This report comprises the Department of Energy's (DOE's) second annual report to the Congress as required by Public Law 98-369, the Competition in Contracting Act of 1984 (CICA). The fiscal year (FY) 1986 activities and accomplishments of the Department to increase competition in acquisition contracts are covered in this report along with the goals and plans for FY 1987.
