Given the short supply of software professionals and
the number of practitioners who are self­educated, there
is growing concern about the qualifications of those en­
trusted to develop high quality, reliable software. One re­
sponse has been a movement to license software profession­
als. In 1998, the Texas Board of Professional Engineers be­
gan licensing software engineers as professional engineers.
