Abstract
The builders of the CMS forward hadron calorimeter established a set of specifications for readout
PMTs that reflected the physics goals and mechanical needs of the CMS experiment. Three manufac-
turers, Hamamatsu, Photonis (Philips), and Electron Tubes (EMI), provided candidate PMTs based on
