    SciTech Connect (OSTI)

    Philip E. MacDonald

    2003-09-01

The supercritical water-cooled reactor (SCWR) is one of the six reactor technologies selected for research and development under the Generation-IV program. SCWRs are promising advanced nuclear systems because of their high thermal efficiency (i.e., about 45% vs. about 33% efficiency for current Light Water Reactors, LWRs) and considerable plant simplification. SCWRs are basically LWRs operating at higher pressure and temperatures with a direct once-through cycle. Operation above the critical pressure eliminates coolant boiling, so the coolant remains single-phase throughout the system. Thus the need for recirculation and jet pumps, a pressurizer, steam generators, steam separators and dryers is eliminated. The main mission of the SCWR is generation of low-cost electricity. It is built upon two proven technologies, LWRs, which are the most commonly deployed power generating reactors in the world, and supercritical fossil-fired boilers, a large number of which is also in use around the world.

The purpose of this study was to evaluate the performance of cementitious high carbon fly ash (CHCFA) stabilized recycled asphalt pavement as a base course material in a real world setting. Three test road cells were built at MnROAD facility in Minnesota. These cells have the same asphalt surface layers, subbases, and subgrades, but three different base courses: conventional crushed aggregates, untreated recycled pavement materials (RPM), and CHCFA stabilized RPM materials. During and after the construction of the three cells, laboratory and field tests were carried out to characterize the material properties. The test results were used in the mechanistic-empirical pavement design guide (MEPDG) to predict the pavement performance. Based on the performance prediction, the life cycle analyses of cost, energy consumption, and greenhouse gasses were performed. The leaching impacts of these three types of base materials were compared. The laboratory and field tests showed that fly ash stabilized RPM had higher modulus than crushed aggregate and RPM did. Based on the MEPDG performance prediction, the service life of the Cell 79 containing fly ash stabilized RPM, is 23.5 years, which is about twice the service life (11 years) of the Cell 77 with RPM base, and about three times the service life (7.5 years) of the Cell 78 with crushed aggregate base. The life cycle analysis indicated that the usage of the fly ash stabilized RPM as the base of the flexible pavement can significantly reduce the life cycle cost, the energy consumption, the greenhouse gases emission. Concentrations of many trace elements, particularly those with relatively low water quality standards, diminish over time as water flows through the pavement profile. For many elements, concentrations below US water drinking water quality standards are attained at the bottom of the pavement profile within 2-4 pore volumes of flow.

  13. Oil and gas leasing in proposed wilderness areas: the Wyoming District Court's interpretation of Section 603 of the Federal Land Policy Management Act of 1976 - Rocky Mountain Oil and Gas Association v. Andrus, 500 F. Supp. 1338 (D. Wyo. 1980), appeal docketed, No. 81-1040 (10th Cir. Jan. 5, 1981)

    SciTech Connect (OSTI)

    Corbett, H.E.

    1982-01-01

Plaintiff Rocky Mountain Oil and Gas Association, a non-profit trade association, brought suit against the Secretary of the Interior, challenging land management policies of the Department of the Interior which plaintiff contended have effectively prohibited oil and gas exploration in areas proposed as wilderness under the Federal Land Policy Management Act of 1976 (FLPMA). The principal issue at trial was Interior's interpretation of the wilderness study provisions contained in Section 603 of the Act, which directed that activities on oil and gas leases in proposed wilderness areas be managed so as to prevent impairment of wilderness values. The United States Court for the District of Wyoming, Kerr, J., held that strict application of the non-impairment standard of Section 603, FLPMA, by the Department of the Interior virtually halted oil and gas exploration in proposed wilderness areas, and is therefore statutorily erroneous, clearly contrary to Congressional intent, and counter-productive to public interest. The Trial Court's decision is being appealed to the Tenth Circuit Court of Appeals under the title Rocky Mountain Oil and Gas Association v. Watt. 91 references.

The GF-1, GF-2, and GF-3 capsule tests were irradiated in the Siloe reactor at Grenoble, France, between October 31, 1973, and July 25, 1975. High-enriched uranium (HEU) mixed oxide (8Th,U)O/sub 2/ fissile and ThO/sub 2/ fertile particles were tested over the following exposure conditions: 3.8 to 11.0 x 10/sup 25/ n/m/sup 2/ (E > 29 fJ)/sub HTGR/; 960/sup 0/ to 1120/sup 0/C time volume average temperature; and mixed oxide (8Th,U)O/sub 2/ burnup between 5.3 and 11.4% FIMA and ThO/sub 2/ burnup between 1.1 and 3.6% FIMA. Postirradiation examination of HTGR fuel rods in capsules GF-1, GF-2, and GF-3 showed acceptable structural integrity and irradiation-induced dimensional changes that were consistent with model predictions. Pressure vessel failure levels between different TRISO-coated (8Th,U)O/sub 2/ fissile particle types showed that the 400-..mu..m-diameter kernel design was more conservative than the 500-..mu..m-diameter designs.

  2. Particle acceleration at corotating interaction regions in the heliosphere

Hybrid simulations are performed to investigate the dynamics of both solar wind protons and interplanetary pickup ions (PUIs) around the corotating interaction region (CIR). The one-dimensional system is applied in order to focus on processes in the direction of CIR propagation. The CIR is bounded by forward and reverse shocks, which are responsible for particle acceleration. The effective acceleration of solar wind protons takes place when the reverse shock (fast wind side) favors a quasi-parallel regime. The diffusive process accounts for this acceleration, and particles can gain energy in a suprathermal range (on the order of 10 keV). In contrast, the PUI acceleration around the shock differs from the conventional model in which the motional electric field along the shock surface accelerates particles. Owing to their large gyroradius, PUIs can gyrate between the upstream and downstream, several proton inertial lengths away from the shock. This 'cross-shock' gyration results in a net velocity increase in the field-aligned component, indicating that the magnetic mirror force is responsible for acceleration. The PUIs that remain in the vicinity of the shock for a long duration (tens of gyroperiods) gain much energy and are reflected back toward the upstream. These reflected energetic PUIs move back and forth along the magnetic field between a pair of CIRs that are magnetically connected. The PUIs are repeatedly accelerated in each reflection, leading to a maximum energy gain close to 100 keV. This mechanism can be evaluated in terms of 'preacceleration' for the generation of anomalous cosmic rays.
