Summary: (abridged) The activities of the Commission have continued to focus on controlling unwanted light and radio emissions at observatory sites, monitoring of conditions at observatory sites, and education and outreach. Commission members have been active in securing new legislation in several locations to further the protection of observatory sites as well as in the international regulation of the use of the radio spectrum and the protection of radio astronomical observations. In 2009, at its XXVII General Assembly in Rio de Janeiro, the IAU passed Resolution B5 in Defence of the Night Sky and the Right to Starlight. The Resolution encourages IAU members to assist in raising public awareness about the contents and objectives of the International Conference in Defence of the Quality of the Night Sky and the Right to Observe Stars [http://www.starlight2007.net/], in particular the importance of preserving access to an unpolluted night sky for all mankind.

Summary: The international, national, and state regulations and guidelines regarding coal tars, coal tar pitch, and creosote in air, water, and other media are summarized in Table 8-1. ATSDR has derived no MRLs for any of the creosotes, in part because creosote is a mixture that can vary in chemical components and concentrations. No EPA reference concentration or reference dose exists for the compound. The EPA has determined that creosote is a class B1 carcinogen (probable human carcinogen) (IRIS 2001). A potency factor was not provided in IRIS. IARC classifies creosote as Group 2A (probably carcinogenic to humans) and coal tars as Group 1 (carcinogenic to humans) (IARC 2001). The National Toxicology Program classifies coal tar (coke oven emissions, coal tar, coal tar pitch, and creosotes) as a known human carcinogen (NTP 1998). Coal tar creosote is on the list of chemicals appearing in "The Emergency Planning and Community Right-to-Know Act of 1986 " (EPCRA) (EPA 1987b). Section 313 of Title III of EPCRA requires owners and operators of certain facilities that manufacture, import, process, or otherwise use the chemicals on this list to report annually their release of those chemicals to any environmental media. OSHA requires employers of workers who are occupationally exposed to coal tar pitch volatiles to institute engineering controls and work practices to reduce employee exposure to, and maintain employee exposure at or below permissible exposure limits (PEL). The employer must use engineering and work practice controls, if feasible, to reduce exposure to or below an 8-hour time-weighted average (TWA) of 0.2 mg/m3. Summary: Robotics can contribute significantly to our understanding of the behaviour of organisms because of its emphasis on the role of the body and its physical interactions with the external environment in determining the organism’s behaviour. However, behaviour is the result of the interactions of an organism’s nervous system with both the external environment and the internal environment, i.e. with what lies within the organism’s body. While robotics has concentrated so far on the first type of interactions (external robotics), to more adequately understand the behaviour of organisms we also need to reproduce in robots the inside of the body of organisms and to study the interactions of the robot’s control system with what is inside the body (internal robotics). The paper discusses seven differences between the two types of interactions and briefly describes some examples of internal robotics: robots which evolve a biological clock that allows them to look for food during the day and to rest at night, robots which evolve a pain signal associated with some damage in their body which allows the robot to stop moving when ill in order to recover more quickly from the bodily damage, and robots which can be hungry and/or thirsty and respond adaptively or maladaptively to conflicts between these two motivations. 2 1.

Summary: This paper questions the idea of “French theories ” in general and investigate their influence on international IS research. French theories are first discussed from 4 points of view: comparative, methodological, normative and descriptive. They are then classified in 10 trends that correspond to 10 main authors. The frequency of their quotation is then measured in 2 international conferences in IS and in MISQ. The results of this preliminary study are then compared to the potential influence of these theories in IS. Key-words: French theories, actor-network theory, constructivism, post-structuralism, hermeneutics and discourse analysis. Cet article questionne l’idée de “Théories Françaises ” en général et étudie leur influence sur la recherché internationale. Les Théories Françaises sont d’abord discutées suivant 4 points de vue: comparatif, méthodologique, normatif et descriptif. Internal Turing Machines

Summary: Using nonstandard analysis, we will extend the classical Turing machines into the internal Turing machines. The internal Turing machines have the capability to work with infinite ($*$-finite) number of bits while keeping the finite combinatoric structures of the classical Turing machines. We will show the following. The internal deterministic Turing machines can do in $*$-polynomial time what a classical deterministic Turing machine can do in an arbitrary finite amount of time. Given an element of $\\in HALT$ (more precisely, the $*$-embedding of $HALT$), there is an internal deterministic Turing machine which will take $$ as input and halt in the $"yes"$ state. The language ${}^*Halt$ can not be decided by the internal deterministic Turing machines. The internal deterministic Turing machines can be viewed as the asymptotic behavior of finite precision approximation to real number computations. It is possible to use the internal probabilistic Turing machines to simulate finite state quantum mechanics with infinite precision. This simulation suggests that no information can be transmitted instantaneously and at the same time, the Turing machine model can simulate instantaneous collapse of the wave function. Summary: There is a definite need for training in dose calculation. Our first course was successful and was followed by a second, both courses were fully booked. An example of new tools for software products for bioassay analysis and internal dose assessment is the Integrated Modules for Bioassay Analysis (IMBA) were demonstrated at the second course. This suite of quality assured code modules have been adopted in the UK as the standard for regulatory assessment purposes. The intercomparison measurements are an important part of the Quality Assurance work. In what is known as the sup O utside workers ' directive it is stated that the internal dose measurements shall be included in the European Unions supervision system for radiation protection. The emergency preparedness regarding internal contamination was much improved by the training with and calibration of handheld instruments from participants' laboratories. Fuzzballs with internal excitations

Summary: We construct general 2-charge D1-D5 horizon-free non-singular solutions of IIB supergravity on T^4 and K3 describing fuzzballs with excitations in the internal manifold; these excitations are characterized by arbitrary curves. The solutions are obtained via dualities from F1-P solutions of heterotic and type IIB on T^4 for the K3 and T^4 cases, respectively. We compute the holographic data encoded in these solutions, and show that the internal excitations are captured by vevs of chiral primaries associated with the middle cohomology of T^4 or K3. We argue that each geometry is dual to a specific superposition of R ground states determined in terms of the Fourier coefficients of the curves defining the supergravity solution. Fuzzballs with internal excitations

Summary: We construct general 2-charge D1-D5 horizon-free non-singular solutions of IIB supergravity on T^4 and K3 describing fuzzballs with excitations in the internal manifold; these excitations are characterized by arbitrary curves. The solutions are obtained via dualities from F1-P solutions of heterotic and type IIB on T^4 for the K3 and T^4 cases, respectively. We compute the holographic data encoded in these solutions, and show that the internal excitations are captured by vevs of chiral primaries associated with the middle cohomology of T^4 or K3. We argue that each geometry is dual to a specific superposition of R ground states determined in terms of the Fourier coefficients of the curves defining the supergravity solution. We compute vevs of chiral primaries associated with the middle cohomology and show that they indeed acquire vevs in the superpositions corresponding to fuzzballs with internal excitations, in accordance with the holographic results. We also address the question of whether the fuzzball program can be implemented consistently within supergravity.

Ultra Efficient Internal Shocks

Summary: Gamma-ray bursts are believed to originate from internal shocks which arise in an irregular relativistic wind. The process has been thought to be inefficient, converting only a few percent of the kinetic energy into gamma-rays. We define ultra efficient internal shocks as those in which the fraction of emitted energy is larger than the fraction of energy given to the radiating electrons at each collision. We show that such a scenario is possible and even plausible. In our model, colliding shells which do not emit all their internal energy are reflected from each other and it causes subsequent collisions, allowing more energy to be emitted. As an example, we obtain about 60% overall efficiency even if the fraction of energy that goes to electrons is $\\epsilon_e=0.1$ provided that the shells' Lorentz factor varies between 10 and $10^4$. The numerical temporal profile reflects well the activity of the source which ejects the shells, though numerous collisions take place in this model.

Summary: Our investigation aims to study the specific role played by entanglement in the quantum computation process, by elaborating an entangled spin model developed within the 'hidden measurement approach' to quantum mechanics. We show that an arbitrary tensor product state for the entity consisting of two entangled qubits can be described in a complete way by a specific internal constraint between the ray and density states of the two qubits. For the individual qubits we use a sphere model representation, which is a generalization of the Bloch or Pauli representation, where also the collapse and noncollapse measurements are represented. We identify a parameter r in [0,1], arising from the Schmidt diagonal decomposition, that is a measure of the amount of entanglement, such that for r = 0 the system is in the singlet state with 'maximal' entanglement, and for r = 1 the system is in a pure product state.

The ILC accelerator design is based on the mature superconducting technology that has been developed in the TESLA collaboration and that is currently being used for the European XFEL. The exploitation of the huge physics potential of the ILC is a challenge for the design of the ILC detectors.

Starting from an observed mass-radius diagram for known planets in the Universe, we will discuss the various types of planets appearing in this diagram and describe internal structures for each type. The review will summarize the status of theoretical and experimental works performed in the field of equation of states (EOS) for materials relevant to planetary interiors and will address the main theoretical and experimental uncertainties and challenges. Aspects of international fragmentation

Summary: This paper uses a specific-factors model incorporating two sectors, in order to explore the efficiency and distributional consequences of international disintegration of production. The economy faces a neighboring region where the wage rate is lower than obtaining in the domestic economy under integrated production, which gives rise to an incentive for outsourcing. Assuming that outsourcing is takes place in only one of the two sectors, we show that under perfect markets it gives rise to an “outsourcing surplus ” which is analogous to the “immigration surplus”. However, in contrast to the case of immigration, the gain from outsourcing is the larger, the smaller the associated redistribution to the disadvantage of labor. However, if the activity which is lost to outsourcing involves a fixed input, then outsourcing may cause a welfare loss and the domestic wage rate may fall below the foreign level. The paper identifies conditions that lead to this outcome. The case is analyzed as a two-stage game where firms decide on the outsourcing strategy in stage one, and then

Summary: The measures of mechanical alignment were obtained for both prolate and oblate grains when their temperature is comparable with grain kinetic energy devided by k, the Boltzmann constant. For such grains, the alignment of angular momentum, J, with the axis of maximal inertia, a, is only partial. This substantially alters the alignment as compared with the results in Lazarian (1995) and Roberge, Hanany & Messinger (1996) obtained on the assumption of perfect alignment. We also describe the Gold alignment when the Barnett dissipation is suppressed and derive an analytical expression which relates the measure of alignment with parameters of grain nonsphericity and the direction of the gas - grain drift. This solution provides the lower limit for the alignment measure, while the upper limit is given by the analytics derived in Lazarian (1994). Using results of a recent study of incomplete internal relaxation in Lazarian & Roberge (1996), we find measures of alignment for the whole range of ratios of grain rotational energy to k over T_s, where T_s is the grain temperature. To describe alignment for mildly supersonic drifts, we suggest an analytical approach which provides good correspondence with the results of direct numerical simulations in Roberge, Hanany & Messinger (1995). We also extend our approach to account for the simultaneous action of the Gold and Davis-Greenstein mechanisms.

Discovering internal symmetry in cosmology

Summary: Internal (non-geometric) symmetry is recognized and studied as a new phenomenon in cosmology. Symmetry relates cosmic vacuum to non-vacuum forms of cosmic energies, which are dark matter, baryons, and radiation. It is argued that the origin and physical nature of cosmic internal symmetry are due to the interplay between gravity and electroweak scale physics in the early universe. The time-independent characteristic number associated with this symmetry is found in terms of the Planck energy and the electroweak energy scale. Cosmic internal symmetry provides a framework which suggests a consistent solution to both the `cosmic coincidence problem' and the `naturalness problem' that have been considered as the most severe challenge to current concepts in cosmology and fundamental physics.

International collaboration clusters in Africa

Summary: Recent discussion about the increase in international research collaboration suggests a comprehensive global network centred around a group of core countries and driven by generic socio-economic factors where the global system influences all national and institutional outcomes. In counterpoint, we demonstrate that the collaboration pattern for countries in Africa is far from universal. Instead, it exhibits layers of internal clusters and external links that are explained not by monotypic global influences but by regional geography and, perhaps even more strongly, by history, culture and language. Analysis of these bottom-up, subjective, human factors is required in order to provide the fuller explanation useful for policy and management purposes.

Summary: We study the effects of internal symmetries on the decay by bubble nucleation of a metastable false vacuum. The zero modes about the bounce solution that are associated with the breaking of continuous internal symmetries result in an enhancement of the tunneling rate into vacua in which some of the symmetries of the initial state are spontaneously broken. We develop a general formalism for evaluating the effects of these zero modes on the bubble nucleation rate in both flat and curved space-times.

The title connexions summarizes for me the great movement of the last 25 years and, if I may presume, the movement of the next 25 years, toward greater interconnectedness of international professional communication. Many in this issue will doubtless speak of the ways technology has transformed professional communication itself. It certainly has, and will. But a key factor in this technological revolution in communication is that it connects—even at times merges—communication with knowledge. Professional communication is now inseparable from databases, and professional communicators, increasingly, are inseparable from programmers. Despite the size of this investment, AFRL recognizes that world class S&T exists worldwide. Consequently, the Laboratory strives to infuse international S&T into its programs, and to leverage its resources with the investments of friends and allies. Two overseas detachments (located in Europe and Asia) and two domestic offices within AFRL spearhead this effort, and use several programs and strategies to identify and develop international opportunities. The aim of this paper is to describe these programs in detail, and to invite both government and non-government organizations to propose project areas that are of mutual interest and could lead to mutual benefit.

Summary: This paper studies international migration from a complex-network perspective. We define the international-migration network (IMN) as the weighted-directed graph where nodes are world countries and links account for the stock of migrants originated in a given country and living in another country at a given point in time. We characterize the binary and weighted architecture of the network and its evolution over time in the period 1960-2000. We find that the IMN is organized around a modular structure characterized by a small-world pattern displaying disassortativity and high clustering, with power-law distributed weighted-network statistics. We also show that a parsimonious gravity model of migration can account for most of observed IMN topological structure. Overall, our results suggest that socio-economic, geographical and political factors are more important than local-network properties in shaping the structure of the IMN.

Internal Motions in Globular Clusters

Summary: Observations of internal motions in globular clusters offer unique insights into the dynamics of the clusters. We have recently developed methods of high-precision astrometry with HST's WFPC2 camera, which allow us to measure internal proper motions of individual stars. These new data open up many new avenues for study of the clusters. Comparison of the dispersion of proper motion with that of radial velocity offers what is potentially the best method of measuring cluster distances, but reliable results will require dynamical modeling of each cluster. Proper motions are much better able to measure anisotropy of stellar motions than are radial velocities. In 47 Tucanae we have measured thousands of proper motions near the center; their velocity distribution is remarkably Gaussian. In two outer fields we have begun to study anisotropy, which appears in the high velocities but not in the lower ones, contrary to the spheroidal velocity distributions that have commonly been assumed.

Summary: Purpose: The aim of the study was to assess perinatal outcome of pregnancy burdened with maternal addiction in comparison with an unselected population from a European transition country. Materials and Methods: Data on pregnancies complicated by illicit drug abuse (n = 85) managed during a 10-year period (1997- 2007) at Split University Hospital were analyzed. Data on the type of drug, course of gestation and labor, and on perinatal outcome were considered. Data on all non-dependence pregnancies recorded during the study period were used as a control group. Results: During the study period, there were 85 dependence-complicated pregnancies (0.2%). Use of heroin alone during pregnancy was recorded in 51 women (50%), methadone alone in 6 (7%), and a combination of heroin and methadone in 9 (11%). Premature delivery was significantly
