This manual was developed to provide guideline information on spill prevention procedures for individuals who have the responsibility of maintaining a spill-free plant during the transportation, transfer, storage and processing of petroleum products. The manual can, however, be used to prevent spills of materials other than fuel oil. An attempt was made to cover every facet of spill prevention. Special emphasis is given to failsafe engineering as an approach to preventing spills from the predominant cause - human failure.
