Charles A. Bowsher, Comptroller General of the US General Accounting Office (GAO) was the principal witness at a DOE performance review of the nation's second largest civilian procurement agency, the Department of Energy. The GAO investigation revealed an unacceptable level of waste and poor management and a lack of audit control over the nearly $9 billion annual budget to outside contractors. Particular attention focused on the management of the strategic petroleum reserve. Mr. Bowsher elaborated on details of the GAO report and responded to questions.
