Central American renewable energy for sustainable development collaborative
For the past eight years, the US Export Council for Renewable Energy (US/ECRE), the consortium of US renewable energy (RE) and energy efficiency (EE) trade organizations, and the interagency Committee on Renewable Energy Commerce and Trade (CORECT) have formulated cooperative industry/government programs to support the efforts of the US RE/EE industries to bring the benefits of RE/EE products and services to developing countries. A variety of RE/EE measures have also been undertaken by developing countries themselves, some with the support of US government, multilateral, or bilateral agencies. These RE/EE activities have failed to reach their full potential for two reasons: (1) lack of dedicated project financing, and (2) failure to aggregate RE/EE activities on a regional basis. These two barriers have largely prevented RE/EE projects and have largely prevented RE/EE projects and approaches from being fully integrated into broader energy-sector policy. Aggregating demand is critical to achieving economies of scale in production as well as project administration. Most importantly, aggregating RE/EE activities is essential to creating the political leverage necessary to secure organizational and financial resources for RE/EE projects. For these reasons, US/ECRE is spreading the development of regional RE/EE policies.
