The 14th Workshop discussion sessions addressed funding needs for Si research and for R&D to enhance U.S. PV manufacturing. The wrap-up session specifically addressed topics for the new university silicon program. The theme of the workshop, Crystalline Silicon Solar Cells: Leapfrogging the Barriers, was selected to reflect the astounding progress in Si PV technology during last three decades, despite a host of barriers and bottlenecks. A combination of oral, poster, and discussion sessions addressed recent advances in crystal growth technology, new cell structures and doping methods, silicon feedstock issues, hydrogen passivation and fire through metallization, and module issues/reliability. The following oral/discussion sessions were conducted: (1) Technology Update; (2) Defects and Impurities in Si/Discussion; (3) Rump Session; (4) Module Issues and Reliability/Discussion; (5) Silicon Feedstock/Discussion; (6) Novel Doping, Cells, and Hetero-Structure Designs/Discussion; (7) Metallization/Silicon Nitride Processing/Discussion; (8) Hydrogen Passivation/Discussion; (9) Characterization/Discussion; and (10) Wrap-Up. This year's workshop lasted three and a half days and, for the first time, included a session on Si modules. A rump session was held on the evening of August 8, which addressed efficiency expectations and challenges of c Si solar cells/modules. Richard King of DOE and Daren Dance of Wright Williams& Kelly (formerly of Sematech) spoke at two of the luncheon sessions. Eleven students received Graduate Student Awards from funds contributed by the PV industry.

This paper presents the results of a multidisciplinary study on two 14th century canvases attributed to Lorenzo Veneziano. In particular, two non-invasive spectroscopic techniques have been employed, imaging spectroscopy (IS) and X-ray Fluorescence (XRF). In order to perform the analysis in situ, the employed instruments were transportable. The purposes of this analytical approach were mainly to corroborate the authorship and to study the painting materials and execution technique of these two canvases. These two artworks are considered precious because they represent two evidences of the early use of the canvas support in this early period in the North of Italy. Since the paintings are in very delicate conditions, the principal objective of the investigations was to gather as much information as possible avoiding invasive analytical procedures. The paper discusses the potentialities and limitations of the integration of a mobile XRF spectrometer with a transportable IS device, developed to study large-sized surfaces. By means of the elemental composition given by XRF and the colourimetric data and reflectance spectra collected by IS, it has been possible to identify different materials (gypsum, azurite) and to achieve a better understanding of the employed painting technique. The data confirm that the two canvases have been produced with painting materials and technique which are in good agreement with those of Lorenzo Veneziano. The obtained results illustrate the suitability of the integration of XRF with IS to solve similar analytical issues when sampling is not possible.

This issue of the International Review of Law and Economics contains a selection of papers presented at the 15th Annual Conference of the European Association of Law and Economics (EALE). It was the first time that the annual conference of the EALE was held in the Netherlands. It took place at Utrecht, in September 1998. Approximately 40 papers were presented at the conference. Many of these papers were submitted to this issue of the International Review of Law and Economics, and we were obliged to face the difficult task of selection. In this task we were helped by anonymous referees, who deserve much credit for their delicate task. The issue opens with the text of the invited lecture by Chief Judge Richard Posner on Employment Discrimination: Age Discrimination and Sexual Harassment. After this lecture, seven refereed papers are published. They cover a wide range of topics and include theoretical and empirical approaches. The first two articles are empirical studies. In their article The Dynamics of Pretrial Negotiation in France: Is there a Deadline Effect in the French Legal System?, Bruno Deffains and Myriam Doriat provide empirical evidence on pretrial negotiation in France with the primary goal being to determine whether there is a deadline effect. Theoretical and experimental studies generally show that in pretrial litigation most claims are settled just before the negotiation deadline, i.e., at the door of the court. Using data on civil law conflicts in France, the authors demonstrate that although the out-of-court settlement rate is relatively low, a deadline effect exists in the French legal system. The article complements the theoretical and experimental literature in the field of pretrial negotiation and provides additional insights into the functioning of the legal system. The article Modeling Crime and the Law Enforcement System by Frank van Tulder and Abraham van der Torre presents a macroeconomic model of the Dutch criminal justice system. The empirical estimations show that demographic, social, and economic factors and the results of the law enforcement system influence the number of crimes. It is found that a rise in the clear-up rate reduces the crime rate, whereas the average term of imprisonment has a negative impact on violence. A growth in the number of young men, divorced persons, unemployed, drug addicts, and motor vehicleseach per capitaand a rise in income inequalities have a boosting effect on one or more types of crime. The third article by Michael Faure and Paul Fenn is concerned with the costs and benefits of making liability for accidents retroactive, given the availability of liability insurance. The authors distinguish between the injurers perceived risk that the standard of care applied by the courts will differ from his chosen level of care, where this perceived risk is based on precedent or current practice, and the genuine uncertainty that the standard of care may change in the future as a result of unknown developments in the technology of care. While the injurers probability distribution over liability may be the same in each of these cases, he may be far less confident about the reliability of the probability distribution as a guide to choice in the latter case. In principle, the risk of liability arising from an unknown standard of care could be transferred to a liability insurer through the purchase of occurrence coverage. However, in addition to the usual source of difficulty for insurance markets as a result of information asymmetry, insurers also may have distaste for ambiguity. The purpose of the Poster is to present a summary of my thesis investigating the impact of Mobile Multimedia Learning, using Multimedia Content (Animation-Audio-Text) designed on the principles of Mayers Multimedia Learning Approach (1991), in a sports education domain. In particular for the learning of basketball plays, situational tactical tasks set by a coach, which in principle is a problem-based learning environment. The arrival of the twenty-first century has brought with it a new generation of young people who are no longer interested in being educated by traditional teaching methods. We live in an era where the net generation are searching to become part of the learning process by interactively getting involved with multimedia, simulation games, individual selfpaced learning modules, problem solving computer games, interactive TV, on-line library, bulletin boards, search engines and social networking. With this in mind the study aimed to provide selected basketball Coaches and Players with a number of multimedia animations to aid learning of team plays. The Plays were designed using Mayers (1991) Multimedia Learning Theory and were delivered using the Apple iPod media device The thesis also investigates other relevant learning theories, the development and design implications of the use of digital media in a contemporary classroom and the function of the tool in reality to facilitate learning in accordance with traditional domain oriented learning approaches. In sprint swimming races, performance has been strongly linked to start performance. The Start is defined as three phases: the impulse phase on the starting block (including reaction time), the flight phase, and the underwater phase. Results of studies conducted since the 70s defined that velocity, as well as minimized hydrodynamic resistances when entering in the water have direct impact on the underwater phase. The aim of this study is to define the impulse, the flight and the anthropometric characteristics of the swimmer that can improve the beginning of the underwater phase of the swimming start. Swimmers of national level were asked to perform competitive track starts as efficiently as possible on new Olympic starting plot. Starting bloc position on the starting plot, height, mass and percentage body fat of each swimmer were measured. A two dimension direct linear transformation (DLT) method was used to calculate the hand and hip landmarks coordinates in space. Using the coordinates of the landmarks, kinematics variables at impulse and flight phases were defined. Stepwise linear regression analysis shows that increase of horizontal velocity at take off and the flight distance (FD) associated with decrease of vertical velocity at water entry ( V Z w e ) are the best kinematics predictors to improve the total velocity at water entry ( V 2 D w e ) ( R 2 = 0.66 ). There was no significant relation between \\{V2Dwe\\} and bloc position on the plot. Stepwise linear regression analysis shows that increase of mass is the best anthropometrics predictor to improve the horizontal velocity at take off ( R 2 = 0.45 ). For the other dependant variables ( V 2 D w e ? , V Z w e ? , FD) the physical variables are not relevant ( R 2 < 0.4 ). In conclusion, this study shows that it can be possible to realize an accuracy training testing of the impulse and the flight phase of swimming start using one camera, two landmarks and two dimension DLTs algorithm. If the underwater phase is the most relevant of the swimming start, the swimmer could improve the efficiency of this phase by increasing the total velocity at entry. This study shows that the position of the starting bloc of the new Olympic plot doesnt influence the efficiency in track start. During a track start, increasing the horizontal velocity at the impulse phase associated with increasing the fight phase and decreasing the vertical velocity at water entry; seems to be the best predictors to improve the efficiency of the underwater phase.

Effects of the Mount Pinatubo eruption on solar insolation: Four case studies

The Southwest Technology Development Institute staff analyzed solar insolation data from four sites recorded during the years 1990 through 1992. Analyses were performed to identify and quantify the effects on insolation caused by the eruption of Mount Pinatubo in the Philippines on June 15th and 16th, 1991. The four monitoring stations that supplied the raw data for this report were: The Southwest Region Experiment Station in Las Cruces, New Mexico; The Solar Radiation Research Laboratory at the National Renewable Energy Laboratory in Golden, Colorado; The Solar Insolation Monitor Program station operated by the Pacific Gas and Electric Company in Carrisa Plains, California; and The Solar Insolation monitor station at Sandia National Laboratories in Albuquerque, New Mexico. Data from each of the sites were recorded by dedicated datalogging equipment. Every effort was made to prevent data acquisition system problems (e.g., drift of the datalogger clock) from influencing the accuracy of the results.

This report summarizes the Nez Perce Tribe (NPT) Department of Fisheries Resources Management (DFRM) results for the Lower Snake River Compensation Plan (LSRCP) Hatchery Evaluation studies and the Imnaha River Smolt Monitoring Program (SMP) for the 2007 smolt migration from the Imnaha River, Oregon. These studies are closely coordinated and provide information about juvenile natural and hatchery spring/summer Naco x (Chinook Salmon; Oncorhynchus tshawytscha) and Heeyey (steelhead; O. mykiss) biological characteristics, emigrant timing, survival, arrival timing and travel time to the Snake River dams and McNary Dam (MCD) on the Columbia River. These studies provide information on listed Naco x (Chinook salmon) and Heeyey (steelhead) for the Federal Columbia River Power System (FCRPS) Biological Opinion (NMFS 2000). The Lower Snake River Compensation Plan program's goal is to maintain a hatchery production program of 490,000 Naco x (Chinook salmon) and 330,000 Heeyey (steelhead) for annual release in the Imnaha River (Carmichael et al. 1998, Whitesel et al. 1998). These hatchery releases occur to compensate for fish losses due to the construction and operation of the four lower Snake River hydroelectric facilities. One of the aspects of the LSRCP hatchery evaluation studies in the Imnaha River is to determine natural and hatchery Naco x (Chinook salmon) and Heeyey (steelhead) smolt performance, emigration characteristics and survival (Kucera and Blenden 1998). A long term monitoring effort was established to document smolt emigrant timing and post release survival within the Imnaha River, estimate smolt survival downstream to McNary Dam, compare natural and hatchery smolt performance, and collect smolt-to-adult return information. This project collects information for, and is part of, a larger effort entitled Smolt Monitoring by Federal and Non-Federal Agencies (BPA Project No. 198712700). This larger project provides data on movement of smolts out of major drainages and past dams on the Snake River and Columbia River. In season indices of migration strength and migration timing are provided for the run-at large at key monitoring sites. Marked smolts are utilized to measure travel time and estimate survival through key index reaches. Fish quality and descaling measures are recorded at each monitoring site and provide indicators of the health of the run. Co-managers in the Imnaha River subbasin (Ecovista 2004) have identified the need to collect information on life history, migration patterns, juvenile emigrant abundance, reach specific smolt survivals, and Smolt-to-Adult Return rates (SAR's) for both Heeyey (steelhead) and Naco x (Chinook salmon) smolts. The current study provides information related to the majority of the high priority data needs. Current funding does not allow for determination of a total (annual) juvenile emigrant abundance and lack of adult passive integrated transponder (PIT) tag detectors at the mouth of the Imnaha River results in the inability to calculate tributary specific SAR's. Information is shared with the Fish Passage Center (FPC) on a real time basis during the spring emigration period. The Bonneville Power Administration (BPA) and the United States Fish and Wildlife Service (USFWS) contracted the NPT to monitor emigration timing and tag up to 19,000 emigrating natural and hatchery Naco x (Chinook salmon) and Heeyey (steelhead) smolts from the Imnaha River with passive integrated transponder (PIT) tags. The completion of trapping in the spring of 2007 marked the 16th year of emigration studies on the Imnaha River, and the 14th year of participating in the FPC smolt monitoring program. Monitoring and evaluation objectives were to: (1) Evaluate effects of flow, temperature and other environmental factors on juvenile migration timing. (2) Determine emigration timing, travel time, and in-river survival of PIT tagged hatchery Naco x (Chinook salmon) smolts released at the Imnaha River acclimation facility to the Imnaha River juvenile migration trap. (3) Monitor the daily catch and biological cha
