Title: The pollution prevention program at the Savannah River Site

The Pollution Prevention Program at SRS is broken down into seven implementation elements: Solid Waste Minimization, Toxic Chemicals Reduction, Energy Conservation, Environmental Emissions Reduction, Affirmative Procurement, Recycle and Reuse, and Remediation Techniques. This paper will discuss each of these seven program elements in detail. The site`s primary strategy is to minimize solid waste by implementing cost effective and environmentally sound initiatives to reduce the volume and toxicity of solid waste requiring treatment, storage, and disposal by reducing waste streams at the point of generation (source reduction) when possible or by recycling. Waste that cannot be eliminated or recycled is treated in accordance with environmental regulations to reduce its volume, toxicity, and mobility prior to disposal. The site`s environmental protection program assures that all SRS environmental emissions meet regulatory requirements established by the Clean Air Act and its amendments, including Radioactive National Emission Standards for Hazardous Air Pollutants (NESHAP) regulations. The site`s Ozone Depleting Substances (ODS) Program eliminates the use of stratospheric ozone depleters, identifies nonhazardous product substitutes, implements maintenance measures to prevent or minimize ODS leaks, and initiates projects to recycle/recover refrigerants, halons, and solvents. The affirmative procurement program supports Resource Conservation and Recovery Act (RCRA) Section 6002 by promoting the purchase and use of products made from recovered and recycled materials when technically and economically feasible. In 1996 SRS recycled 3200 tons of material, more than one third of its solid, nonradioactive waste. In the past several years, over 450 surface and groundwater waste units have been identified at SRS. SRS has aggressively pursued new and innovative methods focusing on waste.
