Legislative shake-up planned for electricity supply in England and Wales
As part of its developing energy policy the British Government has ordered a complete review of the legislation that defines the operating framework for the electricity supply industry in England and Wales. There are 12 acts on the statute books dating back to 1882, the earliest of them enabling the then private companies to use public highways, and otherwise trespass on the province of the local authorities in the course of supplying electric lighting to private consumers and, naturally, the lighting of public roads and open spaces. The last legislation to be enacted was the bill that received Royal assent in July 1957; this established the Electricity Council and the CEGB which took over from the Central Electricity Authority as of January 1958. This Act also gave greater financial authority to the Area Boards. It is wondered if the review of the statutes is what is needed to change opinions for encouragement of the application of total energy systems to enhance conservation in the United Kingdom. (MCW)
