    The aim of this study was to determine the rate of complications in percutaneous nephrostomy (PCN) and nephrolithotomy (PCNL) performed through the 11th and 10th intercostal spaces using our monitoring technique and to discuss the safety of the procedure. Out of 398 PCNs and PCNLs carried out during a 3-year period, 56 patients had 57 such procedures performed using an intercostal approach. The 11th intercostal route was used in 42 and the 10th in 15 cases. One patient had two separate nephrostomies performed through the 10th and 11th intercostal spaces. The technique utilizes bi-planar fluoroscopy with a combination of a conventional angiographic machine to provide anterior-posterior fluoroscopy and a C-arm mobile fluoroscopy machine to give a lateral view, displayed on two separate monitors. None of the patients had clinically significant thoracic or abdominal complications. Two patients had minor chest complications. Only one developed changes (plate atelectasis, elevation of the hemi-diaphragm) directly related to the nephrostomy (2%). The second patient had bilateral plate atelectasis and unilateral congestive lung changes after PCNL. These changes were not necessarily related to the procedure but rather to general anesthesia during nephrolithotomy. The authors consider PCN or PCNL through the intercostal approach a safe procedure with a negligible complication rate, provided that it is performed under bi-planar fluoroscopy, which allows determination of the skin entry point just below the level of pleural reflection and provides three-dimensional monitoring of advancement of the puncturing needle toward the target entry point.

    Experience with China's 20% energy intensity improvement target during the 11th Five-Year Plan (FYP) (2006-2010) has shown the challenges of rapidly setting targets and implementing measures to meet them. For the 12th FYP (2011-2015), there is an urgent need for a more scientific methodology to allocate targets among the provinces and to track physical and economic indicators of energy and carbon saving progress. This report provides a sectoral methodology for allocating a national energy intensity target - expressed as percent change in energy per unit gross domestic product (GDP) - among China's provinces in the 12th FYP. Drawing on international experience - especially the European Union (EU) Triptych approach for allocating Kyoto carbon targets among EU member states - the methodology here makes important modifications to the EU approach to address an energy intensity rather than a CO{sub 2} emissions target, and for the wider variation in provincial energy and economic structure in China. The methodology combines top-down national target projections and bottom-up provincial and sectoral projections of energy and GDP to determine target allocation of energy intensity targets. Total primary energy consumption is separated into three end-use sectors - industrial, residential, and other energy. Sectoral indicators are used to differentiate the potential for energy saving among the provinces. This sectoral methodology is utilized to allocate provincial-level targets for a national target of 20% energy intensity improvement during the 12th FYP; the official target is determined by the National Development and Reform Commission. Energy and GDP projections used in the allocations were compared with other models, and several allocation scenarios were run to test sensitivity. The resulting allocations for the 12th FYP offer insight on past performance and offer somewhat different distributions of provincial targets compared to the 11th FYP. Recommendations for reporting and monitoring progress on the targets, and methodology improvements, are included.

    The brutal terrorist attacks of September 11th, the anthrax attacks that followed and growing knowledge of al Qaeda's pursuit of nuclear, biological and chemical weapons have not only intensified concerns about terrorism but also created doubts about our understanding of terrorism. These attacks were in many ways unprecedented, and ultimately raise the question of the roots or causes of terrorism. Historically and today, there have been divergent views on this question, which reflect philosophical, religious, political, sociological and other differences. These differences are not merely academic, as they can affect our understanding of both the threat and of responses to terrorism in the aftermath of September 11th, Terrorism is too complex and diverse a phenomenon to speak easily of causes. But we may be able to discern the causes of specific acts. Our response to 9/11 and other acts of terrorism will be affected by our understanding of their causes. If 9/11 was caused by US Middle East policies, the response must involve a review of these policies. If it is a backlash against globalization, the response must address the realities underlying anti-globalization sentiments. Addressing causes will not in any case end terrorism, and addressing the wrong causes will be counterproductive. Actions to reduce those conditions that create support for terrorism and aid its recruitment, which need to be clearly identified, are critical in any counterterrorism strategy. So we must understand the reasons for terrorism and, in particular, for the attacks of September 11th.T his paper will look at the question of the roots of terrorism and then look to the specific case of 911 and its aftermath, with a special view to the impact of globalization.

If 9/11 was caused by Islamic radicalism, the near-term response must be to ensure the terrorists are defeated and pose no fiuther danger. In the longer term, education is critical. If the attacks were caused by US Middle East policies, the response should involve a review of those policies. This may or may not result in changes to policy, public diplomacy, etc. If the attacks were a backlash against globalization, the response must address the realities underlying anti-globalization sentiments. Addressing causes (real and perceived) will not in any case end terrorism, and addressing the wrong causes can be counterproductive. Actions to reduce those conditions that create support for terrorism and aid its recruitment effort are critical to any counterterrorism strategy. For this reason alone, we must do everything possible to understand the reasons terrorism may be undertaken, including the attacks of September 1 1 th. This paper will look at the question of the roots of terrorism and then look to the specific case of 9/11 and its aftermath, with a special view to the impact of globalization.

    On January 19-21, 2011, The National Council for Science and the Environment (NCSE) successfully convened its 11th National Conference on Science, Policy and the Environment: Our Changing Oceans in Washington, DC at the Ronald Reagan Building and International Trade Center. Over 1,247 participants attended the conference, representing federal, state and local governments, university and colleges across the US, civil society organizations, the business community, and international entities. In addition, the conference was webcast to an audience across several states. The conference provided a forum to examine the profound changes our ocean will undergo over the next 25-50 years and share various perspectives on the new research, tools, and policy initiatives to protect and sustain our ocean.     During the period 1980 to 2002, China experienced a 5% average annual reduction in energy consumption per unit of gross domestic product (GDP). The period 2002-2005 saw a dramatic reversal of the historic relationship between energy use and GDP growth: energy use per unit of GDP increased an average of 3.8% per year during this period (NBS, various years). China's 11th Five Year Plan (FYP), which covers the period 2006-2010, required all government divisions at different levels to reduce energy intensity by 20% in five years in order to regain the relationship between energy and GDP growth experienced during the 1980s and 1990s. This report provides an assessment of selected policies and programs that China has instituted in its quest to fulfill the national goal of a 20% reduction in energy intensity by 2010. The report finds that China has made substantial progress toward its goal of achieving 20% energy intensity reduction from 2006 to 2010 and that many of the energy-efficiency programs implemented during the 11th FYP in support of China's 20% energy/GDP reduction goal appear to be on track to meet - or in some cases even exceed - their energy-saving targets. It appears that most of the Ten Key Projects, the Top-1000 Program, and the Small Plant Closure Program are on track to meet or surpass the 11th FYP savings goals. China's appliance standards and labeling program, which was established prior to the 11th FYP, has become very robust during the 11th FYP period. China has greatly enhanced its enforcement of new building energy standards but energy-efficiency programs for buildings retrofits, as well as the goal of adjusting China's economic structure to reduce the share of energy consumed by industry, do not appear to be on track to meet the stated goals. With the implementation of the 11th FYP now bearing fruit, it is important to maintain and strengthen the existing energy-saving policies and programs that are successful while revising programs or adding new policy mechanisms to improve the programs that are not on track to achieve the stated goals.

    China's 11th Five-Year Plan (FYP) sets an ambitious target for energy-efficiency improvement: energy intensity of the country's gross domestic product (GDP) should be reduced by 20% from 2005 to 2010 (NDRC, 2006). This is the first time that a quantitative and binding target has been set for energy efficiency, and signals a major shift in China's strategic thinking about its long-term economic and energy development. The 20% energy intensity target also translates into an annual reduction of over 1.5 billion tons of CO2 by 2010, making the Chinese effort one of most significant carbon mitigation effort in the world today. While it is still too early to tell whether China will achieve this target, this paper attempts to understand the trend in energy intensity in China and to explore a variety of options toward meeting the 20% target using a detailed end-use energy model.

    The 12th IAEA Technical Meeting on Energetic Particles in Magnetic Confinement Systems took place in Austin, Texas (7–11 September 2011). This meeting was organized jointly with the 5th IAEA Technical Meeting on Theory of Plasma Instabilities (5–7 September 2011). The two meetings shared one day (7 September 2011) with presentations relevant to both groups. Some of the work reported at these meetings was then published in a special issue of Nuclear Fusion [Nucl. Fusion 52 (2012)]. Summaries of the Energetic Particle Conference presentations were given by Kazuo Toi and Boris Breizman. They respectively discussed the experimental and theoretical progress presented at the meeting. Highlights of this meeting include the tremendous progress that has been achieved in the development of diagnostics that enables the ‘viewing’ of internal fluctuations and allows comparison with theoretical predictions, as demonstrated, for example, in the talks of P. Lauber and M. Osakabe. The need and development of hardened diagnostics in the severe radiation environment, such as those that will exist in ITER, was discussed in the talks of V. Kiptily and V.A. Kazakhov. In theoretical studies, much of the effort is focused on nonlinear phenomena. For example, detailed comparison of theory and experiment on D-III-D on the n = 0 geodesic mode was reported in separate papers by R. Nazikian and G. Fu. A large number of theoretical papers were presented on wave chirping including a paper by B.N. Breizman, which notes that wave chirping from a single frequency may emanate continuously once marginal stability conditions have been established. Another area of wide interest was the detailed study of alpha orbits in a burning plasma, where losses can come from symmetry breaking due to finite coil number or magnetic field imperfections introduced by diagnostic or test modules. An important area of development, covered by M.A. Hole and D.A. Spong, is concerned with the self-consistent treatment of the induced fields that accounts for toroidally asymmetric MHD response. In addition, a significant number of studies focused on understanding nonlinear behavior by means of computer simulation of energetic particle driven instability. An under-represented area of investigation was the study of electron runaway formation during major tokamak disruptions. It was noted in an overview by S. Putvinski that electron energies in the 10–20 MeV range is to be expected during projected major disruptions in ITER and that reliable methods for mitigation of the runaway process needs to be developed. Significant recent work in the field of the disruption induced electron runaway, which was reported by J. Riemann, had been submitted to Physics of Plasmas [3]. Overall it is clear that reliable mitigation of electron runaway is an extremely important topic that is in need of better understanding and solutions.

To date, China has reported that it achieved the half of the 20% intensity reduction target by the end of 2008, however, little has been made clear on the status and the impact of the building programs. There has also been lack of description on methodology for calculating the savings and baseline definition, and no total savings that have been officially reported to date. This paper intends to provide both quantitative and qualitative assessment of the key policies and programs in building sector that China has instituted in its quest to fulfill the national goal. Overall, this paper concludes that the largest improvement for building energy efficiency were achieved in new buildings; the program to improve the energy management in government and large scale public buildings are in line with the target; however the progress in the area of existing building retrofits, particularly heating supply system reform lags behind the stated goal by a large amount.

    The Interlaboratory Reaction Rate UILRR) program is establishing the capability to accurately measure neutron-induced reactions and reaction rates for reactor fuels and materials development programs. The goal for the principal fission reactions, /sup 235/U, /sup 238/U and /sup 239/Pu, is an accuracy to within +- 5% at the 95% confidence level. Accurate measurement of other fission and nonfission reactions is also required, but to a lesser accuracy, between +- 5% and 10% at the 95% confidence level. A secondary program objective is improvement in knowledge of the nuclear parameters involved in the standarization of fuels and materials dosimetry measurements of neutron flux, spectra, fluence and burnup.

    While screening commercial cargo containers for the possible presence of WMD is important and necessary smugglers have successfully exploited the many other vehicles transporting cargo into the US including medium and small vessels at sea. These vessels provide a venue that is currently not screened and widely used. Physics limits that make screening of large vessels prohibitive impractical do not prohibit effective screening of the smaller vessels. While passive radiation detection is probably ineffective at sea active interrogation may provide a successful approach. The physics limits of active interrogation of ships at sea from standoff platforms are discussed. Autonomous platforms that could carry interrogation systems at sea, both airborne and submersible, are summarized and their utilization discussed. An R&D program to investigate the limits of this approach to screening ships at sea is indicated and limitations estimated.

    The objective of this research is to determine commercially attainable biomass yields given the best site tending possible under the constraints of this extensive network. Biomass yields are reported from the best clones planted in one acre blocks on 8 sites over the four states. Biomass yields are presented of short rotation intensively cultured poplar plantations established in Wisconsin, Minnesota, North and South Dakota during 1987--88. It was reported at that time that the mean annual increment had not peaked in the plantations. Growth measurements were continued through the 1997 growing season when the plantations had completed their 10th and 11th growing season.

    The overall objective of this NERI project is to evaluate the potential advantages and disadvantages of an optimized thorium-uranium dioxide (ThO2/UO2) fuel design for light water reactors (LWRs). The project is led by the Idaho National Engineering and Environmental Laboratory (INEEL), with the collaboration of three universities, the University of Florida, Massachusetts Institute of Technology (MIT), and Purdue University; Argonne National Laboratory; and all of the Pressurized Water Reactor (PWR) fuel vendors in the United States (Framatome, Siemens, and Westinghouse). In addition, a number of researchers at the Korean Atomic Energy Research Institute and Professor Kwangheon Park at Kyunghee University are active collaborators with Korean Ministry of Science and Technology funding. The project has been organized into five tasks: · Task 1 consists of fuel cycle neutronics and economics analysis to determine the economic viability of various ThO2/UO2 fuel designs in PWRs, · Task 2 will determine whether or not ThO2/UO2 fuel can be manufactured economically, · Task 3 will evaluate the behavior of ThO2/UO2 fuel during normal, off-normal, and accident conditions and compare the results with the results of previous UO2 fuel evaluations and U.S. Nuclear Regulatory Commission (NRC) licensing standards, · Task 4 will determine the long-term stability of ThO2/UO2 high-level waste, and · Task 5 consists of the Korean work on core design, fuel performance analysis, and xenon diffusivity measurements.

    GRO 1655-40, a well known black hole candidate, showed renewed X-ray activity in March 2005 after being dormant for almost eight years. It showed very prominent quasi-periodic oscillations. We analysed the data of two observations in this {\\it Rapid Communication}, one taken on March 2nd, 2005 and the other taken on the March 11th, 2005. On March 2nd, 2005 the shock was weak and the QPO was seen in roughly all energies. On March 11th, 2005 the power density spectra showed that quasi-periodic oscillations (QPOs) were exhibited in harder X-rays. On the first day, the QPO was seen at 0.13Hz and on the second day, the QPO was seen at $\\sim 6.5$Hz with a spectral break at $\\sim 0.1$Hz. We analysed the QPOs for the period 25th Feb. 2005 to 12th of March, 2005 and showed that the frequency of QPO increased monotonically from 0.088Hz to 15.01Hz. This agrees well if the oscillating shock is assumed to propagate with a constant velocity. On several days we also noticed the presence of very high frequency QPOs and for the first time we detected QPOs in the 600-700Hz range, the highest frequency range so far reported for any black hole candidate.

    A loblolly pine (Pinus taeda) plantation was subjected to two cultural treatments to examine seasonal cumulative pine development in the 9th through 12th growing seasons: (1) pine stocking was either reduced by thinning to 303 trees per acre at a 12- by 12-ft spacing or the plots were left uncut with an original density of 1,210 trees per acre at a 6- by 6-ft spacing, and (2) either no fertilizer was applied or diammonium phosphate was broadcast at 134 lb of phosphorus and 120 lb of nitrogen per acre. Competing vegetation was controlled on all plots. Thinning resulted in less spring height growth in the 9th and 10th growing seasons that not cutting, but thinning increased diameter growth each year. Beginning in the 10th growing season, fertilization increased height, diameter, and basal area per acre growth, with the effect of fertilization on diameter growth being most pronounced on the thinned plots. Therefore, fertilization of thinned plots was more beneficial than thinning alone, and thinning alone resulted in less height and basal area per acre growth than the other treatment combinations for the 4-year period.

    On February 29th 2012, China published its new National Ambient Air Quality Standard (CH-NAAQS) aiming at revising the standards and measurements for both gaseous pollutants including ozone (O3), nitrogen dioxide (NO2), and sulfur dioxide (SO2), and also particle pollutants including PM10 and PM2.5. In order to understand the air pollution status regarding this new standard, the integrated MM5/CMAQ modeling system was applied over Yangtze River Delta (YRD) within this study to examine the criteria gaseous pollutants listed in the new CH-NAAQS. Sensitivity simulations were also conducted to assess the responses of gaseous pollutants under 8 different sector-dependent emission reduction scenarios in order to evaluate the potential control strategies. 2006 was selected as the simulation year in order to review the air quality condition at the beginning of China’s 11th Five-Year-Plan (FYP, from 2006 to 2010), and also compared with air quality status in 2010 as the end of 11th FYP to probe into the effectiveness of the national emission control efforts. Base case simulation showed distinct seasonal variation for gaseous pollutants: SO2, and NO2 were found to have higher surface concentrations in winter while O3 was found to have higher concentrations in spring and summer than other seasons. According to the analyses focused on 3 megacities within YRD, Shanghai, Nanjing, and Hangzhou, we found different air quality conditions among the cities: NO2 was the primary pollutant that having the largest number of days exceeding the CH-NAAQS daily standard (80 ?g/m3) in Shanghai (59 days) and Nanjing (27 days); SO2 was the primary pollutant with maximum number of days exceeding daily air quality standard (150 ?g/m3) in Hangzhou (28 days), while O3 exceeding the daily maximum 8-hour standard (160 ?g/m3) for relatively fewer days in all the three cities (9 days in Shanghai, 14 days in Nanjing, and 11 days in Hangzhou). Simulation results from predefined potential applicable emission control scenarios suggested significant air quality improvements from emission reduction: 90% of SO2 emission removed from power plant in YRD would be able to reduce more than 85% of SO2 pollution, 85% NOx emission reduction from power plant would reduce more than 60% of NO2 pollution, in terms of reducing the number of days exceeding daily air quality standard. NOx emission reduction from transportation and industry were also found to effectively reduce NO2 pollution but less efficient than emission control from power plants. We also found that multi-pollutants emission control including both NOx and VOC would be a better strategy than independent NOx control over YRD which is China’s 12th Five-Year-Plan (from 2011 to 2015), because O3 pollution would be increased as a side effect of NOx control and counteract NO2 pollution reduction benefit.

    The following paper conducts a regional analysis of the U.S. and Chinese buildings? potential for adopting Distributed Energy Resources (DER). The expected economics of DER in 2020-2025 is modeled for a commercial and a multi-family residential building in different climate zones. The optimal building energy economic performance is calculated using the Distributed Energy Resources Customer Adoption Model (DER CAM) which minimizes building energy costs for a typical reference year of operation. Several DER such as combined heat and power (CHP) units, photovoltaics, and battery storage are considered. The results indicate DER have economic and environmental competitiveness potential, especially for commercial buildings in hot and cold climates of both countries. In the U.S., the average expected energy cost savings in commercial buildings from DER CAM?s suggested investments is 17percent, while in Chinese buildings is 12percent. The electricity tariffs structure and prices along with the cost of natural gas, represent important factors in determining adoption of DER, more so than climate. High energy pricing spark spreads lead to increased economic attractiveness of DER. The average emissions reduction in commercial buildings is 19percent in the U.S. as a result of significant investments in PV, whereas in China, it is 20percent and driven by investments in CHP. Introduction The transition from a centralized and fossil-based energy paradigm towards the decentralization of energy supply and distribution has been a major subject of research over the past two decades. Various concerns have brought the traditional model into question; namely its environmental footprint, its structural inflexibility and inefficiency, and more recently, its inability to maintain acceptable reliability of supply. Under such a troubled setting, distributed energy resources (DER) comprising of small, modular, electrical renewable or fossil-based electricity generation units placed at or near the point of energy consumption, has gained much attention as a viable alternative or addition to the current energy system. In 2010, China consumed about 30percent of its primary energy in the buildings sector, leading the country to pay great attention to DER development and its applications in buildings. During the 11th Five Year Plan (FYP), China has implemented 371 renewable energy building demonstration projects, and 210 photovoltaics (PV) building integration projects. At the end of the 12th FYP, China is targeting renewable energy to provide 10percent of total building energy, and to save 30 metric tons of CO2 equivalents (mtce) of energy with building integrated renewables. China is also planning to implement one thousand natural gas-based distributed cogeneration demonstration projects with energy utilization rates over 70percent in the 12th FYP. All these policy targets require significant DER systems development for building applications. China?s fast urbanization makes building energy efficiency a crucial economic issue; however, only limited studies have been done that examine how to design and select suitable building energy technologies in its different regions. In the U.S., buildings consumed 40percent of the total primary energy in 2010 [1] and it is estimated that about 14 billion m2 of floor space of the existing building stock will be remodeled over the next 30 years. Most building?s renovation work has been on building envelope, lighting and HVAC systems. Although interest has emerged, less attention is being paid to DER for buildings.
