The Comprehensive Oil Pollution Liability and Compensation Act (H.R. 1232) deals with oil spill damage which occurs inside territorial and inland waters and is coordinated with international conventions. It covers claims of economic loss due to oil spills or water pollution by oil and removal costs. The Act describes the conditions for making a claim of injury by US and foreign claimants, with a special section covering Canadian claimants against the Trans-Alaska pipeline. Section 104 describes the rules and limits of liability; Section 105, the financial responsibility of vessels and facilities. Other sections provide for claims settlements and penalties. Title II establishes an insurance corporation and compensation fund to deal with marine oil pollution under this Act.
