    During the period 1980 to 2002, China experienced a 5% average annual reduction in energy consumption per unit of gross domestic product (GDP). The period 2002-2005 saw a dramatic reversal of the historic relationship between energy use and GDP growth: energy use per unit of GDP increased an average of 3.8% per year during this period (NBS, various years). China's 11th Five Year Plan (FYP), which covers the period 2006-2010, required all government divisions at different levels to reduce energy intensity by 20% in five years in order to regain the relationship between energy and GDP growth experienced during the 1980s and 1990s. This report provides an assessment of selected policies and programs that China has instituted in its quest to fulfill the national goal of a 20% reduction in energy intensity by 2010. The report finds that China has made substantial progress toward its goal of achieving 20% energy intensity reduction from 2006 to 2010 and that many of the energy-efficiency programs implemented during the 11th FYP in support of China's 20% energy/GDP reduction goal appear to be on track to meet - or in some cases even exceed - their energy-saving targets. It appears that most of the Ten Key Projects, the Top-1000 Program, and the Small Plant Closure Program are on track to meet or surpass the 11th FYP savings goals. China's appliance standards and labeling program, which was established prior to the 11th FYP, has become very robust during the 11th FYP period. China has greatly enhanced its enforcement of new building energy standards but energy-efficiency programs for buildings retrofits, as well as the goal of adjusting China's economic structure to reduce the share of energy consumed by industry, do not appear to be on track to meet the stated goals.     China's 11th Five-Year Plan (FYP) sets an ambitious target for energy-efficiency improvement: energy intensity of the country's gross domestic product (GDP) should be reduced by 20% from 2005 to 2010 (NDRC, 2006). This is the first time that a quantitative and binding target has been set for energy efficiency, and signals a major shift in China's strategic thinking about its long-term economic and energy development. The 20% energy intensity target also translates into an annual reduction of over 1.5 billion tons of CO2 by 2010, making the Chinese effort one of most significant carbon mitigation effort in the world today. While it is still too early to tell whether China will achieve this target, this paper attempts to understand the trend in energy intensity in China and to explore a variety of options toward meeting the 20% target using a detailed end-use energy model.

Overall, this paper concludes that the largest improvement for building energy efficiency were achieved in new buildings; the program to improve the energy management in government and large scale public buildings are in line with the target; however the progress in the area of existing building retrofit particularly heat supply system reform lags the stated goal by a large amount.

    Los Alamos National Laboratory (the Laboratory) is the nation's premier national security science laboratory. Its mission is to develop and apply science and technology to ensure the safety, security, and reliability of the United States (U.S.) nuclear stockpile; reduce the threat of weapons of mass destruction, proliferation, and terrorism; and solve national problems in defense, energy, and the environment. The fiscal year (FY) 2013-2037 Twenty-Five Year Site Plan (TYSP) is a vital component for planning to meet the National Nuclear Security Administration (NNSA) commitment to ensure the U.S. has a safe, secure, and reliable nuclear deterrent. The Laboratory also uses the TYSP as an integrated planning tool to guide development of an efficient and responsive infrastructure that effectively supports the Laboratory's missions and workforce. Emphasizing the Laboratory's core capabilities, this TYSP reflects the Laboratory's role as a prominent contributor to NNSA missions through its programs and campaigns. The Laboratory is aligned with Nuclear Security Enterprise (NSE) modernization activities outlined in the NNSA Strategic Plan (May 2011) which include: (1) ensuring laboratory plutonium space effectively supports pit manufacturing and enterprise-wide special nuclear materials consolidation; (2) constructing the Chemistry and Metallurgy Research Replacement Nuclear Facility (CMRR-NF); (3) establishing shared user facilities to more cost effectively manage high-value, experimental, computational and production capabilities; and (4) modernizing enduring facilities while reducing the excess facility footprint. Th is TYSP is viewed by the Laboratory as a vital planning tool to develop an effi cient and responsive infrastructure. Long range facility and infrastructure development planning are critical to assure sustainment and modernization.   14. Target Allocation Methodology for China's Provinces: Energy Intensity in the 12th FIve-Year Plan

    Experience with China's 20% energy intensity improvement target during the 11th Five-Year Plan (FYP) (2006-2010) has shown the challenges of rapidly setting targets and implementing measures to meet them. For the 12th FYP (2011-2015), there is an urgent need for a more scientific methodology to allocate targets among the provinces and to track physical and economic indicators of energy and carbon saving progress. This report provides a sectoral methodology for allocating a national energy intensity target - expressed as percent change in energy per unit gross domestic product (GDP) - among China's provinces in the 12th FYP. Drawing on international experience - especially the European Union (EU) Triptych approach for allocating Kyoto carbon targets among EU member states - the methodology here makes important modifications to the EU approach to address an energy intensity rather than a CO{sub 2} emissions target, and for the wider variation in provincial energy and economic structure in China. The methodology combines top-down national target projections and bottom-up provincial and sectoral projections of energy and GDP to determine target allocation of energy intensity targets. Total primary energy consumption is separated into three end-use sectors - industrial, residential, and other energy. Sectoral indicators are used to differentiate the potential for energy saving among the provinces. This sectoral methodology is utilized to allocate provincial-level targets for a national target of 20% energy intensity improvement during the 12th FYP; the official target is determined by the National Development and Reform Commission. Energy and GDP projections used in the allocations were compared with other models, and several allocation scenarios were run to test sensitivity. The resulting allocations for the 12th FYP offer insight on past performance and offer somewhat different distributions of provincial targets compared to the 11th FYP. Recommendations for reporting

    Perhaps better known to the international community than its own neighbors, TRIUMF is Canada's national laboratory for particle and nuclear physics.  Working with the Canadian scientific community, TRIUMF has formulated a new vision to transform the laboratory and deliver a whole new level of performance and impact.  The plan capitalizes on platform technologies (superconducting RF cavities for accelerator physics and radiotracers in nuclear medicine) and exploits Canada's role in ATLAS and the LHC.  I will describe the key elements of the plan and discuss the science-policy landscape in which TRIUMF must make its case.

    Clean Cities is a government-industry partnership sponsored by the U.S. Department of Energy's (DOE) Vehicle Technologies Program, which is part of the Office of Energy Efficiency and Renewable Energy. Working with its network of about 100 local coalitions and more than 6,500 stakeholders across the country, Clean Cities delivers on its mission to reduce petroleum consumption in on-road transportation. In its work to reduce petroleum use, Clean Cities focuses on a portfolio of technologies that includes electric drive, propane, natural gas, renewable natural gas/biomethane, ethanol/E85, biodiesel/B20 and higher-level blends, fuel economy, and idle reduction. Over the past 17 years, Clean Cities coalitions have displaced more than 2.4 billion gallons of petroleum; they are on track to displace 2.5 billion gallons of gasoline per year by 2020. This Clean Cities Strategic Plan lays out an aggressive five-year agenda to help DOE Clean Cities and its network of coalitions and stakeholders accelerate the deployment of alternative fuel and advanced technology vehicles, while also expanding the supporting infrastructure to reduce petroleum use. Today, Clean Cities has a far larger opportunity to make an impact than at any time in its history because of its unprecedented $300 million allocation for community-based deployment projects from the American Recovery and Reinvestment Act (ARRA) (see box below). Moreover, the Clean Cities annual budget has risen to $25 million for FY2010 and $35 million has been requested for FY2011. Designed as a living document, this strategic plan is grounded in the understanding that priorities will change annually as evolving technical, political, economic, business, and social considerations are woven into project decisions and funding allocations.     Consistent with national energy policy guidance, the plan concentrates on research and development (R and D) and limits system experiments to only those necessary to stimulate industrial confidence in the validity of research findings. A key strategy element is the continuation of the government/industry partnership which is critical to successful development of geothermal technology. The primary near-term research emphasis is the extension of hydrothermal technology options for reservoir identification, reservoir analysis, hard rock penetration, and flash and binary electric plants. The advanced geothermal resources--geopressured, hot dry rock, and magma--are longer-term and higher-risk focal points, and research in these areas centers on establishing a technology base that will allow industry to make prudent and timely investment decisions with respect to the use of these resources. 13 figs.

    DOE-NE separations research is focused today on developing a science-based understanding that builds on historical research and focuses on combining a fundamental understanding of separations and waste forms processes with small-scale experimentation coupled with modeling and simulation. The result of this approach is the development of a predictive capability that supports evaluation of separations and waste forms technologies. The specific suite of technologies explored will depend on and must be integrated with the fuel development effort, as well as an understanding of potential waste form requirements. This five-year implementation plan lays out the specific near-term tactical investments in people, equipment and facilities, and customer capture efforts that will be required over the next five years to quickly and safely bring on line the capabilities needed to support the science-based goals and objectives of INLs Advanced Separations and Waste Forms RD&D Capabilities Strategic Plan.

    The Confederated Tribes of the Umatilla Indian Reservation (CTUIR) propose to continue to protect, enhance, and mitigate wildlife and wildlife habitat at the Wanaket Wildlife Area. The Wanaket Wildlife Area was approved as a Columbia River Basin Wildlife Mitigation Project by the Bonneville Power Administration (BPA) and Northwest Power Planning Council (NWPPC) in 1993. This management plan will provide an update of the original management plan approved by BPA in 1995. Wanaket will contribute towards meeting BPA's obligation to compensate for wildlife habitat losses resulting from the construction of the McNary Hydroelectric facility on the Columbia River. By funding the enhancement and operation and maintenance of the Wanaket Wildlife Area, BPA will receive credit towards their mitigation debt. The purpose of the Wanaket Wildlife Area management plan update is to provide programmatic and site-specific standards and guidelines on how the Wanaket Wildlife Area will be managed over the next five years. This plan provides overall guidance on both short and long term activities that will move the area towards the goals, objectives, and desired future conditions for the planning area. The plan will incorporate managed and protected wildlife and wildlife habitat, including operations and maintenance, enhancements, and access and travel management. Specific project objectives are related to protection and enhancement of wildlife habitats and are expressed in terms of habitat units (HU's). Habitat units were developed by the US Fish and Wildlife Service's Habitat Evaluation Procedures (HEP), and are designed to track habitat gains and/or losses associated with mitigation and/or development projects. Habitat Units for a given species are a product of habitat quantity (expressed in acres) and habitat quality estimates. Habitat quality estimates are developed using Habitat Suitability Indices (HSI). These indices are based on quantifiable habitat features such as vegetation

    The impetus at the national level to invest in energy conservation is quite strong and has long been reflected not only in official pronouncements, but also in the investments and organizational activities of the Chinese government. In the early 1980s the central government began a program of direct investments in industrial energy conservation that continues to the present. In addition, concurrently established governmental and quasi-governmental agencies have pursued conservation through administrative and educational measures. In Section 2 of this paper the authors outline the policies and institutions that supported China`s program of energy conservation investments in the Sixth and Seventh Five-Year Plans (FYPs) (1981--1985 and 1986--1990). In Section 3 they describe examples of the types of conservation projects pursued in four industrial subsectors: ferrous metals manufacturing; non-ferrous metals mining and manufacturing; chemicals manufacturing; and building materials manufacturing. Section 4 presents a simple methodology for comparing the costs of energy conservation to those of energy supply. Further discussion points out the applicability and limitations of this methodology to State Planning Commission published statistical material on the overall results of energy conservation investments. Though problematic, such analysis indicates that energy conservation investments were probably substantially cheaper than investments in equivalent energy supply would have been. They end with a discussion of some of the difficulties encountered in carrying out the conservation investment programs.

    The Interstellar Boundary Explorer (IBEX) returned its first five years of scientific observations from 2009 to 2013. In this study, we examine, validate, initially analyze, and provide to the broad scientific community this complete set of energetic neutral atom (ENA) observations for the first time. IBEX measures the fluxes of ENAs reaching 1 AU from sources in the outer heliosphere and most likely the very nearby interstellar space beyond the heliopause. The data, maps, and documentation provided in this study represent the fourth major release of the IBEX data, incorporate important improvements, and should be used for future studies and as the citable reference for the current version of the IBEX data. In this study, we also examine five years of time evolution in the outer heliosphere and the resulting ENA emissions. These observations show a complicated variation with a general decrease in ENA fluxes from 2009 to 2012 over most regions of the sky, consistent with a 2-4 year recycle time for the previously decreasing solar wind flux. In contrast, the heliotail fluxes continue to decrease, again consistent with a significantly more distant source in the downwind direction. Finally, the Ribbon shows the most complicated time variations, with a leveling off in the southern hemisphere and continued decline in the northern one; these may be consistent with the Ribbon source being significantly farther away in the north than in the south. Together, the observations and results shown in this study expose the intricacies of our heliosphere's interaction with the local interstellar medium.

    A well-tested and validated Gibbs sampling code, that performs component separation and cosmic microwave background (CMB) power spectrum estimation, was applied to the WMAP five-year data. Using a simple model consisting of CMB, noise, monopoles, and dipoles, a 'per pixel' low-frequency power-law (fitting for both amplitude and spectral index), and a thermal dust template with a fixed spectral index, we found that the low-l (l < 50) CMB power spectrum is in good agreement with the published WMAP5 results. Residual monopoles and dipoles were found to be small (approx<3 muK) or negligible in the five-year data. We comprehensively tested the assumptions that were made about the foregrounds (e.g., dust spectral index, power-law spectral index prior, templates), and found that the CMB power spectrum was insensitive to these choices. We confirm the asymmetry of power between the north and south ecliptic hemispheres, which appears to be robust against foreground modeling. The map of low-frequency spectral indices indicates a steeper spectrum on average (beta = -2.97 +- 0.21) relative to those found at low (approxGHz) frequencies.

    This report summarizes the documentation submitted in support of the five-year review or remedial actions implemented under the Comprehensive Environmental Response, Compensation, and Liability Act Sitewide at the Idaho National Laboratory. The report also summarizes documentation and inspections conducted at the no-further-action sites. This review covered actions conducted at 9 of the 10 waste area groups at the Idaho National Laboratory, i.e. Waste Area Groups 1, 2, 3, 4, 5, 6, 7, 9, and 10. Waste Area Group 8 was not subject to this review, because it does not fall under the jurisdiction of the U.S. Department of Energy Idaho Operations Office. The review included past site inspections and monitoring data collected in support of the remedial actions. The remedial actions have been completed at Waste Area Groups 2, 4, 5, 6, and 9. Remedial action reports have been completed for Waste Area Groups 2 and 4, and remedial action reports are expected to be completed during 2005 for Waste Area Groups 1, 5, and 9. Remediation is ongoing at Waste Area Groups 3, 7, and 10. Remedial investigations are yet to be completed for Operable Units 3-14, 7-13/14, and 10-08. The review showed that the remedies have been constructed in accordance with the requirements of the Records of Decision and are functioning as designed. Immediate threats have been addressed, and the remedies continue to be protective. Potential short-term threats are being addressed though institutional controls. Soil cover and cap remedies are being maintained properly and inspected in accordance with the appropriate requirements. Soil removal actions and equipment or system removals have successfully achieved remedial action objectives identified in the Records of Decision. The next Sitewide five-year review is scheduled for completion by 2011.

Begun in 1979, this Regional Bioenergy Program became the model for the nation's four other regional bioenergy programs in 1983. Within the time span of this report, the Pacific Northwest and Alaska Regional Bioenergy Program has undertaken a number of applied research and technology projects, and supported and guided the work of its five participating state energy programs. During this period, the Regional Bioenergy Program has brought together public- and private-sector organizations to promote the use of local biomass and municipal-waste energy resources and technologies. This report claims information on the mission, goals and accomplishments of the Regional Bioenergy Program.     The Interstellar Boundary Explorer (IBEX) observes the IBEX ribbon, which stretches across much of the sky observed in energetic neutral atoms (ENAs). The ribbon covers a narrow (∼20°-50°) region that is believed to be roughly perpendicular to the interstellar magnetic field. Superimposed on the IBEX ribbon is the globally distributed flux that is controlled by the processes and properties of the heliosheath. This is a second study that utilizes a previously developed technique to separate ENA emissions in the ribbon from the globally distributed flux. A transparency mask is applied over the ribbon and regions of high emissions. We then solve for the globally distributed flux using an interpolation scheme. Previously, ribbon separation techniques were applied to the first year of IBEX-Hi data at and above 0.71 keV. Here we extend the separation analysis down to 0.2 keV and to five years of IBEX data enabling first maps of the ribbon and the globally distributed flux across the full sky of ENA emissions. Our analysis shows the broadening of the ribbon peak at energies below 0.71 keV and demonstrates the apparent deformation of the ribbon in the nose and heliotail. We show global asymmetries of the heliosheath, including both deflection of the heliotail and differing widths of the lobes, in context of the direction, draping, and compression of the heliospheric magnetic field. We discuss implications of the ribbon maps for the wide array of concepts that attempt to explain the ribbon's origin. Thus, we present the five-year separation of the IBEX ribbon from the globally distributed flux in preparation for a formal IBEX data release of ribbon and globally distributed flux maps to the heliophysics community.

It will help us to understand and eventually treat many of the more than 4000 genetic diseases that affect mankind, as well as the many multifactorial diseases in which genetic predisposition plays an important role. A centrally coordinated project focused on specific objectives is believed to be the most efficient and least expensive way of obtaining this information. The basic data produced will be collected in electronic databases that will make the information readily accessible on convenient form to all who need it. This report describes the plans for the U.S. human genome project and updates those originally prepared by the Office of Technology Assessment (OTA) and the National Research Council (NRC) in 1988. In the intervening two years, improvements in technology for almost every aspect of genomics research have taken place. As a result, more specific goals can now be set for the project.

The workshop will emphasize some of the promising new technologies in Si solar cell fabrication that can lower PV energy costs and meet the throughput demands of the future. The three-day workshop will consist of presentations by invited speakers, followed by discussion sessions.   2. Twenty-Five Years of Ecological Recovery of East Fork Poplar Creek: Review of Environmental Problems and Remedial Actions

    In May 1985, a National Pollutant Discharge Elimination System permit was issued for the Department of Energy s Y-12 National Security Complex (Y-12 Complex) in Oak Ridge, Tennessee, USA, allowing discharge of effluents to East Fork Poplar Creek (EFPC). The effluents ranged from large volumes of chlorinated oncethrough cooling water and cooling tower blow-down to smaller discharges of treated and untreated process wastewaters, which contained a mixture of heavy metals, organics, and nutrients, especially nitrates. As a condition of the permit, a Biological Monitoring and Abatement Program (BMAP) was developed to meet two major objectives: demonstrate that the established effluent limitations were protecting the classified uses of EFPC, and document the ecological effects resulting from implementing a Water Pollution Control Program at the Y-12 Complex. The second objective is the primary focus of the other papers in this special series. This paper provides a history of pollution and the remedial actions that were implemented; describes the geographic setting of the study area; and characterizes the physicochemical attributes of the sampling sites, including changes in stream flow and temperature that occurred during implementation of the BMAP. Most of the actions taken under the Water Pollution Control Program were completed between 1986 and 1998, with as many as four years elapsing between some of the most significant actions. The Water Pollution Control Program included constructing nine new wastewater treatment facilities and implementation of several other pollution-reducing measures, such as a best management practices plan; area-source pollution control management; and various spill-prevention projects. Many of the major actions had readily discernable effects on the chemical and physical conditions of EFPC. As controls on effluents entering the stream were implemented, pollutant concentrations generally declined and, at least initially, the volume of water

    This document reviews the performance of the groundwater (and wetlands) restoration program implemented by the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) at the former CCC/USDA grain storage facility in Utica, Nebraska, during the first five years (2004-2009) of this initiative. The report summarizes treatment system operational data and regulatory compliance monitoring results for the site during this period, together with the results of the targeted groundwater sampling and analysis for volatile organic compounds (VOCs) conducted in early 2010 (following completion of the fifth year of systems operation), to assess the initial five years of progress of the Utica remediation effort. On the basis of the 2003 groundwater sampling results, a remedial system employing 4 extraction wells (GWEX1-GWEX4), with groundwater treatment by spray irrigation and conventional air stripping, was implemented with the concurrence of the CCC/USDA and the agencies (Table 1.1). The principal components of the system are shown in Figure 1.3 and are briefly described in Section 1.2. Operation of well GWEX4 and the associated air stripper began on October 29, 2004, and routine operation of wells GWEX1-GWEX3 and the spray irrigation treatment units began on November 22, 2004.

    The heat island effect and the high use of fossil fuels in large city centers is well documented, but by how much fossil fuel consumption is elevating atmospheric CO2 concentrations and whether elevations in both atmospheric CO2 and air temperature are consistent from year to year are less well known. Our aim was to record atmospheric CO2 concentrations, air temperature and other environmental variables in an urban area and compare it to suburban and rural sites to see if urban sites are experiencing climates expected globally in the future with climate change. A transect was established from Baltimore city center (Urban site), to the outer suburbs of Baltimore (suburban site) and out to an organic farm (rural site). At each site a weather station was set-up to monitor environmental variables annually for five years. Atmospheric CO2 was significantly increased on average by 66 ppm from the rural to the urban site over the five years of the study. Air temperature was significantly higher at the urban site (14.8 oC) compared to the suburban (13.6 oC) and rural (12.7 oC) sites. Relative humidity was not different between sites but vapor pressure deficit (VPD) was significantly higher at the urban site compared to the suburban and rural sites. During wet years relative humidity was significantly increased and VPD significantly reduced. Increased nitrogen deposition at the rural site (2.1 % compared to 1.8 and 1.2 % at the suburban and urban sites) was small enough not to affect soil nitrogen content. Dense urban areas with large populations and high vehicular traffic have significantly different microclimates compared to outlying suburban and rural areas. The increases in atmospheric CO2 and air temperature are similar to changes predicted in the short term with global climate change, therefore providing an environment suitable for studying future effects of climate change on terrestrial ecosystems.

    Purpose: Conventional radiation fractionation of 1.8-2 Gy per day for early stage breast cancer requires daily treatment for 6-7 weeks. We report the 5-year results of a phase II study of intensity modulated radiation therapy (IMRT), hypofractionation, and incorporated boost that shortened treatment time to 4 weeks. Methods and Materials: The study design was phase II with a planned accrual of 75 patients. Eligibility included patients aged {>=}18 years, Tis-T2, stage 0-II, and breast conservation. Photon IMRT and an incorporated boost was used, and the whole breast received 2.25 Gy per fraction for a total of 45 Gy, and the tumor bed received 2.8 Gy per fraction for a total of 56 Gy in 20 treatments over 4 weeks. Patients were followed every 6 months for 5 years. Results: Seventy-five patients were treated from December 2003 to November 2005. The median follow-up was 69 months. Median age was 52 years (range, 31-81). Median tumor size was 1.4 cm (range, 0.1-3.5). Eighty percent of tumors were node negative; 93% of patients had negative margins, and 7% of patients had close (>0 and <2 mm) margins; 76% of cancers were invasive ductal type: 15% were ductal carcinoma in situ, 5% were lobular, and 4% were other histology types. Twenty-nine percent of patients 29% had grade 3 carcinoma, and 20% of patients had extensive in situ carcinoma; 11% of patients received chemotherapy, 36% received endocrine therapy, 33% received both, and 20% received neither. There were 3 instances of local recurrence for a 5-year actuarial rate of 2.7%. Conclusions: This 4-week course of hypofractionated radiation with incorporated boost was associated with excellent local control, comparable to historical results of 6-7 weeks of conventional whole-breast fractionation with sequential boost.

This document serves as a planning instrument for the Laboratories to aid in the scoping and sizing of activities related to ES H compliance for the coming five years.     Formal sitewide environmental planning at the . Savannah River Site (SRS) began in 1986 with the development and adoption of the Strategic Environmental Plan. The Strategic Environmental Plan describes the philosophy, policy, and overall program direction of environmental programs for the operation of the SRS. The Strategic Environmental Plan (Volume 2) provided the basis for development of the Environmental Implementation Plan (EIP). The EIP is the detailed, comprehensive environmental master plan for operating contractor organizations at the SRS. The EIP provides a process to ensure that all environmental requirements and obligations are being met by setting specific measurable goals and objectives and strategies for implementation.     This document represents Fluor Daniel Hanford`s and DynCorp`s Tri-Cities Strategic Plan for Fiscal Years 1998--2002, the road map that will guide them into the next century and their sixth year of providing safe and cost effective infrastructure services and support to the Department of Energy (DOE) and the Hanford Site. The Plan responds directly to the issues raised in the FDH/DOE Critical Self Assessment specifically: (1) a strategy in place to give DOE the management (systems) and physical infrastructure for the future; (2) dealing with the barriers that exist to making change; and (3) a plan to right-size the infrastructure and services, and reduce the cost of providing services. The Plan incorporates initiatives from several studies conducted in Fiscal Year 1997 to include: the Systems Functional Analysis, 200 Area Water Commercial Practices Plan, $ million Originated Cost Budget Achievement Plan, the 1OO Area Vacate Plan, the Railroad Shutdown Plan, as well as recommendations from the recently completed Review of Hanford Electrical Utility. These and other initiatives identified over the next five years will result in significant improvements in efficiency, allowing a greater portion of the infrastructure budget to be applied to Site cleanup. The Plan outlines a planning and management process that defines infrastructure services and structure by linking site technical base line data and customer requirements to work scope and resources. The Plan also provides a vision of where Site infrastructure is going and specific initiatives to get there.

The EIP communicates the current and future (five year) environmental plans from individual organizations and divisions as well as site environmental initiatives which are designed to protect the environment and meet or exceed compliance with changing environmental/ regulatory requirements. Communication with all site organizations is essential for making the site environmental planning process work. Demonstrating environmental excellence is a high priority embodied in DOE and WSRC policy. Because of your support and participation in the three EIP initiatives; Reflections, Sectional Revision, and Integrated Planning, improvements are being made to the EIP and SRS environmental protection programs.     The Fast Flux Test Facility (FFTF) is a 400 Mw(t), loop-type, sodium-cooled, fast neutron reactor. It is operated by the Westinghouse Hanford Company for the United States Department of Energy at Richland, Washington. The FFTF is a multipurpose test reactor used to irradiate fuels and materials for programs such as Liquid Metal Reactor (LMR) research, fusion research, space power systems, isotope production and international research. FFTF is also used for testing concepts to be used in Advanced Reactors which will be designed to maximize passive safety features and not require complex shutdown systems to assure safe shutdown and heat removal. The FFTF also provides experience in the operation and maintenance of a reactor having prototypic components and systems typical of large LMR (LMFBR) power plants. The 5 year operational performance of the FFTF reactor is discussed in this report. 6 refs., 10 figs., 2 tabs.

    Young children receive a variety of diagnostic radiographs over time. In some cases the exposure to radiation may be unwarranted because the films may yield confusing results, or may also need to be repeated because of poor technical quality. Even when the results are clearly negative, the subsequent treatment may proceed as if the film had been positive because of the child's clinical condition. The cumulative effect of such low-dose radiation on infants and children over time is unknown. The number and types of outpatient radiographs received by a cohort of poor children from a hospital-based continuity clinic during their first 5 years of life were reviewed. Also noted were the reason for obtaining the film, whether it was positive for that reason or another, whether the child had a chronic condition that prompted the use of radiograph, and the child's sex, race, and age when the film was obtained. Of the 218 children, 132 (60.6%) received 349 sets of films in their first 5 years. There was no difference in the number of films by race or sex. Chest and posttrauma bone or joint films accounted for 315 sets of films or 90.3% of the total. Overall, 25.8% of the 267 chest films were positive; this varied by age. Only 15% of the chest films were positive in the first year compared with 29 to 49% in the second through fifth years (p less than 0.001). Cough was the respiratory symptom most reliably associated with a positive chest film, both for the cohort (p less than 0.0001) and for children in the first year of life (p less than 0.01).

    EPRI is leading a project team to develop and implement the first five years of a Test Plan to collect data from a SNF dry storage system containing high burnup fuel.12 The Test Plan defined in this document outlines the data to be collected, and the storage system design, procedures, and licensing necessary to implement the Test Plan.13 The main goals of the proposed test are to provide confirmatory data14 for models, future SNF dry storage cask design, and to support license renewals and new licenses for ISFSIs. To provide data that is most relevant to high burnup fuel in dry storage, the design of the test storage system must mimic real conditions that high burnup SNF experiences during all stages of dry storage: loading, cask drying, inert gas backfilling, and transfer to the ISFSI for multi-year storage.15 Along with other optional modeling, SETs, and SSTs, the data collected in this Test Plan can be used to evaluate the integrity of dry storage systems and the high burnup fuel contained therein over many decades. It should be noted that the Test Plan described in this document discusses essential activities that go beyond the first five years of Test Plan implementation.16 The first five years of the Test Plan include activities up through loading the cask, initiating the data collection, and beginning the long-term storage period at the ISFSI. The Test Plan encompasses the overall project that includes activities that may not be completed until 15 or more years from now, including continued data collection, shipment of the Research Project Cask to a Fuel Examination Facility, opening the cask at the Fuel Examination Facility, and examining the high burnup fuel after the initial storage period.

A number of commissions are beginning to scrutinize the planning processes of local gas distribution companies (LDCs) because of the increased control that LDCs have over their purchased gas costs (as well as the associated risks) and because of questions surrounding the role and potential of gas end-use efficiency options. Traditionally, resource planning (LDCs) has concentrated on options for purchasing and storing gas. Integrated resource planning involves the creation of a process in which supply-side and demand-side options are integrated to create a resource mix that reliably satisfies customers` short-term and long-term energy service needs at the lowest cost. As applied to gas utilities, an integrated resource plan seeks to balance cost and reliability, and should not be interpreted simply as the search for lowest commodity costs. The National Association of Regulatory Utility Commissioners` (NARUC) Energy Conservation committee asked Lawrence Berkeley Laboratory (LBL) to survey state PUCs to determine the extent to which they have undertaken least cost planning for gas utilities. The survey included the following topics: status of state PUC least-cost planning regulations and practices for gas utilities; type and scope of natural gas DSM programs in effect, including fuel substitution; economic tests and analysis methods used to evaluate DSM programs; relationship between prudency reviews of gas utility purchasing practices and integrated resource planning; key regulatory issued facing gas utilities during the next five years.

    The Fiscal Year (FY) 1999 DynCorp Annual Work Plan (AWP) relates DOE-RL work breakdown structure (WBS) to Cost Accounts and to Organizational Structure. Each Cost Account includes a workscope narrative and justification performance and service standards, goals, and deliverables. Basis of estimates are included within each Cost Account to demonstrate the relationship of budget to defined workscope. The FY 1999 AWP reflects the planning assumptions and initiatives that are included in the PHMC Strategic Plan for Infrastructure Optimization which was established in FY 1998. Development of the FY 1999 AWP was in accordance with a sequential series of events and efforts described in the Infrastructure Annual Work Planning and Budget Cycle which was developed and established in conjunction with the Strategic Plan. The Strategic Plan covers a rolling five year span of time and is updated at the start of each fiscal year as the beginning of the annual work planning and budget cycle for the following fiscal year. Accordingly the planning for the FY 1999 AWP began in January 1998. Also included in the annual work planning and budget cycle, and the basis for the budget in this AWP, is the development of a requirements-based budget.

    The Waste Isolation Pilot Plant (WIPP) facility comprises surface and subsurface facilities, including a repository mined in a bedded salt formation at a depth of 2,150 feet. It has been developed to safely and permanently isolate transuranic (TRU) radioactive wastes in a deep geological disposal site. On April 12, 1996, the DOE submitted a revised Resource Conservation and Recovery Act (RCRA) Part B permit application to the New Mexico Environment Department (NMED). The DOE anticipates receiving an operating permit from the NMED; this permit is required prior to the start of disposal operations. On October 29, 1996, the DOE submitted a Compliance Certification Application (CCA) to the US Environmental Protection Agency (EPA) in accordance with the WIPP land Withdrawal Act (LWA) of 1992 (Public Law 102-579) as amended, and the requirements of Title 40 of the Code of Federal Regulations (40 CFR) Parts 191 and 194. The DOE plans to begin disposal operations at the WIPP in November 1997 following receipt of certification by the EPA. The disposal phase is expected to last for 35 years, and will include recertification activities no less than once every five years. This Disposal Phase Experimental Program (DPEP) Plan outlines the experimental program to be conducted during the first 5-year recertification period. It also forms the basis for longer-term activities to be carried out throughout the 35-year disposal phase. Once the WIPP has been shown to be in compliance with regulatory requirements, the disposal phase gives an opportunity to affirm the compliance status of the WIPP, enhance the operations of the WIPP and the national TRU system, and contribute to the resolution of national and international nuclear waste management technical needs. The WIPP is the first facility of its kind in the world. As such, it provides a unique opportunity to advance the technical state of the art for permanent disposal of long-lived radioactive wastes.

    The workshop participants were asked to: (1) Assess the current capabilities of chemical sensor technologies for addressing US Department of Energy (DOE) Environmental Restoration and Waste Management (EM) needs; (2) Estimate potential near term (one to two years) and intermediate term (three to five years) capabilities for addressing those needs; and (3) Generate a ranked list of specific recommendations on what research and development (R&D) should be funded to provide the necessary capabilities. The needs were described in terms of two pervasive EM problems, the in situ determination of chlorinated volatile organic compounds (VOCs), and selected metals in various matrices at DOE sites. The R&D recommendations were to be ranked according to the estimated likelihood that the product technology will be ready for application within the time frame it is needed and the estimated return on investment. The principal conclusions and recommendations of the workshop are as follows: Chemical sensors capable of in situ determinations can significantly reduce analytical costs; Chemical sensors have been developed for certain VOCs in gases and water but none are currently capable of in situ determination of VOCs in soils; The DOE need for in situ determination of metals in soils cannot be addressed with existing chemical sensors and the prospects for their availability in three to five years are uncertain; Adaptation, if necessary, and field application of laboratory analytical instruments and those few chemical sensors that are already in field testing is the best approach for the near term; The chemical sensor technology development plan should include balanced support for near- and intermediate-term efforts.

    The Heavy Vehicle Propulsion Materials Program provides enabling materials technology for the U.S. DOE Office of Heavy Vehicle Technologies (OHVT). The technical agenda for the program is based on an industry assessment and the technology roadmap for the OHVT. A five-year program plan was published in 2000. Major efforts in the program are materials for diesel engine fuel systems, exhaust aftertreatment, and air handling. Additional efforts include diesel engine valve-train materials, structural components, and thermal management. Advanced materials, including high-temperature metal alloys, intermetallics, cermets, ceramics, amorphous materials, metal- and ceramic-matrix composites, and coatings, are investigated for critical engine applications. Selected technical issues and planned and ongoing projects as well as brief summaries of several technical highlights are given.

    This paper presents a new value-based reliability planning (VBRP) process proposed for planning Duke Power Company`s (DPC) regional transmission system. All transmission served customers are fed from DPC`s regional transmission system which consists of a 44-kV predominantly radial system and a 100-kV predominantly non-radial system. In the past, any single contingency that could occur during system peak conditions and cause a thermal overload required the overloaded facility to be upgraded, regardless of the costs or the likelihood of the overload occurring. The new VBRP process is based on transmission system reliability evaluation and includes the following important elements: (1) a ten-year historical data base describing the probabilities of forced outages for lines and transformers; (2) a five-year average load duration curve describing the probability of an overload should a contingency occur; (3) a customer outage cost data base; (4) and probabilistic techniques. The new process attempts to balance the costs of improving service reliability with the benefits or value that these improvements bring to these customers. The objective is to provide the customers their required level of reliability while minimizing the Total Cost of their electric service.

    With the end of the Cold War and the election of President Clinton, the Department of Energy (DOE) set a new course which began with the publication of its first departmental strategic plan in April 1994. Entitled ``Fueling a Competitive Economy, it provided the framework and shared vision for meeting responsibilities in energy, national security, environmental quality, and science and technology. The strategic plan was the guidepost for the formulation of the Department`s FY 1996, FY 1997, and FY 1998 budgets and was critical to the development of the Department`s Strategic Alignment Initiative, designed to save $1.7 billion over five years. This current plan, which has been significantly improved through a very close consultation process with Congress and customers stakeholders, takes DOE to the next important performance level by being more directly linked to actions and results. It defines a strategic goal for each of the Department`s four business lines and, in the spirit of the Government Performance and Results Act and the National Performance Review, identifies a fifth goal addressing corporate management. Reengineering the business practices, managing for results, being open with neighbors and stakeholders, and ensuring the safety and health of DOE workers and the public are, and will continue to be, among the highest of priorities. Over the coming years, DOE plans to achieve their strategic goals through specific identifiable strategies. Each business line has clear objectives and straightforward ways of defining whether DOE has succeeded in meeting those objectives.

    This comprehensive Natural Resource Management Plan (NRMP) for Brookhaven National Laboratory (BNL) was built on the successful foundation of the Wildlife Management Plan for BNL, which it replaces. This update to the 2003 plan continues to build on successes and efforts to better understand the ecosystems and natural resources found on the BNL site. The plan establishes the basis for managing the varied natural resources located on the 5,265 acre BNL site, setting goals and actions to achieve those goals. The planning of this document is based on the knowledge and expertise gained over the past 10 years by the Natural Resources management staff at BNL in concert with local natural resource agencies including the New York State Department of Environmental Conservation, Long Island Pine Barrens Joint Planning and Policy Commission, The Nature Conservancy, and others. The development of this plan is an attempt at sound ecological management that not only benefits BNL's ecosystems but also benefits the greater Pine Barrens habitats in which BNL is situated. This plan applies equally to the Upton Ecological and Research Reserve (Upton Reserve). Any difference in management between the larger BNL area and the Upton Reserve are noted in the text. The purpose of the Natural Resource Management Plan (NRMP) is to provide management guidance, promote stewardship of the natural resources found at BNL, and to sustainably integrate their protection with pursuit of the Laboratory's mission.     Different approaches to study vibrational kinetics coupled to electron one for modeling different kinds of negative ion sources are presented. In particular two types of sources are investigated. The first one is a classical negative ion source in which the plasma is generated by thermoemitted electrons; in the second one, electrons already present in the mixture are accelerated by an RF field to sufficiently high energy to ionize the gas molecules. For the first kind of ion source a new computational scheme is presented to couple heavy particle and electron kinetics. Moreover models developed for an RF inductive discharge and for a parallel plate discharge are described.

    Purpose: To evaluate the prognostic factors, patterns of failure, and late toxicity in patients treated with chemoradiation (CRT) for anal cancer. Methods and Materials: Consecutive patients with nonmetastatic squamous cell carcinoma of the anus treated by CRT with curative intent between February 1983 and March 2008 were identified through the institutional database. Chart review and telephone follow-up were undertaken to collect demographic data and outcome. Results: Two hundred eighty-four patients (34% male; median age 62 years) were identified. The stages at diagnosis were 23% Stage I, 48% Stage II, 10% Stage IIIA, and 18% Stage IIIB. The median radiotherapy dose to the primary site was 54 Gy. A complete clinical response to CRT was achieved in 89% of patients. With a median follow-up time of 5.3 years, the 5-year rates of locoregional control, distant control, colostomy-free survival, and overall survival were 83% (95% confidence interval [CI] 78-88), 92% (95% CI, 89-96), 73% (95% CI, 68-79), and 82% (95% CI, 77-87), respectively. Higher T stage and male sex predicted for locoregional failure, and higher N stage predicted for distant metastases. Locoregional failure occurred most commonly at the primary site. Omission of elective inguinal irradiation resulted in inguinal failure rates of 1.9% and 12.5% in T1N0 and T2N0 patients, respectively. Pelvic nodal failures were very uncommon. Late vaginal and bone toxicity was observed in addition to gastrointestinal toxicity. Conclusions: CRT is a highly effective approach in anal cancer. However, subgroups of patients fare relatively poorly, and novel approaches are needed. Elective inguinal irradiation can be safely omitted only in patients with Stage I disease. Vaginal toxicity and insufficiency fractures of the hip and pelvis are important late effects that require prospective evaluation.

    Purpose: The purpose of this study was to report on the 5-year survival of hepatocellular carcinoma (HCC) patients treated with DC Bead loaded with doxorubicin (DEB-DOX) in a scheduled scheme in up to three treatments and thereafter on demand. Materials and Methods: 173 HCC patients not suitable for curable treatments were prospectively enrolled (mean age 70.4 {+-} 7.4 years). Child-Pugh (Child) class was A/B (102/71 [59/41 %]), Okuda stage was 0/1/2 (91/61/19 [53.2/35.7/11.1 %]), and mean lesion diameter was 7.6 {+-} 2.1 cm. Lesion morphology was one dominant {<=}5 cm (22 %), one dominant >5 cm (41.6 %), multifocal {<=}5 (26 %), and multifocal >5 (10.4 %). Results: Overall survival at 1, 2, 3, 4, and 5 years was 93.6, 83.8, 62, 41.04, and 22.5 %, with higher rates achieved in Child class A compared with Child class B patients (95, 88.2, 61.7, 45, and 29.4 % vs. 91.5, 75, 50.7, 35.2, and 12.8 %). Mean overall survival was 43.8 months (range 1.2-64.8). Cumulative survival was better for Child class A compared with Child class B patients (p = 0.029). For patients with dominant lesions {<=}5 cm 1-, 2-, 3-, 4-, and 5-year survival rates were 100, 95.2, 71.4, 66.6, and 47.6 % for Child class A and 94.1, 88.2, 58.8, 41.2, 29.4, and 23.5 % for Child class B patients. Regarding DEB-DOX treatment, multivariate analysis identified number of lesions (p = 0.033), lesion vascularity (p < 0.0001), initially achieved complete response (p < 0.0001), and objective response (p = 0.046) as significant and independent determinants of 5-year survival. Conclusion: DEB-DOX results, with high rates of 5-year survival for patients, not amenable to curative treatments. Number of lesions, lesion vascularity, and local response were significant independent determinants of 5-year survival.

  17. Black liquor combustion validated recovery boiler modeling, five-year report

    The objective of this project was to develop a new computer model of a recovery boiler furnace using a computational fluid dynamics (CFD) code specifically tailored to the requirements for solving recovery boiler flows, and using improved submodels for black liquor combustion based on continued laboratory fundamental studies. The project originated in October 1990 and was scheduled to run for four years. At that time, there was considerable emphasis on developing accurate predictions of the physical carryover of macroscopic particles of partially burnt black liquor and smelt droplets out of the furnace, since this was seen as the main cause of boiler plugging. This placed a major emphasis on gas flow patterns within the furnace and on the mass loss rates and swelling and shrinking rates of burning black liquor drops. As work proceeded on developing the recovery boiler furnace model, it became apparent that some recovery boilers encounter serious plugging problems even when physical carryover was minimal. After the original four-year period was completed, the project was extended to address this issue. The objective of the extended project was to improve the utility of the models by including the black liquor chemistry relevant to air emissions predictions and aerosol formation, and by developing the knowledge base and computational tools to relate furnace model outputs to fouling and plugging of the convective sections of the boilers. The work done to date includes CFD model development and validation, acquisition of information on black liquor combustion fundamentals and development of improved burning models, char bed model development, and model application and simplification.

    GRB 030329 displayed one of the brightest optical afterglows ever. We have followed the radio afterglow of GRB 030329 for over 5 years using the GMRT and WSRT at low radio frequencies. This is the longest as well as the lowest frequency follow up of any GRB afterglow ever.Radio observations of a GRB afterglow provide a unique probe of the physics of the blast wave at late times, when the expansion of the fireball slows down to non-relativistic speeds. Our GMRT-WSRT observations suggest that the afterglow of GRB030329 entered the non-relativistic phase around 60 days after the burst. The estimate of the fireball energy content, {approx}10{sup 51} erg, in this near-isotropic phase is much less susceptible to the collimation-related uncertainties arising in the relativistic phase. We have also been closely monitoring the evolution of the afterglow to look for possible signatures of emission from a counter jet, but no conclusive evidence has so far been found.

    Given the events of the past 25 years concerning energy and environmental issues and our reaction to them, what lessons can we learn? First, the individual American consumer wants and expects energy to be a stable commodity with low prices and easy availability. As evidenced by the heated debate over increasing the federal gasoline tax by $.05 per gallon (which would still leave Americans paying only one-third of what Europeans pay for gasoline), increases in energy prices elicit very strong public and political opposition. As further evidence, it has been argued that the general public support of the Gulf War was due, in part, to a recognition of the need to maintain a stable source of cheap oil from the region. The American public wants to maintain the benefits of cheap and abundant energy and expects its political leaders to make it happen. A second lesson is that if constraints on the energy supply do occur (e.g., the OPEC-imposed oil embargo) ardor environmental impacts from energy use do appear to be significant (e.g., SO{sub 2} and CO{sub 2} emissions), the preference is for a technology fix rather than a behavioral change. This is evidenced by our reliance on moving low-sulfur coal more than 1,000 miles from Wyoming to burn in Illinois power plants rather than reducing the demand for electricity with energy-efficient measures in residential, commercial, and industrial activities. National research programs to produce an automobile that gets 80+ miles per gallon take higher priority over working to get people to use mass transit to reduce their driving mileage. Americans expect that advanced technology can be relied upon to come up with solutions to energy and environmental problems without having to change their lifestyles. The experience with natural gas, in which a regulatory change (deregulation) was combined with technology developments (horizontal drilling and improved gas turbines for electricity generation) to increase available supply and hold prices down, has added to the confidence in the efficacy of technology fixes to solve energy and environmental problems. Third, it is difficult for government to tamper with energy markets and achieve the desired results.The energy system has shown itself to be a complex adaptive system that adjusts to even the most strenuous burdens in ways that are not easy to predict. Governmental attempts to predict and then prescribe the development of the future energy system are bound to meet with limited, if any, success. Rather, the more appropriate goal seems to be development of a robust and flexible energy system that can evolve and adjust to changing conditions. Given the experiences of the past and the lessons learned from these experiences, what might the future bring? Some predictions can be made with considerable confidence. It is highly likely that the trend of deregulating the energy sector will continue, with electricity deregulation a virtual certainty. It is also highly probable that the demand and consumption of energy from developing countries will soon surpass those of the US, Europe, and Japan, thus making them serious competitors for limited fossil fuel resources. In the environmental arena, some form of emission control of greenhouse gases from the energy sector will be agreed upon soon by the international community. More stringent regulations in the US for the emissions of some air and water pollutants are also likely. Preservation of biological diversity will also likely continue to be an issue of increasing importance.

    The U.S. Nuclear Regulatory Commission established and coordinated the international Program for the Inspection of Nickel alloy Components (PINC). The goal of PINC was to evaluate the capabilities of various nondestructive examination (NDE) techniques to detect and characterize primary water stress corrosion cracking (PWSCC) in dissimilar metal welds. Round-robin results showed that a combination of conventional and phased-array ultrasound provide the highest performance for flaw detection and depth sizing in dissimilar metal piping welds. The effective detection of flaws in bottom-mounted instrumentation penetrations by eddy current and ultrasound shows that it may be possible to reliably inspect these components in the field.

    Purpose: To characterize local tumor control and toxicity risk in very long-term survivors (>5 years) after high-dose spinal image guided, intensity modulated radiation therapy delivered as single-dose stereotactic radiosurgery (SRS). Previously published spinal SRS outcome analyses have included a heterogeneous population of cancer patients, mostly with short survival. This is the first study reporting the long-term tumor control and toxicity profiles after high-dose single-fraction spinal SRS. Methods and Materials: The study population included all patients treated from June 2004 to July 2009 with single-fraction spinal SRS (dose 24 Gy) who had survived at least 5 years after treatment. The endpoints examined included disease progression, surgical or radiation retreatment, in-field fracture development, and radiation-associated toxicity, scored using the Radiation Therapy Oncology Group radiation morbidity scoring criteria and the Common Terminology Criteria for Adverse Events, version 4.0. Local control and fracture development were assessed using Kaplan-Meier analysis. Results: Of 278 patients, 31 (11.1%), with 36 segments treated for spinal tumors, survived at least 5 years after treatment and were followed up radiographically and clinically for a median of 6.1 years (maximum 102 months). The histopathologic findings for the 5-year survivors included radiation-resistant metastases in 58%, radiation-sensitive metastases in 22%, and primary bone tumors in 19%. In this selected cohort, 3 treatment failures occurred at a median of 48.6 months, including 2 recurrences in the radiation field and 1 patient with demonstrated progression at the treatment margins. Ten lesions (27.8%) were associated with acute grade 1 cutaneous or gastrointestinal toxicity. Delayed toxicity ≥3 months after treatment included 8 cases (22.2%) of mild neuropathy, 2 (5.6%) of gastrointestinal discomfort, 8 (22.2%) of dermatitides, and 3 (8.3%) of myalgias/myositis. Thirteen treated levels (36.1%) in 12 patients demonstrated progressive vertebral body collapse or endplate fractures at a median of 25.7 months (range 11.6-76.0), of which 5 (14%) became symptomatic and subsequently required percutaneous cement augmentation or surgery. Conclusions: In the longest-term series to date, high-dose single-fraction spinal SRS retained an excellent safety profile among long-term survivors (>5 years)

    This Draft Management Plan has been developed by the Confederated Tribes of the Umatilla Indian Reservation (CTUIR) to document how the Rainwater Wildlife Area (formerly known as the Rainwater Ranch) will be managed. The plan has been developed under a standardized planning process developed by the Bonneville Power Administration (BPA) for Columbia River Basin Wildlife Mitigation Projects (See Appendix A and Guiding Policies Section below). The plan outlines the framework for managing the project area, provides an assessment of existing conditions and key resource issues, and presents an array of habitat management and enhancement strategies. The plan culminates into a 5-Year Action Plan that will focus our management actions and prioritize funding during the Fiscal 2001-2005 planning period. This plan is a product of nearly two years of field studies and research, public scoping, and coordination with the Rainwater Advisory Committee. The committee consists of representatives from tribal government, state agencies, local government, public organizations, and members of the public. The plan is organized into several sections with Chapter 1 providing introductory information such as project location, purpose and need, project goals and objectives, common elements and assumptions, coordination efforts and public scoping, and historical information about the project area. Key issues are presented in Chapter 2 and Chapter 3 discusses existing resource conditions within the wildlife area. Chapter 4 provides a detailed presentation on management activities and Chapter 5 outlines a monitoring and evaluation plan for the project that will help assess whether the project is meeting the intended purpose and need and the goals and objectives. Chapter 6 displays the action plan and provides a prioritized list of actions with associated budget for the next five year period. Successive chapters contain appendices, references, definitions, and a glossary.

    The Environmental Restoration and Waste Management Five-Year Plan (FYP) covers the period for FY 1989 through FY 1995. The plan establishes a Department of Energy -- Headquarters (DOE-HQ) agenda for cleanup and compliance against which overall progress can be measured. The FYP covers three areas: Corrective Activities, Environmental Restoration, and Waste Management Operations. Corrective Activities are those activities necessary to bring active or standby facilities into compliance with local, state, and federal environmental regulations. Environmental restoration activities include the assessment and cleanup of surplus facilities and inactive waste sites. Waste management operations includes the treatment, storage, and disposal of wastes which are generated as a result of ongoing operations. This Site Specific Plan (SSP) has been prepared by the Savannah River Site (SRS) in order to show how environmental restoration and waste management activities that were identified during the preparation of the FYP will be implemented, tracked, and reported. The SSP describes DOE Savannah River (DOE-SR) and operating contractor, Westinghouse Savannah River Company (WSRC), organizations that are responsible, for undertaking the activities identified in this plan. RFP is located at the foot of the Rocky Mountains in Jefferson Country, Colorado. The Fiscal Year 1990 (FY90) Current-Year Work Plan (CYWP) is intended to serve as a guidance document for the Environmental Restoration (ER) and RCRA Compliance programs that will be implemented at RFP. The CYWP provides in one document any cross-references necessary to understand the interrelationships between the CYWP and the DOE Five-Year Plan (FYP), Site-Specific Plan (SSP), and other related documents. The scope of this plan includes comparison of planned FY90 ER activities to those actually achieved. The CYWP has been updated to include Colorado Department of Health (CDH), US Environmental Protection Agency (EPA), and DOE Inter-Agency Agreement ER activities.     This Groundwater Monitoring Plan describes the objectives, activities, and assessments that will be performed to support the on-going groundwater monitoring requirements at the Reactor Technology Complex, formerly the Test Reactor Area (TRA). The requirements for groundwater monitoring were stipulated in the Final Record of Decision for Test Reactor Area, Operable Unit 2-13, signed in December 1997. The monitoring requirements were modified by the First Five-Year Review Report for the Test Reactor Area, Operable Unit 2-13, at the Idaho National Engineering and Environmental Laboratory to focus on those contaminants of concern that warrant continued surveillance, including chromium, tritium, strontium-90, and cobalt-60. Based upon recommendations provided in the Annual Groundwater Monitoring Status Report for 2006, the groundwater monitoring frequency was reduced to annually from twice a year.

    This plan contains the most recent revisions (as of April 1, 1985) identifying and resolving environmental problems during the next five years at the four installations managed for DOE by Martin Marietta Energy Systems, Inc. (Energy Systems). These installations are Oak Ridge National Laboratory (ORNL), Oak Ridge Gaseous Diffusion Plant (ORGDP), Oak Ridge Y-12 Plant (Y-12), and Paducah Gaseous Diffusion Plant (PGDP).     On August 1, 2011, URS - CH2M Oak Ridge LLC (UCOR) began cleanup of the East Tennessee Technology Park (ETTP). UCOR's $2.2 billion contract has an initial five-year term and a four-year option period for completing the cleanup of ETTP and performing surveillance and maintenance and waste management operations at both the Oak Ridge National Laboratory and the Y-12 National Security Complex. ETTP D and D work includes disposition of large, complex, contaminated, Manhattan Project-era facilities such as the K-25 and K-27 uranium enrichment facilities. At ETTP, UCOR views the D and D process as a 'Waste Factory' with waste production lines from the point-of-generation to the point-of-disposal. Safely transforming vertically-standing buildings into horizontally-lying waste in a disposal facility is the primary cleanup objective. Whereas a factory produces widgets, D and D produces waste-lots of waste. In support of the Waste Factory view, UCOR is developing a systems planning tool to help better plan how to effect cleanup by improving waste planning, uniting waste generator with waste dis-positioner, and represent the 'waste factory' in a computer model that allows the D and D and waste management teams to better understand available disposal paths, waste uncertainties and potential consequences, driving variables, and sensitivity to changes. Any model of reality represents a compromise. Part of the Waste Factory Model's value may be in providing standardization and relative direction for assisting decision making as opposed to absolute cost or schedule answers. From that relative direction, management can commission detailed planning and estimating. Also, the model's output credibility is tied directly to its input quality. That is why, as discussed above, the Waste Factory Model's key informational component will be the standardized waste streams (e.g., Structure/Debris disposed at EMWMF) and associated standardized unit costs.
