In opening these hearings, Chairman Dingell pointed to 5 specific pieces of legislation passed in the '80s to aid in the transfer of taxpayer-funded technologies to the private sector from Federal laboratories. At this hearing, the committee was seeking answers to four essential questions to see if the above legislation helped, namely: (1) What does US industry need to more effectively make the transfer happen ; (2) Why is industry not interacting more successfully with Federal laboratories ; (3) What can industry do better ; and (4) What can government do better Testimony was heard from 10 officials from: the Departments of Defense, Energy, and Commerce; Hewlett-Packard Laboratories; National Tooling and Machining Association; Hudson Institute; Ford Motor Co.; National Center for Manufacturing Sciences; and Technology Strategic Planning, Inc. In addition, material was submitted for the record by: Michigan Biotechnology Institute; Motorola, Inc.; and National Aeronautics and Space Administration.
