The paper gives a simple proof of a special case of L. Clozel's conjectures [Int. Math. Res.
Not. 2004, no. 11, 511523; MR2038775 (2005f:11099)] on the restriction of unramified repre-
sentations of a reductive group G over a local field to a reductive subgroup H. Recall that an
Arthur parameter is a homomorphism from the product of the Weil-Deligne group WF and
SL(2, C) to the Langlands dual GL
of G such that |SL(2,C) is algebraic and WF
has bounded
image. Note that an Arthur parameter gives rise to a Langlands parameter via the natural map
