New Academic Program Authorization Process

Pre-proposal due for USF System review
To begin the process of USF System review, complete pre-proposals and signature pages from
all USF System institutions must be submitted to the Office of Institutional Effectiveness,
Academic Planning and Review by October 1.
October 1 also begins a 30 day open comment period. Comments regarding pre-proposals
should be sent to The Office of Institutional Effectiveness, Academic Planning and Review no
later than end of business October 30. Pre-proposals will be posted on the System Provost's
website.
Upon submission, pre-proposals will be reviewed and prepared for inclusion on the October
agenda of the USF System Academic Program and Policy Coordinating Committee (APPCC).
Review of pre-proposals at the USF System level will focus on:
a. Alignment with the distinctive mission of the institution;
b. Distinctiveness of the proposed new program within the USF and State University
Systems. New programs must avoid duplication/competition with similar programs in the
USF and State University Systems;
