Title: Small-wind-systems zoning issues and approaches

Issues associated with installing small wind systems in areas covered by local zoning codes and ordinances are discussed. The discussion is designed for three audiences: zoning boards, purchasers of small wind systems, and manufacturers and dealers whose products must comply with the codes and who are often called upon for assistance and information by their customers. Beginning with a brief description of small wind systems, the report goes on to explain the requirements for siting them, including the reasons high towers are needed. Commonly defined tower safety and wind-turbine safety and environmental issues are discussed and distinctions made between those which should not be of concern and those which should be addressed by zoning boards. The nature of zoning regulations, including the legal bases for local jurisdiction, are discussed for the benefit of those with little or no experience in this complex subject. To further aid small-wind-systems purchasers and manufacturers/dealers, a step-by-step procedure is provided for developing and presenting a variance or compliance application. Finally, an annotated series of approaches to small-wind-systems zoning issues gleaned from ordinances which have been proposed or enacted in various localities throughout the United States is appended.
