The method and system include disposing a unique tag gas composition into a plenum of a nuclear fuel rod, monitoring gamma ray activity, analyzing gamma ray signals to assess whether a nuclear fuel rod has failed and is emitting tag gas, activating a tag gas sampling and analysis system upon sensing tag gas emission from a failed nuclear rod and evaluating the escaped tag gas to identify the particular failed nuclear fuel rod.

It is well known that, in nuclear collisions, a sizable fraction of the available energy is carried away by baryons. As the baryon number is conserved, the net-baryon $B-\\bar{B}$ retains information on the energy-momentum carried by the incoming nuclei. A simple but consistent model for net-baryon production in high energy hadron-hadron, hadron-nucleus and nucleus-nucleus collisions is presented. The basic ingredients of the model are valence string formation based on standard PDFs with QCD evolution and string fragmentation via the Schwinger mechanism. The results of the model are presented and compared with both data and existing models. These results show that a good description of the main features of net-baryon data is possible on the framework of a simplistic model, with the advantage of making the fundamental production mechanisms manifest.

The author suggests a low cost special AB-Net from artificial fiber, which may protect cities and important objects from rockets, artillery and mortar shells, projectiles, bullets, and strategic weapons. The idea is as follows: The offered AB-Net joins an incoming projectile to a small braking parachute and this incoming projectile loses speed by air braking after a drag distance of 50 - 150 meters. A following interception net after the first may serve to collect the slowed projectiles and their fragments or bomblets so that they do not reach the aimpoint. The author offers the design of AB-Net, a developed theory of snagging with a small braking parachute by AB-Net; and sample computations. These nets may be used for defense of a town, city, military base, battle-front line, road (from terrorists), or any important objects or installations (for example nuclear electric station, government buildings, etc.). Computed projects are: Net to counter small rockets (for example, from Qassam), net to counter artillery projectile (caliber 76 mm), net to counter bullets (caliber 7.6 mm). The offered method is cheaper by thousands of times than protection of a city by current anti-rocket systems. Discussion and results are at the end of the article. Conformal nets provide a mathematical formalism for conformal field theory. Associated to a conformal net with finite index, we give a construction of the `bundle of conformal blocks', a representation of the mapping class groupoid of closed topological surfaces into the category of finite-dimensional projective Hilbert spaces. We also construct infinite-dimensional spaces of conformal blocks for topological surfaces with smooth boundary. We prove that the conformal blocks satisfy a factorization formula for gluing surfaces along circles, and an analogous formula for gluing surfaces along intervals. We use this interval factorization property to give a new proof of the modularity of the category of representations of a conformal net.

In preparation for the time-phased net zero energy requirement for new federal buildings starting in 2020, set forth in Executive Order 13514, NASA requested that the National Renewable Energy Laboratory (NREL) to develop a roadmap for NASA's compliance. NASA detailed a Statement of Work that requested information on strategic, organizational, and tactical aspects of net zero energy buildings. In response, this document presents a high-level approach to net zero energy planning, design, construction, and operations, based on NREL's first-hand experience procuring net zero energy construction, and based on NREL and other industry research on net zero energy feasibility. The strategic approach to net zero energy starts with an interpretation of the executive order language relating to net zero energy. Specifically, this roadmap defines a net zero energy acquisition process as one that sets an aggressive energy use intensity goal for the building in project planning, meets the reduced demand goal through energy efficiency strategies and technologies, then adds renewable energy in a prioritized manner, using building-associated, emission- free sources first, to offset the annual energy use required at the building; the net zero energy process extends through the life of the building, requiring a balance of energy use and production in each calendar year.

Nuclear transparency is calculated for high-energy, semi-inclusive $(e,e'p)$ reactions, by accounting for all orders of Glauber multiple-scattering and by using realistic finite-range $p N$ interaction and (dynamically and statistically) correlated nuclear wave functions. We calculate ratios of higher-order susceptibilities quantifying fluctuations in the number of net protons and in the net-electric charge using the Hadron Resonance Gas (HRG) model. We take into account the effect of resonance decays, the kinematic acceptance cuts in rapidity, pseudo-rapidity and transverse momentum used in the experimental analysis, as well as a randomization of the isospin of nucleons in the hadronic phase. By comparing these results to the latest experimental data from the STAR collaboration, we determine the freeze-out conditions from net-electric charge and net-proton distributions and discuss their consistency.

Beam energy and centrality dependence of the statistical moments of the net-charge and net-kaon multiplicity distributions in Au+Au collisions at STAR

In part to search for a possible critical point (CP) in the phase diagram of hot nuclear matter, a Beam Energy Scan was performed at the Relativistic Heavy-Ion Collider at Brookhaven National Laboratory. The STAR experiment collected significant Au+Au data sets at beam energies, $\\sqrt{{\\rm s}_{\\rm NN}}$, of 7.7, 11.5, 19.6, 27, 39, 62.4, and 200 GeV. Lattice and phenomenological calculations suggest that the presence of a CP might result in divergences of the thermodynamic susceptibilities and correlation length. The statistical moments of the multiplicity distributions of particles reflecting conserved quantities, such as net-charge and net-strangeness, are expected to depend sensitively on these correlation lengths, making them attractive tools in the search for a possible critical point. The centrality and beam-energy dependence of the statistical moments of the net-charge multiplicity distributions will be discussed. The observables studied include the lowest four statistical moments (mean, variance, skewness, kurtosis) and the products of these moments. The measured moments of the net-kaon multiplicity distributions will also be presented. These will be compared to the predictions from approaches lacking critical behavior, such as the Hadron Resonance Gas model and Poisson statistics.

NetMOD (Network Monitoring for Optimal Detection) is a Java-based software package for conducting simulation of seismic networks. Specifically, NetMOD simulates the detection capabilities of seismic monitoring networks. Network simulations have long been used to study network resilience to station outages and to determine where additional stations are needed to reduce monitoring thresholds. NetMOD makes use of geophysical models to determine the source characteristics, signal attenuation along the path between the source and station, and the performance and noise properties of the station. These geophysical models are combined to simulate the relative amplitudes of signal and noise that are observed at each of the stations. From these signal-to-noise ratios (SNR), the probability of detection can be computed given a detection threshold. This manual describes how to configure and operate NetMOD to perform seismic detection simulations. In addition, NetMOD is distributed with a simulation dataset for the Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO) International Monitoring System (IMS) seismic network for the purpose of demonstrating NetMOD's capabilities and providing user training. The tutorial sections of this manual use this dataset when describing how to perform the steps involved when running a simulation.

Conformal nets provides a mathematical model for conformal field theory. We define a notion of defect between conformal nets, formalizing the idea of an interaction between two conformal field theories. We introduce an operation of fusion of defects, and prove that the fusion of two defects is again a defect, provided the fusion occurs over a conformal net of finite index. There is a notion of sector (or bimodule) between two defects, and operations of horizontal and vertical fusion of such sectors. Our most difficult technical result is that the horizontal fusion of the vacuum sectors of two defects is isomorphic to the vacuum sector of the fused defect. Equipped with this isomorphism, we construct the basic interchange isomorphism between the horizontal fusion of two vertical fusions and the vertical fusion of two horizontal fusions of sectors.

The chapter differs from the measure-specific Uniform Methods Project (UMP) chapters in both its approach and work product. Unlike other UMP resources that provide recommended protocols for determining gross energy savings, this chapter describes and compares the current industry practices for determining net energy savings, but does not prescribe particular methods.

Net-baryon-, net-proton-, and net-charge kurtosis in heavy-ion collisions within a relativistic transport approach

We explore the potential of net-baryon, net-proton and net-charge kurtosis measurements to investigate the properties of hot and dense matter created in relativistic heavy-ion collisions. Contrary to calculations in a grand canonical ensemble we explicitly take into account exact electric and baryon charge conservation on an event-by-event basis. This drastically limits the width of baryon fluctuations. A simple model to account for this is to assume a grand-canonical distribution with a sharp cut-off at the tails. We present baseline predictions of the energy dependence of the net-baryon, net-proton and net-charge kurtosis for central ($b\\leq 2.75$ fm) Pb+Pb/Au+Au collisions from $E_{lab}=2A$ GeV to $\\sqrt{s_{NN}}=200$ GeV from the UrQMD model. While the net-charge kurtosis is compatible with values around zero, the net-baryon number decreases to large negative values with decreasing beam energy. The net-proton kurtosis becomes only slightly negative for low $\\sqrt{s_{NN}}$.

Method for net-shaping using aerogels

A method of net-shaping using aerogel materials is provided by first forming a sol, aging the sol to form a gel, with the gel having a fluid component and having been formed into a medium selected from the group consisting of a powder, bulk material, or granular aerobeads, derivatizing the surface of the gel to render the surface unreactive toward further condensation, removing a portion of the fluid component of the final shaped gel to form a partially dried medium, placing the medium into a cavity, wherein the volume of said medium is less that the volume of the cavity, and removing a portion of the fluid component of the medium. The removal, such as by heating at a temperature of approximately less than 50.degree. C., applying a vacuum, or both, causes the volume of the medium to increase and to form a solid aerogel. The material can be easily removed by exposing the material to a solvent, thereby reducing the volume of the material. In another embodiment, the gel is derivatized and then formed into a shaped medium, where subsequent drying reduces the volume of the shaped medium, forming a net-shaping material. Upon further drying, the material increases in volume to fill a cavity. The present invention is both a method of net-shaping and the material produced by the method.

A Causal Net Approach to Relativistic Quantum Mechanics

In this paper we discuss a causal network approach to describing relativistic quantum mechanics. Each vertex on the causal net represents a possible point event or particle observation. By constructing the simplest causal net based on Reichenbach-like conjunctive forks in proper time we can exactly derive the 1+1 dimension Dirac equation for a relativistic fermion and correctly model quantum mechanical statistics. Symmetries of the net provide various quantum mechanical effects such as quantum uncertainty and wavefunction, phase, spin, negative energy states and the effect of a potential. The causal net can be embedded in 3+1 dimensions and is consistent with the conventional Dirac equation. In the low velocity limit the causal net approximates to the Schrodinger equation and Pauli equation for an electromagnetic field. Extending to different momentum states the net is compatible with the Feynman path integral approach to quantum mechanics that allows calculation of well known quantum phenomena such as diffraction.

We study the string-net model with a string tension for non-Abelian particles in the ladder geometry. Focusing on the simplest non-Abelian theory with a total quantum dimension larger than two, we find evidence for a "russian doll" spectrum featuring size-independent energy levels. Contrary to Fibonacci and Ising ladders, the spectrum is found to be gapped at the self-dual points and low-energy excitations in the ground-state sector consist in two-quasiparticle bound states that are discussed in the weak-tension limit. We argue that such properties are prototypical of theories containing more than one non-Abelian particle.

Comparative analysis of net energy balance for satellite power systems (SPS) and other energy systems

The net energy balance of seven electric energy systems is assessed: two coal-based, one nuclear, two terrestrial solar, and two solar power satellites, with principal emphasis on the latter two systems. Solar energy systems require much less operating energy per unit of electrical output. However, on the basis of the analysis used here, coal and nuclear systems are two to five times more efficient at extracting useful energy from the primary resource base than are the solar energy systems. The payback period for all systems is less than 1.5 years, except for the terrestrial photovoltaic (19.8 yr) and the solar power satellite system (6.4 yr), both of which rely on energy-intensive silicon cells.

We continue studying net bundles over partially ordered sets (posets), defined as the analogues of ordinary fibre bundles. To this end, we analyze the connection between homotopy, net homology and net cohomology of a poset, giving versions of classical Hurewicz theorems. Focusing our attention on Hilbert net bundles, we define the K-theory of a poset and introduce functions over the homotopy groupoid satisfying the same formal properties as Chern classes. As when the given poset is a base for the topology of a space, our results apply to the category of locally constant bundles.

Exact entanglement renormalization for string-net models

We construct an explicit renormalization group (RG) transformation for Levin and Wen's string-net models on a hexagonal lattice. The transformation leaves invariant the ground-state "fixed-point" wave function of the string-net condensed phase. Our construction also produces an exact representation of the wave function in terms of the multi-scale entanglement renormalization ansatz (MERA). This sets the stage for efficient numerical simulations of string-net models using MERA algorithms. It also provides an explicit quantum circuit to prepare the string-net ground-state wave function using a quantum computer.

Nuclear physics has a long and productive history of application to astrophysics which continues today. Advances in the accuracy and breadth of astrophysical data and theory drive the need for better experimental and theoretical understanding of the underlying nuclear physics. This paper will review some of the scenarios where nuclear physics plays an important role, including Big Bang Nucleosynthesis, neutrino production by our sun, nucleosynthesis in novae, the creation of elements heavier than iron, and neutron stars. Big-bang nucleosynthesis is concerned with the formation of elements with A nuclear physics inputs required are few-nucleon reaction cross sections. The nucleosynthesis of heavier elements involves a variety of proton-, alpha-, neutron-, and photon-induced reactions, coupled with radioactive decay. The advent of radioactive ion beam facilities has opened an important new avenue for studying these processes, as many involve radioactive species. Nuclear physics also plays an important role in neutron stars: both the nuclear equation of state and cooling processes involving neutrino emission play a very important role. Recent developments and also the interplay between nuclear physics and astrophysics will be highlighted.

Quantum computational tensor network on string-net condensate

The string-net condensate is a new class of materials which exhibits the quantum topological order. In order to answer the important question, "how useful is the string-net condensate in quantum information processing?", we consider the most basic example of the string-net condensate, namely the $Z_2$ gauge string-net condensate on the two-dimensional hexagonal lattice, and show that the universal measurement-based quantum computation (in the sense of the quantum computational webs) is possible on it by using the framework of the quantum computational tensor network. This result implies that even the most basic example of the string-net condensate is equipped with the correlation space that has the capacity for the universal quantum computation.

Predictions for net-proton and net-kaon distributions at LHC energies

We investigate baryon and charge transport in relativistic heavy-ion collisions, compare with Au + Au RHIC data at sqrt(s_NN)=0.2 TeV, and make predictions for net-proton rapidity distributions in central Pb + Pb collisions at CERN LHC energies of sqrt(s_NN)=2.8, 3.9, and 5.5 TeV. We use the gluon saturation model and put special emphasis on the midrapidity valley |y|Net-kaon distributions are calculated and compared to BRAHMS Au + Au data at RHIC energies of sqrt(s_NN)= 0.2 TeV, and predicted for Pb + Pb at 5.5 TeV.

Nuclear scales are discussed from the nuclear physics viewpoint. The conventional nuclear potential is characterized as a black box that interpolates nucleon-nucleon (NN) data, while being constrained by the best possible theoretical input. The latter consists of the longer-range parts of the NN force (e.g., OPEP, TPEP, the {pi}-{gamma} force), which can be calculated using chiral perturbation theory and gauged using modern phase-shift analyses. The shorter-range parts of the force are effectively parameterized by moments of the interaction that are independent of the details of the force model, in analogy to chiral perturbation theory. Results of GFMC calculations in light nuclei are interpreted in terms of fundamental scales, which are in good agreement with expectations from chiral effective field theories. Problems with spin-orbit-type observables are noted.

Super-KMS functionals for graded-local conformal nets

Motivated by a few preceding papers and a question of R. Longo, we introduce super-KMS functionals for graded translation-covariant nets over R with superderivations, roughly speaking as a certain supersymmetric modification of classical KMS states on translation-covariant nets over R, fundamental objects in chiral algebraic quantum field theory. Although we are able to make a few statements concerning their general structure, most properties will be studied in the setting of specific graded-local (super-) conformal models. In particular, we provide a constructive existence and partial uniqueness proof of super-KMS functionals for the supersymmetric free field, for certain subnets, and for the super-Virasoro net with central charge c>= 3/2. Moreover, as a separate result, we classify bounded super-KMS functionals for graded-local conformal nets over S^1 with respect to rotations.

Economics of nuclear power in Finland

The nuclear power generation fits perfectly with the long duration load profile of the Finnish power system. The good performance of the Finnish nuclear power has yielded benefits also to the consumers through its contribution to decreasing the electricity price. Furthermore, the introduction of nuclear power has resulted in a clear drop in carbon dioxide emissions from electricity generation in the shift of 1970's and 1980's. In the year 2001 the four Finnish nuclear power units at Loviisa and Olkiluoto generated 22.8 TWh electricity, equivalent to 28 per cent of the total consumption. Loviisa power station has a net output capacity of 2 x 488 MW, and Olkiluoto 2 x 840 MW. The capacity factors of the four nuclear units have been above 90 per cent, which are among the highest in the world. The energy-intensive process industries in particular have strong belief in nuclear power. In November 2000, Teollisuuden Voima company (TVO) submitted to the Finnish Government an application for decision in principle concerning the construction of a new nuclear power plant unit. The arguments were among other things to guarantee for the Finnish industry the availability of cheap electric energy and to meet the future growth of electricity consumption in Finland. The carbon-free nuclear power also represents the most efficient means to meet the Greenhouse Gas abatement quota of Finland. Simultaneously, the energy policy of the Government includes intensive R and D and investment support for the renewable energy sources and energy conservation, and the objective is also to replace coal with natural gas as much as reasonably possible. The fifth nuclear unit would be located in one of the existing Finnish nuclear sites, i.e. Olkiluoto or Loviisa. The size of the new nuclear unit would be in the range of 1000 to 1600 MW electric. The ready infrastructure of the existing site could be utilised resulting in lower investment cost for the new unit. The Finnish Government accepted the application of TVO Company on January 17, 2002, but the final word will be said by the Parliament. During the spring 2002 there will be intensive discussion on all levels, whether nuclear power is for or against 'the total benefit of the society'. The Parliament decision is expected to be made by the summer 2002. In this paper, firstly a financial comparison of the new base-load power plant alternatives is carried out in the Finnish circumstances, and secondly the actual power production costs of the existing Olkiluoto nuclear power plant based on the operating history of about 20 years will be referred. Hybrid Sulfur cycle is gaining popularity as a possible means for massive production of hydrogen from nuclear energy. Several different ways of carrying out the SO{sub 2}-depolarized electrolysis step are being pursued by a number of researchers. These alternatives are evaluated with complete flowsheet simulations and on a common design basis using Aspen Plus{trademark}. Sensitivity analyses are performed to assess the performance potential of each configuration, and the flowsheets are optimized for energy recovery. Net thermal efficiencies are calculated for the best set of operating conditions for each flowsheet and the results compared. This will help focus attention on the most promising electrolysis alternatives. The sensitivity analyses should also help identify those features that offer the greatest potential for improvement.

With the planned new {gamma}-beam facilities like MEGa-ray at LLNL (USA) or ELI-NP at Bucharest (Romania) with 10{sup 13}{gamma}/s and a band width of {Delta}E{gamma}/E{gamma} Almost-Equal-To 10{sup -3}, a new era of {gamma} beams with energies up to 20MeV comes into operation, compared to the present world-leading HI{gamma}S facility at Duke University (USA) with 10{sup 8}{gamma}/s and {Delta}E{gamma}/E{gamma} Almost-Equal-To 3 Dot-Operator 10{sup -2}. In the long run even a seeded quantum FEL for {gamma} beams may become possible, with much higher brilliance and spectral flux. At the same time new exciting possibilities open up for focused {gamma} beams. Here we describe a new experiment at the {gamma} beam of the ILL reactor (Grenoble, France), where we observed for the first time that the index of refraction for {gamma} beams is determined by virtual pair creation. Using a combination of refractive and reflective optics, efficient monochromators for {gamma} beams are being developed. Thus, we have to optimize the total system: the {gamma}-beam facility, the {gamma}-beam optics and {gamma} detectors. We can trade {gamma} intensity for band width, going down to {Delta}E{gamma}/E{gamma} Almost-Equal-To 10{sup -6} and address individual nuclear levels. The term 'nuclear photonics' stresses the importance of nuclear applications. We can address with {gamma}-beams individual nuclear isotopes and not just elements like with X-ray beams. Compared to X rays, {gamma} beams can penetrate much deeper into big samples like radioactive waste barrels, motors or batteries. We can perform tomography and microscopy studies by focusing down to {mu}m resolution using Nuclear Resonance Fluorescence (NRF) for detection with eV resolution and high spatial resolution at the same time. We discuss the dominating M1 and E1 excitations like the scissors mode, two-phonon quadrupole octupole excitations, pygmy dipole excitations or giant dipole excitations under the new facet of applications. We find many new applications in biomedicine, green energy, radioactive waste management or homeland security. Also more brilliant secondary beams of neutrons and positrons can be produced.

The dense neutron-rich matter found in supernovae and neutron stars is expected to form complex nonuniform phases referred to as nuclear pasta. The pasta shapes depend on density, temperature and proton fraction and determine many transport properties in supernovae and neutron star crusts. We use two recently developed hybrid CPU/GPU codes to perform large scale molecular dynamics (MD) simulations with $51200$ and $409600$ nucleons of nuclear pasta. From the output of the MD simulations we characterize the topology and compute two observables, the radial distribution function $g(r)$ and the structure factor $S(q)$, for systems with proton fractions $Y_p=0.10, 0.20, 0.30$ and $0.40$ at about one third of nuclear saturation density and temperatures near $1.0$ MeV. We observe that the two lowest proton fraction systems simulated, $Y_p=0.10$ and $0.20$, equilibrate quickly and form liquid-like structures. Meanwhile, the two higher proton fraction systems, $Y_p=0.30$ and $0.40$, take a longer time to equilibrate and organize themselves in solid-like periodic structures. Furthermore, the $Y_p=0.40$ system is made up of slabs, lasagna phase, interconnected by defects while the $Y_p=0.30$ systems consist of a stack of perforated plates, the nuclear waffle phase. The periodic configurations observed in our MD simulations for proton fractions $Y_p\\ge0.30$ have important consequences for the structure factors $S(q)$ of protons and neutrons, which relate to many transport properties of supernovae and neutron star crust. A detailed study of the waffle phase and how its structure depends on temperature, size of the simulation and the screening length showed that finite-size effects appear to be under control and, also, that the plates in the waffle phase merge at temperatures slightly above $1.0$ MeV and the holes in the plates form an hexagonal lattice at temperatures slightly lower than $1.0$ MeV.

Feasibility of Achieving a Zero-Net-Energy, Zero-Net-Cost Homes

A green building competition, to be known as the Energy Free Home Challenge (EFHC), is scheduled to be opened to teams around the world in 2010. This competition will encourage both design innovation and cost reduction, by requiring design entries to meet 'zero net energy' and 'zero net cost' criteria. For the purposes of this competition, a 'zero net energy' home produces at least as much energy as it purchases over the course of a year, regardless of the time and form of the energy (e.g., electricity, heat, or fuel) consumed or produced. A 'zero net cost' home is no more expensive than a traditional home of comparable size and comfort, when evaluated over the course of a 30-year mortgage. In other words, the 'green premium' must have a payback period less than 30 years, based on the value of energy saved. The overarching goal of the competition is to develop affordable, high-performance homes that can be mass-produced at a large scale, and are able to meet occupant needs in harsh climates (as can be found where the competition will be held in Illinois). This report outlines the goals of the competition, and gauges their feasibility using both modeling results and published data. To ensure that the established rules are challenging, yet reasonable, this report seeks to refine the competition goals after exploring their feasibility through case studies, cost projections, and energy modeling. The authors of this report conducted a survey of the most progressive home energy-efficiency practices expected to appear in competition design submittals. In Appendix A, a summary can be found of recent projects throughout the United States, Canada, Germany, Switzerland, Sweden and Japan, where some of the most progressive technologies have been implemented. As with past energy efficient home projects, EFHC competitors will incorporate a multitude of energy efficiency measures into their home designs. The authors believe that the cost of electricity generated by home generation technologies will continue to exceed the price of US grid electricity in almost all locations. Strategies to minimize whole-house energy demand generally involve some combination of the following measures: optimization of surface (area) to volume ratio; optimization of solar orientation; reduction of envelope loads; systems-based engineering of high efficiency HVAC components, and on-site power generation. A 'Base Case' home energy model was constructed, to enable the team to quantitatively evaluate the merits of various home energy efficiency measures. This Base Case home was designed to have an energy use profile typical of most newly constructed homes in the Champaign-Urbana, Illinois area, where the competition is scheduled to be held. The model was created with the EnergyGauge USA software package, a front-end for the DOE-2 building energy simulation tool; the home is a 2,000 square foot, two-story building with an unconditioned basement, gas heating, a gas hot-water heater, and a family of four. The model specifies the most significant details of a home that can impact its energy use, including location, insulation values, air leakage, heating/cooling systems, lighting, major appliances, hot water use, and other plug loads. EFHC contestants and judges should pay special attention to the Base Case model's defined 'service characteristics' of home amenities such as lighting and appliances. For example, a typical home refrigerator is assumed to have a built-in freezer, automatic (not manual) defrost, and an interior volume of 26 cubic feet. The Base Case home model is described in more detail in Section IV and Appendix B.

Targeting Net Zero Energy at Fort Carson: Assessment and Recommendations

The U.S. Army's Fort Carson installation was selected to serve as a prototype for net zero energy assessment and planning. NREL performed the comprehensive assessment to appraise the potential of Fort Carson to achieve net zero energy status through energy efficiency, renewable energy, and electric vehicle integration. This report summarizes the results of the assessment and provides energy recommendations. Nuclear weapons modernizations

This article reviews the nuclear weapons modernization programs underway in the world's nine nuclear weapons states. It concludes that despite significant reductions in overall weapons inventories since the end of the Cold War, the pace of reductions is slowing - four of the nuclear weapons states are even increasing their arsenals, and all the nuclear weapons states are busy modernizing their remaining arsenals in what appears to be a dynamic and counterproductive nuclear competition. The author questions whether perpetual modernization combined with no specific plan for the elimination of nuclear weapons is consistent with the nuclear Non-Proliferation Treaty and concludes that new limits on nuclear modernizations are needed.

The StreamNet Project is a cooperative project that provides basic fishery management data in a consistent format across the Columbia Basin region, with some data from outside the region. Specific categories of data are acquired from the multiple data generating agencies in the Columbia Basin, converted into a standardized data exchange format (DEF) and distributed to fish researchers, managers and decision makers directly or through an on-line data retrieval system (www.streamnet.org). The project is funded by the Bonneville Power Administration (BPA) as part of the Northwest Power Planning Council's (NWPPC) Fish and Wildlife Program. This cooperative effort is composed of a region-wide project administered by the Pacific States Marine Fisheries Commission (PSMFC) that is responsible for project management, regional data management and data delivery (Region), plus seven contributing projects within the data generating entities: Columbia River Intertribal Fish Commission (CRITFC); Idaho Department of Fish and Game (IDFG); Montana Fish, Wildlife and Parks (MFWP); Oregon Department of Fish and Wildlife (ODFW); Shoshone-Bannock Tribes; U. S. Fish and Wildlife Service (FWS); and Washington Department of Fish and Wildlife (WDFW). The contributing projects are funded through the StreamNet contract but work within their respective agencies and are referred to here as the agency's StreamNet project (for example, ''IDFG StreamNet'' for Idaho's project). The StreamNet Project provides an important link in the chain of data flow in the Columbia Basin, with specific emphasis on data collected routinely over time by management agencies. Basic fish related data are collected in the field by the various state, tribal and federal agencies in the basin for purposes related to each agency's individual mission and responsibility. As a result, there often is a lack of standardization among agencies in field methodology or data management. To be able to utilize data for comparison or analysis over the entire basin from multiple agencies, it is necessary to standardize the data to the degree possible so that like-data are equivalent over jurisdictional lines. Since the data are not collected in a standardized way, StreamNet fulfills that role by acquiring the data sets and converting the data from all agencies into the standardized DEF. Where field methodologies differ to the degree that the data can not be made comparable, the data are presented as different data types. This way, data are converted only once and made available for research, management and administrative purposes instead of forcing each person needing basin wide data to attempt data standardization individually.

Nuclear Structure Aspects in Nuclear Astrophysics

Nuclear Astrophysics as a broad and diverse field of study can be viewed as a magnifier of the impact of microscopic processes on the evolution of macroscopic events. One of the primary goals in Nuclear Astrophysics is the understanding of the nucleosynthesis processes that take place in the cosmos and the simulation of the correlated stellar and explosive burning scenarios. These simulations are strongly dependent on the input from Nuclear Physics which sets the time scale for all stellar dynamic processes--from giga-years of stellar evolution to milliseconds of stellar explosions--and provides the basis for most of the signatures that we have for the interpretation of these events--from stellar luminosities, elemental and isotopic abundances to neutrino flux from distant supernovae. The Nuclear Physics input comes through nuclear structure, low energy reaction rates, nuclear masses, and decay rates. There is a common perception that low energy reaction rates are the most important component of the required nuclear physics input; however, in this article we take a broader approach and present an overview of the close correlation between various nuclear structure aspects and their impact on nuclear astrophysics. We discuss the interplay between the weak and the strong forces on stellar time scales due to the limitations they provide for the evolution of slow and rapid burning processes. The effects of shell structure in nuclei on stellar burning processes as well as the impact of clustering in nuclei is outlined. Furthermore we illustrate the effects of the various nuclear structure aspects on the major nucleosynthesis processes that have been identified in the last few decades. We summarize and provide a coherent overview of the impact of all aspects of nuclear structure on nuclear astrophysics.

Net Fisher information measure versus ionization potential and dipole polarizability in atoms

The net Fisher information measure, defined as the product of position and momentum Fisher information measures and derived from the non-relativistic Hartree-Fock wave functions for atoms with Z=1-102, is found to correlate well with the inverse of the experimental ionization potential. Strong direct correlations of the net Fisher information are also reported for the static dipole polarizability of atoms with Z=1-88. The complexity measure, defined as the ratio of the net Onicescu information measure and net Fisher information, exhibits clearly marked regions corresponding to the periodicity of the atomic shell structure. The reported correlations highlight the need for using the net information measures in addition to either the position or momentum space analogues. With reference to the correlation of the experimental properties considered here, the net Fisher information measure is found to be superior than the net Shannon information entropy.

Net-proton probability distribution in heavy ion collisions

We compute net-proton probability distributions in heavy ion collisions within the hadron resonance gas model. The model results are compared with data taken by the STAR Collaboration in Au-Au collisions at sqrt(s_{NN})= 200 GeV for different centralities. We show that in peripheral Au-Au collisions the measured distributions, and the resulting first four moments of net-proton fluctuations, are consistent with results obtained from the hadron resonance gas model. However, data taken in central Au-Au collisions differ from the predictions of the model. The observed deviations can not be attributed to uncertainties in model parameters. We discuss possible interpretations of the observed deviations.

Net quark number probability distribution near the chiral crossover transition

We investigate properties of the probability distribution of the net quark number near the chiral crossover transition in the quark-meson model. The calculations are performed within the functional renormalization group approach, as well as in the mean-field approximation. We find, that there is a substantial influence of the underlying chiral phase transition on the properties of the probability distribution. In particular, for a physical pion mass, the distribution which includes the effect of mesonic fluctuations, differs considerably from both, the mean-field and Skellam distributions. The latter is considered as a reference for a non-critical behavior. A characteristic feature of the net quark number probability distribution is that, in the vicinity of the chiral crossover transition in the O(4) universality class, it is narrower than the corresponding mean-field and Skellam function. We study the volume dependence of the probability distribution, as well as the resulting cumulants, and discuss their approximate scaling properties.

A system of information codes for deterministic fractal lattices and sets of multifractal curves is proposed. An iterative modular design was used to obtain a series of deterministic fractal lattices with generators in the form of fragments of 2D structures and a series of multifractal curves (based on some Kepler-Shubnikov nets) having Cantor set properties. The main characteristics of fractal structures and their lacunar spectra are determined. A hierarchical principle is formulated for modules of regular fractal structures.

NUCLEAR POWERED CO2 CAPTURE FROM THE ATMOSPHERE

A process for capturing CO{sub 2} from the atmosphere was recently proposed. This process uses a closed cycle of sodium and calcium hydroxide, carbonate, and oxide transformations to capture dilute CO{sub 2} from the atmosphere and to generate a concentrated stream of CO{sub 2} that is amenable to sequestration or subsequent chemical transformations. In one of the process steps, a fossil-fueled lime kiln is needed, which reduces the net CO{sub 2} capture of the process. It is proposed to replace the fossil-fueled lime kiln with a modified kiln heated by a high-temperature nuclear reactor. This will have the effect of eliminating the use of fossil fuels for the process and increasing the net CO{sub 2} capture. Although the process is suitable to support sequestration, the use of a nuclear power source for the process provides additional capabilities, and the captured CO{sub 2} may be combined with nuclear-produced hydrogen to produce liquid fuels via Fischer-Tropsch synthesis or other technologies. Conceivably, such plants would be carbon-neutral, and could be placed virtually anywhere without being tied to fossil fuel sources or geological sequestration sites.

Arms control treaties, unilateral actions, and cooperative activities -- reflecting the defusing of East-West tensions -- are causing nuclear weapons to be disarmed and dismantled worldwide. In order to provide for future reductions and to build confidence in the permanency of this disarmament, verification procedures and technologies would play an important role. This paper outlines arms-control objectives, treaty organization, and actions that could be undertaken. For the purposes of this Workshop on Verification, nuclear disarmament has been divided into five topical subareas: Converting nuclear-weapons production complexes, Eliminating and monitoring nuclear-weapons delivery systems, Disabling and destroying nuclear warheads, Demilitarizing or non-military utilization of special nuclear materials, and Inhibiting nuclear arms in non-nuclear-weapons states. A nuclear radiation actuated valve for a nuclear reactor. The valve has a valve first part (such as a valve rod with piston) and a valve second part (such as a valve tube surrounding the valve rod, with the valve tube having side slots surrounding the piston). Both valve parts have known nuclear radiation swelling characteristics. The valve's first part is positioned to receive nuclear radiation from the nuclear reactor's fuel region. The valve's second part is positioned so that its nuclear radiation induced swelling is different from that of the valve's first part. The valve's second part also is positioned so that the valve's first and second parts create a valve orifice which changes in size due to the different nuclear radiation caused swelling of the valve's first part compared to the valve's second part. The valve may be used in a nuclear reactor's core coolant system.

Net Energy Payback and CO{sub 2} Emissions from Three Midwestern Wind Farms: An Update

This paper updates a life-cycle net energy analysis and carbon dioxide emissions analysis of three Midwestern utility-scale wind systems. Both the Energy Payback Ratio (EPR) and CO{sub 2} analysis results provide useful data for policy discussions regarding an efficient and low-carbon energy mix. The EPR is the amount of electrical energy produced for the lifetime of the power plant divided by the total amount of energy required to procure and transport the materials, build, operate, and decommission the power plants. The CO{sub 2} analysis for each power plant was calculated from the life-cycle energy input data.A previous study also analyzed coal and nuclear fission power plants. At the time of that study, two of the three wind systems had less than a full year of generation data to project the life-cycle energy production. This study updates the analysis of three wind systems with an additional four to eight years of operating data.The EPR for the utility-scale wind systems ranges from a low of 11 for a two-turbine system in Wisconsin to 28 for a 143-turbine system in southwestern Minnesota. The EPR is 11 for coal, 25 for fission with gas centrifuge enriched uranium and 7 for gaseous diffusion enriched uranium. The normalized CO{sub 2} emissions, in tonnes of CO{sub 2} per GW{sub e}h, ranges from 14 to 33 for the wind systems, 974 for coal, and 10 and 34 for nuclear fission using gas centrifuge and gaseous diffusion enriched uranium, respectively.
