Abstract
ATM has been proposed as the technique that will
support BISDN services of the future. Thus the
highspeed fabrics that switch the fixedsize ATM
cells at switching nodes in the network, need to have
efficient buffer management schemes to control size
and therefore cost of buffers. Most of the buffer
management schemes proposed to date do not
perform well under nonuniform traffic. But it is
