Contractor mines Co-op's coal
Although many coal operators are currently in the red, none of them set out to be a nonprofit company. But, ironically, in southern Illinois an honest-to-goodness nonprofit coal company is setting productivity records while selling all it can produce. The company has two things going for it: An experienced mining contractor to operate the mine, and itself as its own best customer. The company, Western Fuels Association (WFA), was formed and incorporated as a nonprofit cooperative in Wyoming by consumer-owned utilities at a time when the OPEC embargo made coal a sellers' market. Small consumer-owned utilities had trouble obtaining long-term contracts to supply coal for new generating stations. In 1974 two of these small utilities formed WFA. Since then, the co-op has prospered and 35 utilities are now members.
