at Captain Jack Springs in the Eleana Range, in much of Falcon Canyon and around Echo Peak on Pahute Mesa, and was also found in the Timber and Shoshone Mountains. Overall, the locations of Clokey's eggvetch on the NTS appears to form a distinct bridge between populations of the species located further north in the Belted and Kawich Ranges and the population located in the Spring Mountains. Clokey's eggvetch was commonly found along washes and small draws, and typically in sandy loam soils with a covering of light tuffaceous rock. It occurs primarily above 1830 meters (6000 feet) in association with single-leaf pinyon (Pinus monophylla), Utah juniper (Juniperus osteosperma), and big sagebrush (Artemisia tridentata ssp. tridentata). Overall, the populations of Clokey's eggvetch on the NTS appear to be vigorous and do not appear threatened. It is estimated that there are approximately 2300 plants on the NTS. It should be considered as a species of concern because of its localized distribution, but it does not appear to warrant protection under the ESA.

In total, 63.6 MW of new distributed wind capacity was added in 2014, representing nearly 1,700 units and $170 million in investment across 24 states. In 2014, America's distributed wind energy industry supported a growing domestic industrial base as exports from United States-based small wind turbine manufacturers accounted for nearly 80% of United States-based manufacturers' sales.

    This paper proposes a control method to regulate voltages in 3 phase unbalanced electrical distribution systems. A constrained optimization problem to minimize voltage deviations and maximize distributed energy resource (DER) active power output is solved by harmony search algorithm. IEEE 13 Bus Distribution Test System was modified to test three different cases: a) only voltage regulator controlled system b) only DER controlled system and c) both voltage regulator and DER controlled system. The simulation results show that systems with both voltage regulators and DER control provide better voltage profile.

    Project Objective: This project is a research and development program aimed at furthering distributed wind technology. In particular, this project addresses some of the barriers to distributed wind energy utilization in Idaho. Background: At its core, the technological challenge inherent in Wind Energy is the transformation of a highly variable form of energy to one which is compatible with the commercial power grid or another useful application. A major economic barrier to the success of distributed wind technology is the relatively high capital investment (and related long payback periods) associated with wind turbines. This project will carry out fundamental research and technology development to address both the technological and economic barriers. • Active drive train control holds the potential to improve the overall efficiency of a turbine system by allowing variable speed turbine operation while ensuring a tight control of generator shaft speed, thus greatly simplifying power conditioning. • Recent blade aerodynamic advancements have been focused on large, utility-scale wind turbine generators (WTGs) as opposed to smaller WTGs designed for distributed generation. Because of Reynolds Number considerations, blade designs do not scale well. Blades which are aerodynamically optimized for distributed-scale WTGs can potentially reduce the cost of electricity by increasing shaft-torque in a given wind speed. • Grid-connected electric generators typically operate at a fixed speed. If a generator were able to economically operate at multiple speeds, it could potentially convert more of the wind’s energy to electricity, thus reducing the cost of electricity. This research directly supports the stated goal of the Wind and Hydropower Technologies Program for Distributed Wind Energy Technology: By 2007, reduce the cost of electricity from distributed wind systems to 10 to 15 cents/kWh in Class 3 wind resources, the same level that is currently achievable in Class 5 winds.

    Power through Policy: 'Best Practices' for Cost-Effective Distributed Wind is a U.S. Department of Energy (DOE)-funded project to identify distributed wind technology policy best practices and to help policymakers, utilities, advocates, and consumers examine their effectiveness using a pro forma model. Incorporating a customized feed from the Database of State Incentives for Renewables and Efficiency (DSIRE), the Web-based Distributed Wind Policy Comparison Tool (Policy Tool) is designed to assist state, local, and utility officials in understanding the financial impacts of different policy options to help reduce the cost of distributed wind technologies. The Policy Tool can be used to evaluate the ways that a variety of federal and state policies and incentives impact the economics of distributed wind (and subsequently its expected market growth). It also allows policymakers to determine the impact of policy options, addressing market challenges identified in the U.S. DOEs '20% Wind Energy by 2030' report and helping to meet COE targets.

    In recent years, there has been a great interest in designing high-performance distributed symbolic-processing computers. These architectures have special needs for resource management and dynamic reclamation of unused memory cells and objects. The memory management or garbage-collection aspects of these architectures are studied. Also introduced is a synchronous distributed algorithm for garbage collection. A special data structure is defined to handle the distributed nature of the problem. The author formally expresses the algorithm and shows the results of a synchronous garbage-collection simulation and its effect on the interconnection-network message to traffic. He presents an asynchronous distributed garbage collection to handle the resource management for a system that does not require a global synchronization mechanism. The distributed data structure is modified to include the asynchronous aspects of the algorithm. This method is extended to a multiple-mutator scheme, and the problem of having several processors share portion of a cyclical graph is discussed. Two models for the analytical study of the garbage-collection algorithms discussed are provided.

    Distributed, generation, demand response, distributed storage, smart appliances, electric vehicles and renewable energy resources are expected to play a key part in the transformation of the American power system. Control, coordination and compensation of these smart grid assets are inherently interlinked. Advanced control strategies to warrant large-scale penetration of distributed smart grid assets do not currently exist. While many of the smart grid technologies proposed involve assets being deployed at the distribution level, most of the significant benefits accrue at the transmission level. The development of advanced smart grid simulation tools, such as GridLAB-D, has led to a dramatic improvement in the models of smart grid assets available for design and evaluation of smart grid technology. However, one of the main challenges to quantifying the benefits of smart grid assets at the transmission level is the lack of tools and framework for integrating transmission and distribution technologies into a single simulation environment. Furthermore, given the size and complexity of the distribution system, it is crucial to be able to represent the behavior of distributed smart grid assets using reduced-order controllable models and to analyze their impacts on the bulk power system in terms of stability and reliability. The objectives of the project were to: • Develop a simulation environment for integrating transmission and distribution control, • Construct reduced-order controllable models for smart grid assets at the distribution level, • Design and validate closed-loop control strategies for distributed smart grid assets, and • Demonstrate impact of integrating thousands of smart grid assets under closed-loop control demand response strategies on the transmission system. More specifically, GridLAB-D, a distribution system tool, and PowerWorld, a transmission planning tool, are integrated into a single simulation environment. The integrated environment allows the load flow interactions between the bulk power system and end-use loads to be explicitly modeled. Power system interactions are modeled down to time intervals as short as 1-second. Another practical issue is that the size and complexity of typical distribution systems makes direct integration with transmission models computationally intractable. Hence, the focus of the next main task is to develop reduced-order controllable models for some of the smart grid assets. In particular, HVAC units, which are a type of Thermostatically Controlled Loads (TCLs), are considered. The reduced-order modeling approach can be extended to other smart grid assets, like water heaters, PVs and PHEVs. Closed-loop control strategies are designed for a population of HVAC units under realistic conditions. The proposed load controller is fully responsive and achieves the control objective without sacrificing the end-use performance. Finally, using the T&D simulation platform, the benefits to the bulk power system are demonstrated by controlling smart grid assets under different demand response closed-loop control strategies.

    This document is the distribution integrity management plan (Plan) for the Los Alamos National Laboratory (LANL) Natural Gas Distribution System. This Plan meets the requirements of 49 CFR Part 192, Subpart P Distribution Integrity Management Programs (DIMP) for the LANL Natural Gas Distribution System. This Plan was developed by reviewing records and interviewing LANL personnel. The records consist of the design, construction, operation and maintenance for the LANL Natural Gas Distribution System. The records system for the LANL Natural Gas Distribution System is limited, so the majority of information is based on the judgment of LANL employees; the maintenance crew, the Corrosion Specialist and the Utilities and Infrastructure (UI) Civil Team Leader. The records used in this report are: Pipeline and Hazardous Materials Safety Administration (PHMSA) 7100.1-1, Report of Main and Service Line Inspection, Natural Gas Leak Survey, Gas Leak Response Report, Gas Leak and Repair Report, and Pipe-to-Soil Recordings. The specific elements of knowledge of the infrastructure used to evaluate each threat and prioritize risks are listed in Sections 6 and 7, Threat Evaluation and Risk Prioritization respectively. This Plan addresses additional information needed and a method for gaining that data over time through normal activities. The processes used for the initial assessment of Threat Evaluation and Risk Prioritization are the methods found in the Simple, Handy Risk-based Integrity Management Plan (SHRIMP{trademark}) software package developed by the American Pipeline and Gas Agency (APGA) Security and Integrity Foundation (SIF). SHRIMP{trademark} uses an index model developed by the consultants and advisors of the SIF. Threat assessment is performed using questions developed by the Gas Piping Technology Company (GPTC) as modified and added to by the SHRIMP{trademark} advisors. This Plan is required to be reviewed every 5 years to be continually refined and improved. Records for all piping system installed after the effective date of this Plan will be captured and retained in the UI records documentation system. Primary Utility Asbuilts are maintained by Utilities Mapping (UMAP) and additional records are maintained on the N drive. Engineering Change Notices (ECNs) are stored on the N drive under configuration management and kept up by Utilities and Infrastructure Division Office (UI-DO). Records include, at a minimum, the location where new piping and appurtenances are installed and the material of which they are constructed.

    This disclosure describes a distributed, fault-tolerant security system that enables the secure storage and distribution of private keys. In one implementation, the security system includes a plurality of computing resources that independently store private keys provided by publishers and encrypted using a single security system public key. To protect against malicious activity, the security system private key necessary to decrypt the publication private keys is not stored at any of the computing resources. Rather portions, or shares of the security system private key are stored at each of the computing resources within the security system and multiple security systems must communicate and share partial decryptions in order to decrypt the stored private key.

  1. Fuel cells in distributed generation

    In the past the vertically integrated electric utility industry has not utilized Distributed Generation (DG) because it was viewed as competition to central station power production. Gas utilities have been heavily and aggressively involved in the promotion of gas fired DG because for them it is additional load that may also balance the winter load. With deregulation and restructuring of the electricity industry DG is now viewed in a different light. For those utilities that have sold their generation assets DG can be a new retail service to provide to their customers. For those who are still vertically integrated, DG can be an asset management tool at the distribution level. DG can be utilized to defer capital investments involving line and substation upgrades. Coupled to this new interest in DG technologies and their performance characteristics are the associated interests in implementation issues. These range from the codes and standards requirements and hardware for interfacing to the grid as well as C{sup 3}-I (command, control, communication--intelligence) issues. The latter involves dispatching on-grid or customer sited resources, monitoring their performance and tracking the economic transactions. Another important aspect is the impact of DG resources (size, number and location) on service area dynamic behavior (power quality, reliability, stability, etc.). EPRI has ongoing programs addressing all these aspects of DG and the distribution grid. Since fuel cells can be viewed as electrochemical engines, and as with thermomechanical engines, there doesn't have to be a best fuel cell. Each engine can serve many markets and some will be better suited than others in a specific market segment (e.g. spark ignition in cars and turbines in planes). This paper will address the status of developing fuel cell technologies and their application to various market areas within the context of Distributed Generation.

    Jefferson Lab's Continuous Electron Beam Accelerator Facility (CEBAF) occasionally experiences fast intermittent beam instabilities that are difficult to isolate and result in downtime. The Distributed Data Acquisition (Dist DAQ) system is being developed to detect and quickly locate such instabilities. It will consist of multiple Ethernet based data acquisition chassis distributed throughout the seven-eights of a mile CEBAF site. Each chassis will monitor various control system signals that are only available locally and/or monitored by systems with small bandwidths that cannot identify fast transients. The chassis will collect data at rates up to 40 Msps in circular buffers that can be frozen and unrolled after an event trigger. These triggers will be derived from signals such as periodic timers or accelerator faults and be distributed via a custom fiber optic event trigger network. This triggering scheme will allow all the data acquisition chassis to be triggered simultaneously and provide a snapshot of relevant CEBAF control signals. The data will then be automatically analyzed for frequency content and transients to determine if and where instabilities exist.

    Natural convection can provide adequate heat distribution in many situtations that arise in buildings. This is appropriate, for example, in passive solar buildings where some rooms tend to be more strongly solar heated than others or to reduce the number of heating units required in a building. Natural airflow and heat transport through doorways and other internal building apertures is predictable and can be accounted for in the design. The nature of natural convection is described, and a design chart is presented appropriate to a simple, single-doorway situation. Natural convective loops that can occur in buildings are described and a few design guidelines are presented.

    The present paper provides a possible explanation for the solar wind electron velocity distribution functions possessing asymmetric energetic tails. By numerically solving the electrostatic weak turbulence equations that involve nonlinear interactions among electrons, Langmuir waves, and ion-sound waves, it is shown that different ratios of ion-to-electron temperatures lead to the generation of varying degrees of asymmetric tails. The present finding may be applicable to observations in the solar wind near 1 AU and in other regions of the heliosphere and interplanetary space.

    The charged multiplicity distributions of the diffractive and non-diffractive components of hadronic interactions, as well as those of hadronic states produced in other reactions, are described well by a universal Gaussian function that depends only on the available mass for pionization, has a maximum at n{sub o} {approx_equal} 2M{sup 1/2}, where M is the available mass in GeV, and a peak to width ratio n{sub o}/D {approx_equal} 2.

    Three new sets of next-to-leading order parton distribution functions (PDFs) are presented, determined by global fits to a wide variety of data for hard scattering processes. The analysis includes target mass and higher twist corrections needed for the description of deep-inelastic scattering data at large x and low Q^2, and nuclear corrections for deuterium targets. The PDF sets correspond to three different models for the nuclear effects, and provide a more realistic uncertainty range for the d quark PDF compared with previous fits. Applications to weak boson production at colliders are also discussed.

    There are currently two proposed standards for agent communication languages, namely, KQML (Finin, Lobrou, and Mayfield 1994) and the FIPA ACL. Neither standard has yet achieved primacy, and neither has been evaluated extensively in an open environment such as the Internet. It seems prudent therefore to design a general-purpose agent communications facility for new agent architectures that is flexible yet provides an architecture that accepts many different specializations. In this paper we exhibit the salient features of an agent communications architecture based on distributed metaobjects. This architecture captures design commitments at a metaobject level, leaving the base-level design and implementation up to the agent developer. The scope of the metamodel is broad enough to accommodate many different communication protocols, interaction protocols, and knowledge sharing regimes through extensions to the metaobject framework. We conclude that with a powerful distributed object substrate that supports metaobject communications, a general framework can be developed that will effectively enable different approaches to agent communications in the same agent system. We have implemented a KQML-based communications protocol and have several special-purpose interaction protocols under development.
