A critical concern for embedded sys-
tems is the need to deliver high levels of per-
formance with ever-diminishing power
budgets. This is evident in the evolution of
mobile phones: in the past seven years, mobile
phones have shown a 50 improvement in
talk-time per gram of battery (based on a com-
parison of standard configurations of Nokia
232 and Ericsson T68 phones). At the same
time, mobile phones have been taking on
computational tasks typically performed on
desktop computers: 3D graphics, video dis-
play, Internet access, and gaming. As the
breadth of applications for these devices
widens, a single operating point no longer suf-
fices to efficiently meet their processing and
power consumption requirements. For exam-
ple, MPEG video playback requires an order-
