Summary: 3.1.3 The Organizational Structure of the Department of Mathematics
Leadership in the department is provided by the Chair, who is elected for a two-
year term by the tenured faculty of the department, and whose official appointment
after this election is ratified by the Management Committee of the university. New
programs, new directions in the curriculum, new recruitment efforts are almost always
the initiative of the Chair, who also negotiates terms with candidates for faculty
positions and requests recommendation letters for candidates for positions or faculty
prizes. Any expenditure, travel form, grant proposal, change-of-grade form, transfer
credit, postdocs, deadline extension, hiring, firing and promotion requires the
signature of the Chair. The more serious of these decisions also require the signature
of the Dean. The most serious of all, the hiring or promotion of faculty members,
requires the agreement of the Rector and the Appointments Committee of the
university.
The Chair is expected to represent the department or send a substitute in all
prize-awarding ceremonies, meetings of the Faculty's Programs and Appointments
Committee (TUM), and graduation ceremonies. In addition, the Rector occasionally
calls together all the Chairs and Administrative Assistants to announce some new
policy or urge some new effort. The Chair is compensated for the huge administrative
burden of the position by a 20% salary increment, and two hours of time released
from teaching (if the two hours have not already been released, as they often have, for
