    The 13th International Conference on Chlamydomonas (EMBO Workshop on the Cell and Molecular Biology of Chlamydomonas) was held May 27 to June 1, 2008 in Hyeres, France. The conference was the biennial meeting for all researchers studying the green algal systems Chlamydomonas and Volvox. The conference brought together approximately 200 investigators from around the world (North America, Asia, Europe and Australia) representing different fields and disciplines (cell biology, genetics, biochemistry, biophysics, plant physiology, genomics). It provided an opportunity for investigators from different countries to share methodologies and to discuss recent results with a focus on the Chlamydomonas experimental system.

  13. Target Allocation Methodology for China's Provinces: Energy Intensity in the 12th FIve-Year Plan

    Experience with China's 20% energy intensity improvement target during the 11th Five-Year Plan (FYP) (2006-2010) has shown the challenges of rapidly setting targets and implementing measures to meet them. For the 12th FYP (2011-2015), there is an urgent need for a more scientific methodology to allocate targets among the provinces and to track physical and economic indicators of energy and carbon saving progress. This report provides a sectoral methodology for allocating a national energy intensity target - expressed as percent change in energy per unit gross domestic product (GDP) - among China's provinces in the 12th FYP. Drawing on international experience - especially the European Union (EU) Triptych approach for allocating Kyoto carbon targets among EU member states - the methodology here makes important modifications to the EU approach to address an energy intensity rather than a CO{sub 2} emissions target, and for the wider variation in provincial energy and economic structure in China. The methodology combines top-down national target projections and bottom-up provincial and sectoral projections of energy and GDP to determine target allocation of energy intensity targets. Total primary energy consumption is separated into three end-use sectors - industrial, residential, and other energy. Sectoral indicators are used to differentiate the potential for energy saving among the provinces. This sectoral methodology is utilized to allocate provincial-level targets for a national target of 20% energy intensity improvement during the 12th FYP; the official target is determined by the National Development and Reform Commission. Energy and GDP projections used in the allocations were compared with other models, and several allocation scenarios were run to test sensitivity. The resulting allocations for the 12th FYP offer insight on past performance and offer somewhat different distributions of provincial targets compared to the 11th FYP. Recommendations for reporting

    The theme of the National Recycling Coalition's (NRC, Washington, DC) recent 13th Annual Congress and Exposition in Portland, OR, was ''Jump into the Mainstream: Recycle,'' which is an action organizers of the show set out to prove is currently happening across this country. Indeed, this year's congress was designed to demonstrate how far recycling has jumped into the mainstream of American life, and show attendees what it will take to make recycling succeed in the future. Lending testament to recycling's increasing visibility, the most dominant topic at this year's show was the creation of national recycling policy. Through this agenda, and other programs that surfaced at the congress, NRC is hoping to move closer to its goal of making recycling as mainstream as taking out the garbage. NRC's board of directors unanimously voted to adopt a draft advocacy message that promotes recycling initiatives at the national level, but rejected a proposed demand-side initiative that would have established post-consumer-content recycling rates for certain materials, with product-specific, minimum-content standards as an alternative method of compliance. The initiative had called for glass, metal, paper, plastic, and wood used in primary and secondary packaging to achieve a 50% post-consumer recycling rate by the year 2000. As an alternative method of compliance, individual companies could meet the following post-consumer, minimum-content standards for products: glass, metal, paper, plastic, and wood packaging: 40% by 2000; newsprint and tissue paper: 50% by 2000; and printing and writing papers: 25% by 2000.

    During the period 1980 to 2002, China experienced a 5% average annual reduction in energy consumption per unit of gross domestic product (GDP). The period 2002-2005 saw a dramatic reversal of the historic relationship between energy use and GDP growth: energy use per unit of GDP increased an average of 3.8% per year during this period (NBS, various years). China's 11th Five Year Plan (FYP), which covers the period 2006-2010, required all government divisions at different levels to reduce energy intensity by 20% in five years in order to regain the relationship between energy and GDP growth experienced during the 1980s and 1990s. This report provides an assessment of selected policies and programs that China has instituted in its quest to fulfill the national goal of a 20% reduction in energy intensity by 2010. The report finds that China has made substantial progress toward its goal of achieving 20% energy intensity reduction from 2006 to 2010 and that many of the energy-efficiency programs implemented during the 11th FYP in support of China's 20% energy/GDP reduction goal appear to be on track to meet - or in some cases even exceed - their energy-saving targets. It appears that most of the Ten Key Projects, the Top-1000 Program, and the Small Plant Closure Program are on track to meet or surpass the 11th FYP savings goals. China's appliance standards and labeling program, which was established prior to the 11th FYP, has become very robust during the 11th FYP period. China has greatly enhanced its enforcement of new building energy standards but energy-efficiency programs for buildings retrofits, as well as the goal of adjusting China's economic structure to reduce the share of energy consumed by industry, do not appear to be on track to meet the stated goals. With the implementation of the 11th FYP now bearing fruit, it is important to maintain and strengthen the existing energy-saving policies and programs that are successful while revising programs or adding new

This is the first time that a quantitative and binding target has been set for energy efficiency, and signals a major shift in China's strategic thinking about its long-term economic and energy development. The 20% energy intensity target also translates into an annual reduction of over 1.5 billion tons of CO2 by 2010, making the Chinese effort one of most significant carbon mitigation effort in the world today. While it is still too early to tell whether China will achieve this target, this paper attempts to understand the trend in energy intensity in China and to explore a variety of options toward meeting the 20% target using a detailed end-use energy model.

    The 13th Workshop discussion sessions addressed recent progress, critical issues in implementing new technologies, and the role of fundamental R&D in the growing PV industry. For the first time, we included a rump session, which was held on Sunday evening, August 10. This session included a panel of representatives, from various photovoltaic companies, who led a discussion of''R&D Challenges in Si PV.'' A special poster/presentation session was held on Monday evening, August 11, in which NREL/DOE subcontractors highlighted their results of research performed during the current subcontract period. This session served as a subcontract review. The workshop offered special sessions to discuss: (1) High-Efficiency Si Solar Cells, which reviewed progress made in implementing high-efficiency Si solar cell fabrication processes in the manufacturing environment; (2) Advanced Processing, as future potential approaches for making Si solar cells; (3) Commercial Issues, which addressed basic understanding behind recent processes that have been used by the PV industry; and (4) Automation and Equipment, to address capabilities and requirements of new manufacturing equipment.

    The 12th IAEA Technical Meeting on Energetic Particles in Magnetic Confinement Systems took place in Austin, Texas (711 September 2011). This meeting was organized jointly with the 5th IAEA Technical Meeting on Theory of Plasma Instabilities (57 September 2011). The two meetings shared one day (7 September 2011) with presentations relevant to both groups. Some of the work reported at these meetings was then published in a special issue of Nuclear Fusion [Nucl. Fusion 52 (2012)]. Summaries of the Energetic Particle Conference presentations were given by Kazuo Toi and Boris Breizman. They respectively discussed the experimental and theoretical progress presented at the meeting. Highlights of this meeting include the tremendous progress that has been achieved in the development of diagnostics that enables the viewing of internal fluctuations and allows comparison with theoretical predictions, as demonstrated, for example, in the talks of P. Lauber and M. Osakabe. The need and development of hardened diagnostics in the severe radiation environment, such as those that will exist in ITER, was discussed in the talks of V. Kiptily and V.A. Kazakhov. In theoretical studies, much of the effort is focused on nonlinear phenomena. For example, detailed comparison of theory and experiment on D-III-D on the n = 0 geodesic mode was reported in separate papers by R. Nazikian and G. Fu. A large number of theoretical papers were presented on wave chirping including a paper by B.N. Breizman, which notes that wave chirping from a single frequency may emanate continuously once marginal stability conditions have been established. Another area of wide interest was the detailed study of alpha orbits in a burning plasma, where losses can come from symmetry breaking due to finite coil number or magnetic field imperfections introduced by diagnostic or test modules.     A complement of 266 users, staff, and vendors descended upon the Ernest Orlando Lawrence Berkeley National Laboratory (Berkeley Lab) from Monday through Wednesday, October 16-18, 2000 for the thirteenth edition of the annual Advanced Light Source (ALS) users meeting. In a departure from previous practice, the meeting featured an increased emphasis on workshops with the result that the proceedings were equally divided between oral and poster presentations and the workshops. After the traditional welcomes and facility updates on the first morning, science dominated the first day and a half comprising the formal meeting with a session of highlights from young researchers, three sessions of scientific highlights from the ALS and elsewhere, and a poster session that included a student poster competition. A set of seven workshops covering research areas of current or growing interest at the ALS rounded out the final day and a half of the meeting.

    Electron cyclotron emission (ECE) has been employed as a standard electron temperature profile diagnostic on many tokamaks and stellarators, but most magnetically confined plasma devices cannot take advantage of standard ECE diagnostics to measure temperature. They are either overdense, operating at high density relative to the magnetic field (e.g. {omega}{sub pe} >> {Omega}{sub ce} in a spherical torus) or they have insufficient density and temperature to reach the blackbody condition ({tau} > 2). Electron Bernstein waves (EBWs) are electrostatic waves which can propagate in overdense plasmas and have a high optical thickness at the electron cyclotron resonance layers, as a result of their large K{sub i}. This talk reports on measurements of EBW emission on the CDX-U spherical torus, where B{sub 0} {approx} 2 kG, {approx} 10{sup 13} cm{sup -3} and T{sub e} {approx} 10 - 200 eV. Results will be presented for both direct detection of EBWs and for mode-converted EBW emission. The EBW emission was absolutely calibrated and compared to the electron temperature profile measured by a multi-point Thomson scattering diagnostic. Depending on the plasma conditions, the mode-converted EBW radiation temperature was found to be {le} T{sub e} and the emission source was determined to be radially localized at the electron cyclotron resonance layer. A Langmuir triple probe was employed to measure changes in edge density profile in the vicinity of the upper hybrid resonance where the mode conversion of the EBWs is expected to occur. Changes in the mode conversion efficiency may explain the observation of mode-converted EBW radiation temperatures below T{sub e}. Initial results suggest EBW emission and EBW heating are viable concepts for plasmas where {omega}{sub pe} >> {Omega}{sub ce}.

    Steady flows influenced by walls cannot be described by inviscid models. Flows in circulating fluidized beds have significant wall effects. Particles in the form of clusters or layers can be seen to run down the walls. Hence modeling of circulating fluidized beds (CFB) without a viscosity is not possible. However, in interpreting Equations (8-1) and (8-2) it must be kept in mind that CFB or most other two phase flows are never in a true steady state. Then the viscosity in Equations (8-1) and (8-2) may not be the true fluid viscosity to be discussed next, but an Eddy type viscosity caused by two phase flow oscillations usually referred to as turbulence. In view of the transient nature of two-phase flow, the drag and the boundary layer thickness may not be proportional to the square root of the intrinsic viscosity but depend upon it to a much smaller extent. As another example, liquid-solid flow and settling of colloidal particles in a lamella electrosettler the settling process is only moderately affected by viscosity. Inviscid flow with settling is a good first approximation to this electric field driven process. The physical meaning of the particulate phase viscosity is described in detail in the chapter on kinetic theory. Here the conventional derivation resented in single phase fluid mechanics is generalized to multiphase flow.

    The Interlaboratory Reaction Rate UILRR) program is establishing the capability to accurately measure neutron-induced reactions and reaction rates for reactor fuels and materials development programs. The goal for the principal fission reactions, /sup 235/U, /sup 238/U and /sup 239/Pu, is an accuracy to within +- 5% at the 95% confidence level. Accurate measurement of other fission and nonfission reactions is also required, but to a lesser accuracy, between +- 5% and 10% at the 95% confidence level. A secondary program objective is improvement in knowledge of the nuclear parameters involved in the standarization of fuels and materials dosimetry measurements of neutron flux, spectra, fluence and burnup.

    By solving the two-active-electron time-dependent Schroedinger equation in an intense, ultrashort laser field, we investigate evidence of electron correlations in the high-order harmonic generation spectrum of helium. As the frequency of the driving laser pulse varies from 4.6 to 6.6 eV, the 13th, 11th, and 9th harmonics sequentially become resonant with the transition between the ground state and the isolated 2s2p({sup 1}P) autoionizing state of helium, which dramatically enhances these harmonics and changes their profiles. When each of the 9th and 13th harmonics are in resonance with this autoionizing state, there is also a low-order multiphoton resonance with a Rydberg state, resulting in a particularly large enhancement of these harmonics relative to neighboring harmonics. When the 11th harmonic is in resonance with the 2s2p({sup 1}P) autoionizing state, the 13th harmonic is simultaneously in resonance with numerous higher-energy autoionizing states, resulting in a competition between these two harmonics for intensity. These results demonstrate that even electron correlations occurring over a narrow energy interval can have a significant effect on strong-field processes such as harmonic generation.

    The overall objective of this NERI project is to evaluate the potential advantages and disadvantages of an optimized thorium-uranium dioxide (ThO2/UO2) fuel design for light water reactors (LWRs). The project is led by the Idaho National Engineering and Environmental Laboratory (INEEL), with the collaboration of three universities, the University of Florida, Massachusetts Institute of Technology (MIT), and Purdue University; Argonne National Laboratory; and all of the Pressurized Water Reactor (PWR) fuel vendors in the United States (Framatome, Siemens, and Westinghouse). In addition, a number of researchers at the Korean Atomic Energy Research Institute and Professor Kwangheon Park at Kyunghee University are active collaborators with Korean Ministry of Science and Technology funding. The project has been organized into five tasks: · Task 1 consists of fuel cycle neutronics and economics analysis to determine the economic viability of various ThO2/UO2 fuel designs in PWRs, · Task 2 will determine whether or not ThO2/UO2 fuel can be manufactured economically, · Task 3 will evaluate the behavior of ThO2/UO2 fuel during normal, off-normal, and accident conditions and compare the results with the results of previous UO2 fuel evaluations and U.S. Nuclear Regulatory Commission (NRC) licensing standards, · Task 4 will determine the long-term stability of ThO2/UO2 high-level waste, and · Task 5 consists of the Korean work on core design, fuel performance analysis, and xenon diffusivity measurements.

    The objective of this project is to increase oil production and reserves in the Uinta Basin by demonstrating improved completion techniques. Low productivity of Uinta Basin wells is caused by gross production intervals of several thousand feet that contain perforated thief zones, water-bearing zones, and unperforated oil-bearing intervals. Geologic and engineering characterization and computer simulation of the Green River and Wasatch formations in the Bluebell field will determine reservoir heterogeneities related to fractures and depositional trends. This will be followed by drilling and recompletion of several wells to demonstrate improved completion techniques based on the reservoir characterization. Transfer of the project results will be an ongoing component of the project.

    During his visit to the KfK, Karlsruhe, F. W. Wiffen attended the IEA 12th Working Group Meeting on Fusion Reactor Materials. Plans were made for a low-activation materials workshop at Culham, UK, for April 1991, a data base workshop in Europe for June 1991, and a molecular dynamics workshop in the United States in 1991. At the 11th IEA Executive Committee on Fusion Materials, discussions centered on the recent FPAC and Colombo panel review in the United States and EC, respectively. The Committee also reviewed recent progress toward a neutron source in the United States (CWDD) and in Japan (ESNIT). A meeting with D. R. Harries (consultant to J. Darvas) yielded a useful overview of the EC technology program for fusion. Of particular interest to the US program is a strong effort on a conventional ferritic/martensitic steel for fist wall/blanket operation beyond NET/ITER.

  18. Neutral hydrogen in starburst galaxies

    A survey of neutral-hydrogen 21 cm emission from a sample of starburst galaxies was conducted in order to derive their global properties. Of the 72 galaxies surveyed, H I was detected in 47. Average mass-to-light ratios log (MH/Lpg) = -0.7 + or - 0.4 and log (MT/Lpg) = 0.5 + or - 0.4. The masses and luminosities span the range 10 to the 10th-12th solar masses and 10 to the 9th-11th solar luminosities, typical of normal late spirals. The starburst activity, as measured by the luminosity of the H-alpha line, correlates roughly with the mass of atomic hydrogen, the total mass, and the total photographic luminosity of the host galaxy. It is suggested that the occurrence of a nuclear starburst and the strength of such an event probably do not depend strongly on the large-scale properties of the galaxy. 40 references.

    State owned oil and gas companies dominate the OGJ100 list of non-U.S. producers. Because many of them report only operating information, companies on the worldwide list cannot be ranked by assets or revenues. The list, therefore, is organized regionally, based on location of companies' corporate headquarters. The leading nongovernment company in both reserves and production is Royal Dutch/Shell. It ranks sixth in the world in liquids production and 11th in liquids reserves, as it has for the past 2 years. British Petroleum is the next largest nongovernment company. BP ranks 11th in liquids production and 16th in liquids reserves. Elf Aquitaine, 55.8% government-controlled, ranked 17th in liquids production. AGIP was 20th in liquids production. Kuwait Petroleum returned to the list of top 20 producers, ranking 12th, as it restored production shut in by facilities damage sustained during the Persian Gulf crisis. New to the top 20 reserves list is Petroleo Brasileiro, which moved to 20th position. The top 20 companies in the OGJ100 held reserves estimated at 869.3 billion bbl in 1992 vs. 869.5 billion bbl in 1991 and 854.2 billion bbl in 1990.

    Concentrating solar power with thermal energy storage (CSP-TES) provides multiple quantifiable benefits compared to CSP without storage or to solar photovoltaic (PV) technology, including higher energy value, ancillary services value, and capacity value. This report describes modeling approaches to quantifying these benefits that have emerged through state-level policymaking in the United States as well as the potential applicability of these methods in China. The technical potential for CSP-TES in China is significant, but deployment has not yet achieved the targets established by the Chinese government. According to the 12th Five Year Plan for Renewable Energy (2011-2015), CSP was expected to reach 1 GW by 2015 and 3 GW by 2020 in China, yet as of December 2014, deployment totaled only 13.8 MW. One barrier to more rapid deployment is the lack of an incentive specific to CSP, such as a feed-in tariff. The 13th Five Year Plan for Solar Generation (2016-2020), which is under development, presents an opportunity to establish a feed-in tariff specific to CSP. This report, produced under the auspices of the U.S.-China Renewable Energy Partnership, aims to support the development of Chinese incentives that advance CSP deployment goals.

    Over the last decade, China has focused its policies simultaneously on moderating the rapid energy demand growth that has been driven by three decades of rapid economic growth and industrialization and on increasing its energy supply. In spite of these concerted efforts, however, China continues to face growing energy supply challenges, particularly with accelerating demand for oil and natural gas, both of which are now heavily dependent on imports. On the supply side, the recent 11th and 12th Five-Year Plans have emphasized accelerating conventional and nonconventional oil and gas exploration and development through pricing reforms, pipeline infrastructure expansions and 2015 production targets for shale gas and coal seam methane. This study will analyze China’s new and nonconventional oil and gas resources base, possible development paths and outlook, and the potential role for these nonconventional resources in meeting oil and gas demand. The nonconventional resources currently being considered by China and included in this study include: shale gas, coal seam methane (coal mine methane and coal bed methane), tight gas, in-situ coal gasification, tight oil and oil shale, and gas hydrates.

    On February 29th 2012, China published its new National Ambient Air Quality Standard (CH-NAAQS) aiming at revising the standards and measurements for both gaseous pollutants including ozone (O3), nitrogen dioxide (NO2), and sulfur dioxide (SO2), and also particle pollutants including PM10 and PM2.5. In order to understand the air pollution status regarding this new standard, the integrated MM5/CMAQ modeling system was applied over Yangtze River Delta (YRD) within this study to examine the criteria gaseous pollutants listed in the new CH-NAAQS. Sensitivity simulations were also conducted to assess the responses of gaseous pollutants under 8 different sector-dependent emission reduction scenarios in order to evaluate the potential control strategies. 2006 was selected as the simulation year in order to review the air quality condition at the beginning of China’s 11th Five-Year-Plan (FYP, from 2006 to 2010), and also compared with air quality status in 2010 as the end of 11th FYP to probe into the effectiveness of the national emission control efforts. Base case simulation showed distinct seasonal variation for gaseous pollutants: SO2, and NO2 were found to have higher surface concentrations in winter while O3 was found to have higher concentrations in spring and summer than other seasons. According to the analyses focused on 3 megacities within YRD, Shanghai, Nanjing, and Hangzhou, we found different air quality conditions among the cities: NO2 was the primary pollutant that having the largest number of days exceeding the CH-NAAQS daily standard (80 μg/m3) in Shanghai (59 days) and Nanjing (27 days); SO2 was the primary pollutant with maximum number of days exceeding daily air quality standard (150 μg/m3) in Hangzhou (28 days), while O3 exceeding the daily maximum 8-hour standard (160 μg/m3) for relatively fewer days in all the three cities (9 days in Shanghai, 14 days in Nanjing, and 11 days in Hangzhou).     , distributed energy resources (DER) comprising of small, modular, electrical renewable or fossil-based electricity generation units placed at or near the point of energy consumption, has gained much attention as a viable alternative or addition to the current energy system. In 2010, China consumed about 30percent of its primary energy in the buildings sector, leading the country to pay great attention to DER development and its applications in buildings. During the 11th Five Year Plan (FYP), China has implemented 371 renewable energy building demonstration projects, and 210 photovoltaics (PV) building integration projects. At the end of the 12th FYP, China is targeting renewable energy to provide 10percent of total building energy, and to save 30 metric tons of CO2 equivalents (mtce) of energy with building integrated renewables. China is also planning to implement one thousand natural gas-based distributed cogeneration demonstration projects with energy utilization rates over 70percent in the 12th FYP. All these policy targets require significant DER systems development for building applications. China?s fast urbanization makes building energy efficiency a crucial economic issue; however, only limited studies have been done that examine how to design and select suitable building energy technologies in its different regions. In the U.S., buildings consumed 40percent of the total primary energy in 2010 [1] and it is estimated that about 14 billion m2 of floor space of the existing building stock will be remodeled over the next 30 years. Most building?s renovation work has been on building envelope, lighting and HVAC systems. Although interest has emerged, less attention is being paid to DER for buildings. This context has created opportunities for research, development and progressive deployment of DER, due to its potential to combine the production of power and heat (CHP) near the point of consumption and delivering multiple benefits to customers, such as cost

    2011 is the first year of the 12th Five-Year Plan and, as such, it is a crucial year to push forward the work of energy conservation and emissions reduction. Important large-scale energy conservation policies issued in 2011 include Outline of the 12th Five-year Plan for National Economic and Social Development of The People’s Republic of China (the “Plan”) and Notice of the State Council on Issuing the Comprehensive Work Proposal for Energy Conservation and Emission Reduction during the 12th Five-Year Plan Period (GF (2011) No. 26) (the “Proposal”). These two policies have established strategic objectives for energy conservation during the 12th Five-Year Plan in China, and they have also identified the key tasks and direction of energy efficiency programs for energy-using products.
