(abridged) The activities of the Commission have continued to focus on controlling unwanted light and radio emissions at observatory sites, monitoring of conditions at observatory sites, and education and outreach. Commission members have been active in securing new legislation in several locations to further the protection of observatory sites as well as in the international regulation of the use of the radio spectrum and the protection of radio astronomical observations. In 2009, at its XXVII General Assembly in Rio de Janeiro, the IAU passed Resolution B5 in Defence of the Night Sky and the Right to Starlight. The Resolution encourages IAU members to assist in raising public awareness about the contents and objectives of the International Conference in Defence of the Quality of the Night Sky and the Right to Observe Stars [http://www.starlight2007.net/], in particular the importance of preserving access to an unpolluted night sky for all mankind.

    2015-01-01

After more than half a century of community support related to the science of "solar activity'', IAU's Commission 10 was formally discontinued in 2015, to be succeeded by C.E2 with the same area of responsibility. On this occasion, we look back at the growth of the scientific disciplines involved around the world over almost a full century. Solar activity and fields of research looking into the related physics of the heliosphere continue to be vibrant and growing, with currently over 2,000 refereed publications appearing per year from over 4,000 unique authors, publishing in dozens of distinct journals and meeting in dozens of workshops and conferences each year. The size of the rapidly growing community and of the observational and computational data volumes, along with the multitude of connections into other branches of astrophysics, pose significant challenges; aspects of these challenges are beginning to be addressed through, among others, the development of new systems of literature reviews, machine-sear...

Commission 10 deals with solar activity in all of its forms, ranging from the smallest nanoflares to the largest coronal mass ejections. This report reviews scientific progress over the roughly two-year period ending in the middle of 2008. This has been an exciting time in solar physics, highlighted by the launches of the Hinode and STEREO missions late in 2006. The report is reasonably comprehensive, though it is far from exhaustive. Limited space prevents the inclusion of many significant results. The report is divided into the following sections: Photosphere and Chromosphere; Transition Region; Corona and Coronal Heating; Coronal Jets; Flares; Coronal Mass Ejection Initiation; Global Coronal Waves and Shocks; Coronal Dimming; The Link Between Low Coronal CME Signatures and Magnetic Clouds; Coronal Mass Ejections in the Heliosphere; and Coronal Mass Ejections and Space Weather. Primary authorship is indicated at the beginning of each section.

Using nonstandard analysis, we will extend the classical Turing machines into the internal Turing machines. The internal Turing machines have the capability to work with infinite ($*$-finite) number of bits while keeping the finite combinatoric structures of the classical Turing machines. We will show the following. The internal deterministic Turing machines can do in $*$-polynomial time what a classical deterministic Turing machine can do in an arbitrary finite amount of time. Given an element of $\\in HALT$ (more precisely, the $*$-embedding of $HALT$), there is an internal deterministic Turing machine which will take $$ as input and halt in the $"yes"$ state. The language ${}^*Halt$ can not be decided by the internal deterministic Turing machines. The internal deterministic Turing machines can be viewed as the asymptotic behavior of finite precision approximation to real number computations. It is possible to use the internal probabilistic Turing machines to simulate finite state quantum mechanics with infinite precision. This simulation suggests that no information can be transmitted instantaneously and at the same time, the Turing machine model can simulate instantaneous collapse of the wave function. The internal deterministic Turing machines are powerful, but if $P \

    2007-01-01

Bilateral trade relationships in the international level between pairs of countries in the world give rise to the notion of the International Trade Network (ITN). This network has attracted the attention of network researchers as it serves as an excellent example of the weighted networks, the link weight being defined as a measure of the volume of trade between two countries. In this paper we analyzed the international trade data for 53 years and studied in detail the variations of different network related quantities associated with the ITN. Our observation is that the ITN has also a scale invariant structure like many other real-world networks.

An example of new tools for software products for bioassay analysis and internal dose assessment is the Integrated Modules for Bioassay Analysis (IMBA) were demonstrated at the second course. This suite of quality assured code modules have been adopted in the UK as the standard for regulatory assessment purposes. The intercomparison measurements are an important part of the Quality Assurance work. In what is known as the sup O utside workers ' directive it is stated that the internal dose measurements shall be included in the European Unions supervision system for radiation protection. The emergency preparedness regarding internal contamination was much improved by the training with and calibration of handheld instruments from participants' laboratories. HEP - Theory (arXiv)

    2007-04-05

We construct general 2-charge D1-D5 horizon-free non-singular solutions of IIB supergravity on T^4 and K3 describing fuzzballs with excitations in the internal manifold; these excitations are characterized by arbitrary curves. The solutions are obtained via dualities from F1-P solutions of heterotic and type IIB on T^4 for the K3 and T^4 cases, respectively. We compute the holographic data encoded in these solutions, and show that the internal excitations are captured by vevs of chiral primaries associated with the middle cohomology of T^4 or K3. We argue that each geometry is dual to a specific superposition of R ground states determined in terms of the Fourier coefficients of the curves defining the supergravity solution. We compute vevs of chiral primaries associated with the middle cohomology and show that they indeed acquire vevs in the superpositions corresponding to fuzzballs with internal excitations, in accordance with the holographic results. We also address the question of whether the fuzzball program can be implemented consistently within supergravity.

  7. Ultra Efficient Internal Shocks

    Astrophysics (arXiv)

    Shiho Kobayashi; Re'em Sari

    2000-12-31

Gamma-ray bursts are believed to originate from internal shocks which arise in an irregular relativistic wind. The process has been thought to be inefficient, converting only a few percent of the kinetic energy into gamma-rays. We define ultra efficient internal shocks as those in which the fraction of emitted energy is larger than the fraction of energy given to the radiating electrons at each collision. We show that such a scenario is possible and even plausible. In our model, colliding shells which do not emit all their internal energy are reflected from each other and it causes subsequent collisions, allowing more energy to be emitted. As an example, we obtain about 60% overall efficiency even if the fraction of energy that goes to electrons is $\\epsilon_e=0.1$ provided that the shells' Lorentz factor varies between 10 and $10^4$. The numerical temporal profile reflects well the activity of the source which ejects the shells, though numerous collisions take place in this model.

The International Linear Collider (ILC) is the next large scale project in accelerator particle physics. Colliding electrons with positrons at energies from 0.3 TeV up to about 1 TeV, the ILC is expected to provide the accuracy needed to complement the LHC data and extend the sensitivity to new phenomena at the high energy frontier and answer some of the fundamental questions in particle physics and in its relation to Cosmology. This paper reviews some highlights of the ILC physics program and some of the major challenges for the accelerator and detector design.

A new phenomenon, called cooperative internal conversion process, in which the coupling of bound-free electron and neutron transitions due to the dipole term of their Coulomb interaction permits cooperation of two nuclei leading to neutron exchange if it is allowed by energy conservation, is discussed theoretically. General expression of the cross section of the process is reported in one particle nuclear and spherical shell models as well in the case of free atoms (e.g. noble gases). A half-life characteristic of the process is also determined. The case of $Ne$ is investigated numerically. The process may have significance in fields of nuclear waste disposal and nuclear energy production.

    2013-01-01

In this article, we describe the key features of the recently completed technical design for the International Linear Collider (ILC), a 200-500 GeV linear electron-positron collider (expandable to 1 TeV) that is based on 1.3 GHz superconducting radio-frequency (SCRF) technology. The machine parameters and detector characteristics have been chosen to complement the Large Hadron Collider physics, including the discovery of the Higgs boson, and to further exploit this new particle physics energy frontier with a precision instrument. The linear collider design is the result of nearly twenty years of R&D, resulting in a mature conceptual design for the ILC project that reflects an international consensus. We summarize the physics goals and capability of the ILC, the enabling R&D and resulting accelerator design, as well as the concepts for two complementary detectors. The ILC is technically ready to be proposed and built as a next generation lepton collider, perhaps to be built in stages beginning as a Hig...

This chapter reviews the most recent advancements on the topic of terrestrial and giant planet interiors, including Solar System and extrasolar objects. Starting from an observed mass-radius diagram for known planets in the Universe, we will discuss the various types of planets appearing in this diagram and describe internal structures for each type. The review will summarize the status of theoretical and experimental works performed in the field of equation of states (EOS) for materials relevant to planetary interiors and will address the main theoretical and experimental uncertainties and challenges. It will discuss the impact of new EOS on interior structures and bulk composition determination. We will discuss important dynamical processes which strongly impact the interior and evolutionary properties of planets (e.g plate tectonics, semiconvection) and describe non standard models recently suggested for our giant planets. We will address the case of short-period, strongly irradiated exoplanets and critica...

The importance of logistics in all its variations is still increasing. New technologies emerge, new planning methods and algorithms are developed, only to face a market with a growing complexity and the need of weighting monetary costs against ecological impact. Mastering these challenges requires a scientific viewpoint on logistics, but always with applications in mind. This volume presents up-to-date logistics research in all its diversity and interconnectedness. It grew out of the “International Logistics Science Conference” (ILSC) held in Dortmund in September 2013, bringing together leading scientists and young academics from nine different countries. The conference was jointly organized by the “Efficiency Cluster Logistics” and the “Fraunhofer Institute for Material Flow and Logistics”. The Program Committee used a double blind review process to choose the 12 strongest contributions, which were then grouped in four areas: - Sustainability logistics, including electric mobility, smart inform...

The International Linear Collider (ILC) is a proposed electron-positron collider for the centre-of-mass energy range of 200 to 500 GeV and with upgrade options towards 1 TeV. The ILC would be the ideal tool to explore with high precision the properties of the new Higgs-like particle that has recently been discovered at the LHC with a mass of around 125 GeV. The ILC accelerator design is based on the mature superconducting technology that has been developed in the TESLA collaboration and that is currently being used for the European XFEL. The exploitation of the huge physics potential of the ILC is a challenge for the design of the ILC detectors.

    Quantum Physics (arXiv)

    2002-10-04

Our investigation aims to study the specific role played by entanglement in the quantum computation process, by elaborating an entangled spin model developed within the 'hidden measurement approach' to quantum mechanics. We show that an arbitrary tensor product state for the entity consisting of two entangled qubits can be described in a complete way by a specific internal constraint between the ray and density states of the two qubits. For the individual qubits we use a sphere model representation, which is a generalization of the Bloch or Pauli representation, where also the collapse and noncollapse measurements are represented. We identify a parameter r in [0,1], arising from the Schmidt diagonal decomposition, that is a measure of the amount of entanglement, such that for r = 0 the system is in the singlet state with 'maximal' entanglement, and for r = 1 the system is in a pure product state.

    Astrophysics (arXiv)

    A. Lazarian

    1997-02-16

The measures of mechanical alignment were obtained for both prolate and oblate grains when their temperature is comparable with grain kinetic energy devided by k, the Boltzmann constant. For such grains, the alignment of angular momentum, J, with the axis of maximal inertia, a, is only partial. This substantially alters the alignment as compared with the results in Lazarian (1995) and Roberge, Hanany & Messinger (1996) obtained on the assumption of perfect alignment. We also describe the Gold alignment when the Barnett dissipation is suppressed and derive an analytical expression which relates the measure of alignment with parameters of grain nonsphericity and the direction of the gas - grain drift. This solution provides the lower limit for the alignment measure, while the upper limit is given by the analytics derived in Lazarian (1994). Using results of a recent study of incomplete internal relaxation in Lazarian & Roberge (1996), we find measures of alignment for the whole range of ratios of grain rotational energy to k over T_s, where T_s is the grain temperature. To describe alignment for mildly supersonic drifts, we suggest an analytical approach which provides good correspondence with the results of direct numerical simulations in Roberge, Hanany & Messinger (1995). We also extend our approach to account for the simultaneous action of the Gold and Davis-Greenstein mechanisms.

    Condensed Matter (arXiv)

    J. M. Deutsch

    2010-06-07

The dynamics of flexible polymer molecules are often assumed to be governed by hydrodynamics of the solvent. However there is considerable evidence that internal dissipation of a polymer contributes as well. Here we investigate the dynamics of a single chain in the absence of solvent to characterize the nature of this internal friction. We model the chains as freely hinged but with localized bond angles and 3-fold symmetric dihedral angles. We show that the damping is close but not identical to Kelvin damping, which depends on the first temporal and second spatial derivative of monomer position. With no internal potential between monomers, the magnitude of the damping is small for long wavelengths and weakly damped oscillatory time dependent behavior is seen for a large range of spatial modes. When the size of the internal potential is increased, such oscillations persist, but the damping becomes larger. However underdamped motion is present even with quite strong dihedral barriers for long enough wavelengths.

  16. Discovering internal symmetry in cosmology

    Astrophysics (arXiv)

    Arthur D. Chernin

    2001-09-29

Internal (non-geometric) symmetry is recognized and studied as a new phenomenon in cosmology. Symmetry relates cosmic vacuum to non-vacuum forms of cosmic energies, which are dark matter, baryons, and radiation. It is argued that the origin and physical nature of cosmic internal symmetry are due to the interplay between gravity and electroweak scale physics in the early universe. The time-independent characteristic number associated with this symmetry is found in terms of the Planck energy and the electroweak energy scale. Cosmic internal symmetry provides a framework which suggests a consistent solution to both the `cosmic coincidence problem' and the `naturalness problem' that have been considered as the most severe challenge to current concepts in cosmology and fundamental physics.

Towards the end of last year the 8th International conference on cosmic rays, held under the auspices of the International Union of Pure and Applied Physics (I.U.P.A.P.) and the Department of Atomic Energy of the Government of India, was held at Jaipur, India. Among the participants was W.O. Lock, head of CERN's Emulsion Group, who gave an invited talk on recent work in the field of what is normally known as high-energy physics — though in the context of this conference such energies seem quite low. In this article, Dr. Lock gives a general review of the conference and of the subjects discussed.

    2013-01-01

Recent discussion about the increase in international research collaboration suggests a comprehensive global network centred around a group of core countries and driven by generic socio-economic factors where the global system influences all national and institutional outcomes. In counterpoint, we demonstrate that the collaboration pattern for countries in Africa is far from universal. Instead, it exhibits layers of internal clusters and external links that are explained not by monotypic global influences but by regional geography and, perhaps even more strongly, by history, culture and language. Analysis of these bottom-up, subjective, human factors is required in order to provide the fuller explanation useful for policy and management purposes.

    Astrophysics (arXiv)

    Ivan R. King; Jay Anderson

    2000-07-03

Observations of internal motions in globular clusters offer unique insights into the dynamics of the clusters. We have recently developed methods of high-precision astrometry with HST's WFPC2 camera, which allow us to measure internal proper motions of individual stars. These new data open up many new avenues for study of the clusters. Comparison of the dispersion of proper motion with that of radial velocity offers what is potentially the best method of measuring cluster distances, but reliable results will require dynamical modeling of each cluster. Proper motions are much better able to measure anisotropy of stellar motions than are radial velocities. In 47 Tucanae we have measured thousands of proper motions near the center; their velocity distribution is remarkably Gaussian. In two outer fields we have begun to study anisotropy, which appears in the high velocities but not in the lower ones, contrary to the spheroidal velocity distributions that have commonly been assumed.

    2008-01-31

We introduce driven exclusion processes with internal states that serve as generic transport models in various contexts, ranging from molecular or vehicular traffic on parallel lanes to spintronics. The ensuing non-equilibrium steady states are controllable by boundary as well as bulk rates. A striking polarization phenomenon accompanied by domain wall motion and delocalization is discovered within a mesoscopic scaling. We quantify this observation within an analytic description providing exact phase diagrams. Our results are confirmed by stochastic simulations.

    Astrophysics (arXiv)

    1999-06-07

The discovery of strong gamma-ray and hard X-ray emission and the results from various multifrequency campaigns have disclosed new aspects of the blazar phenomenology, leading to a much more robust understanding of the mechanisms underlying their emission, and offering clues for the energetics of their relativistic jets. I review these aspects, and propose that all the diversity in the blazar phenomenology depends on only one parameter. I also suggest that some of the blazar characteristics can be explained by the internal shock scenario, as proposed to explain the emission from gamma-ray bursts.

    Nonlinear Sciences (arXiv)

    2009-10-15

The risk of systemic war seems dependant on the level of criticality and sensitivity of the International System, and the system's conditions. The level of criticality and sensitivity is dependant on the developmental stage of the International System. Initially, following a systemic war, the increase of the level of criticality and sensitivity go hand in hand. However, at a certain stage the sensitivity of the International System for larger sized wars decreases; as a consequence of a network effect, we argue. This network effect results in increased local stability of the System. During this phase the criticality of the International System steadily increases, resulting in a release deficit. This release deficit facilitates a necessary build up of energy to push the International System, by means of systemic war, into a new stability domain. Systemic war is functional in the periodic rebalancing of an anarchistic international system.

    HEP - Theory (arXiv)

    Tirthabir Biswas

    2004-03-09

In this paper we first derive solutions which can be interpreted as branes wrapping nontrivial curved manifolds, and then study their cosmological implications. We find that at early times the branes tend to shrink the internal manifold, while allowing the ``unwrapped'' dimensions to expand in congruence with what has already been observed in the case when the internal manifold is flat (tori). However, at late times the internal curvature terms become important leading to potentially interesting differences.

An internal hydrogen target system was developed for the OLYMPUS experiment at DESY, in Hamburg, Germany. The target consisted of a long, thin-walled, tubular cell within an aluminum scattering chamber. Hydrogen entered at the center of the cell and exited through the ends, where it was removed from the beamline by a multistage pumping system. A cryogenic coldhead cooled the target cell to counteract heating from the beam and increase the density of hydrogen in the target. A fixed collimator protected the cell from synchrotron radiation and the beam halo. A series of wakefield suppressors reduced heating from beam wakefields. The target system was installed within the DORIS storage ring and was successfully operated during the course of the OLYMPUS experiment in 2012. Information on the design, fabrication, and performance of the target system is reported.

    CERN Preprints

    Varlamov, V V

    2014-01-01

Space-time and internal symmetries are considered within one theoretical framework based on the generalized spin and abstract Hilbert space. Complex momentum is understood as a generating kernel of the underlying spinor structure. It is shown that tensor products of biquaternion algebras are associated with the each irreducible representation of the Lorentz group. Space-time discrete symmetries $P$, $T$ and their combination $PT$ are generated by the fundamental automorphisms of this algebraic background (Clifford algebras). Charge conjugation $C$ is presented by a pseudoautomorphism of the complex Clifford algebra. This description of the operation $C$ allows one to distinguish charged and neutral particles including particle-antiparticle interchange and truly neutral particles. Quotient representations of the Lorentz group and their possible relations with $P$- and $CP$-violations are considered. Spin and charge multiplets, based on the interlocking representations of the Lorentz group, are introduced. A ce...

The International Axion Observatory (IAXO) is a next generation axion helioscope aiming at a sensitivity to the axion-photon coupling of a few 10^{-12} GeV^{-1}, i.e. 1-1.5 orders of magnitude beyond sensitivities achieved by the currently most sensitive axion helioscope, the CERN Axion Solar Telescope (CAST). Crucial factors in improving the sensitivity for IAXO are the increase of the magnetic field volume together with the extensive use of x-ray focusing optics and low background detectors, innovations already successfully tested at CAST. Electron-coupled axions invoked to explain the white dwarf cooling, relic axions, and a large variety of more generic axion-like particles (ALPs) along with other novel excitations at the low-energy frontier of elementary particle physics could provide additional physics motivation for IAXO.

    HEP - Phenomenology (arXiv)

    Massimo Giovannini

    2000-07-15

The dynamical evolution of internal space-like dimensions breaks the invariance of the Maxwell's equations under Weyl rescaling of the (conformally flat) four-dimensional metric. Depending upon the number and upon the dynamics of internal dimensions large scale magnetic fields can be created. The requirements coming from magnetogenesis together with the other cosmological constraints are examined under the assumption that the internal dimensions either grow or shrink (in conformal time) prior to a radiation dominated epoch. If the internal dimensions are growing the magnitude of the generated magnetic fields can seed the galactic dynamo mechanism.

We investigate the internal logic of a quantum computer with two qubits, in the two particular cases of non-entanglement (separable states) and maximal entanglement (Bell's states). To this aim, we consider an internal (reversible) measurement which preserves the probabilities by mirroring the states. We then obtain logical judgements for both cases of separable and Bell's states.

  9. Spinor Structure and Internal Symmetries

    Mathematical Physics (arXiv)

    V. V. Varlamov

    2015-03-26

Spinor structure and internal symmetries are considered within one theoretical framework based on the generalized spin and abstract Hilbert space. Spin and charge multiplets, based on the interlocking representations of the Lorentz group, are introduced. A central point of the work is a correspondence between Wigner definition of elementary particle as an irreducible representation of the Poincar\\'{e} group and $SU(3)$-description (quark scheme) of the particle as a vector of the supermultiplet (irreducible representation of $SU(3)$). This correspondence is realized on the ground of a spin-charge Hilbert space. Basic hadron supermultiplets of $SU(3)$-theory (baryon octet and two meson octets) are studied in this framework. It is shown that quark phenomenologies are naturally incorporated into presented scheme. The relationship between mass and spin is established. The introduced spin-mass formula and its combination with Gell-Mann--Okubo mass formula allows one to take a new look at the problem of mass spectrum of elementary particles.

    CERN Preprints

    1994-01-01

We apply the method of collective coordinate quantization to a model of solitons in two spacetime dimensions with a global $U(1)$ symmetry. In particular we consider the dynamics of the charged states associated with rotational excitations of the soliton in the internal space and their interactions with the quanta of the background field (mesons). By solving a system of coupled saddle-point equations we effectively sum all tree-graphs contributing to the one-point Green's function of the meson field in the background of a rotating soliton. We find that the resulting one-point function evaluated between soliton states of definite $U(1)$ charge exhibits a pole on the meson mass shell and we extract the corresponding S-matrix element for the decay of an excited state via the emission of a single meson using the standard LSZ reduction formula. This S-matrix element has a natural interpretation in terms of an effective Lagrangian for the charged soliton states with an explicit Yukawa coupling to the meson field. W...

  12. Internal shock model for Microquasars

    Astrophysics (arXiv)

Christian R. Kaiser; Rashid Sunyaev; Henk C. Spruit

    2000-02-17

We present a model for the radio outbursts of microquasars based on the assumption of quasi-continuous jet ejection. The jets are `lit up' by shock fronts traveling along the jets during outbursts. The observed comparatively flat decay light curves combined with gradually steepening spectral slopes are explained by a superposition of the radiation of the aging relativistic particle population left behind by the shocks. This scenario is the low energy, time-resolved equivalent to the internal shock model for GRBs. We show that this model predicts energy contents of the radiating plasma similar to the plasmon model. At the same time, the jet model relaxes the severe requirements on the central source in terms of the rate at which this energy must be supplied to the jet. Observations of `mini-bursts' with flat spectral slopes and of infrared emission far from the source centre suggest two different states of jet ejections: (i) A `mini-burst' mode with relatively stable jet production and weak radio emission with flat spectra and (ii) an outburst mode with strong variations in the jet bulk velocities coupled with strong radio emission with steeper spectra. We also show that the continuous jets in microquasars should terminate in strong shocks and possibly inflate radio lobes similar to extragalactic jet sources. Finally, we investigate the possibility of testing the predictions of this model with resolved radio observations.

  16. A Hamiltonian Formulation for Long Internal Waves

    Nonlinear Sciences (arXiv)

Yuri V. Lvov; Esteban G. Tabak

    2003-02-22

A novel canonical Hamiltonian formalism is developed for long internal waves in a rotating environment. This includes the effects of background vorticity and shear on the waves. By restricting consideration to flows in hydrostatic balance, superimposed on a horizontally uniform background of vertical shear and vorticity, a particularly simple Hamiltonian structure arises, which can be thought of as describing a nonlinearly coupled infinite collection of shallow water systems. The kinetic equation describing the time evolution of the spectral energy of internal waves is subsequently derived, and a stationary Kolmogorov solution is found in the high frequency limit. This is surprisingly close to the Garrett--Munk spectrum of oceanic internal waves.

A positive boost was given to the relations between them just a couple of years ago and it is now yielding fruits.   CERN has the concept laid down in its Convention: the Organization was founded to do fundamental science but its main goals include fostering education, peaceful collaboration and knowledge transfer to society. Hence, the large overlap with many other international organisations appears crystal clear. However, if you are in the Geneva region and you follow the “International Organisations” signposting, you do not end up at CERN… “Despite being in the same region and having several goals in common, until recently there was no structured framework for the relationships between CERN an...
