This report is a preliminary proposal from Argonne National Laboratory for a Tau Charm Factory. The authors argue that APS provides potential facilities, expertise in colliders, expertise in detectors from the HEP section of Argonne, a major laboratory with no major projects on line at present, and a potentially attractive project. The report points out that even in the face of the present design proposal, actual work on such a device requires support for a facility from the HEP community, ANL management, and DOE.
