Abstract
We derive explicit forms for the neutrino and lepton ``mixingmatrices'' which
describe the generic singular seesaw model. The dependence on the hierarchy pa
rameter is contrasted with the nonsingular case. Application is made to Simpson's
17 keV neutrino.
