Abstract--- There is currently no widely accepted method
for converting packet­based measurements of Quality­of­Service
(QoS) into a score reflecting a user's opinion of network per­
formance. Such a measure is desirable for comparing networks,
making design trade­offs, or enforcing service­level agreements
