Abstract
ATM has been proposed as the technique that will
support B­ISDN services of the future. Thus the
high­speed fabrics that switch the fixed­size ATM
cells at switching nodes in the network, need to have
efficient buffer management schemes to control size
and therefore cost of buffers. Most of the buffer
management schemes proposed to date do not
