A black hole may carry axionic charge in a theory which has gravity coupled to a
massless twoform KalbRamond field. We show that this e#ect persists if the axion
has a topological mass term coupling the KalbRamond potential to a U(1) gauge
field. Such mass terms arise in the lowenergy e#ective theory of the string.

The stationary black hole solutions to Einstein's equations in vacuo are
uniquely characterized by the mass M and angular momentum J . Generally one
expects that the gravitational field must be coupled to a massless field for a black hole
solution to acquire another parameter or charge. For the coupled EinsteinMaxwell
equations there are two additional parameters, the electric charge e and the magnetic
charge µ and again there is a uniqueness theorem . A great deal of the interest
