Title: Development of a conceptual-planning model for use in the development of an energy-management plan in school districts

The model was developed by comparing and synthesizing both theoretical and practical considerations. Information for the study came from reviewing the literature concerning elements of organizations, management development, and systems planning models. Additional data came from a review of ten energy-management plans selected for their comprehensiveness in content and diversity of application. Selection of a validation jury consisted of three steps: the director of each state energy office was asked to nominate experts in energy management; a composite list was developed and sent to the nominees, soliciting their participation; and the jury was selected from the top choices of the experts. The jury of experts responded to the model with regard to both order of importance and operational feasibility. The responses included the use of a close-ended Likert scale and an open-ended comment option. The development of the conceptual planning model was dependent primarily upon the review of literature pertaining to components of organizations, selected energy-management plans, and selected systems-planning models. An abbreviated outline of the eight-step model included: (1) preplanning; (2) obtaining commitment; (3) establishing organizational structure; (4) developing energy-management goals and objectives; (5) establishing an energy data base; (6) developing district energy-management plan; (7) implementation; and (8) evaluation.
