ABSTRACT
In this paper, we argue for a human-centered approach to
designing information systems for international development.
The use of the phrase "information systems" instead of
"technology", "information technology", or "ICT" is intentional
as the thrust of our argument is that the focus of designers must
not be on technological means, but rather on development
