| Description/Abstract | Ecology, and particularly the control of pollution, are influencing the exploration for new reserves and exploitation of known reserves off shore where the last great horizon exists. This is reflected in the slowdown of lease sales and consequent decrease in drilling activity. Pollution control on shore could cause early abandonment of known reserves and, combined with other items, will affect the exploration for new reserves. Ecology concern also has an impact on transportation as evidenced by holdup of getting North Slope oil to market. The oil industry has gone along wholeheartedly with the more stringent regulations for offshore drilling, although it is estimated the average cost will be increased approx. 10%. Holdups are still occurring on lease sales off the Gulf Coast. Such delays in the sales will without a doubt affect the overall recovery from the reservoirs and reduce generally proven reserves. This is at a time when oil operators are attempting at considerable expense to obtain the optimum recovery of known reserves. The country can ill afford the loss of these valuable resources. Lack of sales or delay on wildcat acreage is more generally affected by other factors, even though ecological concern is still the basic cause. |
