OPEC and the new international economic order
The main features of international relations since World War II have been; proliferation of international organizations, increased concern with international economic issues, and prominence of developing countries, in the United Nations. Also, there is a tendency toward formality in international economic relations influenced by the principle of laissez faire and the dominance of transnational corporations. Developing states advocate the establishment of a New International Economic Order (NIEO) while market economy states and, to a lesser extent, other developed states opposed it. NIEO envisages restructuring of international economic relations with trade in commodities being conducted by producer, or consumer and producer organizations. This study concentrates on OPEC because of its impact on the international oil market. OPEC was successful in the 1970's in augmenting prices of oil and overcoming crises in the 1980's. Developing countries became active in ensuring remunerative export earnings from their raw materials. Also hopeful of success were the two other commodity exporting organizations; the Inter governmental Council of Copper Exporting Countries (CIPEC) and the International Bauxite Association (IBA). CIPEC was more effective than IBA, but, was not able to influence the international copper market. The International Coffee Organization (ICO) is one of the oldest producer and consumer organizations. In spite of chronic difference among the producers and between them and the consumers, it plays a significant role in the international coffee market. Its survival indicates that the interests of the main players in the international coffee market are served by its mechanism. The drive for NIEO has suffered a setback due to the difficulties facing OPEC, other commodity organizations, and developing countries since the early 1980's.
