Strategic Laboratory Missions Plan - Phase 1

The Laboratory Operations Board of the U.S. Department of Energy is pleased to release for public comment the Strategic Laboratory Missions Plan - Phase 1 and accompanying Volume II: Mission Activity Profiles. Although a work in progress, the plan represents a major new resource and management tool for the Department and its laboratories. This plan will help sharpen the strategic focus of the Department's laboratories in service to the Nation, while contributing to the Department's efforts to cut costs and improve performance at the laboratories. In this fashion, the plan contributes to the Clinton Administration's initiative to enhance the focus and increase the effectiveness of the Nation's major federal laboratories.

This plan is a first-ever description of how the Department's missions are carried out through its laboratories, academia, and the private sector. In short, the plan helps answer the basic question of how and why the Department uses its laboratories in the furtherance of its missions. The document represents a follow-on to the Department's April 1994 Strategic Plan, Fueling a Competitive Economy, which delineated the major missions of the Department but did not address the specific roles and responsibilities of the DOE laboratories in serving those missions. The plan also represents a direct response by the Department to concerns expressed by the General Accounting Office and the Secretary of Energy Advisory Board Task Force on Alternative Futures for the Department of Energy National Laboratories, which was chaired by Mr. Robert Galvin.

The plan describes how the Department's mission-related R&D funding is allocated across multiple R&D performers, as well as the current vision for the laboratories and the management principles for the Department to follow. As such, it provides a common basis for improving the laboratories and their management. In the next phase, the Department will review the key management decision processes that shape the laboratories in order to move both the Department and its laboratories toward the vision outlined in the plan.

The draft versions of these sections will remain online until the final versions are available.
