    At the request of the City of Baltimore for assistance in developing the Global Action Plan (GAP) EcoTeam Program, DOE Office of Energy Efficiency and Renewable Energy provided GAP with $10,000 for a one-year demonstration project. The results of this action are as follows: four EcoTeams were established representing 28 households and 47 people; the self reported resource savings to date per household are on average: energy savings--9%, auto emission reduction--16%, solid waste reduction--52%, water savings--25%, dollar savings--$174; the initial seed team (prior to this funding) replicated and started 2 new teams, one of those teams replicated and started 2 more teams, the other team did not replicate; 4 volunteer coaches were recruited to coach each of these teams; a volunteer coordinator was recruited to provide local guidance for this demonstration project and help GAP reach out to the Fairfield low-income neighborhood, the volunteer coordinator was unable to establish any EcoTeams in this neighborhood as their priorities were establishing a neighborhood action team and addressing immediate health-related environmental issues; the volunteers have communicated information about this demonstration project among many community and Baltimore government leaders to solicit support for a full campaign and to assess the level of that support.

    Mass-varying neutrino (MaVaN) models propose a source of dark energy in a new scalar field called the acceleron. Recent work has shown that nonrelativistic neutrino fields in these theories are unstable to inhomogeneous fluctuations, and form structures that no longer behave as dark energy. One might expect that in multiple-neutrino models, the lighter species could continue to act as a source for the acceleron, generating dark energy without the help of heavier species. This paper shows that by considering the evolution of the acceleron field for a large class of models, the result of any neutrino component becoming unstable is that all components become unstable within a short time on cosmological scales. An alternate model employing a second scalar field in a hybrid potential is shown to have stable MaVaN dark energy even in the presence of unstable heavier components.

    The analysis of the age distributions of star cluster samples of different galaxies has resulted in two very different empirical models for the dissolution of star clusters: the Baltimore model and the Utrecht model. I describe these two models and their differences. The Baltimore model implies that the dissolution of star clusters is mass independent and that about 90% of the clusters are destroyed each age dex, up to an age of about a Gyr, after which point mass-dependent dissolution from two-body relaxation becomes the dominant mechanism. In the Utrecht model, cluster dissolution occurs in three stages: (i) mass-independent infant mortality due to the expulsion of gas up to about 10 Myr; (ii) a phase of slow dynamical evolution with strong evolutionary fading of the clusters lasting up to about a Gyr; and (iii) a phase dominated by mass dependent-dissolution, as predicted by dynamical models. I describe the cluster age distributions for mass-limited and magnitude-limited cluster samples for both models. I refrain from judging the correctness of these models.

    KaVA (KVN and VERA Array) is a new combined VLBI array with KVN (Korean VLBI Network) and VERA (VLBI Exploration of Radio Astrometry). First, we briefly review the imaging capabilities of KaVA array which actually achieves more than three times better dynamic range than that achieved by VERA alone. The KaVA images clearly show detailed structures of extended radio jets in AGNs. Next, we represent the key science program to be led by KaVA AGN sub working group. We will conduct the monitoring observations of Sgr A* and M87 because of the largeness of their central super-massive black hole angular sizes. The main science goals of the program are (i) testing magnetically-driven-jet paradigm by mapping velocity fields of the M87 jet, and (ii) obtaining tight constraints on physical properties of radio emitting region in Sgr A*.

    On July 18, 2001, a freight train carrying hazardous (non-nuclear) materials derailed and caught fire while passing through the Howard Street railroad tunnel in downtown Baltimore, Maryland. The United States Nuclear Regulatory Commission (USNRC), one of the agencies responsible for ensuring the safe transportation of radioactive materials in the United States, undertook an investigation of the train derailment and fire to determine the possible regulatory implications of this particular event for the transportation of spent nuclear fuel by railroad. Shortly after the accident occurred, the USNRC met with the National Transportation Safety Board (NTSB, the U.S. agency responsible for determining the cause of transportation accidents), to discuss the details of the accident and the ensuing fire. Following these discussions, the USNRC assembled a team of experts from the National Institute of Standards and Technology (NIST), the Center for Nuclear Waste Regulatory Analyses (CNWRA), and Pacific Northwest National Laboratory (PNNL) to determine the thermal conditions that existed in the Howard Street tunnel fire and analyze the effects of this fire on various spent fuel transportation package designs. The Fire Dynamics Simulator (FDS) code, developed by NIST, was used to determine the thermal environment present in the Howard Street tunnel during the fire. The FDS results were used as boundary conditions in the COBRA-SFS and ANSYS® computer codes to evaluate the thermal performance of different package designs. The staff concluded that larger transportation packages resembling the HOLTEC Model No. HI STAR 100 and TransNuclear Model No. TN-68 would withstand a fire with thermal conditions similar to those that existed in the Baltimore tunnel fire event with only minor damage to peripheral components. This is due to their sizable thermal inertia and design specifications in compliance with currently imposed regulatory requirements. The staff also concluded that some components of smaller transportation packages resembling the NAC Model No. LWT, despite placement within an ISO container, could degrade. USNRC staff evaluated the radiological consequences of the package responses to the Baltimore tunnel fire. Though components in some packages heated up beyond their service temperatures, the staff determined that there would be no significant dose as a result of the fire for any of these and similar packages.

    Sandia National Laboratories has been involved in designing, installing and evaluating security systems for various applications during the past 15 years. A systems approach to security that evolved from this experience was applied to aviation security for the Federal Aviation Administration. A general systems study of aviation security in the United States was concluded in 1987. One result of the study was a recommendation that an enhanced security system concept designed to meet specified objectives be demonstrated at an operational airport. Baltimore-Washington International Airport was selected as the site for the demonstration project which began in 1988 and will be completed in 1992. This article introduced the systems approach to airport security and discussed its application at Baltimore-Washington International Airport. Examples of design features that could be included in an enhanced security concept also were presented, including details of the proposed Ramps Area Intrusion Detection System (RAIDS).

    The disparity between microprocessor clock frequencies and memory latency is a primary reason why many demanding applications run well below peak achievable performance. Software controlled scratchpad memories, such as the Cell local store, attempt to ameliorate this discrepancy by enabling precise control over memory movement; however, scratchpad technology confronts the programmer and compiler with an unfamiliar and difficult programming model. In this work, we present the Virtual Vector Architecture (ViVA), which combines the memory semantics of vector computers with a software-controlled scratchpad memory in order to provide a more effective and practical approach to latency hiding. ViVA requires minimal changes to the core design and could thus be easily integrated with conventional processor cores. To validate our approach, we implemented ViVA on the Mambo cycle-accurate full system simulator, which was carefully calibrated to match the performance on our underlying PowerPC Apple G5 architecture. Results show that ViVA is able to deliver significant performance benefits over scalar techniques for a variety of memory access patterns as well as two important memory-bound compact kernels, corner turn and sparse matrix-vector multiplication -- achieving 2x-13x improvement compared the scalar version. Overall, our preliminary ViVA exploration points to a promising approach for improving application performance on leading microprocessors with minimal design and complexity costs, in a power efficient manner.

    The Kane and Lombard site is an 8.4-acre parcel of undeveloped land in Baltimore, Maryland. Dumping and burning of construction debris, domestic trash, and drums occurred at the site from 1962 until 1967 when the city passed an ordinance prohibiting the open burning of refuse. Illegal dumping continued from 1967 until approximately 1984, during which time many citations were issued for illegal burning on the property. In 1980, Maryland State inspectors observed between 400 and 500 drums, the majority of which were rusted, damaged and contained holes. Following an onsite property assessment, EPA authorized the immediate removal of 1,163 drums in 1984. Of those, 822 drums were classified as empty and 341 drums contained contaminants which included: benzene, toluene, xylene, PAHs, PCBs, and heavy metals. Approximately six inches of soil below the drums were removed and disposed offsite. The site was stabilized by regrading, capping and revegetation. Currently, soil and ground water are contaminated with these prior drum contaminants.

    This paper reports that the authors have designed and fabricated a large-capacity superconducting cable for 1000k VA-class power transformers. The cable is a triply-stacked multi-strand (6 {times} 6 {times} 6) type. The elementary strand has 19,050 NbTi filaments of 0.63 mm thick in CuNi matrix. The test cable is installed as the secondary winding in a superconducting transformer with iron core in a room-temperature space. The primary winding is the second-level subcable of the secondary one and the turn ratio is nearly 14. The designed capacity of the test cable is 4.545 kA at the secondary voltage of 220V. The peak value of the current, 6.43kA (peak), is 78% of the critical current on the load line. The maximum current of the cable at 60Hz operation was 3.78kA (peak). The attained level of the secondary winding is 47% of the critical current. In the 60Hz operation of a small coil wound by the test cable, premature quench was initiated from the terminals of the cable connected with copper plates. It is suggested from the experimental results that the degradation in maximum current of the test cable is related to current transfer between the cable and the copper terminal plates.

    We demonstrate terahertz pulses with field amplitudes exceeding 0.2 V/A generated by coherent transition radiation. Femtosecond, relativistic electron bunches generated at the Linac Coherent Light Source are passed through a beryllium foil, and the emitted radiation is characterized as a function of the bunch duration and charge. Broadband pulses centered at a frequency of 10 THz with energies of 140 {mu}J are measured. These far-below-bandgap pulses drive a nonlinear optical response in a silicon photodiode, with which we perform nonlinear autocorrelations that yield information regarding the terahertz temporal profile. Simulations of the spatiotemporal profile agree well with experimental results.

    This paper describes the validation in accordance with ANSI/ANS-8.1-1983(R1988) of KENO V.a using the 27-group ENDF/B-IV cross-section library for systems containing highly-enriched uranium, carbon, and hydrogen and for systems containing highly-enriched uranium and carbon with high carbon to uranium (C/U) atomic ratios. The validation has been performed for two separate computational platforms: an IBM 3090 mainframe and an HP 9000 Model 730 workstation, both using the Oak Ridge Y-12 Plant Nuclear Criticality Safety Software (NCSS) code package. Critical experiments performed at the Oak Ridge Critical Experiments Facility, in support of the Rover reactor program, and at the Pajarito site at Los Alamos National Laboratory were identified as having the constituents desired for this validation as well as sufficient experimental detail to allow accurate construction of KENO V.a calculational models. Calculated values of k{sub eff} for the Rover experiments, which contain uranium, carbon, and hydrogen, are between 1.0012 {+-} 0.0026 and 1.0245 {+-} 0.0023. Calculation of the Los Alamos experiments, which contain uranium and carbon at high C/U ratios, yields values of k{sub eff} between 0.9746 {+-} 0.0028 and 0.9983 {+-} 0.0027. Safety criteria can be established using this data for both types of systems.

    A co-combustion demonstration burn of coal and fluff refuse-derived fuel (RDF) was conducted by Teledyne National and Baltimore Gas and Electric Company. This utility has two B and W cyclone furnaces capable of generating 400 MW. The facility is under a prohibition order to convert from No. 6 oil to coal; as a result, it was desirable to demonstrate that RDF, which has a low sulfur content, can be burned in combination with coals containing up to 2% sulfur, thus reducing overall sulfur emissions without deleterious effects. Each furnace consists of four cyclones capable of generating 1,360,000 pounds per hour steam. The tertiary air inlet of one of the cyclones was modified with an adapter to permit fluff RDF to be pneumatically blown into the cyclone. At the same time, coal was fed into the cyclone furnace through the normal coal feeding duct, where it entered the burning chamber tangentially and mixed with the RDF during the burning process. Secondary shredded fluff RDF was prepared by the Baltimore County Resource Recovery Facility. The RDF was discharged into a receiving station consisting of a belt conveyor discharging into a lump breaker, which in turn, fed the RDF into a pneumatic line through an air-lock feeder. A total of 2316 tons were burned at an average rate of 5.6 tons per hour. The average heat replacement by RDF for the cyclone was 25%, based on Btu input for a period of forty days. The range of RDF burned was from 3 to 10 tons per hour, or 7 to 63% heat replacement. The average analysis of the RDF (39 samples) for moisture, ash, heat (HHV) and sulfur content were 18.9%, 13.4%, 6296 Btu/lb and 0.26% respectively. RDF used in the test was secondary shredded through 1-1/2 inch grates producing the particle size distribution of from 2 inches to .187 inches. Findings to date after inspection of the boiler and superheater indicate satisfactory results with no deleterious effects from the RDF.

    LiFeBATT has concentrated its recent testing and evaluation on the safety of its batteries. There appears to be a good margin of safety with respect to overheating of the cells and the cases being utilized for the batteries are specifically designed to dissipate any heat built up during charging. This aspect of LiFeBATT’s products will be even more fully investigated, and assuming ongoing positive results, it will become a major component of marketing efforts for the batteries. LiFeBATT has continued to receive prismatic 20 Amp hour cells from Taiwan. Further testing continues to indicate significant advantages over the previously available 15 Ah cells. Battery packs are being assembled with battery management systems in the Danville facility. Comprehensive tests are underway at Sandia National Laboratory to provide further documentation of the advantages of these 20 Ah cells. The company is pursuing its work with Hybrid Vehicles of Danville to critically evaluate the 20 Ah cells in a hybrid, armored vehicle being developed for military and security applications. Results have been even more encouraging than they were initially. LiFeBATT is expanding its work with several OEM customers to build a worldwide distribution network. These customers include a major automotive consulting group in the U.K., an Australian maker of luxury off-road campers, and a number of makers of E-bikes and scooters. LiFeBATT continues to explore the possibility of working with nations that are woefully short of infrastructure. Negotiations are underway with Siemens to jointly develop a system for using photovoltaic generation and battery storage to supply electricity to communities that are not currently served adequately. The IDA has continued to monitor the progress of LiFeBATT’s work to ensure that all funds are being expended wisely and that matching funds will be generated as promised. The company has also remained current on all obligations for repayment of an IDA loan and lease payments for space to the IDA. A commercial venture is being formed to utilize the LiFeBATT product for consumer use in enabling photovoltaic powered boat lifts. Field tests of the system have proven to be very effective and commercially promising. This venture is expected to result in significant sales within the next six months.

Los Alamos National Laboratory (LANL) is conducting experiments in the Seattle, WA and Fairfax County, VA areas to study agent fate in urban environments. As part of their gypsy moth suppression efforts, Washington State and Fairfax County have sprayed Bacillus thuringiensis var. kurstaki (Btk), a common organic pesticide for decades. Many of the spray zones have been in or near urban areas. LANL has collected surface and bulk samples from historical Seattle spray zones to characterize how long Btk persists at detectable levels in the environment, and how long it remains viable in different environmental matrices. This work will attempt to address three questions. First, how long does the agent remain viable at detectable levels? Second, what is the approximate magnitude and duration of resuspension? And third, does the agent transport into buildings? Data designed to address the first question will be presented. Preliminary results indicate Btk remains viable in the environment for at least two years.

    The West Haven (Connecticut) Campus of the Veterans Affairs Connecticut Health Care System was the first Veteran's Hospital to award a shared energy savings (SES) contract (now known as energy savings performance contracts). The project involves replacement of the lighting system, installation of a cooling system, maintenance of the new chiller equipment, and several smaller efforts. Up-front costs are being provided through a $3.9 million investment by the contractor, EUA Cogenex, about $400,000 in rebates from the local utilities for gas and electric service (Southern Connecticut Gas and United Illuminating Company, respectively), and guaranteed energy cost savings over the life of the contract. The Government's share of energy savings over the 16 year contract is expected to be $880,000.

    Numerous topics of interest for measurements and modeling of radiation in the atmosphere are discussed, with emphasis on satellite remote sensing capabilities, data analysis techniques and climatological impact. Attention is devoted to aerosols at all levels of the atmosphere, the current understanding of potential nuclear winter scenarios, and to instruments which are used for sensing radiance in the atmosphere. Consideration is also given to spectroscopy and band models, radiative transfer calculations, earth radiation budget (ERB) models and their interaction with GCMs, and to climate models. In-depth analyses are performed of data from the ERB instruments on the Nimbus-7 spacecraft and to validation procedures being developed for data collected by the ERB satellite.

    Activities of the period August 1, 1979 through July 31, 1980 are reviewed. The results from the relativistic heavy-ion central collisions from the Bevatron are updated, and now represent the most recent evaluation of an energy scan in a search for phase transitions in nuclear matter. The effective cross section for the pion production and additional information, incuding the multiplicity distributions and ..pi..-..pi.. correlations, are obtained. Preparation is underway for an approved experiment using heavier projectiles at the Bevalac, searching for the unusual production of high energy gamma-rays and lepton pairs as signatures for neutral mesons. The importance of such events as an evidence of the onset of phase transition is discussed. A brief summary is given for an alpha-alpha collision experiment at the CERN ISR in the search for unusual behavior in secondary hadron production. The measurement of the pionic x-rays using a bent crystal spectrometer is now analyzed to yield the new value for pionic mass, and upper limit for the muonic neutrino mass. Preparation is underway for the approved experiment at the TRIUMF for the study of the neutron and gamma ray correlation in ..pi.. capture. 18 figures, 5 tables. (RWR)

    A process for making homogeneous copolymers of vinylpyrrolidone (VP) and vinyl acetate (VA) which form clear aqueous solutions and have high cloud points. The process involves precharging VP and VA monomers in a predetermined ratio, and then feeding VP and VA at a predetermined rate, the ratio of the components in the initial charge and the feeding rates for the monomer being selected in accordance with the reactivity rates of the monomers towards copolymerization as opposed to homopolymerization.

Topics discussed include an update and overview of the extensive literature search conducted for this study, the nature and purpose of the field, major research thrusts, and scientific foundations. We review methodologies for evaluating and measuring the impact of VA technologies as well as taxonomies that have been proposed for various purposes to support the VA community. A cognitive science perspective underlies each of these discussions.
